CAE Wants to Help the Pentagon Train Pilots Through Data Analysis

Canadian simulator and training provider CAE is in talks with the U.S. Navy to add its new high-tech data analysis tool suite, CAE Rise, to existing and future programs, including aircrew training services for the T-44C Pegasus, according to the company.

Launched for the civil aviation market in 2017, CAE Rise allows instructors to objectively assess pilot competencies using live data during training sessions, accessible via iPad interface. CAE pitches the system as a means of using big data analysis to reduce subjectivity in pilot assessment, allow instructors to focus more on teaching and help create more efficient training programs.

The CAE Rise system can "detect everything for a maneuver, and it's able to tell the instructor what parameter went out of whack, where [the pilot] did not do according to standards,” said Terry Constantakis, CAE's director of civil aviation training solutions.

“So in terms of key benefits for CAE Rise, we often use the term ‘better than the naked eye' in terms of detecting errors and helping the instructor provide assessments,” he added. “It also allows the instructor to focus more on soft skills. For example, when we look at things like grading, we noticed that when instructors have RISE they spend more time providing comments on soft skills like teamwork, communication and workload management — things that are not necessarily performance-based or technical skills.”

CAE Rise has been adopted by a number of airlines in Asia, including a five-year agreement with AirAsia to train its long-haul pilots to fly for affiliate airline AirAsia X on the Airbus A330.

More recently, in late 2018, CAE released its RISE data suite for the defense market, with key features like development on Microsoft Azure Government for cloud computing to meet government cybersecurity and compliance requirements.

The company is offering CAE Rise to the Pentagon as an enhancement to its current contract for T-44C aircrew training devices, which the company began delivering in 2014.

“As far as what branches of the U.S. military have expressed an interest, I will say we have had ongoing discussions with the U.S. Navy,” said a company spokesperson. “We have briefed and demonstrated to the Navy how CAE Rise could be used to enhance and improve naval aviator training.”

“There are no other CAE Rise customers on the defense side that we can disclose currently,” the spokesperson added.

CAE hopes the platform will, in addition to improving the quality of aviation training services, help address the global civil and military pilot shortage that is expected to worsen in coming decades. The company's analysis on pilot demand published in 2016 estimated a need for 180,000 new captains globally within the next 10 years. Drivers of that shortage differ regionally but include aging populations of pilots reaching retirement, expected growth in air travel and falling supply from universities, business aviation and military training compared to previous decades.

Larter WASHINGTON — The U.S. Navy awarded shipbuilder Huntington Ingalls a $165.5 million contract to procure long lead-time materials for the LPD-17 Flight II, according to a contract dated Aug. 2 and released Friday. The amphibious transport dock, designated LPD-30, is the first of the 13-ship LPD-17 Flight II class that will replace the current dock landing ships. The program, which was until April known as LX(R), is expected to be built exclusively at HII's yard in Pascagoula, Mississippi. “This is a significant milestone as we embark toward a new flight of LPDs,” Ingalls Shipbuilding President Brian Cuccias said in a statement. “The Flight II LPDs will be highly capable ships meeting the requirements and needs of our Navy-Marine Corps team. We look forward to delivering this series of affordable LPDs to our nation's fleet of amphibious ships.” The Navy is anticipating awarding a detailed design and construction contract either late in 2018 or early 2019. The Navy's cost goal for the program is $1.64 billion for the first ship and $1.4 billion for each subsequent ship, according to the Congressional Research Service. A light scout and a mid-size transport remain Army aviation's top two priorities, Secretary Mark Esper said, but industry needs to start thinking about the next heavy-lift aircraft and stop fighting against cuts to the venerable CH-47. WASHINGTON: “I'm asking industry is to think about heavy future vertical lift,” Army Secretary Mark Esper told reporters today. “Where I need their heads to be is thinking about future heavy vertical lift, not about how do we maintain what we have now and make upgrades here or there.” Translation: Boeing and Pennsylvania legislators, stop fighting me to restore funding for the latest upgrade to the venerable CH-47 Chinook — built outside Philadelphia — and join me in brainstorming a radically better aircraft for future great-power wars with Russia or China. “I really want to think aggressively, boldly about what the future may hold, how it can be different,” Esper said. Is that just your advice to industry, I asked, or is there some kind of preliminary study planned that companies could actually get government money for? It's premature to talk dollars, Esper replied. “Whether we help fund that at some point, I don't know, I'm not going to talk about that right now,” he said. “My comment was only we need aircraft in the future that can do that heavy vertical lift movement, but can ... survive in a very contested airspace and keep up with the FARAs and FLRAAs.” That's the Future Attack Reconnaissance Aircraft — a light scout to fill the gap left by the retired OH-58 Kiowa — and the Future Long-Range Assault Aircraft — a mid-size transport to replace the UH-60 Black Hawk. Both are intended to be high-speed, long-range aircraft.The solution probably will be turboprop/helicopter hybrids, rather than conventional helicopters, that can operate on fast-paced, far-flung future battlefields where precision-guided missiles can kill the forward fuel depots and maintenance bases on which today's shorter-ranged helicopters rely. FARA is the Army's top-priority aircraft program, Esper reiterated here at the Brookings Institution today, and FLRAA is No. 2. But once the light scout and the mid-size transport programs are further along, Esper said for the first time today, his no. 3 priority will be a new heavy hauler. “We're not there yet, right, obviously we need to get FARA and FLRAA moving,” Esper said. “No. 3 is I need to eventually think about what's the future of heavy vertical lift,” Esper told the audience at Brookings. “What's the future replacement for the Chinook” with the greater speed, range, payload, and survivability required for future battlefields?     UK Defence Secretary sets out ambitious Defence Prosperity Programme

    Defence Secretary Gavin Williamson has reaffirmed his commitment to growing Defence's contribution to UK economic growth, setting out a new package of measures to drive productivity and innovation in the sector. In July 2018, Philip Dunne MP published a review of the economic value of Defence, highlighting the crucial role the sector plays in supporting over 260,000 jobs and contributing on average £7bn in exports each year. The Ministry of Defence invested £18.9bn with UK industry in 2017/18, equating to £290 per resident, which supported 115,000 jobs across the country. Ahead of today's Prosperity Conference, bringing together leading defence industry partners in the Manufacturing Technology Centre in Coventry, the Defence Secretary has announced: £500k investment from the Defence Innovation Fund for a pilot programme with industry to further strengthen the international competitiveness and productivity of the UK defence sector. A joint programme supported by Invest Northern Ireland and the Department for Business, Energy and Industrial Strategy to pilot a Defence Technology Exploitation Programme (DTEP) in Northern Ireland, worth an expected £1.2m in Research and Development investment. A commitment to working with the Welsh Government on the potential for an Advanced Manufacturing Research Institute alongside the Defence Electronics and Components Agency (DECA) in North Wales to cement the region as a centre of excellence for innovation. Defence Secretary Gavin Williamson said: These announcements demonstrate the progress we are making in our commitment to boost Defence's contribution to national prosperity. Our world-class defence sector operates at the very forefront of innovation, supporting 260,000 jobs and increasing economic growth throughout the UK. A commitment to sponsor an international Defence Economics Conference at Kings College London later this year, as the first of a series of events to develop understanding of the significant economic value of Defence. Earl Howe outlined these proposals in more detail at the Defence Prosperity Conference today, before taking part in a panel event with senior industry and government officials.
