AIR FORCE

Transcend Technological Systems LLC, Prattville, Alabama, has been awarded a ceiling $485,000,000 single-award, indefinite-delivery/indefinite-quantity contract for the Hill Enterprise Data Center (HEDC) – sustainment, modernization, and consolidation. This contract provides for sustainment and onboarding support for the HEDC and applications within the HEDC. Work will be performed at Hill Air Force Base, Utah, and expected to be completed July 15, 2027. This award is the result of a competitive acquisition and eight offers were received. Fiscal 2020 operations and maintenance funds in the amount of $2,500 will be obligated on the first task order, which will be awarded immediately after the basic contract. Air Force Sustainment Center Hill AFB, Utah, is the contracting activity (FA8201-20-D-0001).

NAVY

Kanto Kosan Co. LTD, Kanagawa, Japan (N62649-20-D-0012); and Seaon Environmental LLC, Tempe, Arizona (N62649-20-D-0013), are awarded a not-to-exceed $35,201,535 indefinite-delivery/indefinite-quantity, multiple-award contract that will include terms and conditions for the placement of firm-fixed-price task orders to provide oily wastewater purification services. This will include providing an oily water disposal barge, arranging oil/chemical separating barge consisting of a receiving tank, oil collecting tank, and a minimum of three settling tanks and purifying collected water/oil and discharge to the sea in accordance with applicable regulations in support of the U.S. Naval Ship Repair Facility and Japan Regional Maintenance Center, Yokosuka and Commander, Fleet Activities Yokosuka Port Operations. Work will be performed at Commander, Fleet Activities Yokosuka, Yokosuka, Japan. The contracts will run concurrently and will include a one-year base ordering period with four one-year option ordering periods. The initial ordering period will continue until July 2021; if all options are exercised, the final ordering period will be completed by July 2025. The total estimated value of the contracts will be $65,000,000. Fiscal 2020 operations and maintenance (Navy) (OMN) funds in the amount of $100,000 ($50,000 on each of the two contracts) will be obligated at time of award and funds will expire at the end of the current fiscal year. Annual OMN funds will be obligated as individual task orders are issued. This contract resulted from a full and open competitive solicitation and the requirement was posted to the Asia Navy Electronic Commerce Online and the Federal Business Opportunities websites, with two offers received. Naval Supply Systems Command Fleet Logistics Center Yokosuka, Contracting Department, Yokosuka, Japan, is the contracting activity.

Raytheon Missiles and Defense, Tucson, Arizona, is awarded a $15,296,009 cost-plus-fixed-fee and firm-fixed-price modification to previously-awarded contract N00024-17-C-5410 to exercise options for engineering and technical services and obsolescence solution in support of Standard Missile-2/6. Work will be performed in Tucson, Arizona, and is expected to be completed by June 2021. This contract combines purchases for the U.S. government (68.2%); and the governments of Australia, Taiwan, Korea, Japan, Spain, Netherlands and Denmark (31.8% combined), under the Foreign Military Sales (FMS) program. This contract also combines purchases for other Department of Defense funds (47.2%); FMS programs (31.8%); and the Navy (21%). Fiscal 2020 other Department of Defense funds; 2020 research, development, test and evaluation (Navy) funds; fiscal 2020 weapons procurement (Navy) funds; and FMS funds in the amount of $15,296,009 will be obligated at the time of award and will not expire at the end of the current fiscal year. The Naval Sea Systems Command, Washington, D.C., is the contracting activity.

Beckman Coulter Inc., Brea, California, is awarded a $14,916,335 firm-fixed-price, indefinite-delivery/indefinite-quantity contract. This contract is for the production, test and delivery of up to 800 particle counter units to replace all existing obsolete units currently in use throughout the Navy and Marine Corps fleet. These units will provide the fleet's intermediate maintenance level technicians a mechanism for measuring particle contamination in fluids from aircraft government support equipment in hangars and depots in support of the Navy Hydraulic Contamination Program. Work will be performed in Loveland, Colorado (75%); and Brea, California (25%), and is expected to be completed by June 2026. No funds will be obligated at the time of award; funds will be obligated on individual orders as they are issued. This contract was competitively procured via an electronic request for proposal and two offers were received. B.C. Schmidt Construction Inc.,* Colusa, California, is awarded a $10,000,000 maximum amount, indefinite-delivery/indefinite-quantity contract for new flooring work, additions, alterations, maintenance and repairs at various locations within Marine Corps Base Camp Pendleton and Naval Weapons Station Seal Beach, California. The work to be performed provides for the minimal design, installation, supervision, equipment, material, labor and all means necessary for new work. No task orders are being issued at this time. The term of the contract is not to exceed 60 months and work is expected to be completed by July 2025. Fiscal 2020 operations and maintenance (Navy) (O&M, N) contract funds in the amount of $2,000 are obligated on this award and will expire at the end of the current fiscal year. Future task orders will be primarily funded by military construction (Navy); O&M, N; and O&M (Marine Corps). ARMY

Carahsoft Technology, Reston, Virginia, was awarded a $29,837,009 firm-fixed-price contract for movement of the logistics modernization program to the cloud. Bids were solicited via the internet with 11 received. Work will be performed at Fort Belvoir, Virginia, with an estimated completion date of July 15, 2021. Fiscal 2020 other procurement (Army) funds in the amount of $29,837,009 were obligated at the time of the award.     Japan at a crossroads: What’s keeping its defense industry from growing?

    By: Mike Yeo MELBOURNE, Australia — Japan is facing what appears to be an increasingly difficult choice, between a desire to keep its domestic defense industry in business, and getting more value for its defense spending while introducing much-needed capabilities by buying foreign off-the-shelf systems. This conundrum comes as the U.S. ally continues to warily eye nearby China's military buildup and North Korea's missile and nuclear programs. Japan's defense industry came to being soon after the end of World War II, as it attempted to rebuild its shattered economy. According to Corey Wallace, a postdoctoral fellow at the Graduate School of East Asia Studies at Germany's Freie Universität Berlin, Japan adopted what was known as kokusanka — a conscious and systematic attempt to domesticate technologies that Japan would need for an autonomous defense-industrial base. Through licensing agreements and other methods of technology transfer and acquisition, the Japanese government in the post-war period identified the most important platforms it thought it needed and tried to domesticate them. Today, Japan's local industry produces all of the country's warships and submarines, albeit fitted with important systems like the Aegis combat system, radars and missiles from the United States as well as most of its land warfare systems. Despite these capabilities, there are a number of hurdles for Japan's defense-industrial base. Chief among these is the relatively small, domestic market that drives up unit prices as well as Japan's own set of unique requirements that sometimes create a bespoke product difficult to market overseas. The small, domestic market has also meant there is little competition. And when the price of a product is determined by what Japanese newspaper Asahi Shimbun calls the “cost calculation method,” in which a contractor's profit is added to the prime cost that also includes that of materials and labor, it can lead to “an open invitation for soaring costs as contractors have few incentives for suppressing the prime cost.” An example of this is the C-2 airlifter. Since 2016, Japan has ordered a total of seven C-2 aircraft out of an eventual requirement of 40. This slow production rate means the C-2 costs about $201 million per aircraft, according to the latest budget request from Japan's Defense Ministry, which has asked to procure two aircraft in the next fiscal year. This, coupled with the need to focus on the expensive missile defense systems against the North Korean ballistic missile threat, has put Japan's defense budget under strain, to the point that earlier this year Japan's Finance Ministry reportedly took the unorthodox step of urging its defense counterpart to consider the option of acquiring a cheaper airlifter instead of the C-2. Given recent developments in the geopolitical and domestic industrial sphere, Japan has turned to what Wallace calls “selectivity and concentration” — the country accepts that its defense-industrial base cannot achieve absolute autonomy, particularly in areas like fighter jets and ballistic missile defense, where international cooperation is necessary in the development process. Foreign partnerships Cooperation with a foreign partner appears to be the way Japan is proceeding with two key aerospace programs: the development of a new air-to-air missile and its next fighter jet. Japan is developing the Joint New Air-to-Air Missile, which will marry the active electronically scanned array radar seeker of Japan's AAM-4B air-to-air missile with the European MBDA Meteor ramjet-powered beyond-visual-range air-to-air missile. The missile is intended for use by the Japan Air Self-Defense Force, but the program appears to be on a long timeline. Reports indicate no technical work has been done, and the first prototypes are planned to be ready for test shots after April 2022, with a decision following on whether to go ahead with the program. With regard to its next-generation fighter jets, following a request for information from several overseas manufacturers earlier this year, Japan is reportedly studying the feasibility of a joint development program. Local media has tracked the story, although official information is scant pending the release of Japan's five-year midterm defense plan later this year. It's widely expected Japan will link up with a foreign partner for the development, however some are holding out hope for a wholly domestic fighter program despite the risks and higher costs involved. Japan has not locally built fighters since Mitsubishi F-2s rolled off the line in 2011. However, Grant Newsham, a retired U.S. Marine Corps officer who is now a senior research fellow at the Japan Forum for Strategic Studies in Tokyo, says Japan should consider spending more on defense, telling Defense News earlier this year that figure should be about $5 billion to $7 billion more per year for the next five years. As the world's third-largest economy, he said, “Japan has all the money it needs to properly fund defense. And the amounts required are about the same as the waste and/or fraud in a couple of public works projects, but it chooses not to do so.” Japan's latest defense budget request for the next fiscal year is for $48 billion, which is a 2.1 percent increase from the previous year's allocated budget and represents a new record-high defense budget for the country. The amount is roughly 1 percent of its gross domestic product, which, although not official policy, has essentially become a ceiling for its defense budget. Notably, Japan is carrying out final assembly on most of its 42 Lockheed Martin F-35A Lightning II Joint Strike Fighters, which will eventually replace the upgraded F-4EJ Kai Phantom II aircraft currently in service. The government reportedly wants to buy more F-35s, with some suggesting it's looking at the short-takeoff-and-vertical-landing F-35B to equip the flight decks of its helicopter destroyers of the Japan Maritime Self-Defense Force. Export challenges Under Prime Minister Shinzo Abe, Japan has ended its ban on defense exports, which his government sees as a way to boost Japan's economy. Japanese defense companies have and continue to pursue several international acquisition programs ranging from Australia's requirement for submarines to France and Germany's requirement for new maritime patrol aircraft. However, these export opportunities have presented their own set of challenges, not least the fact that Japanese companies lack the savvy of their more-experienced competitors at the higher end of the global arms market, and that they're being priced out by cheaper alternatives at the lower end. And despite their undoubted quality, Japanese offerings are sometimes hindered in the export market by the domestic market's bespoke requirements. In the case of the C-2, there were no requirements for the aircraft to conduct operations on short or poorly prepared airstrips, and this is likely to hurt its prospects in New Zealand, which is seeking airlifters for both strategic and tactical airlift missions. In this case, the ability to operate from poorly prepared runways is important given the Royal New Zealand Air Force conducts regular operations to South Pacific islands, particularly on humanitarian assistance and disaster response missions in the aftermath of natural disasters. Newsham noted that despite the recent loosening of restrictions, there has not been significant effort by Japanese companies to dive into the international defense market, as most major Japanese companies don't consider the defense business to be profitable. Other sources in Japan who are familiar with the industry have corroborated that view in speaking to Defense News. Une somme qui s'ajoute aux 3,6 milliards d'euros déjà prévus pour le spatial de défense dans la Loi de programmation militaire française 2019-2025. « Aujourd'hui, nos alliés et nos adversaires militarisent l'espace. Et alors que le temps de la résilience se fait de plus en plus court, nous devons agir. Nous devons être prêts. » Jeudi 25 juillet, Florence Parly, ministre des Armées, s'est rendue au Commandement de défense aérienne et des opérations aériennes (CDAOA), situé sur la Base aérienne 942 de Lyon Mont-Verdun afin de présenter les grandes orientations militaires françaises dans le domaine spatial. Véritable enjeu, l'espace est devenu un lieu de confrontation de plus en plus militarisé. Indispensables au bon déroulement des opérations militaires, nos satellites et leur sauvegarde constituent un impératif stratégique. C'est pourquoi Florence Parly a annoncé que la France allait investir 700 millions d'euros supplémentaires dans le spatial militaire d'ici à 2025, pour renforcer ses moyens de surveillance et se doter de capacités d'auto-défense dans l'espace. Une somme qui s'ajoute aux 3,6 milliards d'euros déjà prévus pour le spatial de défense dans la Loi de programmation militaire française (LPM) 2019-2025. La stratégie spatiale dévoilée par la ministre des Armées se décline selon trois axes : organisationnel, juridique et capacitaire. Montée en puissance progressive du commandement de l'espace Ainsi, comme l'avait annoncé Emmanuel Macron le 13 juillet, un grand commandement de l'espace verra le jour le 1er septembre à Toulouse. Il sera placé sous l'autorité de l'armée de l'Air qui deviendra l'armée de l'Air et de l'espace. Son rôle : fédérer et coordonner tous les moyens consacrés au domaine spatial de défense. « A terme, il doit conduire l'ensemble de nos opérations spatiales, sous les ordres du chef d'état-major des armées et en lien avec le CPCO à l'instar de l'ensemble de nos opérations », a précisé Florence Parly. Doté d'une équipe de 220 personnes, ce commandement de l'espace montera progressivement en puissance sur la durée de la loi de programmation militaire, d'ici à 2025. Pour mettre en place sa stratégie spatiale, la ministre souhaite une évolution des textes régissant l'utilisation de l'espace pour intégrer la spécificité des opérations spatiales militaires. « J'ai décidé que le ministère des Armées assumerait la fonction d'opérateur spatial »explique-t-elle. « Si nous souhaitons être en mesure de mener de véritables opérations spatiales militaires, il nous faut développer une autonomie d'action. » Enfin, Florence Parly a annoncé vouloir perfectionner les capacités de défense spatiale, par le biais d'un nouveau programme d'armement nommé « Maîtrise de l'Espace ». Celui-ci intègrera deux volets : la surveillance et la défense active. Actuellement, la France est une des rares nations à disposer de ses propres capacités de surveillance de l'espace, gr'ce aux radars Graves et Satam ainsi qu'aux télescopes du CNRS et d'Ariane Group. « Demain, nous ferons appel à des moyens et des services plus sophistiqués encore », a souligné la ministre. « Le successeur de Graves devra être conçu pour déceler des satellites de la taille d'une boîte de chaussures à une distance de 1 500 kilomètres. » Afin de mieux protéger nos satellites, des actions seront menées, comme l'intégration de caméras de surveillance aux satellites de communication Syracuse pour leur autoprotection ou encore l'acquisition de nano-satellites patrouilleurs à partir de 2023. Gr'ce à ces futures capacités de surveillance, une défense active pourra être mise en place. La ministre prévient qu'il ne s'agit que d'autodéfense et non d'une stratégie offensive : « Si nos satellites sont menacés, nous envisagerons d'éblouir ceux de nos adversaires.
