ARMY

Syracuse Research Corp., Syracuse, New York, was awarded a $108,209,591 cost-plus-fixed-fee contract for Vehicle Integrated Defeat System. Bids were solicited via the internet with one received. Work will be performed in Syracuse, New York, with an estimated completion date of Jan. 30, 2020. Fiscal 2019 research, development, test and evaluation; operations and maintenance, Army; and other procurement, Army funds in the combined amount of $53,022,699 were obligated at the time of the award. NAVY

The Boeing Co., St. Louis, Missouri, is awarded a $56,755,269 cost-plus-fixed-fee, indefinite-delivery/indefinite-quantity contract that provides program management support as well as engineering and integrated logistics support by the original equipment manufacturer for the post-production support phase of the T-45 aircraft lifecycle. This contract includes special tooling and test equipment, data accessibility and obsolescence identification, and resolution in addition to field services support that will provide subject matter expertise in the areas of environmental control systems, cockpit pressurization and On-Board Oxygen Generation Systems integration. Work will be performed in St. Louis, Missouri (96.1 percent); Meridian, Mississippi (1.3 percent); Kingsville, Texas (1.3 percent); and Pensacola, Florida (1.3 percent), and is expected to be completed in January 2022. Lockheed Martin Corp., Fort Worth, Texas, is awarded $31,335,203 for modification P00044 to a previously awarded cost-plus-incentive fee, cost-plus-fixed-fee contract (N00019-16-C-0004) for sustainment services for F-35 Lightning II low-rate initial production Lot X aircraft for the government of Australia. Work will be performed in Williamtown, Australia, and is expected to be completed in January 2021. Non-U.S. Department of Defense participant funds in the amount of $31,335,203 will be obligated at time of award, none of which will expire at the end of the current fiscal year. Lockheed Martin Missiles and Fire Control, Archbald, Pennsylvania, is awarded $16,089,088 for modification P00005 to a previously awarded firm-fixed-price contract (N00019-17-C-0022). This modification provides for the procurement of 4,320 Laser Guided Training Rounds BDU-59B/B. Lockheed Martin Rotary and Mission Systems, Moorestown, New Jersey, is awarded a $10,930,390 fixed-price incentive (firm target) modification to previously awarded contract N00024-14-C-5106 to exercise options for AEGIS Ballistic Missile Defense (BMD) 4.0.2 equipment for Shipset 23 and BMD spares. Work will be performed in Moorestown, New Jersey (54 percent); and Clearwater, Florida (46 percent), and is expected to be complete by November 2020. Fiscal 2019 Defense Wide Procurement funding in the amount of $10,339,481; and fiscal 2013 shipbuilding and conversion (Navy) funding in the amount of $590,909 will be obligated at time of award, and will not expire at the end of the current fiscal year. General Dynamics Electric Boat Corp., Groton, Connecticut, is awarded a $9,998,560 cost-plus-fixed-fee modification to previously-awarded contract N00024-14-C-2104 for digital voltage regulator system material. The contractor will be providing five ship sets of material and one ship set ready for ship installation. Work will be performed in Groton, Connecticut, and is expected to be completed by December 2020. Fiscal 2019 other procurement (Navy) funding in the amount of $9,998,560 will be obligated at time of award and will not expire at the end of the current fiscal year. AIR FORCE

Multibeam Corp., Santa Clara, California, has been awarded a $22,900,000 firm-fixed-price modification to contract FA9453-17-C-0015 for the Electron-Beam Direct Write subsystems. This contract is to continue demonstration of the advanced lithography tool for government integrated circuits developed under the basic contract. Work will be performed in Santa Clara, California, and is expected to be completed May 19, 2021. Fiscal 2017 Defense Production Act Title III funds in the amount of $22,900,000 are being obligated at the time of award. Total cumulative face value of the contract is $32,300,000. Air Force Research Laboratory, Kirtland Air Force Base, New Mexico, is the contracting activity.

U.S. TRANSPORTATION COMMAND

SeaCube Container Leasing International, Woodcliff Lake, New Jersey (HTC71119DR008); Textainer Equipment Management, San Francisco, California (HTC71119DR009); and Triton Container International, Hamilton, Bermuda (HTC71119DR010), have been awarded indefinite-delivery/indefinite-quantity, firm-fixed-price contracts for leasing and transportation of intermodal container equipment, in the amount of $16,227,246 (estimated) for the base year. Schuyler Line Navigation Co. LLC, Annapolis, Maryland, has been awarded a fixed-price with economic price adjustment contract (HTC71119DW001) in the amount of $7,101,934. The contract provides ocean liner service between Jacksonville/Blount Island, Florida, and Naval Station Guantanamo Bay, Cuba, to the Military Surface Deployment and Distribution Command.     Australia’s Hunter-Class Frigate Program Steel Contract Signed

    Australian company BlueScope Steel AIS has signed a contract with ASC Pty Ltd Shipbuilding, a subsidiary of BAE Systems Australia , for the Hunter-class Frigate program. Xavier Vavasseur 05 Jun 2020 Under the $2.6 million contrac, BlueScope is set to deliver more than 1500 tonnes of steel plate which will be used to construct five ship blocks in the prototyping phase of the program. The blocks will then test processes, systems, tools, and facilities prior to construction commencing on the first of nine frigates by end 2022. This is the first of a number of contracts ASC Shipbuilding will award to Australian businesses in the lead up to the Hunter program's prototyping phase and realises the company's commitment to use Australian steel for the $35 billion Hunter Class Frigate Program. During prototyping, five representative ship ‘blocks' will be built at the world-class Osborne Naval Shipyard in South Australia. During this phase, the processes, systems, tools, facilities and workforce competencies will be extensively tested and refined before construction commences on the first frigate in 2022. ASC Shipbuilding will design and build nine Hunter-class ships, which will be among the world's most advanced anti-submarine warfare frigates, for the Royal Australian Navy. The Hunter-class will begin entering service in the late 2020s replacing the eight Anzac Class frigates, which have been in service since 1996. About Hunter-class Frigate The Hunter Class FFGs will be built in Australia by ASC Shipbuilding at the Osborne Naval Shipyard in South Australia, based on BAE System's Global Combat Ship design (also selected for the Type 26 City-class of the Royal Navy and Canadian Surface Combatant or CSC for the Royal Canadian Navy). According to the Royal Australian Navy, the Hunter Class will provide the Australian Defence Force with the highest levels of lethality and deterrence our major surface combatants need in periods of global uncertainty. They will have the capability to conduct a variety of missions independently, or as part of a task group, with sufficient range and endurance to operate effectively throughout the region. The frigates will also have the flexibility to support non-warfare roles such as humanitarian assistance and disaster relief.     The DoD needs data-centric security, and here’s why

    Drew Schnabel The U.S. Department of Defense is set to adopt an initial zero-trust architecture by the end of the calendar year, transitioning from a network-centric to a data-centric modern security model. Zero trust means an organization does not inherently trust any user. Trust must be continually assessed and granted in a granular fashion. This allows defense agencies to create policies that provide secure access for users connecting from any device, in any location. “This paradigm shift from a network-centric to a data-centric security model will affect every arena of our cyber domain, focusing first on how to protect our data and critical resources and then secondarily on our networks,” Vice Adm. Nancy Norton, director of the Defense Information Systems Agency and commander of the Joint Force Headquarters-Department of Defense Information Network, said at a virtual conference in July. How does the Pentagon's AI center plan to give the military a battlefield advantage? The Pentagon's artificial intelligence hub is working on tools to help in joint, all-domain operations as department leaders seek to use data to gain an advantage on the battlefield. Andrew Eversden To understand how the DoD will benefit from this new zero-trust security model, it's important to understand the department's current Joint Information Environment, or JIE, architecture; the initial intent of this model; and why the JIE can't fully protect modern networks, mobile users and advanced threats. Evolving DoD information security The JIE framework was developed to address inefficiencies of siloed architectures. The goal of developing a single security architecture, or SSA, with JIE was to collapse network security boundaries, reduce the department's external attack surface and standardize management operations. This framework helped ensure that defense agencies and mission partners could share information securely while reducing required maintenance and continued infrastructure expenditures. Previously, there were more than 190 agency security stacks located at the base/post/camp/station around the globe. Now, with the JIE architecture, there are just 22 security stacks centrally managed by the Defense Information Systems Agency to provide consistent security for users, regardless of location. “This paradigm shift from a network-centric to a data-centric security model will affect every arena of our cyber domain, focusing first on how to protect our data and critical resources and then secondarily on our networks,” Vice Adm. Initially, the JIE was an innovative concept that took the DoD from a highly fragmented architecture, in which each agency managed its own cybersecurity strategy, to an architecture in which there is a unified SSA. However, one of the early challenges identified for the JIE was managing cloud cybersecurity as part of the SSA. The components in the JIE — the Joint Regional Security Stacks family's internet access points and cloud access points — have traditionally focused on securing the network, rather than the data or user. As more DoD employees and contractors work remotely and data volumes increase, hardware cannot scale to support them. This has created ongoing concerns with performance, reliability, latency and cost. A cloud-first approach In response, the DoD leverages authorized solutions from the Federal Risk and Authorization Management Program, and it references the Secure Cloud Computing Architecture guidance for a standard approach for boundary and application-level security for impact Level 4 and 5 data hosted in commercial cloud environments. The purpose of the SCCA is to provide a barrier of protection between the DoD Information Services Network and the commercial cloud services that the DoD uses while optimizing the cost-performance trade in cybersecurity. Defense agencies are now exploring enterprise-IT-as-a-service options to move to cloud, and reduce the need for constant updates and management of hardware. Through enterprise-IT-as-a-service models, defense agencies will be able to scale easily, reduce management costs and achieve a more competitive edge over their adversaries. Before the pandemic hit, defense agencies were already moving to support a more mobile workforce, where employees can access data from anywhere on any device. However, a cyber-centric military requires security to be more deeply ingrained into employee culture rather than physical protection of the perimeter. The next evolution to secure DISA and DoD networks is to embrace a secure access edge model with zero-trust capabilities. The SASE model moves essential security functions — such as web gateway firewalls, zero-trust capabilities, data loss prevention and secure network connectivity — all to the cloud. Then, federal employees have direct access to the cloud, while security is pushed as close to the user/data/device as possible. SP 800-27, zero-trust guidance from the National Institute of Standards and Technology, provides a road map to migrate and deploy zero trust across the enterprise environment. This guidance outlines the necessary tenants of zero trust, including securing all communication regardless of network location, and granting access on a per-session basis. This creates a least-privilege-access model to ensure the right person, device and service have access to the data they need while protecting high-value assets. As the DoD transforms the JIE architecture to an as-a-service model with zero-trust capabilities, defense agencies will experience cost savings, greater scalability, better performance for the end user and war fighter, improved visibility, and control across DoD networks — and ultimately a stronger and more holistic cybersecurity capability moving forward. https://www.c4isrnet.com/opinion/2020/09/29/the-dod-needs-data-centric-security-and-heres-why/
