    Emmanuel Macron promet de tenir le cap budgétaire pour les armées

    Le président de la République Emmanuel Macron a promis le 14 juillet de « tenir le cap » en matière de défense dans le cadre de la Loi de programmation militaire (LPM) 2019-2025, qui définit les budgets annuels des armées sur cette période. « Comptez sur moi, je tiendrai le cap comme je l'ai fait depuis trois ans dans le cadre de la loi de programmation militaire afin que vous puissiez toujours avoir les moyens d'accomplir vos missions aujourd'hui comme demain d'autant qu'en matière de défense, demain, vous le savez, se prépare aujourd'hui », a-t-il expliqué. La LPM a prévu en 2021 un budget de 39,3 milliards (contre 37,6 milliards en 2020), dont 22,3 milliards pour l'agrégat Équipement (contre 20,8 milliards en 2020).     Safran et Dassault Aviation ont qualifié le programme du Système de combat aérien du futur (SCAF) de « projet existentiel », selon un rapport d'information du Sénat d'Hélène Conway-Mouret (PS) et de Ronan Le Gleut (Les Républicains) sur ce projet. « Le programme SCAF n'a sans doute pas tout à fait le même degré d'importance et d'urgence pour chacun des partenaires, notent pourtant les deux auteurs. Pour la France, le SCAF est existentiel à la fois pour Dassault et pour Safran, qui ne peuvent pas se permettre de rester sans projet d'avion de combat et de moteur d'avion de combat. Les industriels allemands (Airbus et MTU au premier chef) ou espagnols ne sont pas tout à fait dans la même situation : il s'agit plutôt pour eux de monter en compétence dans ces domaines ». Surtout, estime le rapport, si le développement d'un avion européen n'est pas lancé, « la France et l'Allemagne devront sans doute se doter d'une solution non souveraine en 2040, rappellent les deux sénateurs.     Les Etats-Unis ont annoncé le 9 juillet avoir approuvé la vente de 105 avions furtifs F-35 de Lockheed Martin au Japon, pour un montant estimé à 23,11 milliards de dollars, selon l'Agence de coopération pour la sécurité de la défense (DSCA). Dans le détail, il s'agit de 63 F-35A, la version traditionnelle de cet avion de combat destiné à l'armée de l'Air, et 42 F-35B, la version à décollage court et atterrissage vertical destinée aux porte-avions. Le premier vol est prévu au tout début 2021 pour une entrée en service en 2022. « Le lancement commercial du Falcon 6X dans les délais prévus est une priorité absolue pour la société.     Un rapport du Sénat appelle à sauver la BITD

    Un rapport du Sénat appelle le gouvernement à maintenir un effort de défense substantiel sous peine de voir disparaître des pans de la base industrielle et technologique de défense, la BITD. Celle-ci « joue dans les cinq ans qui viennent sa survie », estiment les auteurs, deux sénateurs de la commission des affaires étrangères et de la défense, Pascal Allizard (Les Républicains) et Michel Boutant (PS). Le nouveau gouvernement devrait annoncer après l'été un plan de relance. « Il est fondamental que ce plan comporte un volet spécifique pour la BITD, soulignent Pascal Allizard et Michel Boutant. Japan accepted delivery of its first Bell Boeing V-22 Osprey on Friday, making it the first nation outside the U.S. to own and operate the tiltrotor aircraft. The Japan Ground Self-Defense Force (JGSDF) took delivery of the aircraft at Camp Kisarazu, across the Tokyo Bay from Yokosuka, according to news releases from Bell and Boeing, who collaborate on the aircraft program. “Congratulations to Japan on becoming the first international operator of the Osprey,” Kurt Fuller, Bell Boeing program director, said in a release. “The delivery of the Japanese V-22 represents a milestone for revolutionary aircraft capabilities for the Government of Japan and is a testament to our enduring friendship. The Osprey will provide Japan a tremendous advantage, unlike ever before, to respond to a broad range of challenges throughout the Asia Pacific region.” The Japanese V-22 variant has a unique configuration with a Japanese-specific communication system, according to the news releases. Despite the different communication system, JGSDF personnel have been working with U.S. Marines since May to learn how to operate the aircraft ahead of accepting delivery of their own Osprey. “This is an exciting moment in our partnership with the JGSDF; we have had the pleasure of working with them state-side to produce, develop, train and maintain their initial fleet of aircraft,” Marine Corps Col. Matthew Kelly, program manager for the V-22 Joint Program Office (PMA-275), said in the news release. “This arrival marks a key step in standing up its V-22 fleet, and more importantly, the continued collaboration between our nations.” The start of Japan's V-22 fleet comes shortly after the U.S. Navy also accepted its first V-22 – called the CMV-22 – to carry out the carrier onboard delivery (COD) mission once the aging C-2A Greyhound propeller planes retire. Bell Boeing delivered the first aircraft to the “Black Jacks” of Air Test and Evaluation Squadron (HX) 21 in February, and the first operational aircraft arrived at Naval Air Station North Island in California last month to begin building up the inventory of the “Titans” of Fleet Logistics Multi-Mission Squadron (VRM) 30. Marine Corps pilots and maintainers have also helped train their Navy counterparts on the aircraft, much like they have been doing in Japan. The Navy variant has extended range due to additional fuel tanks, a beyond-line-of-sight high-frequency radio, a public address system for passengers and an improved lighting system for cargo loading, all to assist in the COD mission ferrying people, supplies and mail across a carrier strike group at sea. Unlike the C-2, which could only fly from shore to the aircraft carrier, the V-22 will be able to reach the surface combatants in the CSG directly, thanks to its ability to land and take off vertically like a helicopter. Prior to Japan deciding to buy the V-22 in 2015, Japanese citizens long had concerns about American V-22s operating out of Japanese bases, particularly Okinawa, due to the aircraft's early safety record.     Navy Awards Contract for First Vessel In Its Family of Unmanned Surface Vehicles

    By: Sam LaGrone July 14, 2020 8:48 PM • Updated: July 15, 2020 6:38 AM The Navy has awarded a contract for the first unmanned surface vessel it will design and build on its own, a key milestone for the eventual family of unmanned systems that will be a key component of the future surface fleet, according to a Monday contract announcement from the Pentagon. L3 Technologies won a $35-million contract to develop a prototype medium unmanned surface vehicle (MUSV) on Monday, which could grow to $281 million if options for eight follow-on craft are exercised, Naval Sea Systems Command announced. The contract calls for delivering the first prototype by the end of the Fiscal Year 2023, according to a release from NAVSEA. “The president's 2021 budget request for the Navy includes additional funding for a second MUSV prototype in FY23. The acquisition strategy for the FY23 vessel is to be determined, however, for flexibility, the development contract contains options for additional USVs,” read the statement. The award to L3 for MUSV is the Navy's first bite at the apple for developing a USV. DARPA contracted for two Sea Hunter vessels in what was originally the Anti-Submarine Warfare (ASW) Continuous Trail Unmanned Vessel (ACTUV) program but has since shifted its focus to be the predecessor to MUSV. A Pentagon office also contracted for two Large USVs as part of the Overlord program, and the Navy will also take those vessels and use them to shape an eventual LUSV program of its own. The Navy envisions a family of unmanned systems that will be the backbone of a future fleet of netted “attritable” platforms that will provide lower-cost options compared to manned surface combatants like the Arleigh Burke-class destroyer or the new FFG(X) frigate program. “The initial focus is on the design, fabrication, testing and support of funded MUSV prototype vehicles. Rapid prototyping efforts will inform procurement of additional MUSV units,” Navy spokesman Capt. Danny Hernandez told USNI News on Tuesday. “The Navy will continue to assess the MUSV acquisition plan and has the option to conduct new or additional competitions, if warranted.” According to a notional list of requirements reviewed by USNI News in 2019, the MUSV would “function as a sensor and communications relay as part of a family of unmanned surface systems being developed by the service. The craft will be able to carry a payload equivalent to a 40-foot shipping container, will operate on its own for at least 60 days before needing to return to port, and be capable of refueling at sea,” reported USNI News. “The craft will have to also be able to autonomously operate under the rules of the maritime road at a cruising speed of about 16 knots with a minimum range of about 4,500 nautical miles and operate via a government-provided communication relay system.” L3 served as a subcontractor for Leidos, the lead contractor for the Sea Hunter program that DARPA contracted for before passing it off to the Navy. However, the next version of the MUSV will be different from the Sea Hunter, Navy officials told USNI News this week. “The MUSV and the existing Sea Hunter vessel have differing missions and requirements. The existing Sea Hunter vessel was designed and built with the mission of anti-submarine warfare and would be capable of tracking and following submarines using a hull-mounted sonar array over long distances. The MUSV will provide and improve distributed situational awareness in maritime areas of responsibility through [intelligence, surveillance and reconnaissance] and [electronic warfare] implemented by modular payloads,” Hernandez told USNI News. While the program is under development, the current Sea Hunter has been assigned to Surface Development Squadron 1 and is set to operate with a carrier strike group in the near future. L3 Technologies Inc., Camden, New Jersey, is awarded a $34,999,948 fixed-price-incentive-firm-target contract for the detail design and fabrication of a prototype Medium Unmanned Surface Vehicle (MUSV). This contract includes options for up to eight additional MUSVs, logistics packages, engineering support, technical data, and other direct costs, which, if exercised, will bring the cumulative value of this contract to $281,435,446. Work will be performed in Morgan City, Louisiana (72.7%); Arlington, Virginia (9.8%); Jeanerette, Louisiana (8.1%); New Orleans, Louisiana (6.6%); Worthington, Ohio (1.7%); Lafayette, Louisiana (0.9 %); and Gautier, Mississippi (0.2%), and is expected to be completed by December 2022. If all options are exercised, work will continue through June 2027.     Orolia to contribute timing system to missile defense radar

    Nathan Strout Raytheon has selected Orolia to provide a critical time and frequency system to the Lower Tier Air and Missile Defense Sensor the company is building for the U.S. Army, Orolia announced July 8. The Army awarded Raytheon $384 million in October 2019 to deliver six LTAMDS radar units. LTAMDS is expected to replace the Army's Patriot radars — a system that has been fielded since the 1980s and is also built by Raytheon — operating on the Army's Integrated Air and Missile Defense network. While approximately the same size as its predecessor, the LTAMDS has more than twice the power and will be able to detect threats coming in from a full 360 degrees. The new radars are expected to reach initial operational capacity in fiscal 2022. Raytheon has now tapped Orolia to contribute a rugged time and frequency system. In a press release, Orolia claims it was chosen due to the low size, weight and power constraints of its system and its past work with Raytheon. The company's SecureSync position, navigation and timing solution was the first time and frequency reference system approved by the Defense Information Systems Agency for network interoperability. “Ultra-precise mission timing and sync technology are fundamental building blocks for the resilient PNT systems that war fighters rely on for continuous operations in contested environments,” said Orolia Defense and Security President Hironori Sasaki. “We are proud to be a Raytheon Missiles & Defense partner on LTAMDS and other programs that utilize GPS signals for timing, frequency and network synchronization across critical military systems.” https://www.c4isrnet.com/battlefield-tech/2020/07/14/orolia-to-contribute-timing-sysstem-to-missile-defense-radar/
