La Tribune signale que la société de gestion d'actifs spécialisée Ossiam, filiale de Natixis Investment Managers, a décidé d'intégrer à partir de cette semaine des critères ESG à la stratégie de gestion de son ETF (fonds indiciels cotés) équipondéré. Dans ce cadre, Ossiam a décidé d'exclure, notamment, les industries du secteur de l'armement. « La stratégie applique des filtres d'exclusion supplémentaires pour les sociétés de l'industrie du tabac, de l'énergie liée au charbon, et du secteur de l'armement », indique le communiqué. La société précise à La Tribune que dans la plupart de ses fonds actions, les secteurs de la défense et de l'aéronautique ne sont pas exclus. La Tribune rappelle que le Centre commun de recherche (JRC), le service scientifique interne de la Commission européenne, travaille sur la mise en place de nouveaux critères de label écologique de l'UE pour les produits financiers. Tel qu'il est proposé aujourd'hui, ce nouveau label aurait de graves conséquences sur les industries de défense européennes, qui risqueraient leur mise à l'index par les banques et les organismes financiers européens. « Il me semble majeur d'insister sur le fait qu'il n'y aura pas d'activités soutenables sur le long terme s'il n'y a pas, au préalable, des pays stables et des économies stables elles-aussi », avait expliqué le PDG de Thales, Patrice Caine, dans une interview accordée en octobre dernier à La Tribune. « Il faut bien considérer que la stabilité et la sécurité sont des prérequis à la durabilité, une réalité qui est parfaitement comprise et admise par les Américains : « No Sustainability without Stability ». Les investisseurs américains estiment qu'investir dans la défense est légitimement un investissement socialement responsable ». Six fédérations d'industriels européens de la défense - BSDI (Belgique), AFDA (Finlande), CIDEF (France), BDSV (Allemagne), NIDV (Pays-Bas) et FSi (Norvège) - ont cosigné une lettre sur la thématique des critères RSE et du financement, qu'ils ont remise auprès de leurs autorités nationales. « Il n'y a pas de durabilité sans sécurité », déclarent-elles, rappelant que l'un des rôles essentiels de la défense est « de protéger la démocratie et les libertés dans un environnement mondial très instable ».

    With cyber forces underequipped, DoD turns to rapid prototyping contracting

    By: Mark Pomerleau U.S. Cyber Command's main warrior cadre has been deemed ready for war and now the organization is shifting its focus to readiness and operations. Sources have told Fifth Domain that DoD's cyber warriors lack certain skills, capabilities and even equipment. One source went so far as to say that the list of what these forces can do is short. As a result, the military wants to quickly get these new cyber warriors the tools they need. To do this, they are turning to contracting vehicles such as other transaction authorities and the so-called IT Box construct as a way to skirt the traditional acquisition system, which is often derided as lethargic, bureaucratic and not optimized for the high tempo of the software-centric world. These approaches allow for the government to partner with non-traditional companies for less mature technologies and prototypes meaning solutions, albeit some that are not always 100 percent mature, get to warfighters faster. This approach allows DoD to be more agile and flexible in procuring and equipping, multiple industry sources told Fifth Domain. However, one potential downside to this approach is a lack of competition for this work. What do cyber warriors need? As the command is growing, maturing and standing on its own, it needs training modules, infrastructure to conduct operations on and tools. Leaders say one of the most critical needs of cyber warriors is a training platform. And industry officials add that often the first time cyber warriors face certain techniques is during a mission. This is because of a lack of a holistic and robust training environment, similar to the Army's combat training centers or the Air Force's Red Flag. To change that the Army, on behalf of Cyber Command, is in charge of an effort called the Persistent Cyber Training Environment. The Army, using an OTA approach, is running a series of innovation challenges as a way to prototype capability. This approach would provide an interim solution to cyber warriors while at the same time reduce risk and help the larger program of record. Another capability cyber warriors will need is an operational platform from which to house tools, launch operations and perform command and control. Currently, the Air Force is working this program on behalf of Cyber Command. The Unified Platform, as it's called, is considered one of CYBERCOM's largest and most critical acquisition programs to date. Industry officials have said it is necessary to conduct cyber operations and is critical to national security. The Air Force's acquisition strategy is not totally clear, with some industry sources noting that they are not taking an OTA approach to this critical capability. The service is currently using the General Services Administration's premier enterprise Alliant Government wide Acquisition Contract vehicle in which multiple contractors will be awarded and will compete against each other for individual task orders on the final program. Federal agencies traditionally use Alliant to implement new and innovative technologies. (Potential) Drawbacks Despite being an attractive option to rapidly equip forces, these vehicles come with some risk. Industry officials acknowledge that OTAs were meant for prototyping, research and development and risk reduction for larger programs of record, not as a replacement for procuring large programs and platforms. While Congress has extended the use of OTAs for actual development of production, William LaPlante, senior vice president and general manager for MITRE National Security Sector, calls this “a dodgy area.” LaPlante, who served as assistant secretary of the Air Force for acquisition,, told Fifth Domain that the OTAs can limit competition. Since these rapid prototyping vehicles enable DoD to work with non-traditional companies that don't have to bring forth fully developed solutions, they tend to favor smaller tech companies as opposed to larger defense contractors. LaPlante said if one subscribes to the philosophy that the best product comes from a full competition, the competition part of these contracting mechanisms is not very clear. Second, he said, going faster means the upfront homework in the way of budgeting, market research and strategy may be neglected. While this work might take a bit of time, if it's not done, he said, the risk of making mistakes increases. Going forward, LaPlante noted that it will be important how blowback and failure is handled because “there's no question mistakes will be made." There is also the issue of integration. With a series of disparate systems, it is unclear who will be the integrator: government or industry? “It's a perpetual discussion of the last 20-30 years: is the government itself strong enough to assume the role of integrator?     Alaska-based long-range ballistic missile defense radar fielding delayed by a year

    By: Jen Judson WASHINGTON — The fielding of a U.S. Air Force radar to detect ballistic missile threats, currently being installed at Clear Air Force Station, Alaska, is delayed by roughly a year, according to a recent Government Accountability Office report. Information provided by the Missile Defense Agency in June to the GAO indicated all construction and integration activities for the Long Range Discrimination Radar had stopped in March due to the coronavirus pandemic. While initial fielding was planned for fiscal 2021 and transfer to the Air Force was planned for fiscal 2022, the service is now expected to take ownership of the operational radar in late fiscal 2023. “We did have some fallback in developing and delivery of systems because it requires people to be in close, confined spaces and sitting at computer terminals working through really tough problems like the development of an algorithm,” MDA Director Vice Adm. Jon Hill said at the virtually held Space and Missile Defense Symposium on Aug. 4. MDA shut down radar installation efforts due to the COVID-19 pandemic, entering a “caretaker status,” Hill said. “That requires additional work. I mean, you've got a radar that is being built in a tough environment like Alaska — you can't just stop. You have to go in and make sure the radar arrays are protected,” he added. The LRDR is an S-band radar that will not only be able to track incoming missiles but also discriminate the warhead-carrying vehicle from decoys and other nonlethal objects for the Ground-Based Midcourse Defense System, which is designed to protect the continental U.S. from possible intercontinental ballistic missile threats from North Korea and Iran. Lockheed Martin is LRDR's manufacturer. The program, according to the GAO report, wrapped up its system prototype assessment in an operational environment in FY19, which showed the hardware and software was mature ahead of full-rate manufacturing. That assessment was delayed from FY18, the report noted, after testing took longer due to “required antenna reconfigurations and software fixes to complete.” The fixes resulted in a cost overrun of $25 million and caused a delay in completing a developmental step associated with satellite tracking expected in FY18, according to the report. “While construction was ongoing in [FY19], the program was monitoring risks that could threaten the upcoming transfer of LRDR custody and ownership to the government,” the report stateed. “Specifically the program was focusing on manufacturing of the Array Panels, Sub Array Assembly Suite modules, and Auxiliary Power Group cabinets, as well as ensuring integration on site.” Those issues “depleted schedule margin on the path towards the transfer,” which was scheduled for the fourth quarter of FY20, according to the GAO, and the transfer of LRDR custody to the government was pushed back to the first quarter of FY21 due to radar component production issues. “The good news is construction is back up and running,” Hill said, “and we are delivering those arrays that are going into low-power and high-power testing later this year, so we are pretty excited about that.” According to the GAO, the current test plan for LRDR has just one flight test scheduled in the third quarter of FY21, after two ground tests. The report does not clarify if the pandemic has caused a delay in these tests. The GAO indicated concern about conducting two ground tests before the program's only flight test, as it “increases the likelihood that the models will not be accredited when testing is complete.” As a result, “the performance analysis and the majority of the model validation and accreditation will have to be made concurrently, just prior to the LRDR Technical Capability Declaration,” scheduled for the third quarter of FY21, the report stated. “This increases the risk of discovering issues late in development, which could result in performance reductions or delivery delays.” https://www.defensenews.com/digital-show-dailies/smd/2020/08/07/alaska-based-long-range-ballistic-missile-defense-radar-fielding-delayed-by-a-year/
