Canada reviews footage of destroyed and captured Canadian-made Saudi armoured vehicles

The Canadian government says it is examining video footage which appears to show Canadian-made light armoured vehicles captured by rebels in Yemen.

Yemen's Houthi rebels released the footage Sunday of the aftermath of a battle with Saudi Arabian forces. The fighting started as an ambush inside Saudi Arabia but then turned into a major cross-border battle, according to the rebels. The footage of the battle was shown on Houthi-run Al Masirah TV and Al Jazeera.

Saudi Arabia has not acknowledged the fighting and the Houthi claims have not been independently verified. The footage shows the captured and destroyed light armoured vehicles as well as Saudi troops taken prisoner.

Over the years, Saudi Arabia has purchased light armoured vehicles from Canada's General Dynamics Land Systems-Canada in London, Ont. In 2014, the then Conservative government announced a deal worth an estimated $15 billion to sell Saudi Arabia more than 700 light armoured vehicles. That controversial deal was later approved by the Liberal government.

Besides the armoured vehicles, the video shows large amounts of captured small arms. It is not clear whether the Houthi forces took possession of some of the armoured vehicles or left them at the ambush site. Houthi spokesman Brig. Gen. Yahya Saree told Al Masirah TV that the captured soldiers were moved to “secure places.”

Doug Wilson-Hodge, spokesman for General Dynamics Land Systems-Canada, said the company is declining to comment on the footage.

Global Affairs Canada spokesperson Adam Austen said Friday that department officials are reviewing the footage. It is unclear what would be done after the footage is examined.

Austen also noted the government is reviewing all export permits to Saudi Arabia but no final decision has been taken. “During this review, no new permits have been issued,” Austen added.

A March 21, 2016 Global Affairs Canada memo released under the Access to Information law noted that officials in the department pushed for the sale of the light armoured vehicles to the Saudis despite concerns about human rights abuses and the possibility such equipment could be captured by rebels from Yemen. The memo pointed to the appearance of a Canadian-made LRT-3 sniper rifle photographed in the hands of a Houthi rebel in Yemen. More than 1,300 sniper rifles have been exported from Canada to the Saudi Arabian military and security forces, including several hundred of that particular model, the document added.

“Canada's Embassy in Riyadh assesses that this rifle, along with other Saudi military equipment, was likely captured from Saudi fighters by Houthi fighters during military operations along the Saudi-Yemeni border,” then Foreign Affairs Minister Stephane Dion was told.

The Liberal government launched the review of the light armoured vehicle contract after the murder of journalist Jamal Khashoggi inside the Saudi consulate in Turkey. Earlier this year a United Nations report determined that Saudi Arabia was responsible for the killing of Khashoggi who was a critic of that country's regime.

A dozen organizations sent Prime Minister Justin Trudeau a letter earlier in August, questioning the status of the review and pointing out that no updates on progress have been provided. The lack of such information has brought “the sincerity of the effort into question,” according to the letter endorsed by organizations such as Oxfam Canada and Amnesty International.

Relations between Canada and Saudi Arabia soured last year after the Canadian government called for the release of two jailed Saudi human rights activists.

The Saudis have also fallen behind in their payments for the light armoured vehicles received from General Dynamics. It was revealed in December that the Saudis owed Canada more than $1 billion for vehicles already delivered.

A Saudi-led coalition, which has been provided with arms and intelligence from the U.S. and other western nations, intervened in Yemen in 2015 after the Houthis overthrew the government. Saudi Arabia has faced severe criticism for its role in the ongoing war in Yemen, with allegations it has conducted unlawful airstrikes on civilians.

    Six things on the Pentagon’s 2019 acquisition reform checklist

    By: Aaron Mehta WASHINGTON — Under the purview of Defense Secretary Jim Mattis, reform has become a buzzword inside the Department of Defense, with every office trying to find ways to be more efficient, whether through cost savings or changes to bureaucracy. The department's Acquisition and Sustainment office, headed by Ellen Lord, manages billions of dollars in materiel; and by Lord's own belief, it is ripe for changes that could net the department big savings. On Dec. 17, Lord sat down with reporters and outlined a series of goals for 2019 that she hopes will help transform how the Pentagon buys equipment. Here, then, are six key items to watch for in the coming year. 1. Rework the department's key acquisition rules: The DoD Instruction 5000.02 is a key bedrock that forms the basis of how the defense acquisition system works, guiding acquisition professionals in their day-to-day program execution. And if Lord gets her way, she'll largely rip it up and start over. “In 2019, one of my key objectives is to rewrite 5000.02. We have, right now, this huge, complicated acquisition process that we encourage our acquisition professionals to tailor to their needs,” Lord said. “We are going to invert that approach and take a clean sheet of paper and write the absolute bare minimum to be compliant in 5000.02, and encourage program managers and contracting officers to add to that as they need for specific programs.” Lord envisions taking the massive, unwieldy 5000.02 guidance and getting it down to “a couple page outline of what you need to do,” with “simple” contract language and an easy-to-follow checklist “so that this isn't an onerous process.” “I'm encouraging what I call creative compliance. I want everyone to be compliant, but I want people to be very thoughtful and only use what they need,” she said. “This is literally starting with a clean sheet of paper, looking at the law and the intent, and working to vastly simplify this.” Andrew Hunter, a former Pentagon acquisition official now with the Center for International and Strategic Studies, notes that the instruction is supposed to be rewritten every five years to keep it fresh, and now is probably the right time to start looking into that. But, he added, “a lot of what she says she wants to do are things that sound very similar to my ear to what [Lord's predecessor] Frank Kendall was trying to do in the last rewrite. He tossed stuff out left and right, worked very hard to create the different models, put in extended discussions of different potential models of programs so that it would be obvious to people there's not one single way to do a program.” Hunter is cautious when it comes to a massive shift in the 5000.02 system. “If you literally tell the system, ‘All the rules are repealed, go do everything you want,' the reaction won't be a sudden flood of creativity that astounds you with the amazing talent at the department, even though there is a lot of talent there," he said. “What's more likely to happen is you have total paralysis because everyone is sitting around going: ‘Oh no, the rules are gone. How do we know what we can do? What do we do now?' But over time that might shake out.” If Congress needs to get involved, Lord said, she's prepared to go to Capitol Hill “because I know they are partnering with us and they want to make sure we do things in a simpler, most cost-effective manner.” 2. Intellectual property rules: A long-standing fight between the department and industry is over who should own the intellectual property used by the American military. Before fully taking on 5000.02, Lord hopes to write a departmentwide intellectual property policy. Lord pointed to the “very good job” done by the Army on creating an IP policy and said her goal is to build on that to create a standard across the DoD. “From an industry perspective, we are trying to be consistent across all the services and agencies, so that we don't have different requirements for similar needs,” Lord said. “So intellectual property is a good example. We'd like to have the same kind of contract language that can be tailored to individual needs, but basically have consistent language.” David Berteau, a former Pentagon official who is now the president and CEO of the Professional Services Council, noted it is hard to read the tea leaves for what Lord may be planning based on her public comments. But he pointed out the long-standing challenge for the Pentagon — that nearly 70 percent of all program costs are life-cycle sustainment and maintenance costs — as a sign that something needs to change so the department can avoid major issues in the future. Depending on how new rules are implemented, the use of IP might drive down costs — or, he warned, it might lead to companies unable to compete, forcing the Pentagon to pay more or be less prepared for challenges. Put plainly, Berteau said, “it's complicated.” He hopes Lord will begin interacting with industry on this issue in ways similar to the current “listening tour” on changes to progress payments. 3. Better software development: It's become almost cliché that the department needs to do better at developing software, but in this case it's a cliché that experts, including Lord, agree with. The Defense Innovation Board, a group of tech experts from outside the department, is working on a series of studies on software, including one focused on how to drive agile development techniques inside the building. Lord said to expect that report before the end of March, adding: “I think that will be important in terms of capturing a road map forward on how to do this correctly.” 4. Increase use of OTAs: In 2018, Lord's office released a handbook on when and how to use other transaction authorities — legal standards designed to speed acquisition that critics say are underutilized by the department. Lord called it “sort of a warmup” for creating more useful handbooks for the acquisition community, but said that the goal for 2019 is to get people to correctly employ OTAs. “Usually they should be used when you don't have a clear requirement. So, true prototyping when you don't know what you're going to get,” Lord said. “Prototyping early on, probably before you get to the middle-tier acquisition.” 5. Greater use of prototyping: Speaking of which, Lord said the department has about 10 projects underway for rapid prototyping at the mid-tier level, with the goal of growing to about 50 in the next year. The goal is to take the systems into the field, test them out and then grow the next iteration of the capability based on what is learned. “We're taking systems that are commercially available and perhaps need a little modification, or defense systems that need a modicum of modification to make them appropriate for the war fighter,” Lord said. “That's one of the authorities we are very appreciative for, and we will continue to refine the policy. I signed out very broad policy on that this year. We'll write the detailed policy coming up early next year.” 6. Making the Selected Acquisition Reports public again: Until recently, the department publicly released annual Selected Acquisition Reports for each of the major defense programs. Those reports can inform the public of where programs stand and the costs associated. However, under the Trump administration, those reports have been largely classified as “For Official Use Only,” or FOUO, a higher level of security. Critics, including incoming House Armed Services Committee Chairman Adam Smith, D-Wash., have argued there is no need for those once-public reports to be listed as FOUO.     U.S. Military Exploring eVTOL Solution to Resupplying Troops

    by Nick Zazulia The U.S. military is stepping up its efforts to enlist autonomous eVTOL aircraft for a variety of missions, especially those that would reduce risk to troops, such as moving cargo in combat zones. In early January, the U.S. Air Force issued a request for information to civil eVTOL developers in a bid to evaluate options for investing in the technology. For 2020 alone, the Pentagon has allocated almost $170 million to investigate options for what it calls unmanned logistic system-air (ULS-A) capability. In Iraq and Afghanistan, U.S. forces have faced difficulty moving supplies, according to Carmine Borrelli, deputy head for logistics innovation with the Marine Corps Warfighting Lab. Valuable military aircraft often need to be kept in reserve for higher-priority missions, and even when they are used, high sustainment costs make resupply an inefficient use for them. “They [eVTOLs] have the potential to have a platform that could be cost-effective, that could go far distances and that could carry stuff, potentially, at a lesser cost than what we were doing,” said Borrelli in a press briefing hosted by the Vertical Flight Society on March 10. The Marines are partnering with both the Army and the Air Force on different projects to realize that goal through what it calls small, medium, and large unmanned logistics systems. The Office of the Secretary of Defense is allocating approximately $120 million to the efforts of the Naval Air Systems Command (Navair) with small and medium ULS-A vehicles covered by the program objective memorandum (POM-19). Another $30 million for medium-size ULS-A in combined stakeholder investment and funding from the Office of the Secretary of Defense is being put toward joint capabilities technical demonstrations that need to be completed before the POM funding can be put to use. And the fiscal year 2020 budget from Congress includes $18.5 million to advance autonomous technology, particularly in large aircraft. There is more funding for the smaller ULS vehicles, because the use case is more clearly defined, and the work is further along. Instead of usual rigid requirements, the Marine Corps is now deliberately thinking about possible use cases in terms of range. Borrelli that this approach allows more flexibility in finding the best way to use the burgeoning eVTOL technology. The Department of Defense (DoD) considers “small” ULS to be vehicles with a 60- to 150-pound payload, designed for trips within 10 or 15 miles and a daily throughput of about 1,000 pounds per aircraft. Borrelli said the Marines are finding that it's realistic for vehicles of that size to weigh as much as or less than the payload they're designed to carry. The goal is to use them for squad resupply, leveraging highly automated routines to complete simple operations without requiring much manpower. Early operational capability is scheduled for 2023 with full operational capability on the docket for 2026. A medium ULS carries 300- to 500 pounds anywhere from a 20 to 125-mile combat radius, allowing for carrying up to 5,000 pounds of cargo in a day. As with a small ULS, medium ULS can keep their weight efficient enough that payload about meets vehicle weight, though they will be used for more complicated missions, such as supplying platoons, operations between advanced bases, and more. “We're trying to anticipate the future; potentially that size range could also do casualty evacuation...if these things prove out and they are reliable enough,” Borrelli said. The Marine Corps is working with the U.S. Army Research Laboratory on medium ULS efforts. At the end of January, Navair hosted a tactical resupply unmanned aircraft systems fly-off competition in Yuma, Arizona, won by Survice Engineering's TRV-150 system, which is based on the Malloy Aeronautics tactical resupply vehicle drone platform. Other competitors included Bell, Autonodyne, AirBuoyant, Pacific Aerospace Consulting, and Chartis Federal. Borrelli said medium ULS are targeted to enter service during fiscal year 2024 or 2025, with full operational capability in 2030. The category just finished its first year of successful joint-capabilities technical demonstration flight tests as part of a three-year effort. The large ULS category is still a bit more abstract. Initially, DoD conceived of vehicles with a 2,000- to 6,000-lb payload, in some ways a replacement for Bell Boeing V-22 Ospreys or Sikorsky CH-53 Sea Stallions on shorter trips. However, as the consumer market has defined and taken shape, the military realized that scaling back to vehicles with 1,000- to 2,000-lb payloads will make more sense. “We want to seriously consider and match industry's approach,” Borrelli said. “If the market is moving toward the 1,000-pound platform—a "flying car"—and many [new eVTOL aircraft] are going to be out there, it would be in our best interest to figure out how best we can use that platform to do what we need to do. We look to ride the coattails of industry.” The military is still interested in larger vehicles that can move up to 6,000 lb, but it recognizes that isn't where the bulk of innovation is taking place right now. In the large ULS category, the Marine Corps is working with the Air Force, whose Agility Prime program was started last year to leverage the commercial VTOL industry to find more efficient ways to execute resupply missions than through its high-sustainment-cost aircraft. The military wants to use these larger ULS for company resupply in remote areas with austere landing zones and launched from a new class of small, minimally-manned ships, as well as potentially to transport troops. The vehicles would work in a radius of up to 350 miles, each handling throughputs ranging from 15,000 to 30,000 pounds per day. Early operational capability for large ULS is scheduled for 2023, with full operational capability in 2030. While the military has done less work on large ULS, it hopes to rely more on the investment of the commercial UAM industry. For large ULS, Borrelli said the same weight efficiency won't be possible, so it will take a heavier vehicle to lift 2,000 pounds. Both hybrid and fully-electric propulsion is on the table and, in either case, new propulsion technology brings infrastructure questions with it. “That's something that we have constantly in the back of our minds,” Borrelli said. “So, as we're moving to the rest of the ULS space, the ground and surface and sub-surface, we're considering where those charging stations could be or where a battery inventory would be. If we don't have a charging station, we have to have a battery inventory.
