AIR FORCE

Transcend Technological Systems LLC, Prattville, Alabama, has been awarded a ceiling $485,000,000 single-award, indefinite-delivery/indefinite-quantity contract for the Hill Enterprise Data Center (HEDC) – sustainment, modernization, and consolidation. This contract provides for sustainment and onboarding support for the HEDC and applications within the HEDC. Work will be performed at Hill Air Force Base, Utah, and expected to be completed July 15, 2027. This award is the result of a competitive acquisition and eight offers were received. Fiscal 2020 operations and maintenance funds in the amount of $2,500 will be obligated on the first task order, which will be awarded immediately after the basic contract. NAVY

Kanto Kosan Co. LTD, Kanagawa, Japan (N62649-20-D-0012); and Seaon Environmental LLC, Tempe, Arizona (N62649-20-D-0013), are awarded a not-to-exceed $35,201,535 indefinite-delivery/indefinite-quantity, multiple-award contract that will include terms and conditions for the placement of firm-fixed-price task orders to provide oily wastewater purification services. This will include providing an oily water disposal barge, arranging oil/chemical separating barge consisting of a receiving tank, oil collecting tank, and a minimum of three settling tanks and purifying collected water/oil and discharge to the sea in accordance with applicable regulations in support of the U.S. Naval Ship Repair Facility and Japan Regional Maintenance Center, Yokosuka and Commander, Fleet Activities Yokosuka Port Operations. Work will be performed at Commander, Fleet Activities Yokosuka, Yokosuka, Japan. The contracts will run concurrently and will include a one-year base ordering period with four one-year option ordering periods. The initial ordering period will continue until July 2021; if all options are exercised, the final ordering period will be completed by July 2025. The total estimated value of the contracts will be $65,000,000. Fiscal 2020 operations and maintenance (Navy) (OMN) funds in the amount of $100,000 ($50,000 on each of the two contracts) will be obligated at time of award and funds will expire at the end of the current fiscal year. Annual OMN funds will be obligated as individual task orders are issued. This contract resulted from a full and open competitive solicitation and the requirement was posted to the Asia Navy Electronic Commerce Online and the Federal Business Opportunities websites, with two offers received. Naval Supply Systems Command Fleet Logistics Center Yokosuka, Contracting Department, Yokosuka, Japan, is the contracting activity.

Raytheon Missiles and Defense, Tucson, Arizona, is awarded a $15,296,009 cost-plus-fixed-fee and firm-fixed-price modification to previously-awarded contract N00024-17-C-5410 to exercise options for engineering and technical services and obsolescence solution in support of Standard Missile-2/6. Work will be performed in Tucson, Arizona, and is expected to be completed by June 2021. This contract combines purchases for the U.S. government (68.2%); and the governments of Australia, Taiwan, Korea, Japan, Spain, Netherlands and Denmark (31.8% combined), under the Foreign Military Sales (FMS) program. This contract also combines purchases for other Department of Defense funds (47.2%); FMS programs (31.8%); and the Navy (21%). Beckman Coulter Inc., Brea, California, is awarded a $14,916,335 firm-fixed-price, indefinite-delivery/indefinite-quantity contract. This contract is for the production, test and delivery of up to 800 particle counter units to replace all existing obsolete units currently in use throughout the Navy and Marine Corps fleet. These units will provide the fleet's intermediate maintenance level technicians a mechanism for measuring particle contamination in fluids from aircraft government support equipment in hangars and depots in support of the Navy Hydraulic Contamination Program. Work will be performed in Loveland, Colorado (75%); and Brea, California (25%), and is expected to be completed by June 2026. Schmidt Construction Inc.,* Colusa, California, is awarded a $10,000,000 maximum amount, indefinite-delivery/indefinite-quantity contract for new flooring work, additions, alterations, maintenance and repairs at various locations within Marine Corps Base Camp Pendleton and Naval Weapons Station Seal Beach, California. The work to be performed provides for the minimal design, installation, supervision, equipment, material, labor and all means necessary for new work. No task orders are being issued at this time.     Lockheed dives into next-generation missile defense interceptor competition

    By: Jen Judson WASHINGTON — Lockheed Martin said it will compete to build the Missile Defense Agency's Next-Generation Interceptor designed to protect the homeland against intercontinental ballistic missile threats from North Korea and Iran. The company is “excited to confirm that we are putting in a bid for the Next-Generation Interceptor,” Sarah Reeves, Lockheed's vice president of missile defense programs, told reporters Aug. 3. Bids were due July 31. Boeing and a Raytheon-Northrop Grumman team have already announced their intentions to compete to develop and field the agency's new interceptor following the cancellation of the Redesigned Kill Vehicle meant to replace the warhead on the current Ground-Based Interceptors. Those missiles are part of the Ground-based Midcourse Defense System, which is operational at Fort Greely, Alaska, and Vandenberg Air Force Base, California. The RKV program was paused in May 2019 and then abruptly terminated in August 2019 due to insurmountable technical issues resulting in delayed schedules and cost increases. The Defense Department announced at the time that it would embark on an entirely new program to field a future interceptor. MDA now plans to downselect to two companies, which will then compete for the right to build the interceptor. While MDA struggled with RKV, Lockheed invested the last two decades on multi-kill vehicle technology,” Reeves said. Lockheed had one of three small contracts to design a kill vehicle that could take out multiple warheads several years ago that would lead to a program that would replace the RKV called the Multi-Object Kill Vehicle (MOKV) program. Raytheon and Boeing had won the remaining two contracts. Reeves stressed the need for the new interceptor to be able to go after threats that disperse multiple objects including decoys. “We are looking carefully at the lessons learned from RKV including parts survivability testing which, in that program, was done too late and caused a major system redesign, as well as ensuring early-and-often testing and fly-before-you-buy mentality,” Reeves said. Lockheed plans to conduct two successful flight tests before going into production, Reeves said, which as an MDA program requirement. “The time is right now,” Reeves said. “We have significant investments and the technology a couple of decades ago, when this was initially a vision of MDA, wasn't quite there, but now it is ready to go.” The company plans to take elements from its existing capabilities such as the Terminal High Altitude Area Defense (THAAD) system, which Reeves said has had a 100 percent mission success rate, and the Aegis missile defense system. Lockheed also will garner experience from its partnership with the U.S. Navy on its Trident II submarine-launched ballistic missile system, which “has to survive these more hostile environments,” she said. And Lockheed's experience with space is another asset that will contribute to understanding technology needed for an NGI, which will need to travel through space, according to Reeves. Lockheed is also optimistic, Reeves said, that it can meet a faster schedule for NGI than currently planned. Some Defense Department officials said NGI could not be fielded until the 2030s but the MDA director and U.S. Northern Command's commander believe it is possible to move that timeline to at least 2028 or earlier.     GA-ASI and SENER Aeroespacial Team to Develop New NATO Pod for MQ-9

    SAN DIEGO, Sept. 1, 2020 /CNW/ -- Since General Atomics Aeronautical Systems, Inc. (GA-ASI) and the engineering and technology firm SENER began collaborating in 2008, the international partnership has resulted in significant agreements regarding the MQ-9A Remotely Piloted Aircraft (RPA) for Spain and its adaptation to the requirements of the Spanish Armed Forces. The latest joint development effort is a NATO Pod, designed and built by SENER Aeroespacial, part of the SENER Group. GA-ASI will integrate the NATO Pod onto the MQ-9 aircraft line to increase its configuration and payload options. NATO Pod development is driven by GA-ASI's initiative to provide customers with a customizable pod for carriage of sovereign, cross-domain Intelligence, and Surveillance and Reconnaissance (ISR) sensors that can be integrated onto GA-ASI-built MQ-9A and MQ-9B RPA Systems. GA-ASI is working with European suppliers to add sensor capabilities to the new European-built payload pod that meets NATO airworthiness standards. The NATO Pod is a flexible, scalable, certifiable, aerodynamic, and low-cost enclosure that enables customers to add sovereign sensor capabilities developed in their respective countries using a common set of interfaces to the aircraft system. This approach reduces integration time and cost. "With the NATO Pod, European sensor suppliers will be provided a standard Size, Weight and Power (SWAP) and Interface Control Document (ICD) to the aircraft system to efficiently integrate their payloads. This offers our customers a broader range of ISR capabilities and makes ISR-system upgrades faster," said Linden Blue, CEO, GA-ASI. "Interface standardization also allows sovereign containment of payload hardware and data by customers, when required." Having successfully completed the system definition and specification phase, the conceptual and preliminary design phases, as well as the Critical Design Review at the beginning of the summer, SENER Aeroespacial is currently working for GA-ASI on the detailed design phase of the NATO Pod.
