    By David Akin A Quebec shipyard hopeful of getting more federal work has condemned a storied Coast Guard ship as beyond repair, declining to bid on a lucrative contract to overhaul the 56-year-old CCGS Hudson on the grounds that it “presents a serious and real threat to the safety of life at sea.” In a letter delivered Tuesday to officials with Public Services and Procurement Canada, Davie CEO Jared Newcombe said his company, based in Lévis, Que., would not bid on the contract to upgrade the Hudson as Davie believes the vessel to be beyond repair. A copy of that letter was provided to Global News. The federal government was trying to squeeze another few years of service out of the Hudson which, having been commissioned in 1963, is the oldest ship in the Coast Guard's fleet. Bidding on the life-extension contract, expected to be worth about $20 million, ended this week. It is the latest headache to bedevil a federal shipbuilding process that has been rife with delays. Davie's remarkable letter — procurement experts cannot recall a bidder ever recommending scrapping a major vessel when offered a chance to upgrade it — underscores the difficulties successive federal governments have had in updating an aging Coast Guard and Royal Canadian Navy fleet. “The Coast Guard ships are in serious need of replacement now,” said David Perry, a defence procurement expert and senior analyst at the Ottawa-based think tank, the Canadian Global Affairs Institute. The average service of a Coast Guard ship is about 36 years. Canada's Maritime peers typically replace their Coast Guard vessels within 30 years of service. The Harper government announced in 2007 that the Hudson was to be replaced by 2012 and the contract to replace her was awarded to Vancouver's Seaspan shipyard. But that project is mired in delays and it is not clear when there will be a replacement. There is not yet a confirmed date for construction to start while the projected budget of $331 million to build the Hudson's replacement is under review. The Hudson did have a $4-million refit in Hamilton, Ont., in 2016, and has had more work done on it since it returned to its East Coast port in Dartmouth, N.S., in 2017. But Davie told the government that, in its view, the Hudson has now reached the end of the line. “The level of degradation to the hull, fuel tanks, onboard systems and other structural elements presents a serious and real threat to the safety of life at sea as well as the environment,” Newcombe wrote.     Pilot project will help Canadian companies reap the full benefits of IP to grow their business February 13, 2019 – Ottawa, Ontario When Canadian companies put intellectual property (IP) at the core of their business strategy, they are better positioned to grow and succeed. This is why the Government of Canada is making sure that our small and medium-sized enterprises (SME) have the tools and supports they need to expand their business and become more competitive. Today, the Honourable Navdeep Bains, Minister of Innovation, Science and Economic Development, launched the Patent Collective pilot program to assist SMEs with their patent and other IP needs. Canadian entities that can gather a team with experience in delivering high-quality patent advice are invited to apply. The chosen applicant will receive $30 million in funding over four years to create a non-profit organization that will work with companies in a selected sector to help them use their IP more strategically. Announced as part of the five-year Intellectual Property Strategy, the pilot project will provide the Government with valuable insight into the IP issues faced by SMEs. The new collective will have an opportunity to shape how the program will support member businesses, customize services to suit clients' needs, and identify how best to support the strategic use of IP in scaling companies. They are also two times more likely to engage in other types of innovation, four times more likely to export, and 64% more likely to be high growth. IP-intensive businesses pay 16% more, on average, than businesses with little or no IP. Businesses using IP in patent-intensive industries have about 8 to 10 times more revenues than those not using IP.     Government of Canada makes long-term investments to protect Canadian ships and sailors with modern and efficient equipment

    News release August 17, 2018 – Esquimalt, B.C. – National Defence / Canadian Armed Forces Through Strong, Secure, Engaged, the Government of Canada reaffirmed its commitment to ensuring the Royal Canadian Navy remains an agile, multi-purpose and responsive naval force. In support of this commitment, Defence Minister Harjit S. Sajjan, highlighted the award of two contracts related to maritime equipment today. The contracts will acquire, upgrade, and sustain defensive systems for the Royal Canadian Navy. These long-term investments will enhance and improve the Royal Canadian Navy capabilities and sustain more than 50 jobs annually for many years to come. The two contracts are as follows: A $94.2-million contract to Lockheed Martin Canada to maintain and overhaul, the Reprogrammable Advance Multimode Shipboard Electronic Countermeasures System (RAMSES). A $21.1-million contract to Rheinmetall Canada to procure and install a third launcher on the frigates, improving the current MASS configuration. RAMSES is an electronic attack system that protects the modernized Halifax-class frigates against radio frequency guided missiles. It employs jamming signals to track and distract anti-ship missiles from hitting the ship. MASS is an integral part of the anti-ship missile defence suite. It is a firing system used to launch decoys to project vessels against anti-ship missiles guided by radio frequency, laser and infrared seekers. Both contracts will help naval combat operators continue to protect Canadian ships and sailors with modern and efficient equipment, while helping to bolster our Royal Canadian Navy across its fleets.
