    PAL Aerospace Supplier Engagement Day

    PAL Aerospace and PAL Airlines, in partnership with the Federal Economic Development Agency for Southern Ontario (FedDev Ontario), will host a Supplier Engagement Day in Toronto on November 29, 2017. This event will provide an opportunity for Ontario companies in the manufacturing and aerospace sectors to highlight their capabilities, products and services to PAL Aerospace representatives who are seeking new connections with industry to support their operations. Both EIC companies, PAL Aerospace is a diversified international aerospace and defence company whereas PAL Airlines is a customer service focused airline operating primarily in Eastern Canada. Most notably, PAL Aerospace is responsible for the In-Service Support (ISS) of the Fixed Wing Search and Rescue (FWSAR) aircraft - the Airbus C295W, selected by Canada to replace the aging fleet of CC-115 Buffalo and CC-130 Hercules aircraft. PAL Aerospace will be responsible for all aspects of the maintenance work not undertaken by technicians of the Royal Canadian Air Force and will include high-value work such as repairs, 2nd and 3rd level maintenance, future modification work, and depot-level maintenance of the aircraft.     I/ITSEC 2017, HARNESSING NEW TECHNOLOGIES TO WIN IN A COMPLEX WORLD AT THE WORLD'S LARGEST MODELING, SIMULATION & TRAINING EVENT

    The Interservice/ Industry Training, Simulation and Education Conference (I/ITSEC) is the world's largest modeling, simulation, and training conference. Held near the beginning of December in Orlando, Florida, USA, I/ITSEC consists of peer-reviewed paper presentations, tutorials, special events, professional workshops, a commercial exhibit hall, a serious games competition, and STEM events for teachers and secondary students. I/ITSEC is organized by the National Training and Simulation Association (NTSA), which promotes international and interdisciplinary cooperation within the fields of modeling and simulation (M&S), training, education, analysis, and related disciplines at this annual meeting. The NTSA is an affiliate subsidiary of the National Defense Industrial Association (NDIA). Hence, I/ITSEC also emphasizes themes related to defense and security.

    National Program Strategy Development & Procurement Modernization for Sustainment and Small Vessel Construction (SVC) Requirements- Regional Marine Industry Consultation Workshops

    Work Shop Objectives The Government of Canada will be hosting a series of Regional Marine Industry workshops, commencing with the Ontario region in November, 2017, with the objective to inform the: Development of a National Strategy for the Federal Government's Sustainment Requirements (includes Repair, Refit and Maintenance and In-Service support); and Development of a National Strategy for the Federal Government's Small Vessel Construction requirements (those with less than 1,000 tonnes of displacement) An integral part of the workshop, as it goes hand in hand with the development of these National Strategies, includes the continued effort to better streamline and modernize procurement processes. Background Public Service and Procurement Canada's (PSPC) Marine Services and Small Vessel Sector (MSSVS) has established the Marine Procurement Modernization (MPM) Working Group, with membership from Innovation, Science and Economic Development Canada (ISED), Canadian Coast Guard (CCG) and Department of National Defence (DND). The MPM Working Group is firmly committed to taking a new approach as to how Government engages the Marine Industry and interested stakeholders and seeks to better understand Industry challenges and best practices, in order to jointly identify solutions that benefit both Industry and Government. As part of the National Shipbuilding Strategy (NSS), both sustainment and construction of small vessels is of key importance to Canada as it supports a sustainable marine sector, ensures fleet readiness and boosts Canada's economic growth. At Mari-Tech 2017, in Montreal, PSPC carried out an Industry Outlook, an Industry Roundtable and One-on-One (G2B) Consultations as part of its commitment to reach out and engage the marine business community in a meaningful way. The MPM Working Group is continuing this important dialogue, engaging industry to make it simpler and easier for companies and government to do business with each other. This means doing things differently and more efficiently and, through collaboration, develop comprehensive program strategies, while continuing to improve the procurement process. To this end, the MPM Working Group is hosting four regional consultation sessions over the course of the next seven months, to be held respectively in: Hamilton: November 14-15, 2017 Halifax: January 2018 (date TBC) Quebec: March 2018 (date TBC) and Victoria: April 2018 (date TBC) The Canada's Defence and Security Industries (CADSI) is a partner in this event and encourages its members to participate. Please take note of the date of a workshop in your area! Workshop Overview The first workshop will be held in Hamilton, Ontario on November 14 and 15th, 2017. This two-day facilitated session will be structured with the 1st day focused on Sustainment and the second day on Small Vessel Construction. This workshop is intended to be a two-way open dialogue between Industry and the MPM Working Group to inform and shape national strategies for Federal Government's Sustainment and Small Vessel Construction requirements, while exploring opportunities to streamline and modernize the procurement process. The Workshop's Themes To center the discussions and provide focus during the workshops, the MPM Working group, in Consultation with Industry, Industry associations, client departments, as well as internal stakeholders, proposes the following four key themes: Optimize Delivery and Management of Marine Programs (Sustainment and/or Small Vessel Construction) Explore innovative contracting options, such as ways to package or bundle work, supply arrangements, strategic source of supply, etc. Other considerations include improved planning, forecasting and industry consultation process etc. Alternatives to Cost-based Contracting Explore alternative to cost-based contracting, such as relational contracting, Performance Based Contracting (PBC), Performance Based Logistics (PBL), Public-Private Partnerships (P3s), social bonds, competitive contracts, etc. Renewal of Terms & Conditions Examine the following standard terms and conditions and explore opportunities for simplification, modernization and risk rebalancing: Intellectual property Limitation of liability Insurance Basis of payment Evaluation methodology Explore alternative evaluation approaches and success measures in consideration of point-rated & mandatory requirements, in addition to other factors, such as technical requirements, price, industrial technological benefits and value proposition, vessel transfer costs, etc. The MPM Working Group is interested in hearing about practices/experiences as to how industry does business with other entities (government and commercial) to identify leading practices/lessons learned outside of the Government of Canada's contracting environment. Participant Experience Profile We are looking for participants who have the experience and knowledge to actively participate in meaningful discussions. Those who work with the Government in Marine Procurements as well as those that are considering doing business with the Government in the future are encouraged to attend. Ideally, workshop participants would have one or more of the following: Experience with marine government contracting (either federal, provincial or territorial); Experience in contracting with marine commercial clients; Knowledge of marine sustainment and/or small vessel construction industry practices; International marine contracting experience (government and/or commercial) and delivering on either marine requirements. Why Participate? Through this process, the MPM Working Group and Industry participants will benefit by: Contributing towards and influencing the development of national strategies for sustainment and small vessel construction requirements. Sharing lessons learned and best practices with government and other industry participants and influence the outcome of proposed solutions; Developing a common understanding of existing procurement processes and work towards improving these processes; Adding to the agenda and to continue the dialogue after the workshop. Identify other themes that could be addressed at either this workshop or in the future.
