    Oshkosh is tinkering with a uniquely British JLTV

LONDON – Britain has moved a step closer to completing a deal for purchasing Joint Light Tactical Vehicles (JLTV) following the award of a contract allowing platform builder Oshkosh Defense to trial proposed UK sub-systems on the vehicle. The British Ministry of Defence signed a demonstration phase deal with the US government in June to investigate the integration of UK equipment on the JLTV as part of a proposed foreign military sales agreement. Program officials here said the work being undertaken by Oshkosh is to help them better understand the choices to be made and reduce risk during manufacturing. The US vehicle has been selected by the British Army as the preferred option for the first phase of its Multi-Role Vehicle-Protected program aimed at replacing command, liaison and light logistics vehicles. A second MRV-P package, unrelated to JLTV, involving purchase of larger vehicles for ambulance and general purpose duties is still in competition. The demonstration deal has not been officially announced but radios, electronic countermeasures and other equipment are among the items specified by the British for trialing on a modified JLTV. Mike Ivy, the senior vice president for international programs at Oshkosh Defense, confirmed the work is underway. “The MRV-P program has funded a series of technical work packages that take the UK requirements and ensure proper fit and integration into JLTV,” Ivy said. The Oshkosh Defense executive said the work is being undertaken at the company's headquarters in Wisconsin. “The contract will conclude by December 2022,” said Ivy. Nobody is saying yet when a production contract might finally get signed, or for how many vehicles. Talks between the British and US governments on a proposed JLTV purchase have been underway for more than four years. Cost has been cited by some media reports as one of the reasons the two sides have failed so far to finalize a deal. Ivy said talks to conclude the deal were still underway. “The timing for the purchase of JLTV, the quantity of vehicles and subsequent delivery is the subject of ongoing discussions between the UK MoD and US DoD,” he said. British armed forces minister James Heappey told Parliament in January the intention was to decide on the JLTV procurement this year. That, though, was before Covid-19 struck, causing the delay of a defense review until around the end of the year and chronically damaging the financial prospects of military equipment spending. Equipment programs are regularly being delayed as the MoD seeks to balance its books. Most recently officials cited the defense review as one of the reasons for delaying a major 155mm howitzer program by more than two years. Analysts and the media here have said the Army may be a big loser if its budget takes a hit as the government defense review pivots towards sectors like space and cyber and away from conventional weapons like armored vehicles and artillery. The US Defense Security Cooperation Agency said in 2017 the British had been approved to purchase 2,747 JLTV vehicles at a cost of $1 billion. The Parliamentary Defence Committee , also in 2017, said the expectation was that 750 vehicles would likely be procured. Whatever number the British settle for Ivy said that Oshkosh is mindful of the importance of UK content for its contracts with the UK MoD. “The MRV-P program is no exception.     The US Navy and Marine Corps should acquire Army watercraft

    By: Capt. Walker D. Mills and Lt. Joseph Hanacek The Navy intends to acquire up to 30 new light amphibious warships, or LAW, to support new Marine Corps requirements. The vessels are needed to meet the challenges of “evolving threats in the global maritime environment,” according to the Navy program office, and are tied to the new operational concepts of Expeditionary Advanced Base Operations and Distributed Maritime Operations as well as the Marine Corps' Force Design 2030 effort. Once complete, the acquisition will have almost doubled the number of L-class amphibious ships already in naval service. Rather than accepting a new amphibious design built from the ground up, however, decision-makers should take advantage of the fact that many key requirements of the new vessels are very similar to the capabilities of vessels operated by U.S. Army Transportation Command. The Navy and Marine Corps should delay any new construction and immediately acquire some of these existing vessels to drive experimentation and better inform their requirements for the LAW program. The key requirements of the future LAW include having 8,000 square feet of cargo space, a range of 3,500 miles, a speed of up to 14 knots, accommodation for a crew of up to 40 Navy personnel and 75 embarked Marines, and up to 200 feet in length. The vessel also needs to have a roll-on/roll-off capability, preferably with a stern ramp. U.S. Army Transportation Command has over 100 vessels, and dozens have similar capabilities to those required of the LAW. The Army's LCU-2000s, also called the Runnymede-class large landing crafts, are smaller, with roughly half of the cargo space designed for the LAW and slightly slower, but they boast nearly double the range. The Runnymede-class vessels have nearly 4,000 square feet of cargo space and can travel 6,500 miles when loaded and at 12 knots; and they can unload at the beach with their bow ramp. The Army's General Frank S. Besson-class logistics support vessels are larger than the future LAW, at 273 feet in length but can claim 10,500 square feet of cargo space and a 6,500-mile range loaded to match the LCU-2000. These vessels also have both a bow and stern ramp for roll-on/roll-off capability at the beach or ship-to-ship docking at sea. The version built for the Phillipine military also has a helipad. Army Transportation Command has 32 Runnymede-class and eight General Frank S. Besson-class vessels in service. Mostly built in the 1990s, both classes of vessel have many years left in their life expectancy and more than meet the Navy's 10-year life expectancy for the LAW. These vessels are operable today and could be transferred from the Army to the Navy or Marine Corps tomorrow. In fact, the Army was attempting to divest itself of these watercraft less than a year ago, which underscores the importance of this opportunity even further. Congress is firmly set against the Army getting rid of valuable, seaworthy vessels and has quashed all of the Army's efforts to do so thus far, but transferring this equipment to the Navy is a reasonable course of action that should satisfy all parties involved. While acquiring “surplus” military equipment might lack the allure and promise of designing a new ship class from the ground up, the reality of the situation is that this overlapping of service needs couldn't come at a better time. By acquiring a watercraft that meets most of their requirements from the Army, the Navy and Marine Corps simultaneously fill current capability gaps and obtain an invaluable series of assets they can use to support the evaluation and experimentation of new designs and concepts. This will allow Navy and Marine leaders to give their units the maximum amount of time to evaluate and experiment with new designs to get a better idea of what they need both in future amphibious craft as well as operational and support equipment. The significance of so rapidly acquiring the Army's amphibious craft isn't just limited to developing a better amphibious force either. There is a very real capability gap that exists in the fleet today in the areas of surplus seagoing capacity, and acquiring these Army watercraft would go an extremely long way toward addressing it. Often overlooked, the availability of surplus vessels is absolutely critical to the process of developing new technologies, developing the tactics to employ them, conducting training, and providing decision-makers the requisite capacity to remain flexible in the face of unexpected challenges. The Navy and Marine Corps today are hurtling toward a new future of distributed operations and unprecedented levels of integration in the littorals. The Marine Corps commandant has clearly specified that force design is his No. 1 priority and that significant changes to the Marine Corps are in the works. At the same time, the Navy and Marine Corps continue to serve as the first responders for many of the nation's emerging challenges around the globe. They've long been in need of a boost in their amphibious capabilities so as to be better positioned to meet the demands of today and prepare for the challenges of tomorrow, and taking possession of the Army's Runnymede- and Frank S.     Air Force begins in-house JSTARS maintenance amid Northrop Grumman’s shortfalls

    By: Kyle Rempfer The Air Force began conducting its own depot maintenance for JSTARS July 17 at Robins Air Force Base, Georgia, in an effort to field the Air Force's primary ground surveillance and battle management aircraft quicker, despite contractor shortfalls. Maintenance for the E-8C Joint Surveillance Target Attack Radar System aircraft was previously done exclusively by Northrop Grumman at a facility in Louisiana, but the service has said the maintenance was too slow. Now, Warner Robins Air Logistics Complex will supplement the contractors to speed up the process. “Historically, the contractor has averaged about 400 days per aircraft,” Air Force Material Command spokesman Derek Kaufman told Air Force Times. “The driver has been to increase the number of aircraft available for operations and training. The Air Force intends to fly JSTARS into the mid-to-late 2020s, while the follow-on Advanced Battle Management System [ABMS] is developed," Kaufman said. The Air Force has not released exactly what the ABMS entails, but it will fuse information from satellites, drones, ground sensors and manned ISR aircraft. Because Robbins AFB is also playing host to the initial elements of the ABMS program, Kaufman said the base will continue to play a role in the command and control mission. In the meantime, maintenance delays for existing JSTARS must be streamlined, according to the press release announcing the push. “We've been focusing intensely for a couple of years on improving contractor-led depot performance, but aircraft are still remaining in depot too long,” said Steven Wert, the Air Force's program executive officer for battle management, who oversees these efforts. “We have to find ways to increase throughput and overall depot capacity, and we believe this option is well worth exploring.” The work done at the new facility will help the Air Force better understand the costs of performing JSTARS depot maintenance on its own. “Should this first organic induction prove successful, we currently plan two more JSTARS aircraft to be inducted, one per year,” Kaufman said. It's important to note that this maintenance plan is separate from efforts to retire the Air Force's fleet of 17 JSTARS. The 2019 defense authorization bill allocates funds for the ABMS program, but the Air Force will not be able to retire any of these planes until the second phase of that program is declared operational, according to Congress' bill. As a result, service officials are anxious to get more JSTARS into the air for operations and training while waiting to bring the ABMS program online. In addition to slow delivery, Northrop Grumman has had some issues with their maintenance in the past. An Air Force investigation released in March 2017 showed that contract maintainers left drainage holes covered on the bottom of a JSTARS' radome during depot maintenance between March 2015 and July 2016. This caused the radome to collect water and inflicted $7.35 million worth of damage to the aircraft. That damage was discovered on July 28, 2016, when the JSTARS aircraft assigned to the 116th Air Control Wing at Robins experienced radar failures during checks conducted by Air Force radar specialists. “When the specialists opened the radome for the radar, they discovered portions of the radar immersed in standing water with visible corrosion damage,” the report states. In the future, inducting more aircraft into the Air Force's own depot maintenance facility could offer some advantages, according to the service. The program office, operational wings, functional check flight crews and Air Combat Command's flight test detachment are all co-located at Robins. These locality benefits could help cut down on transportation costs. Additionally, start-up costs should be minimal because Robins already hosts the E-8C operational wings, according to the Air Force. “Our dedicated professionals and mission partners have extensive experience in overhauling and modifying large aircraft like the C-130, C-17 and C-5 fleet. I'm confident our team can leverage this experience and help the JSTARS community improve aircraft availability,” said Brig. Gen. John Kubinec, commander of Warner Robins Air Logistics Complex, in another press release. “Our team is excited about this opportunity and we stand ready to support this effort by working closely with the PEO and Northrop Grumman.” The Air Force still has an agreement with Northrop Grumman that runs through 2022, called a Total System Support Responsibility contract.
