    U.S. Air Force Plots Fleet Insertion Path For ‘Loyal Wingman’

    The format of the U.S. Air Force's “fireside chat” series is well-understood. A technology pioneer such as Jeff Bezos, Richard Branson or Mark Cuban appears onstage at an Air Force-affiliated event, counsels an audience of pilots and airmen about innovation and, not least, tries not to offend anyone. Elon Musk arrived at the Air Warfare Symposium on Feb. 28 with a different plan. The founder of SpaceX and Tesla, who seems to delight in publicly tweaking established competitors in the space market such as Boeing and Lockheed Martin, sat on the Air Force Association's (AFA) stage and declared that the fighter aircraft—for decades the heart of the Air Force's tactical combat capability—is already irrelevant. “The fighter-jet era has passed,” Musk said, provoking audible gasps and murmurs in an audience peppered with officers clad in flight suits. Lt. Gen. John Thompson, Musk's interviewer, quickly changed the subject. Hours later, Musk clarified in a tweeted reply to Aviation Week that he meant the fighter aircraft remains relevant, just not the pilot onboard. “The competitor [to a manned fighter] should be a drone fighter plane that is remote-controlled by a human, but with its maneuvers augmented by autonomy,” Musk writes. Musk's comments on airpower should be taken with a grain of salt. Although his companies have sought to disrupt the space, automotive and mining industries, Musk has no track record in the aircraft sector. One of his symposium hosts, David Deptula, a retired lieutenant general who is now dean of the AFA's Mitchell Institute, also pointed out in a rapidly published rebuttal in Forbes that Musk's predictions about autonomy are often wrong, even when it concerns the self-driving capabilities of Tesla cars. But Musk's remarks only differed with those of senior Air Force officials at the same event in the details of timing and scope. For over a year, Will Roper, assistant secretary of the Air Force for acquisition, technology and logistics, has championed a vision of future airpower populated by numerous, small batches of autonomous aircraft augmenting manned fighters with specialized capabilities. For the first time, Gen. James Holmes, head of Air Combat Command (ACC), offered a path to introducing such aircraft into the fleet around 2025-27. In the near term, the Air Force is focused on replacing aging F-15C/Ds with a mix of Boeing F-15EXs and Lockheed Martin F-35As. The Air Force decided to add the F-15EX to its inventory last year even as the Air Force Research Laboratory (AFRL) began experimenting with a new class of low-cost aircraft with an “attritable” value. The first such experimental aircraft, the Kratos XQ-58A Valkyrie, in March 2019 completed the first of four flights made to date. Next year, the Air Force plans to fly the XQ-58A or a similar aircraft with an artificial intelligence “brain,” which allows the so-called Skyborg aircraft to learn maneuvers as it flies. Such capabilities are not far from Musk's vision of future air combat, but they are too immature to replace a fleet of F-15Cs on the verge of being grounded; hence, the decision to buy the F-15EX instead. The next opportunity to introduce a new kind of aircraft comes in about 5-8 years, Holmes says. That timing dovetails, perhaps intentionally, with the schedule for maturing aircraft such as the XQ-58A and Skyborg. The Air Force will need to replace hundreds of F-16 Block 25s and Block 30s, which entered production in the mid-1980s. “There's an opportunity there if we want to cut in something new, a low-cost attritable, loyal wingman and the different things that we're looking at and experimenting with,” Holmes says. In late February, Holmes and Roper met to discuss the meaning of a “fighter aircraft” in the future with the Next-Generation Air Dominance (NGAD) program in the backdrop. The program office for NGAD began operations in October, with a focus on inventing a new production process capable of affordably producing small batches of advanced aircraft every 3-5 years. But Air Force officials are still grappling with the definition of basic requirements such as range and payload, as operations in the vast Pacific Ocean dominate the calculations. “The equation and the kind of math that we use for a fighter still works pretty well in the European environment—the range and payload and distance,” Holmes says. “It's not as effective a solution in the Pacific, because of the great distances. So as you look at NGAD and you look at the following programs, I wouldn't expect it to produce things that necessarily look like a traditional fighter.” The exhibit hall at the Air Warfare Symposium offered some clues. Besides the usual displays and posters of F-35s and F-15s, some new concepts appeared. General Atomics Aeronautical Systems Inc. (GA-ASI) showed a concept design called “Defender,” an apparent variant of the Predator C Avenger, armed with air-to-air missiles and infrared search-and-track sensors. The Defender would protect an “outside force” of enablers, such as tankers and surveillance aircraft, from aerial attack while an inside force of stealth bombers and fighters engaged targets downrange, a GA-ASI spokesman says. Kratos, meanwhile, continues working on the XQ-58. The AFRL initially funded five test flights, but despite a crash landing on the third flight, all test objectives were met after the third test, says Steve Fendley, president of Kratos' Unmanned Systems Division. The AFRL now is accelerating the “missionization” of the XQ-58, Fendley says, adding payloads and potentially weapons. The first payload integration will be demonstrated in April, when the XQ-58 serves as a communication conduit between the F-35 and the F-22. Meanwhile, Kratos has started production, with 12 XQ-58s scheduled off the assembly line by the first quarter of 2021. The fleet will be assigned to multiple demonstration programs, funded by several agencies, Fendley says. The XQ-58's performance helps define the new class of aircraft, called “loyal wingman” in the U.S. and “remote carriers” in Europe. A critical feature shared by the XQ-58 and similar aircraft such as the Boeing Airpower Teaming System (ATS) is range. Both are capable of flying 3,000 nm unrefueled, almost three times the range of the F-35. Unlike the ATS, the XQ-58 does not need a runway to land, and instead deploys a parachute. Both aircraft seem unrecognizable from the typical next-generation fighter favored by ACC, but the command is changing its approach, Holmes says. “In the past at Air Combat Command, we would have built something that we call a fighter road map . . . to figure out what our fighter force will look like for the next 30 years,” Holmes said. “What I would rather build is a capabilities road map that shows how we're going to accomplish the missions for the Air Force that we traditionally had done with fighters.” At the same time, Holmes' counterparts in the Air Force Materiel Command (AFMC) are also changing their approach to fighter acquisition. Last October, the AFMC established the Advanced Aircraft Program Executive Office, which is tasked with reinventing the acquisition process for the next class of fighters. A modern fighter is typically developed over a decade and then sustained for several more. For the next generation, the Air Force now prefers to produce multiple aircraft in small batches, in development cycles lasting only five years. The sustainment phase would be minimal, as the aircraft would be phased out after a brief operational career. The approach requires that the Air Force make the design phase profitable for contractors, which now lose money in design and earn profits during the sustainment phase. The approach means paying higher prices up front for the design, but theoretically less overall during the shorter lifespan of the aircraft. The Air Force is still trying to craft the contractual mechanism for such an acquisition approach, says Gen. Arnold Bunch, the head of AFMC. “Industry is going to have to rethink how they want to go do this. They're gonna have to talk to their boards in a different way,” Bunch says. “[Something] we also have to factor into that is: How do I do my cost estimates? How do I do my financial planning?     On Friday, a missile fired by a Turkish drone destroyed a Russian-made Pantsir-S1 deployed by the Syrian Army in Idlib province. This video released by Turkish media, shows an active Syrian Pantsir being destroyed by a Turkish drone. According to Turkish media, the Pantsir radar was active when it was hit, indicating that the system failed to detect the incoming missile. The Syrian Air Defense Force reportedly has more than 30 $14 million Pantsir S1 (SA-22) air defense systems. Russia has also strengthened its Syrian Khmeimim air base with Pantsir systems to prevent air strikes. The systems were deployed in Khmeimim after a series of drone attacks in 2018. Combat unmanned aerial vehicles used by the Turkish military against the Syrian army led to Syria's largest losses, according to the Turkish Ministry of Defense. After Turkey started using drones against the Syrian Armed Forces, Assad's army has lost about a hundred units of armoured vehicles and several hundred military personnel. Russian news outlet Avia.pro writes that, for unknown reasons, Turkish drones are invisible to Syrian air defense systems. According to the news outlet, Pantsir radars are possibly “blinded” by Turkish electronic warfare systems. Reportedly, Turkey has been using it Koral jamming system built by Aselsan, to degrade the effectiveness of Syrian air defense radars. The Koral, which has a range of 124 miles, has support sensors designed to detect and classify other systems in the area, and an electronic attack element designed to jam, deceive and overload enemy sensors The Turkish drones are reportedly using MAM-C and MAM-L ‘micro-munitions'—70- and 160-millimeter rockets respectively, weighing only 14 and 48.5 pounds designed to strike targets illuminated by a laser. These can carry high explosive, armour-penetrating shaped charges, or (on the MAM-L) lung-rupturing thermobaric warheads, while remaining light enough to mount on relatively small drones. The larger MAM-L can also extend range from 5 to 8.6 miles by using GPS or inertial guidance. Syrian air defenses have managed to shoot down at least three Turkish Anka-S drones in February, and Damascus claims as many as six.     US Air Force gets ready for decision on commercial aerial-refueling services

    By: Valerie Insinna ORLANDO, Fla. — The U.S. Air Force will know by the end of this month whether it will kick-start a competition for aerial-refueling services, the head of Air Mobility Command told Defense News. The service is in the final stages of a feasibility study that is evaluating whether the Air Force should buy commercial tanking services to support day-to-day needs for training and testing, said Gen. Maryanne Miller in an exclusive Feb. 28 interview. “The interest is high on the commercial side. The commercial companies who are considering this are really waiting to see the feasibility study, which will be completed in March,” she said. “The interest is high on the outside. I talked to a few vendors yesterday that was asking me when the study is going to be done. We're all waiting for that.” The study will help the Air Force determine whether it is cost-effective to use commercial aerial-refueling services as well as help set parameters on how a contract could be structured. However, Miller said, industry-operated tankers would not conduct combat or other overseas operations, and instead would be used exclusively for tasks in the continental United States such as augmenting training or for test and evaluation missions that AMC does not always have the capacity to fill. AMC believes its requirement will amount to about 6,000 hours per year, although the study could influence that number. Currently 14 companies have indicated interest in competing for the opportunity, she said. If the service decides to move forward with a competition, it believes it will be able to move from a contract award to an initial operating capability using a few aircraft in about a year, Miller said. “I love the idea. I hope the feasibility proves positive for us. That way we can get our requirements out there, we can start receiving proposals and then work that process as defined. We're optimistic,” she said. “That would be exciting to relieve some of the tension and stress on our force.” Getting Congress to agree to fund aerial-refueling services could be a hard sell, especially as the service considers paring back some of its own capacity. To free up funds for other priorities, the Air Force proposed retiring 16 KC-10s and 13 KC-135s in fiscal 2021. However, the idea has come under fire from U.S. Transportation Command — which has sought funds to buy back 23 of those tankers — as well as lawmakers who question whether the Air Force would be taking on too much near-term risk. But Miller contended that having the flexibility of commercial aerial-refueling services could relieve pressures on the military's own tankers, filling the gap for U.S. missions when there is high demand abroad. “It really just relieves and fills that market of the service missions we just don't get to today. Some of that is readiness-related,” she said.     By: Aaron Mehta WASHINGTON — The future location of U.S. Space Command, and all its associated jobs and dollars, won't be coming before the November election, thanks to a directive by Secretary of Defense Mark Esper to relaunch the department's search process. On Tuesday, Space Force Vice Commander Lt. Gen. David Thompson told the House Armed Services Committee that department leaders are “going to take a holistic look at all of the potential options, all the potential locations" being considered for the combatant command. “We've been directed to go back, open up the aperture, and look at all of them. And so, that includes — that include bases. It includes perhaps some nontraditional locations. We will absolutely establish the criteria we need for each of these organizations and then base them accordingly,” he added. And on Wednesday, Secretary of the Air Force Barbara Barrett confirmed that the Air Force would be restarting the national competition for Space Command's location. “We're going to reopen the process, and put forward criteria in detail and invite all who think they have a good shot at it to come and represent their communities for that possible basing choice,” the secretary said. Barrett added that an announcement on the new competition would come “this spring.” Those comments led to a pointed line of questioning to Esper from Sen. Doug Jones, D-Ala., who during a Senate Armed Services Committee hearing directly asked if the decision to recompete was tied up in electoral politics. Thompson testified that “the Air Force was directed — and I emphasize the word ‘directed' — to go back and open this up," Jones said. "A cynical person in today's world would think there are some electoral politics coming into play in this.” He then pointedly asked if the decision came from the White House. A leaked 2019 memo of potential bases listed four locations in Colorado — Buckley Air Force Base, Cheyenne Mountain Air Force Station, Peterson Air Force Base and Schriever Air Force Base — as well as the Army's Redstone Arsenal in Alabama and Vandenberg Air Force Base in California. There has been heavy political push from the Florida delegation as well. Awarding Space Command and its myriad of jobs could benefit politicians running in a swing state such as Colorado or Florida; Jones, a surprise winner in a 2017 special election, is a top target for Republicans in November's election and could potentially benefit should the award go to his native Alabama. Esper, however, denied there was any push from the White House to influence politics, stating bluntly: “It came from me. I'm the responsible party.” The reason for the change, he explained, came from discussions with members as far back as his August nomination process. “During my talks on the hill prior to my nomination, particularly after my hearing here, I visited the House and heard from members on both sides of the aisle that they thought the process that had been run was unfair and not transparent. And there were a number of complaints,” Esper said. “So I directed at that time that we pause in place. “I took a briefing on it along with [Deputy Secretary of Defense David] Norquist. We did not feel it was transparent enough; that enough states, members etc. had a chance to participate. So we directed it be revisited, and a different approach be taken where [the department would] outline the criteria, the screening criteria by which a place would meet as a qualifier, throw that to all members and offer them to nominate locations,” while being transparent about the criteria and giving rolling updates to Congress as the work progressed. However, that process took time to get going, and until a month ago was not fully underway, Esper conceded, meaning it will now take “several months” before anything is finalized — almost certainly after November's election is over. “I'm the one who did it.     By: Nigel Pittaway MELBOURNE, Australia — Faced with a possible two-year production pause in the wake of the Trump administratoin's fiscal 2021 budget request, Northrop Grumman is offering to accelerate MQ-4C Triton drone production for Australia at what it says is the lowest price it has ever offered for an unmanned platform. Under the budget request, funding for U.S. Navy MQ-4C acquisition will be suspended until at least FY23, and aircraft that was to be built in low-rate initial production Lots 6 and 7 will now be deferred. However, the proposal leaves the door open for Triton production to recommence in 2023 while securing funds to complete development of the IFC 4 variant of the drone. This latter model is required by the U.S. Navy to replace its aging fleet of Lockheed Martin-made EP-3E Aries II aircraft used for signals reconnaissance. Speaking in Canberra on March 4, Northrop's chief executive in Australia, Chris Deeble, said the company's proposal is to move forward production of five aircraft for the Royal Australian Air Force into the current, and funded, low-rate initial production 5 batch during the two years the U.S. Navy might not buy the aircraft. “PB21 has created an incredible opportunity for Australia. We've been working with the U.S. Navy to provide an option to buy the rest of their aircraft as part of the LRIP 5 contract,” Deeble said. “That provides a significant unit-cost saving to Australia, so now's the time to buy more than ever.” Australia has a requirement for six Tritons, built to the IFC 4 standard, under Project Air 7000 Phase 1B. However, it currently has only one aircraft on order, which would be built as part of LRIP 5 and requires a more finalized contract by May 15 if the plan is to go ahead. Deeble said Australia will need to make a decision on the additional five aircraft by the end of June. Northrop Grumman's proposal is to add the five Australian aircraft to the existing three aircraft in LRIP 5 (two U.S. Navy and one RAAF aircraft), bringing the total to eight. Deeble said the offer preserves Australia's planned funding profile for Triton acquisition and that the delivery schedule will remain the same. Should Australia finalize an agreement to meet its six-Triton requirement, it expects to receive them between 2023 and 2025, with declaration of final operational capability in the 2025-2026 time frame. "The two key points are, this will probably the best price you will be able to achieve for the Triton capability, and we're remaining within the [Australian] defense profile,” Deeble added. “We also look to provide Australian industry opportunities as a consequence.     Here’s what we know about the Space Force’s acquisitions plan

    By: Nathan Strout The newly establish United States Space Force is expected to deliver a report outlining its acquisition plans to Congress by the end of the month, but in a series of hearings this week lawmakers got a first look at how Space Force leadership is approaching the problem. One of the primary issues the Space Force faces in organizing its acquisitions is the relationship between the three main space acquisitions entities: the Space and Missile Systems Center, the Space Development Agency and the Space Rapid Capabilities Office. SMC is the largest of the three and has been responsible for most Air Force space acquisitions, while the other two organizations were established in the last two years to address specific capability gaps. Legislation passed by Congress called for creation of a position in fiscal year 2022 to oversee the three organizations, but it did little to clarify their roles or relationships, leading to some concerns of redundancy. The Space Force seems set to follow that model. Space Force Vice Commander Lt. Gen. David Thompson reportedly stated that the three entities would be put under the jurisdiction of a new Space Systems Command, although they will continue to be three separate organizations. When asked about this proposal at a Senate Armed Services Committee hearing March 3, Air Force Chief of Staff Gen. David Goldfein assured lawmakers the Space RCO would remain independent, as Congress intended. “While there will be a lot of discussions about (administration) and bureaucracy, our job is to deliver capability and to deliver it fast—at the speed of relevance—because that's exactly what the threat companies are doing,” said Goldfein. “Space RCO (...) needs to stay independent, and it needs to be able to move fast without a lot of lines and boxes that all get a chance to vote on what they're doing.” In a separate hearing before the House Appropriations Committee Subcommittee on Defense March 4, Thompson emphasized that leaders were already working to ensure the three organizations were on the same page. “We have already begun the process even before the Space Force was established (...) of working between the SMC, the SDA, the Space RCO (...) and others to ensure that their acquisition processes are synchronized, complementary and not duplicative in many senses,” Thompson said. Thompson also briefly outlined the expected roles of the three organizations. SMC will continue to develop and acquire those unique capabilities the military has depended on for decades, including protected communications, missile warning and GPS, he explained, while the Space RCO, which was established two years ago, will continue to rapidly develop and prototype new capabilities. Finally, the SDA's focus will be on leveraging commercial technologies, especially when it comes to utilizing proliferated constellations in low earth orbit. “Consolidating them under a specific acquisition organization will further integrate their activities and ensure they are not duplicative, but make sure they create one, single space architecture,” said Thompson. “Right now our focus is in driving an agile and rapid response for all of them as they continue to develop space capabilities for the mission.” More details on the Space Force's plans will be delivered in a report to Congress by the end of the month. This contract provides for a pylon-based infrared missile warning system for the F-16 platform. Work will be performed in Fort Worth, Texas, and is expected to be complete by February 2030. This award is the result of a competitive acquisition and one offer was received. National Guard and Reserve Equipment Account funds in the amount of $17,050,000 are being obligated at the time of award. (Awarded Feb. 28, 2020) Abacus Technology Corp., Chevy Chase, Maryland, has been awarded a $21,873,527 firm-fixed-price contract for support services. This contract provides for information technology sustainment support services at several locations. Work will be performed at Al Udeid Air Base (AB), Qatar; Al Dhafra AB, United Arab Emirates; and Shaw Air Force Base, South Carolina. Work is expected to be complete by March 2025. This contract is the result of a set-aside for small business and five offers were received. Fiscal 2020 operations and maintenance funds in the amount of $3,767,312 are being obligated at the time of award. Headquarters Air Combat Command, Acquisition Management and Integration Center, Joint Base Langley-Eustis, Virginia, is the contracting activity (FA4890-19-R-A018). Lockheed Martin Aeronautics, Marietta, Georgia, has been awarded a $16,249,208 firm-fixed-price contract for the C-130J center wing box replacement program. This contract provides for 14 enhanced center wing boxes and 14 component kits. Work will be performed in Marietta, Georgia, and is expected to be complete by March 30, 2027. This award is the result of a sole-source acquisition. Fiscal 2019 procurement funds in the amount of $16,249,208 are being obligated at time of award. The Air Force Life Cycle Management Center, Robins Air Force Base, Georgia, is the contracting activity (FA8504-20-C-0002). AAI Corp., Hunt Valley, Maryland, has been awarded a $15,558,008 firm-fixed-price modification (P00003) to a previously awarded contract FA4890-19-C-0002 for the exercise of Option Period Two. Work will be performed in Washington, District of Columbia. The IDIQ-MACs have a five year ordering period with a shared maximum value of $94,184,597. These businesses will have the opportunity to compete for individual task orders. Work is expected to be completed March 2025. Fiscal 2020 operations and maintenance (Marine Corps) funds in the amount of $5,000 ($25,000 total) is being obligated under each contract's initial task order to fund the minimum guarantee and will expire at the end of the current fiscal year. These contracts were competitively solicited via Federal Business Opportunities and 18 proposals were received. The Marine Corps Installations Command, Arlington, Virginia, is the contracting activity. I.E. Pacific Inc.,* Escondido, California, is awarded $19,886,020 for a firm-fixed-price task order (N62473-20-F-4330) under a multiple award construction contract for the repair and upgrade of Bachelor's Enlisted Quarters Buildings 5698 and 5697 at Marine Corps Air Station Miramar, California. The work to be performed includes the installation of new heating, ventilation and air conditioning systems and provides a new transformer for electrical requirements, the replacement of switchgear and a cast-in-place concrete pad as well as hazardous materials abatement and remediation. The task order also contains one unexercised option, which if exercised would increase cumulative task order value to $19,892,020. Work will be performed in San Diego, California, and is expected to be completed by May 2023. Fiscal 2020 operations and maintenance (Marine Corps) contract funds in the amount of $19,886,020 are obligated on this award and will expire at the end of the current fiscal year. Four proposals were received for this task order. Naval Facilities Engineering Command Southwest, San Diego, California, is the contracting activity (N62473-17-D-4628). Engility Corp., a SAIC company, Andover, Maine, is awarded an $8,484,786 modification (P00009) to a previously awarded cost-plus-fixed-fee, cost-reimbursable delivery order (N68936-19-F-0297) against a General Services Administration One Acquisition Solution for integrated services multiple award contract. Work will be performed in Point Mugu, California (90.6%); China Lake, California (1.9%); Fallon, Nevada (1.6%); Whidbey Island, Washington (0.94%); Washington, District of Columbia (0.94%); Laurel, Maryland (0.63%); Irvine, California (0.31%); Las Vegas, Nevada (0.31%); and various locations outside the continental U.S. (1.3%). This modification exercises the option for systems engineering analysis, test and evaluation engineering, interoperability testing and analysis, threat analysis, and tactics development for the AN/ALQ-99 Next Generation jammer pod, USQ-113 communications system jammer, ALQ-218 receiver, ALQ-227 communication countermeasures set, and Intrepid Tiger Pod for the EA-6B and EA-18G aircraft. Fiscal 2020 research, development, test and evaluation (Navy) funds in the amount of $400,000; and Foreign Military Sales funds in the amount of $150,000 will be obligated at the time of award, none of which will expire at the end of the fiscal year. The Naval Air Warfare Center Weapons Division, Point Mugu, California, is the contracting activity. Raytheon BBN Technologies Corp., Arlington, Virginia, is awarded a $7,460,890 cost-plus-fixed-fee contract to develop concepts for a heterogeneous underwater network. Work will be performed at contractor facilities in California (5%); Massachusetts (75%); Rhode Island (5%); Virginia (10%); and government test facilities (5%). The work to be performed includes dynamically reconfigurable architecture that leverages advancement in undersea communications and autonomous ocean systems and demonstrate utility at sea with advanced prototypes. The period of performance of the base award is from March 5, 2020, through May 4, 2021. This 15-month contract includes two options which, if exercised, would bring the potential value of this contract to an estimated $37,399,156. The period of performance of the base award is from March 5, 2020, through May 4, 2021. If both options are exercised, the period of performance would extend through Feb. 4, 2024. Funds in the amount of $499,663 will be obligated at the time of award. The type of funding to be obligated will be research, development, test and evaluation (Department of Defense).     FEATURE INTERVIEW - MINISTER OF NATIONAL DEFENCE

    CDR recently sent Ottawa Bureau Chief, James Careless, to interview Canada's newly re-appointed Minister of National Defence, and with a number of high profile capital projects, such as CSC and FFCP currently in play, there was a lot to talk about. Sajjan is now a veteran in this portfolio and he spoke candidly about international missions, defence policy, procurement, and Canada's role in NATO. There were some surprises too. Here is our in-depth conversation with the Minister. CDR: Minister, it's good to speak with you again for, what's become, our annual chat. Can we start by looking what progress is being made on major capital projects like Future Fighter, and as a corollary to that, what new procurements do you think we'll be seeing in 2020? Minister Sajjan: When it comes to procurement projects and our defence policy, one of the things that Canadian defence industry asked us to do is to provide predictability. We've done that. Even though the defence policy is a 20 year program, we have put out a 10 year defence investment plan to industry. This gives them an idea of where we're at – and we're updating that. Obviously, we've got major procurement projects that are ongoing, but within that there are multiple projects. I'm happy to say that the vast majority are in implementation. Some are already closed and, and there's only a few that still have to be started. The Canadian Surface Combatant ship has been selected, while the Future Fighter is obviously an extremely important one that is under way. But there's a lot of other projects happening that are just as important. STARTING LAV PROJECT SOONER CDR: What role has your ‘Strong, Secure, Engaged' defence policy played in speeding up defence procurement? Minister Sajjan: One of the things about our defence policy is that it gives us authorization to move money around. This allows us to do projects faster when opportunities make this possible. The LAV support projects that we just announced in the summertime was a great example of that. We're going to be getting those five years sooner, because we can start these projects five years sooner. So we were able to move money quicker and get that going. Because we're learning and creating a lot more efficiency in our procurement system, we're able to save money. When we save some of that money, we're able to use it in other projects. As you know, procurement is extremely complex; especially on larger projects. There's going to be times where you're going to have to make some changes. Because we have that flexibility, we're able to provide a lot more efficiency to the system. When we created the defence policy, it involved a thorough consultation where every part of the policy had to be approved by cabinet. Now when projects go through, they know that we've already had really good discussions on the capabilities that we want to bring in. So when we bring those projects to Treasury Board, the policy discussions have already been done. So then we just focus on, “do we have the right process in place?” The nice thing about it – just like the current LAV projects – is we're able to streamline things when a competitive process is extremely important and we can get the best equipment at the best price. But there are some times when going for a sole source is more efficient and better for the Canadian Armed Forces. CDR: Many ofCDR's readers are small and medium-sized defence contractors (SMEs), and they're always concerned about getting their fair share of procurement contracts. So what steps has the government taken to make sure that their share doesn't just go to the big players? Minister Sajjan: Depending on the size of the project, we've actually taken a lot of time to consult our defence industries; not just the big companies, but the small and medium size businesses as well. One thing we've done as we build the requirements, is to ask, “how does it benefit Canadian companies?” So now the bids that come in have much greater Canadian content to them. Just for example, when you look at the AOPS (Arctic and Offshore Patrol Ships) that are being built by Irving: The systems integration on the bridge is actually (being done by) a company that is working out of the Lower Mainland (B.C.). That's just one company; a lot of companies are able to benefit from this. So when we look at a project, I tell people, “don't just look at the hull or the plane, look at all the systems that need to go inside it. The LAV project has a massive impact on indirect jobs across the country as well. The final thing I say to this is the IDEaS (Innovation for Defence Excellence and Security) program. The IDEaS program is something very unique that is having a really good impact on small and medium-sized businesses; as well as universities and individuals who have great ideas. It allows us to throw challenges out to suppliers, where we get to compete the ideas. That's something that industry has been asking for, for a very long time. Imagine trying to guess where DND is going, and then having to spend all this money and time only to find out that's not the direction that we're going. So due to the defence investment plan that we lay out, or the challenges that we throw out, they know exactly what we're looking for. They get to compete early, and we get the benefits of their ingenuity. BATTLE GROUP IN LATVIA CDR: NATO recently celebrated its 70th anniversary, and President Trump used the occasion to once again pressure member countries to increase defence spending up to 2% of their GDP, as they have promised to in the past. Given that Canada's defence spending is only about 1.3% of GDP, where does the country stand in terms of meeting this 2% target? Because, I'm sure our readers in Canada's defence and aerospace industries would be more than happy to see Canada increase defence spending as much as it can. Minister Sajjan: I think we should go back to even before Trump. Many U.S. administrations have been asking NATO member nations to step up when it comes to their defence spending. When we formed the government in 2015, we looked at this. This is one of the reasons why the prime minister asked me to do a thorough defence policy review, because it's only then you're going to find out what is the appropriate defence investment that's actually needed -- not just for us, but for our allies. I think many people don't know that this is probably one of the first defence policies that's actually has come with all the money attached to it. That allows us to do a thorough analysis about which capabilities are important; not just a shopping list of things we need to buy. If you focus on the capabilities, you're able to evolve what's needed. What that has allowed us to do is look at how do we need to be Strong in Canada, Secure in North America, and Engaged in the world; investing in the right capabilities with a 70% increase in spending. That's the way it just turned out, based on our plan. But more importantly, it allows us to make appropriate contributions internationally. If you look at the number of operations our government has authorized, it's quite significant. Just for NATO alone, it includes a battle group in Latvia; plus a naval task force that, from one ship that was being consistently there, were actually taking rotation commanding the naval task force there. We have started air policing again in Europe. We're back in the AWACs program. We have increased our common funding to NATO for a second year. We're taking command of the NATO training mission in Iraq as well. So, when you look at that alone, that's just NATO Operation Artemis, which is this counter-terrorist interdiction in the Arabian Gulf. Plus, we're also doing Operation NEON, which is the sanctions monitoring against North Korea. Then there is the capacity building work that we're doing at different times of the year; including Africa. For the first time, we actually had our submarines deploy for training; one in the Pacific and the other in the Atlantic. So when you look at all the things that we're doing, defence spending has led to something. So that contribution piece is extremely important. Our increased spending is being driven by a national plan that's bringing unity into DND. This allows us to make those contributions in a very meaningful way; not just to NATO, but to coalition partners and the United Nations. CONTRIBUTIONS TO NATO CDR: Given this, do you think NATO should stop focussing on 2% of GDP and instead focus on tangible contribution to international security? Minister Sajjan: I would say that we shouldn't be having strictly a conversation about 2%. That's why the NATO Secretary General has always talked about the three Cs: Cash, capabilities and contributions; because if you need all three of them to be effective. The plan that we have proposed to NATO is something that they welcome. They know that we're going to be investing in types of capability, and what kind of impact that it actually can have. For example, when it comes to the ships that we provide, they know that our Cyclone helicopters are also very good at working with our aircraft when it comes to submarine detection. So it's not just about one ship, it's about what capability we're bringing in. And when you have capabilities from different nations, you're able to look at what type of NATO work that we can do; especially when it comes to our readiness. It is not just us offering up things that we have. These are capabilities that are plugging into a much wider system at NATO that can have an impact and ultimately send a very strong message of deterrence to any adversary – which is why NATO is there. CDR: In last year's interview with CDR, you spoke about the importance of retaining Canadian armed forces members and trying to do better for them and their families. What have you been able to do in the last year and what are you hoping to do going forward? Minister Sajjan: The Number One priority has always been to look after our people and their families. We have made a lot of policy changes in how we support our people. The biggest one that we did right when we launched the defence policy was to make every authorized international operation tax-free for our members. This sends a very strong message to the families. People think that this is about CAF members but it's actually about their families. Now the family can have more flexibility on choices. If their family is younger, they can have more daycare opportunities; making sure a spouse can continue with their career. Relocation has been a significant challenge. A year and a half ago, we dealt with the 10 Biggest Dissatisfiers to relocation and there's a little bit more work needs to be done with that. We've also now been working on what's called Seamless Canada, working with the provinces and the territory to look at where families get posted. For reserve members, their base pay is now equivalent to the regular force. So there's all these things that are happening. One focus that I'm putting more emphasis on this year is infrastructure across Canada. Do we have the right infrastructure for our people; especially when it comes to military family resource centres, health care clinics and accommodations for people? And we have to look at it differently now than we did in the past, because things have significantly changed. We know that in Comox, there is a challenge for people to actually find housing because the vacancy rate is so low. So we're looking at a project to build apartment-style complexes there, and I'll be working with the deputy minister on this. In other places, we are looking at how PLD (Post Living Differential) changes need to be made. The study is almost complete with a much wider analysis. My thought going into this was instead of just looking at the immediate fixes which we have been doing to ease the burden on our members -- like, for example, in places like Cold Lake -- we need to do a thorough analysis done so that, when we make a much wider decision, it can actually last longer. The PLD decision that was made a long time ago is not as relevant today, because it is based on how people live here in Ottawa. Those are the aspects that we're putting a lot more focus into. I think because we're putting a lot of emphasis on looking after people and their families, it's having an impact on retention. How we move people around is also something that the Chief of Defence Staff has been looking at very closely. MORE EMPHASIS ON CYBER SECURITY CDR: You've been Minister of National Defence since 2015. You're now very well versed with the requirements of the job and long past getting to know the ropes and dealing with immediate crises. What do you want to achieve going forward? What do you want your legacy to be at DND? Minister Sajjan: It's not about legacy. We spent a lot of time and very extensive consultations with experts, key people, and more importantly, civilians at the department and the Canadian Armed Forces to come up with the plan for the Defence Policy. And because it comes with money attached, this plan has enough focus and flexibility to adjust to any situation that we have to deal with around the world. My goal is for us to be thinking long-term about how we look after people, how we look at threats and where we need to be to make sure that we have a very strong deterrence. This is one of the reasons why we're putting a lot of emphasis on cyber-security. I'm working very closely with CSE as well. One aspect that I'll be driving home a little bit stronger this time around is going to be innovation. We have such great ingenuity inside the Canadian Armed Forces, but we also have absolutely brilliant people across the country. I want to take a greater look at innovation in the long-term; how we look after people, how we do logistics, and how we keep a technological edge against adversaries. There's a lot of interesting work that's happening. Making sure that we're set up for the future is something that I'm going to be putting a lot more emphasis on. WORKING OUT TO TRANCE CDR: Finally, on a more personal note, we've heard that you do a mean workout to the beat of electronic music, is that correct? Minister Sajjan: Yes! I listened to a lot of a particular type of electronic music known as Euro Trance and I've evolved it a little bit. DJ Markus Schulz is somebody I listen to, and there's a number of other deejays there as well. (Editor's Note: DJ-mixed club music known as Euro Trance is often very uplifting, it is usually around 140 - 145 bpm and has a lot of big rifts. It emerged from the 1990s German techno and hardcore scenes. Leading proponents of this genre have included DJs Armin Van Buuren and Tiesto.) It drives my wife crazy. But I love working out and getting into a high energy pace; it just keeps me motivated. I know it sounds nuts, a 49 year-old listening to Trance. People think I should grow up, but I can't knock everything out of me from high school. CDR: How did you get into this music? Minister Sajjan: I've always liked the mixes and I went to a lot of clubs in my younger days. Then when I was in the UK, they had a really good Euro mix and I used to listen to that a lot. When I was in Germany, I realized that they have a lot of different ways of doing it as well. So, I would try to find that music, which wasn't that popular back then. But now it's everywhere.
