Babcock Team 31 selected as preferred bidder for UK Type 31 frigate programme

September 12, 2019 - Babcock Team 31 has been selected by the UK Ministry of Defence (MOD) as the preferred bidder to deliver its new warships. Led by Babcock, the Aerospace and Defence company, and in partnership with the Thales Group, the T31 general purpose frigate programme will provide the UK Government with a fleet of five ships, at an average production cost of £250 million per ship.

Following a comprehensive competitive process, Arrowhead 140, a capable, adaptable and technology-enabled global frigate will be the UK Royal Navy's newest class of warships, with the first ship scheduled for launch in 2023.

At its height the programme will maximise a workforce of around 1250 highly- skilled roles in multiple locations throughout the UK, with around 150 new technical apprenticeships likely to be developed. The work is expected to support an additional 1250 roles within the wider UK supply chain.

With Babcock's Rosyth facility as the central integration site, the solution provides value for money and squarely supports the principles of the National Shipbuilding Strategy. It builds on the knowledge and expertise developed during the Queen Elizabeth aircraft carrier modular build programme.

The announcement follows a competitive design phase where Babcock Team 31 was chosen alongside two other consortia to respond to the UK MOD's requirements.

Work on the fleet of five ships will begin immediately following formal contract award later this financial year, with detailed design work to start now and manufacture commencing in 2021 and concluding in 2027.

Arrowhead 140 will offer export customers an unrivalled blend of price, capability and flexibility backed by the Royal Navy's world-class experience and Babcock looks forward to working closely with DIT and MOD in this regard.

Arrowhead 140 is a multi-role frigate equipping today's mariner with real-time data to support immediate and complex decision-making.

The frigate is engineered to minimise through-life costs whilst delivering a truly leading-edge ship, featuring an established, proven and exportable combat management system provided by Thales.

    Army taps industry for Gray Eagle payloads for joint ops against high-end threats

    By: Jen Judson WASHINGTON — The Army wants its Joint All Domain Operations (JADO) Gray Eagles to have synthetic aperture radars, moving target indicators, electronic intelligence and communications intelligence capability as well as air-launched effects and radar warning receivers, according to a new market survey. Now, the Army wants help from industry with those payloads for its Gray Eagle unmanned aircraft systems. Specifically, the service is looking for systems that are capable of helping with joint operations across all warfighting domains against high-end threats from adversaries such as China and Russia, according to a solicitation published Dec. 2 to a government contracting website. The service's Aerial Enhanced Radar, Optics and Sensors (AEROS) product manager wants industry to “identify potential existing sources capable of providing Aerial Intelligence, Surveillance and Reconnaissance (AISR) payloads for the MQ-1C Gray Eagle Unmanned Aircraft System platform that meet the JADO environment,” the solicitation posted to Beta.Sam.Gov states. These Gray Eagles payloads must be capable of increased ranges and resolutions “to support target location and Long-Range Precision Fires (LRPF) without the use of traditional line of site visual equipment to include Electro Optical, Infrared (EO/IR) and Full Motion Video (FMV) required for today's Counter Insurgency (COIN) mission,” the request for information stresses. Traditional COIN payloads won't hold up against peer and near-peer adversaries, the Army noted, as they will “employ anti-access, area denial strategies, posing a significant challenge to the current AISR fleet,” the solicitation states. Gray Eagles must survive against an “Integrated Air Defense System (IADS)-rich environment,” the request notes. This means the Gray Eagle would fly “racetrack patterns tangential to the IADS threat at 80 km distance” and would be capable of deploying Air-Launched Effects (ALE) forward into enemy territory to detect, identify and locate targets and take out or disrupt threats, according to the request. The Gray Eagle would also have payloads that could detect IADS threats, locate them and transfer the information to other sensor systems capable of recognizing targets and coordinating long-range fires, the solicitation describes. The Army is conducting the survey ahead of a Gray Eagle sensor payload JADO demonstration that could potentially take place in fiscal 2022 where systems will be “quantitatively compared” to find the highest performing and best value payloads based on technology readiness and production cost, the request lays out. The solicitation for more advanced payloads for Gray Eagle comes at a time when the Army is trying to design a complex architecture of helicopters and unmanned aircraft systems that would be part of tight-knit kill chain to include space and ground assets underpinned by an advanced network. The Army experimented with the kill chain to include air assets at Project Convergence at Yuma Proving Ground, Arizona, over the summer. The effort brings together future weapons and capabilities envisioned for a 2030s battlefield against near-peer adversaries such as Russia and China. It includes using a machine learning and artificial intelligence-enabled battle management system that is in development. Gray Eagle represented a Future Attack Reconnaissance Aircraft (FARA) surrogate. During the first mission thread at Project Convergence, which focused on the penetration phase laid out in the Army's Multidomain Operations warfighting concept, Gray Eagles and ALE partnered with space-based assets, APNT, and LRPF capabilities to locate, then degrade and destroy enemy assets modeled after the Russian Pantsir air defense systems and other weapons. The ALE pushed ingested data forward through the network to get it to the right shooters, whether that would be an Extended Range Cannon Artillery (ERCA) system on the ground or a Gray Eagle or another ALE. The Army was able to extend the ALE capability out to almost 62 kilometers, which would provide deep standoff for manned aircraft like FARA. The ALEs performed both the reconnaissance, surveillance and targeting acquisition mission and worked as a mesh network to extend the battlefield. Two ALEs were truck launched and four were air launched. Also during the final shot of the entire campaign at Project Convergence, a soldier on the ground took control of a LRPF munition surrogate (a Hellfire missile in this case) on a Gray Eagle and fired on the target. The Gray Eagle at Convergence was able to route around and avoid threat weapon systems and also fired a live Dynetics-made GBU-69 small glide munition.     New Zealand military buys 5 Lockheed Hercules planes for $1 billion

The planes will replace the military's existing fleet of Hercules, all of which are more than 50 years old and have been involved in a series of embarrassing breakdowns over recent years. Defence Minister Ron Mark said the new planes will be used for operations in New Zealand, the South Pacific and Antarctica. “Generations of New Zealanders have grown up and grown old with the Hercules, and they know these aircraft are an essential first line of response," Mark said in a statement. He said the new planes will be able to carry a bigger payload as well as travel farther and faster than the current fleet. Three of the nation's current C-130 Hercules planes date back to 1965 and the other two to 1969. They have been upgraded over the years, but frequent breakdowns have hampered some high-profile missions. At one point last year, the entire fleet was temporarily grounded. New Zealand will take delivery of the first of the new C-130J-30 aircraft in 2024 with the full fleet operating by 2025. The price tag of 1.5 billion New Zealand dollars (nearly U.S. $1 billion) includes a flight simulator and supporting infrastructure.     The Security Clearance Process Is About to Get Its Biggest Overhaul in 50 Years

    By AARON BOYD The federal intelligence and human resources communities are preparing a coming out party for the first major update to the security clearance process in some 50 years. For the last year, the Suitability and Security Clearance Performance Accountability Council has been working on the Trusted Workforce 2.0 framework, the start of a wide-ranging effort to overhaul how background investigations are conducted. Representatives from the intelligence community, Defense Department, Office of Personnel Management, and Office of Management and Budget are leading PAC's efforts. Over the next two weeks, the team plans to debut the finalized framework to the White House and Congress and offered a group of reporters a first look at what's to come. This is the first time ever that the legislative and executive branches are on the same page with regard to clearance reform, according to Bill Evanina, director of the National Counterintelligence and Security Center, who is leading the framework effort along with OPM Deputy Director Michael Rigas. The two agencies, along with members of the Defense Department, have been working to reduce the crushing backlog of security investigations, which topped 725,000 in early 2018. That backlog has since been reduced to 551,000 as of Monday. But that number is 100 percent above what security professionals consider to be the baseline “steady state” of 220,000 to 250,000 investigations in process at any given time. Key to continuing to decrease the backlog and get the average clearance timeline down below 80 days is a major process overhaul, Evanina and Rigas said. “We realized this is a really big elephant, so we have to take some small bites,” beginning with reducing the backlog, Evanina said. From there, beginning mid-summer, they began to look at the “blue sky perspective,” as Evanina put it: the high-level view of structural, procedural changes that needed to take place. Discussions focused on removing “friction” from the process, said Matt Eanes, director of the PAC program management office, whether by removing the need to vet minor things or allowing investigators to use digital methods.
