    Robots Autonomously Navigate Underground in DARPA Challenge

    Whether robots are exploring caves on other planets or disaster areas here on Earth, autonomy enables them to navigate extreme environments without human guidance or access to GPS. The Subterranean Challenge, or SubT, is testing this kind of cutting-edge technology. Sponsored by the Defense Advanced Research Projects Agency (DARPA), the contest concluded its second circuit on Wednesday, Feb. 27. Taking first in the competition was CoSTAR, a 12-robot, 60-person team led by NASA's Jet Propulsion Laboratory (there were also winners declared for a separate, virtual competition). SubT is divided into four circuits spread over three years. With each, teams program their robots to navigate a complex underground course. The first contest, held last August, took place in a mine. For the most recent, called the Urban Circuit, teams raced against one another in an unfinished power plant in Elma, Washington. Each team's robots searched for a set of 20 predetermined objects, earning a point for each find. For the Urban Circuit, CoSTAR earned 16 points; the No. 2 team, with 11 points, was Explorer, led by Carnegie Mellon University. "The goal is to develop software for our robots that lets them decide how to proceed as they face new surprises," said CoSTAR's team lead Ali Agha of JPL. "These robots are highly autonomous and for the most part make decisions without human intervention." CoSTAR, which stands for Collaborative SubTerranean Autonomous Robots, brought machines that can roll, walk or fly, depending on what they encounter. Along the way, the bots have to map the environment and find objects like a warm mannequin that simulates a disaster survivor or a lost cellphone with a Wi-Fi signal. This particular course, which aims to simulate an urban environment, also included a carbon dioxide leak and a warm air vent. Joining the team for the Urban Circuit was a four-legged robot called Spot, which was provided by Boston Dynamics. "One of the two courses we had to run had multiple levels, so it was great that the Boston Dynamics robots were fantastic on stairs," says Joel Burdick, a Caltech professor and JPL research scientist. He is the leader of the Caltech campus section of the CoSTAR team. As the bots explore, they send back video and digital maps to a single human supervisor, who they remained in radio contact with for the first 100 feet (30 meters) or so of the course. They can extend that range by dropping communications nodes, a kind of wireless repeater. Once out of contact, it's up to each robot to decide whether to proceed or backtrack in order to update the team. Each must also rely on fellow robots to access different levels of the course. For example, a wheeled robot might request a quadrupedal one to climb or descend a flight of stairs. "These courses are very, very challenging, and most of the difficulty lies in communicating with the robots after they've gone out of range," Agha said. "That's critical for NASA: We want to send robots into caves on the Moon or Mars, where they have to explore on their own." Mapping caves on the Moon or Mars could identify good shelters for future astronauts. Moreover, if it exists at all, microbial life has a better chance of survival under the surface of Mars or within the icy seas of planetary moons, like Europa, Enceladus and Titan. NASA wants to search for life in these regions, where robots would be frequently out of contact. The next circuit in the Subterranean Challenge will be set in an undisclosed natural cave network this August. A final circuit that blends tunnels, urban environments and natural caves will take place in August of 2021. Teams competing in that final event have the opportunity to win up to $2 million in funding from DARPA.     Pentagon transition begins, with a COVID-19 twist

    By: Aaron Mehta WASHINGTON — Less than a day after the General Services Administration opened the doors for the landing team from the Biden-Harris campaign to arrive at the Pentagon, members have already had two conversations with current defense officials, with more to come. But while the Presidential Transition Act of 1963 lays out clear directives on how one administration helps usher in the next — it literally comes with a handbook on best practices — this transition, like so much else in 2020, may require some flexibility thanks to COVID-19. The GSA's move — which came after growing criticisms from Democrats who felt the agency was slow-rolling the start of the transition for political purposes — freed up funds, office space and, critically for the Pentagon transition, allowed the sharing of sensitive information with the incoming team. However, the transition is kicking off just as the Pentagon upped its level of COVID preparedness. As a result, maximum occupancy has dropped to 40 percent, with extra temperature checks. According to Washington Headquarters Services Director Thomas Muir, the agency transition director, that won't stop the transition, but it may require the team to rely more on video teleconferencing than previous groups. The incoming team “is willing and certainly able to abide by the COVID restrictions here in the Pentagon. They agreed with the protection measures we're doing for our families, our employees, ourselves, our colleagues, our comrades here in the Pentagon.” Muir said at a press conference Tuesday, adding that “Some will work in the building, some will be virtual.” Kash Patel, the newly installed chief of staff for newly installed Acting Secretary of Defense Christopher Miller, will be leading the transition for the current administration. But Muir will manage the day-to-day work, according to chief Pentagon spokesman Jonathan Rath Hoffman. “I spoke with the chief of staff today, and he is assured me that Tom here is the lead on this and that he is going to be working with Tom, and Tom is going to be the one working with the team today,” Hoffman said, adding that Patel's role is mainly “to be the touch point for the secretary, to ensure the secretary has insight into what's going on and to make sure the transition is successful.” Patel also reached out to transition lead Kathleen Hicks in order to share his contact information in case she had any questions. Muir said his team has been preparing for six months in case a transition was needed, and believes the current set up will allow the Biden-Harris team to work as safely as possible. Included in that setup: office space at the Pentagon that allows for social distancing, and which comes equipped with both secure and unsecure VTC capabilities. With the GSA certification, the FBI and Department of Justice can begin giving security clearances to the transition team, allowing access to classified information needed to give an up-to-date situation report to the president-elect and his advisers. Informing the transition is a group of “transition assistance coordinators,” largely general officers or senior executive service civilians, drawn from key offices around the military agencies, combatant commands, joint staff and OSD. That group, which meets weekly, will provide information as needed to the transition team and help set up interviews with key officials. Muir noted he expects daily conversations with the Biden-Harris group, adding “They're looking forward to participating in discussions in the Pentagon.     The US Army's Future Vertical Lift (FVL) Cross-Functional Team (CFT) will continue flight trials in the fourth quarter of this year as it transitions into the next phase of its Air Launched Effects (ALE) programme, service officials have disclosed. The decision follows initial flights tests conducted at Yuma Proving Ground, Arizona, between February and March, during which the Area-I Altius 600 unmanned aircraft systems (UAS) were for the first time forward-launched at low altitudes in the hover position from UH-60 Black Hawk helicopters in support of the ALE concept. Speaking to Janes from the FVL CFT's headquarters at Redstone Arsenal, Alabama, Future Attack Reconnaissance Aircraft (FARA) Integration Lead and Plans/Requirements Officer Lieutenant Colonel Anthony Freude and Jeff McCoy, Product Lead for the Command, Control and Effects Product Office, PM Unmanned Aircraft Systems (UAS) confirmed the forthcoming flight tests would be designated ‘Project Convergence'. Industry sources told Janes that flight tests were scheduled to be conducted in September. The ALE programme has been designed to enhance the army's ability to conduct multi-domain operations by using autonomous air vehicles as part of a wider FARA “eco-system”. Expected to penetrate enemy air-defence systems, air vehicles must be capable of creating “chaos in enemy decision spaces” to enable freedom of movement for friendly forces across a battlespace. Air vehicle mission sets have been divided by the CFT into detect, identify, locate, and report (DLIR); disrupt; decoy; and lethal categories.
