Britain lifts ban on Saudi weapons exports

LONDON — Britain has lifted a yearlong ban on the export of military equipment to Saudi Arabia, the government announced July 7.

Weapon sales to Saudi Arabia were banned in June 2019 after a U.K. Court of Appeal ruled that the government may have contravened international humanitarian law by approving weapon sales to the Saudis that might have been used in the civil war in Yemen.

Britain is one of the largest exporters of defense equipment in the world, largely thanks to Saudi Arabia's purchase over more than 30 years of Tornado and Typhoon combat jets as well as Hawk jet trainers. Raytheon Paveway IV precision-guided bombs, partly built in the U.K., are also among the list of recent significant sales to Saudi Arabia.

Saudi Arabia leads a coalition of Middle Eastern nations in a protracted and bloody war against Iranian-backed Houthi rebels trying to seize Yemen.

In an action brought by anti-arms trade campaigners, the court ruling forced the British government to reassess whether previous export licenses had been issued on the correct legal basis, given alleged violations of international humanitarian law by the Saudi military, specifically reported airstrikes that hit civilian targets.

“The incidents, which have been assessed to be possible violations of international humanitarian law, occurred at different times, in different circumstances and for different reasons,” said International Trade Secretary Liz Truss.

“In retaking these decisions, I have taken into account the full range of information available to the government. In the light of all that information and analysis, I have concluded that, notwithstanding the isolated incidents, which have been factored into the analysis as historic violations of international humanitarian law, Saudi Arabia has a genuine intent and the capacity to comply with international humanitarian law,” she added. “On that basis, I have assessed that there is not a clear risk that the export of arms and military equipment to Saudi Arabia might be used in the commission of a serious violation of international humanitarian law.”

Truss said exports will resume after the government completes the court-ordered review of defense export licences to the Middle East's largest buyer of military equipment. The ban only halted new approvals for weapons sales. Work on existing deals, like BAE System's deals to support Typhoon and Tornado jets, have continued unaffected.

The British government will now “begin the process of clearing the backlog of licence applications for Saudi Arabia and its coalition partners that has built up since 20 June last year,” Truss told Parliament. “It may take some months to clear this backlog.”

In a statement, BAE said: “We note that the UK Government has implemented a revised methodology regarding licences for military exports. We continue to provide defense equipment, training and support under government to government agreements between the UK and Saudi Arabia, subject to UK Government approval and oversight. We work closely with the Department for International Trade to ensure our continued compliance with all relevant export control laws and regulations.”

    La DGA lance CI-AILE, un cluster d’innovation technique de défense dans le domaine de l’aéromobilité

    La Direction générale de l'armement a inauguré le 19 décembre 2019 sur son centre d'expertise et d'essais Techniques aéronautiques à Balma (proche de Toulouse) un cluster d'innovation technique de défense dans le domaine de l'aéromobilité. Baptisé CI-AILE, ce cluster a été créé en associant quatre partenaires régionaux fondateurs : la DGA, l'armée de Terre, l'institut supérieur de l'aéronautique et de l'espace (ISAE-SUPAERO) et la communauté défense du pôle Aerospace Valley dans les régions Occitanie et Nouvelle Aquitaine. Le cluster CI-AILE a pour objectif de détecter, orienter et expérimenter les innovations portées par les acteurs régionaux afin de faire émerger de nouvelles solutions technologiques pour la défense dans le domaine de l'aéromobilité en lien avec l'Agence de l'innovation de défense (AID). Basé en région Occitanie, il pourra bénéficier d'un écosystème riche dans le domaine aéronautique et en particulier dans celui de l'aéromobilité, tout en restant ouvert à des partenariats avec des acteurs implantés dans d'autres régions de France. Le comité stratégique de CI-AILE est co-présidé par le directeur du centre d'expertise et d'essais DGA Techniques aéronautiques, le sous-chef d'état-major plans et programmes de l'armée de Terre, le directeur général de l'institut supérieur de l'aéronautique et de l'espace . Son comité de pilotage comprend un représentant de chaque membre fondateur. Ce nouveau cluster s'inscrit dans l'effort global du ministère des Armées en faveur du soutien à l'innovation, coordonné par l'Agence de l'innovation de défense en lien étroit avec la DGA. CI-AILE est un partenariat dont le fonctionnement repose sur un comité stratégique qui donne les orientations du cluster et un comité de pilotage qui anime et conduit les ateliers technico-opérationnels. Le comité de pilotage de ce cluster est constitué de personnels de DGA Techniques aéronautiques, de la 11e brigade parachutiste basée à Toulouse, du commandement des forces spéciales terre basé à Pau, de l'ISAE-SUPAERO et d'Aerospace Valley. Il se réunira pour la première fois en janvier 2020. Les périmètres attendus de l'innovation dans le domaine de l'aéromobilité sont la captation et l'évaluation de technologies innovantes dans les domaines : - du parachutage de combattants de l'armée de Terre et d'équipements, de mise à terre à partir d'aéronefs (aérolargage, aérocordage...) - de l'embarquement sur aéronefs (voilure fixe et tournante) de combattants de l'armée de Terre et d'équipements (aérotransport, aérocordage...) - de l'équipement du combattant débarqué et embarqué, toutes fonctions opérationnelles confondues, et de son adaptation aux contraintes du parachutiste - des méthodes et des moyens d'essais et de la R&T dans le domaine de l'aéromobilité.     This upgrade will help Air Force convoys communicate while on the move

    Nathan Strout Persistent Systems will receive $25 million to upgrade hardware for the Wave Relay Tactical Assault Kit (WaRTAK) program, which provides multidomain communications and situational awareness to Air Force convoys, the company announced April 8. “It ties radio, GPS, cellular and satellite internet connections — everything — into our self-healing Wave Relay [mobile ad hoc network],” Adrien Robenhymer, vice president of business development for Persistent, said in a statement. The mobile ad hoc network allows users to share voice, video, text, GPS location and sensor data without fixed infrastructure or a central node, providing resilient communications and situational awareness to the convoy. The system uses a shared digital map to allow users to coordinate with friendly units or identify unknown or enemy vehicles that may pose a threat to the convoy. WaRTAK is used by the 90th Missile Wing, 91st Missile Wing and 341st Missile Wing, according to the company. The WaRTAK hardware ― the MPU5 system — can be installed on ground vehicles and on support aircraft, or carried by dismounted individuals. Persistent is to supply 400 MPU5 systems under the four-year contract, replacing and adding to the 350 MPU3 and MPU4 systems it previously delivered to the Air Force.
