    DoD Needs Supply Chain Strategy To Survive Future Crises: Roper

    "We were in a very frenzied state," Air Force acquisition head Will Roper says of DoD efforts to stave off the collapse of key suppliers during the early weeks of the coronavirus crisis. By THERESA HITCHENSon July 17, 2020 at 4:38 PM WASHINGTON: Air Force acquisition head Will Roper says DoD needs to develop a new supply chain strategy that incentivizes industry to build a more diverse, responsive and resilient supply chain. “What I hope sticks on the other side of COVID-19 is a strategic focus on the supply chain,” he told a webinar co-sponsored by Government Matters and the Farnborough International Association today, on the even of the virtual air show. “Government has to have a strategy. We have to explain to industry what we consider good supply chain management practices to be, and not to be. And we need to write that in plain English, which the government has a tough time doing frequently.” That strategy also has to be followed up with incentives for industry to do the right thing, he said. “We have to put our money where our mouth is,” Roper said. For example, he said, it should include incentivizing contractors, big and small, to use digital manufacturing technologies that allow companies to quickly pivot to different missions in times of need. “That's a strategic capability for the nation. We need to encourage that,” he said. Roper noted that the Air Force is attempting to do just that with its centerpiece Advanced Battle Management Program (ABMS), being designed as a technology foundation for running future all-domain wars via the Joint All-Domain Command and Control System (JADC2). “We've got a pretty cool program called the Advanced Battle Management System. It's not a cool name — it's kind of like Castle Anthrax in Monty Python: ‘it's not a good name but it's the one we've got',” he joked. “That's a program where adaptability is king.” He explained that the service is working with industry to both explain, and reward, technology initiatives that will give operators the ability to rapidly upgrade or switch out old capabilities for new ones. As Breaking D readers knows, ABMS is attempting to iterate technologies developed under the program on a four-month cycle. Roper said the first three weeks of the COVID-19 crisis threw DoD into a maelstrom as acquisition authorities tried to cope with the potential of supplier collapse. “We were in a very frenzied state,” he said. The Air Force is the executive agent for all DoD use of Defense Production Act Title III contracts to support industry suffering from the coronavirus pandemic. However, the Defense Industrial Base Sector Coordinating Council under the Office of the Secretary of Defense (OSD) actually chooses which companies to support based on service requests — including for the Air Force. While Roper sees ongoing problems from COVID-19 impacts on suppliers, especially small firms for whom cash-flow is highly important, he said that the Air Force and DoD are in a much better place now to handle them as they arise. “I don't think we'll see something as frenzied as what we went through during the first three weeks of COVID,” he said. “I think if this continues in future, we will have to take aggressive actions when there are hotspots that fire up in the country. Smaller companies are always going to be at risk by a few number of COVID-19 cases — they're going to have to shut down their facilities, they're going to have to clean, they're gonna have to be work force quarantining — and for companies of that size, having cash on hand to make payroll, to make invoicing, is critically important. Cash flow and liquidity is everything during a crisis. But we're more ready for that.” This is in part because leaders have a better grasp on what companies are likely to be at risk, Roper explained. “Now, we know who those critical suppliers are we have insight into our supply chain that we have ever had,” he said. For example, the small launch industry is one sector that Roper continues to keep a close eye on. “Small launch is still a big need for our industrial base for the Space Force and we want to try to try to do whatever we can to keep that market healthy,” he told reporters on July 14. Roper expressed some disappointment about OSD's July 1 decision to rescind a June-announced award of $116 million for six small launch companies: Aevum, Astra, X-Bow, Rocket Lab, Space Vector and VOX Space. He explained that OSD determined there “were some additional small business needs” that came up, because the small launch package was one of the last DPA approved actions, it was “the first to be put back in the batter's box.” “My hope is that whenever there's new Title III funding, or when resources free up due to other efforts not executing as planned, that those are the first to go back into the hopper. If I were asked today to put in one new Title III initiative, it's small launch,” he added. As Paul reported, Pentagon acquisition chief Ellen Lord on June 22 said she is seeking approval for a funding package request in the “lower double digit billions” from the White House to cover COVID-19 related costs, including paying for industry claims of supply chain and workforce reductions.     AIR FORCE Transcend Technological Systems LLC, Prattville, Alabama, has been awarded a ceiling $485,000,000 single-award, indefinite-delivery/indefinite-quantity contract for the Hill Enterprise Data Center (HEDC) – sustainment, modernization, and consolidation. This contract provides for sustainment and onboarding support for the HEDC and applications within the HEDC. Work will be performed at Hill Air Force Base, Utah, and expected to be completed July 15, 2027. This award is the result of a competitive acquisition and eight offers were received. Fiscal 2020 operations and maintenance funds in the amount of $2,500 will be obligated on the first task order, which will be awarded immediately after the basic contract. Air Force Sustainment Center Hill AFB, Utah, is the contracting activity (FA8201-20-D-0001). NAVY Kanto Kosan Co. LTD, Kanagawa, Japan (N62649-20-D-0012); and Seaon Environmental LLC, Tempe, Arizona (N62649-20-D-0013), are awarded a not-to-exceed $35,201,535 indefinite-delivery/indefinite-quantity, multiple-award contract that will include terms and conditions for the placement of firm-fixed-price task orders to provide oily wastewater purification services. This will include providing an oily water disposal barge, arranging oil/chemical separating barge consisting of a receiving tank, oil collecting tank, and a minimum of three settling tanks and purifying collected water/oil and discharge to the sea in accordance with applicable regulations in support of the U.S. Naval Ship Repair Facility and Japan Regional Maintenance Center, Yokosuka and Commander, Fleet Activities Yokosuka Port Operations. Work will be performed at Commander, Fleet Activities Yokosuka, Yokosuka, Japan. The contracts will run concurrently and will include a one-year base ordering period with four one-year option ordering periods. The initial ordering period will continue until July 2021; if all options are exercised, the final ordering period will be completed by July 2025. The total estimated value of the contracts will be $65,000,000. Fiscal 2020 operations and maintenance (Navy) (OMN) funds in the amount of $100,000 ($50,000 on each of the two contracts) will be obligated at time of award and funds will expire at the end of the current fiscal year. Annual OMN funds will be obligated as individual task orders are issued. This contract resulted from a full and open competitive solicitation and the requirement was posted to the Asia Navy Electronic Commerce Online and the Federal Business Opportunities websites, with two offers received. Naval Supply Systems Command Fleet Logistics Center Yokosuka, Contracting Department, Yokosuka, Japan, is the contracting activity. Raytheon Missiles and Defense, Tucson, Arizona, is awarded a $15,296,009 cost-plus-fixed-fee and firm-fixed-price modification to previously-awarded contract N00024-17-C-5410 to exercise options for engineering and technical services and obsolescence solution in support of Standard Missile-2/6. Work will be performed in Tucson, Arizona, and is expected to be completed by June 2021. This contract combines purchases for the U.S. government (68.2%); and the governments of Australia, Taiwan, Korea, Japan, Spain, Netherlands and Denmark (31.8% combined), under the Foreign Military Sales (FMS) program. This contract also combines purchases for other Department of Defense funds (47.2%); FMS programs (31.8%); and the Navy (21%). Fiscal 2020 other Department of Defense funds; 2020 research, development, test and evaluation (Navy) funds; fiscal 2020 weapons procurement (Navy) funds; and FMS funds in the amount of $15,296,009 will be obligated at the time of award and will not expire at the end of the current fiscal year. The Naval Sea Systems Command, Washington, D.C., is the contracting activity. Beckman Coulter Inc., Brea, California, is awarded a $14,916,335 firm-fixed-price, indefinite-delivery/indefinite-quantity contract. This contract is for the production, test and delivery of up to 800 particle counter units to replace all existing obsolete units currently in use throughout the Navy and Marine Corps fleet. These units will provide the fleet's intermediate maintenance level technicians a mechanism for measuring particle contamination in fluids from aircraft government support equipment in hangars and depots in support of the Navy Hydraulic Contamination Program. Work will be performed in Loveland, Colorado (75%); and Brea, California (25%), and is expected to be completed by June 2026. No funds will be obligated at the time of award; funds will be obligated on individual orders as they are issued. This contract was competitively procured via an electronic request for proposal and two offers were received. The Naval Air Warfare Center Aircraft Division, Lakehurst, New Jersey, is the contracting activity (N68335-20-D-0031). B.C. Schmidt Construction Inc.,* Colusa, California, is awarded a $10,000,000 maximum amount, indefinite-delivery/indefinite-quantity contract for new flooring work, additions, alterations, maintenance and repairs at various locations within Marine Corps Base Camp Pendleton and Naval Weapons Station Seal Beach, California.     Air Force wants to expand training for cyber teams

    Mark Pomerleau The Air Force has selected the Air National Guard's training and education center at McGhee Tyson Air National Guard Base in Tennessee to be the focal point for training a cadre of defensive focused cyber teams, according to a news release. These teams, called mission defense teams (MDTs), will protect critical Air Force missions and installations such as critical infrastructure or computers associated with aircraft and remotely piloted systems. The teams are an outgrowth of the service's communications squadrons, which have performed much of the IT and cyber defense at the base or wing level. Now, with the Air Force outsourcing much of its IT management, the service was able to free up personnel and resources to focus on protecting these critical assets. The new crews differ from the cyber protection teams that the Air Force, and other services, provide to U.S. Cyber Command as part of the cyber mission force. At first, 20 students will participate in the mission defense team pilot class in mid-August. If that is successful, it will expand to six 20 student classes in 2021. The ultimate goal is to graduate 1,000 students each year across the service beginning in fiscal year 2023, the Air Force said. These teams will be stationed at 84 locations around the world. “This is an exciting moment for TEC and its future as an agile, innovative, and resilient center of learning for the total Air Force and the National Guard Bureau,” Col. Kenneth Lozano, the commander of the traning and education center, said. The Air Force has taken a “total Air Force approach” to cyber, to include its cyber mission force teams and mission defense teams, meaning, these forces are made up of combined active duty, guard and reserve forces. Prior training efforts for mission defense teams began at the 223rd Cyberspace Operations Squadron at Little Rock Air Force Base with a Cyber-Protect and -Defend course. The first classes were held in August 2019. The Air Force said to date, the schoolhouse has trained 160 airmen. The goal is for the training and education center at McGhee Tyson to assume 1,000 graduates a year, with the majority of training to transition there in 2022. One of the biggest hurdles thus far, is procuring a range for trainees to operate on. The Air Force is working through the Defense Cybercrimes Center to procure a cyber range and certify instructors.     The case for robust defense spending

    By: Rep. Rob Wittman President John Adams once wrote: “National defense is one of the cardinal duties of a Statesman.” These words are as true now as they were when they were written in 1815. However, unlike in 1815, the weight of these words seems lost on some in Congress. As Congress moves forward with the National Defense Authorization Act and the passage of the defense appropriations bill, there are irresponsible calls for blanket cuts to defense spending that are either misguided or willfully ignorant of the role the U.S. military plays in maintaining global stability. In a time where China continues its unprecedented aggressive actions, such as pushing into contested territory in India, attempting to subdue Hong Kong and continuing to antagonize partner nations in the South China Sea; where Russia advances its malign global state-building agenda through overt means while simultaneously using paramilitary mercenaries such as the Wagner Group to do the Kremlin's more insidious bidding; where Iran continues to terrorize the Middle East; and where North Korea remains a global nuclear threat, our response cannot be to cut our defense budget by nearly 50 percent, as suggested by some members of Congress. Simply put, there is no shortage of global powers who wish to see the United States, our partners and allies falter and fail. Ultimately, national defense is not just about protecting the homeland — it is about preventing conflicts from escalating, eliminating future threats and deterring those who have malicious intent toward the American people. Unfortunately, the world is not a benevolent place. The United States isn't fighting terrorism in Syria and Iraq for fun, we aren't protecting shipping lanes in the Pacific Ocean because we have nothing else to do, and we aren't working to bring the structural change needed to protect human rights against oppression across the African continent because of boredom. The United States military engages in these operations because no one else will, and we take up the mantle to bring stability to this dangerous world because we support peace and democratic institutions. Bringing stability to the globe and protecting our homeland comes at a price — it requires strong, robust funding of the Department of Defense. This does not mean to suggest there isn't waste, excess or duplicative programs within the Department of Defense. However, we are fortunate right now to have Pentagon leadership in Secretary Mark Esper and Deputy Secretary David Norquist who are tackling this problem head-on through their departmentwide review that has already yielded at least $5.7 billion to be reallocated for higher priorities. On top of this, every year the congressional Armed Services committees continue to work to refine, streamline and root out waste in the Pentagon through reformative NDAA provisions. For example, I led the aircraft carrier block-buy contract that saved nearly $4 billion for the taxpayers, and I have a bill out right now to do multiyear procurement on amphibious ships that would save at least $1 billion. While these are just two examples, one can imagine the type of savings that are to be found if we continue to extrapolate these types of actions out to our defense acquisitions at large. Additionally, Congress must work with the department to examine the audit and eliminate and reduce functions that are redundant or deemed no longer mission-critical, which will save the taxpayers billions of dollars. This is how Congress must address the defense budget — to make it streamlined and effective, and to find the mechanisms and authorities needed to make sure our dollar works harder than the yuan or the ruble. While this anti-defense spending rhetoric may play well for a certain form of politics, we must remember blanket cuts don't cut out the waste, it eliminates the programs that are easiest to cut, necessary training exercises, and emerging programs that are going to make the difference between life and death on the battlefield for our service members. https://www.defensenews.com/opinion/commentary/2020/07/16/the-case-for-robust-defense-spending/

    House defense spending bill would give the MQ-9 Reaper drone a second life

    By: Valerie Insinna WASHINGTON —The House Appropriations Committee is aiming to resuscitate the MQ-9 Reaper program, which the Air Force wants to curtail in fiscal 2021. The committee's version of the FY21 spending bill, which its defense subcommittee will deliberate Wednesday in a closed hearing, would allocate $344 million for 16 MQ-9 Reaper drones. The language is a good sign for the aircraft's manufacturer, General Atomics, which stood to lose hundreds of millions of dollars in sales if the Air Force stopped buying the aircraft. The service in FY20 had planned to buy nine MQ-9s in FY21, 17 in FY22, two in FY23 and three in FY24, but zeroed out all plans to buy additional Reaper drones as part of its FY21 budget request. However, the Reaper isn't home free just yet. The Senate Appropriations Committee has yet to unveil its own version of the legislation, leaving it unclear whether the Senate will concur with the House committee's spending bill. The MQ-9 wasn't the only aircraft program to get a boost from House appropriators. The committee added 12 more F-35s to the budget, for a total of 91 jets and $9.3 billion. The lawmakers are also planning to authorize $965 million for 11 C-130J aircraft — an increase of two planes — and they boosted the number of V-22 Ospreys tilt-rotor aircraft from nine to 11. The bill also beefs up the investment for the UH-60 Black Hawk with an additional $141 million, funding a total of 42 helicopters. The legislation funds three P-8A Poseidon submarine-hunting planes for the Navy Reserve force. Those aircraft were not originally included in the budget. The Navy would get an additional E-2D Advanced Hawkeye, for a total of five planes costing $791 million. The committee also approved $1 billion for nine CH-53K helicopters, two more than the request. Additionally, the legislation would allow U.S. Special Operations Command to begin its Armed Overwatch Program, but the bill summary did not state how much funding would be allotted in FY21. The House committee fully funded most other major military aircraft programs, including money for 50 AH-64 Apache attack helicopters, five CH-47 Chinook Block II cargo helicopters and long-lead funding for additional Chinooks for the Army. The Air Force would get 12 F-15EX fighters, 15 KC-46 tankers and 19 HH-60W combat rescue helicopters.     Defense execs press lead lawmakers for COVID reimbursements

    By: Joe Gould WASHINGTON ― Eighty defense industry executives have written to top congressional leaders to ask for emergency appropriations to reimburse defense contractors' coronavirus-related costs. Led by the Aerospace Industries Association, which represents 300 large and small suppliers to the Department of Defense, the letter called for, “an appropriate level of funding for these reimbursements and respectfully request your support of the Department of Defense's request for emergency funding.” The letter was one of two this week to House Speaker Nancy Pelosi, D-Calif.; Senate Majority Leader Mitch McConnell, R-Ky., their minority party counterparts and the leaders of the defense committees. The other letter came Wednesday from the Professional Services Council, which represents more than 400 government contracting firms. Section 3610 of the Coronavirus Aid, Relief, and Economic Security Act allows firms serving the federal government to seek reimbursement for pandemic-related expenses, but Congress hasn't passed corresponding appropriations. Defense officials have said they need roughly $10 billion and that without added funding from Congress, the Pentagon would have to dip into modernization and readiness funds. Both the PSC and the defense executives called for an extension of the 3610 authorities beyond their Sept. 30 expiration date, to Dec. 31. While federal civilian workers and uniformed personnel will be paid whether they can come to work or not, that's not often the case for contractors, Berteau said. Contractors need the 3610 reimbursements to hold onto highly skilled workers, many with high-level security clearances. “Failure to sustain the employees in that workforce will lead to negative impacts on the agencies which they support as well as on the workers themselves, their families, and their employer companies,” the PSC's president and CEO, David Berteau, said in its letter. “Such a failure could also lead to furloughs and layoffs that would further damage an already faltering economy. Extending Section 3610 authorities will help prevent these negative consequences.” The defense execs, in their letter, said their firms face COVID-19-related costs associated with “travel restrictions, facility closures, social distancing within facilities, enhanced cleaning measures, the purchase of personal protective and sterilization equipment, and costs associated with supply chain disruptions.” The pandemic has created weapons program slowdowns, temporary factory closures and cash flow problems, particularly for smaller firms. The Pentagon was been working in close communication to respond to the problems, largely by making billions of dollars in advance payment to contractors.     Airbus US pivots business strategy away from selling big platforms to the Pentagon

    By: Valerie Insinna WASHINGTON — After decades of trying to break into the U.S. military aircraft market, Airbus is shifting course with a new strategy that prioritizes selling off-the-shelf sensors, data, space and intelligence capabilities that have been customized for U.S. government buyers. During a Wednesday discussion with reporters about the new direction for the business, Chris Emerson, the new chief executive of the Airbus U.S. Space and Defense division and formerly the president of Airbus Helicopters, said he wanted to move the company's focus in the United States away from the major fixed-wing platforms that are the company's bread and butter in Europe. Instead, he hopes to expand the company's presence in the growing space and intelligence markets, particularly with low-cost satellites like those made by its joint venture One Web, geospatial intelligence and imaging, and space-based sensors. “We know the Air Force needs an A400M, but I can spend 10 years trying to convince the Air Force and all the politicians that they should buy an A400M. And ultimately they will buy C-130s,” Emerson said. “So let me focus this energy, this great leadership team, on achieving something that is tangible today that the customer really needs. Yes, it's not traditional for Airbus, but it will bring the value and we'll have a better foundation if one day my successor says, ‘You know, I want to be a big platform competitor.' At least we'd have built up trust and proven that we could really meet the requirements that are demanded of it.” Although Airbus is a juggernaut in the international military and commercial aerospace market, it has always struggled to find its place among the U.S. defense prime contractors as major aircraft manufacturers. It famously lost the KC-X contract to Boeing in 2011 after a bloody and prolonged battle. Since then, the company's biggest procurement victory has been continued sales of its UH-72A Lakota helicopter to the Army. “I remember I spent eight years thinking we could bring real value on air-to-air refueling for the Air Force. But I spent eight years, and I'm frustrated because I look at it and we didn't succeed,” Emerson said. “I've asked the team, ‘Let's find a roadmap where we can actually make a mark with the customers.' And that means, I'm not going to go look at competing with Boeing and the Lockheeds and Northrop, but I'm going to look at other areas.” The U.S. customer is increasingly making investments into technologies that can augment or accelerate decision-making, he said. “That's where we start to look everything beyond an air breathing platform. We started to look at the data, the intelligence, that they need,” he said. “It could be intelligence that is geospatial-related, either Earth observation, or electro-optical, or synthetic aperture radar, or a blend that we're pulling in multi-source information.” Airbus already develops those types of capabilities in its commercial air and space businesses, and could quickly adapt them to U.S. demands, he said. When there are opportunities to offer Airbus aircraft to the U.S. military, the strategy will be to partner with American primes, Emerson said. For instance, last year Airbus and Lockheed signed a memorandum of understanding to market aerial refueling services to the U.S. Air Force using the Airbus A330 Multi Role Tanker Transport. Asked on Wednesday whether the two companies planned to compete for tanker leasing opportunities currently being considered by the Air Force, Emerson said Lockheed takes the lead on interactions with the U.S. military on aerial refueling. He added that UH-72s will continue to be manufactured alongside Airbus's commercial H125 helicopter in Columbus, Miss., but modifications, support and contracting will be performed by the Airbus U.S. Space and Defense. In addition to naming Emerson as head of the company's U.S. defense and space business, Airbus also appointed a five-person board of directors — which includes former National Geospatial-Intelligence Agency director Letitia Long and William Shelton, a retired Air Force four-star and former head of Air Force Space Command — aimed at deepening ties with the U.S. military, space and intelligence agencies.     Germany sets up European defense agenda with a waning US footprint in mind

    By: Sebastian Sprenger COLOGNE, Germany — The European Union should prepare for the possibility of a gradual disengagement by the United States from the continent, even if Democratic challenger Joe Biden beats President Donald Trump in the November election, according to Germany's defense minister. Speaking before the European parliament on Tuesday, Annegret Kramp-Karrenbauer said she believes only the “tone” in trans-Atlantic relations would change following a Biden win. The reorientation of America's foreign policy toward China as a global rival would remain a key driving force in Washington, possibly at the expense of Europe, she said. “If that is the case, it means we Europeans must become able to act more so than is the case today,“ she said in testimony meant to lay out Germany's defense agenda during a six-month turn at the helm of the European Council of the EU that began July 1. To be sure, Kramp-Karrenbauer stressed that Europe remains dependent on U.S. and NATO support, and that there's no sign of that equation changing anytime soon. German leaders have consistently held up the trans-Atlantic alliance as a cornerstone of their geopolitical calculus, even as Trump took shots at Berlin for the its lackluster defense spending. But the defense minister's assessment that nothing other than the style of discourse would change with Trump's exit — he is trailing Biden in recent polls — may be a sign that Germans suspect bigger forces at play on the other side of the Atlantic. In that light, the Defence Ministry's defense agenda for the EU reads as something of a toolkit to avoid getting caught flat-footed. Creating a “strategic compass“ for the bloc, as Kramp-Karrenbauer called it, would be a key step in ensuring all member states back a common foreign and defense policy. An EU-wide threat assessment is the first step in that process, overseen by the EU Intelligence and Situation Centre and supported by member nations‘ intelligence services, she said. The assessment is slated to be “far along“ and will ideally be finished by the end of the year, when Germany hands the presidency baton to Slovenia, Kramp-Karrenbauer said. Also needed is a bloc-wide “operational understanding“ for whenever there is actual fighting to be done, according to the defense minister. Even peacekeeping and training missions, which tend to dominate the EU mission roster, always come with more kinetic, force-protection elements, for example, and there should be a process in place for setting up those types of operations, she argued. “You could approach it with the idea that this would fall to the same few countries in Europe, or you could develop a method as part of the strategic compass that this would become a matter for all members,“ Kramp-Karrenbauer said. West Africa could be a first test case of waning U.S. concerns about European interests. An American counterterrorism mission there has been crucial in supporting a U.N. peacekeeping force of EU and African troops. European leaders consider the region a hotbed for terrorism, fearing the possibility of fighters making their way to Europe. But the mission is controversial in the United States, and an American withdrawal could be in the offing at some point, Kramp-Karrenbauer said. “That is a scenario that we could find ourselves confronted with in the future.“ There is also the question of a withdrawal of almost 10,000 U.S. forces from Germany, the details of which are still somewhat shrouded in mystery. Hashed out by Trump and a small circle of White House advisers, military leaders are still figuring out the details for implementing the decision, Army Secretary Ryan McCarthy said in a phone call with reporters Wednesday. McCarthy said he discussed the matter with U.S. Air Force Gen. Tod Wolters, NATO's top general for Europe, earlier that day. But he had little to share about the process, saying only that Pentagon officials would release more details in the coming weeks. The “repositioning,“ as McCarthy called the move, is controversial among defense analysts on both sides of the Atlantic because it could simultaneously hurt America's and Europe's defense posture. Germany is a hub for U.S. troop training and logistics that would be difficult to quickly recreate elsewhere, the argument goes. The fact that military officials are only now doing the analytic legwork for a possible redeployment shows that no such examinations took place before Trump's announcement, retired Lt. Gen. Ben Hodges, a former commander of U.S. Army forces in Europe, told Defense News. Hodges said he was encouraged to see U.S. lawmakers question the decision, forcing a say on the issue by way of legislation. “Congressional support for NATO and for the German-U.S. relationship remains very strong,“ he said. Meanwhile, opinions differ on how much of a change a Biden presidency would bring to the trans-Atlantic alliance. “If you look at everything that Joe Biden has said, you certainly get the impression that he is interested in restoring alliances, including in Europe,“ said Jeffrey Rathke, president of the American Institute for Contemporary German Studies at Johns Hopkins University. “Of course there would be a different tone,“ he added. “But the substance would be different as well.“ For now, the German Defence Ministry's apparent trajectory of planning for a future where U.S. commitment may be iffy at best can bring more good than harm, he argued. Fears of an increasingly belligerent Russia and Trump's overt questioning of international alliances as key to keeping the peace have driven a wave of increased defense spending on the continent in recent years. “The things that Europe needs to do for its own security are precisely the things that improve the trans-Atlantic security relationship,“ Rathke said. When it comes to Washington's focus on China versus Europe, paying attention to different regions of the world should be possible simultaneously, he argued. “This is not an either-or situation.
