Abacus Technology Corp., Chevy Chase, Maryland, has been awarded a $21,873,527 firm-fixed-price contract for support services. This contract provides for information technology sustainment support services at several locations. Work will be performed at Al Udeid Air Base (AB), Qatar; Al Dhafra AB, United Arab Emirates; and Shaw Air Force Base, South Carolina. Work is expected to be complete by March 2025. This contract is the result of a set-aside for small business and five offers were received. Fiscal 2020 operations and maintenance funds in the amount of $3,767,312 are being obligated at the time of award. Lockheed Martin Aeronautics, Marietta, Georgia, has been awarded a $16,249,208 firm-fixed-price contract for the C-130J center wing box replacement program. This contract provides for 14 enhanced center wing boxes and 14 component kits. Work will be performed in Marietta, Georgia, and is expected to be complete by March 30, 2027. This award is the result of a sole-source acquisition. Fiscal 2019 procurement funds in the amount of $16,249,208 are being obligated at time of award. AAI Corp., Hunt Valley, Maryland, has been awarded a $15,558,008 firm-fixed-price modification (P00003) to a previously awarded contract FA4890-19-C-0002 for the exercise of Option Period Two. This modification provides for force-protection efforts at airfields located within the Air Force Central Command's area of responsibility, including a non-developmental contractor-owned and contractor-operated unmanned aerial system, intelligence, reconnaissance and surveillance solution to perform operational, engineering, and sustainment efforts necessary to effectively execute pre-deployment, deployment operations, post-deployment, and engineering support activities. Work will be performed at Bagram and Kandahar Airfields, Afghanistan, and is expected to be complete by March 2021. I.E. Pacific Inc.,* Escondido, California, is awarded $19,886,020 for a firm-fixed-price task order (N62473-20-F-4330) under a multiple award construction contract for the repair and upgrade of Bachelor's Enlisted Quarters Buildings 5698 and 5697 at Marine Corps Air Station Miramar, California. The work to be performed includes the installation of new heating, ventilation and air conditioning systems and provides a new transformer for electrical requirements, the replacement of switchgear and a cast-in-place concrete pad as well as hazardous materials abatement and remediation. The task order also contains one unexercised option, which if exercised would increase cumulative task order value to $19,892,020. Work will be performed in San Diego, California, and is expected to be completed by May 2023. Engility Corp., a SAIC company, Andover, Maine, is awarded an $8,484,786 modification (P00009) to a previously awarded cost-plus-fixed-fee, cost-reimbursable delivery order (N68936-19-F-0297) against a General Services Administration One Acquisition Solution for integrated services multiple award contract. Work will be performed in Point Mugu, California (90.6%); China Lake, California (1.9%); Fallon, Nevada (1.6%); Whidbey Island, Washington (0.94%); Washington, District of Columbia (0.94%); Laurel, Maryland (0.63%); Irvine, California (0.31%); Las Vegas, Nevada (0.31%); and various locations outside the continental U.S. (1.3%). Raytheon BBN Technologies Corp., Arlington, Virginia, is awarded a $7,460,890 cost-plus-fixed-fee contract to develop concepts for a heterogeneous underwater network. Work will be performed at contractor facilities in California (5%); Massachusetts (75%); Rhode Island (5%); Virginia (10%); and government test facilities (5%). The work to be performed includes dynamically reconfigurable architecture that leverages advancement in undersea communications and autonomous ocean systems and demonstrate utility at sea with advanced prototypes. The period of performance of the base award is from March 5, 2020, through May 4, 2021. This 15-month contract includes two options which, if exercised, would bring the potential value of this contract to an estimated $37,399,156. The period of performance of the base award is from March 5, 2020, through May 4, 2021. If both options are exercised, the period of performance would extend through Feb. 4, 2024. Funds in the amount of $499,663 will be obligated at the time of award. The type of funding to be obligated will be research, development, test and evaluation (Department of Defense). This modification increases the total cumulative contract value by $25,900,000 from $3,184,013,135 to $3,209,913,135. Under this modification, the contractor will perform engineering, design support services necessary for continuation of planning efforts and risk reduction efforts required to maintain the initial operational capability schedule to support the Aegis Ashore Japan Foreign Military Sales Main Case.     US Space Force awards third contract for anti-jamming SATCOM prototypes

    Nathan Strout WASHINGTON — The U.S. Space Force has awarded Lockheed Martin a contract to build a new anti-jamming communications satellite prototype, bringing the number of companies working on that program to three. Under the contracts, each company will develop a prototype payload for the Evolved Strategic Satellite Communications program. ESS is intended to be the successor to the Advanced Extremely High Frequency constellation, which provides secure, survivable SATCOM for strategic communications. “We understand the mission and the threat, and we're committed to providing the Space Force and our war fighters with the best protected communications solutions for the Evolved Strategic SATCOM program that will help us stay ahead of the growing threat,” a Lockheed Martin spokesperson said in a statement. Lockheed is the third company to be selected for the prototyping effort, having been awarded $258 million on Nov. 9. This follows a $298 million award to Northrop Grumman in September and a $298 million contract to Boeing in October. The prototypes are due to be completed in five years in the order in which they were awarded, with Northrop Grumman and Boeing given a May 2025 deadline and Lockheed given a June 2025 deadline. Lockheed's contract is expected to be the final ESS prototyping award, as Space Force 2021 budget documents noted that the service planned to issue three contracts at most. “This approach will award up to three contracts in FY 2020 to focus on reducing space segment risks with the objective of maximizing ESS demonstrated capability for the payload and other key technologies,” the budget proposal read. All three prototyping contractors will be brought through follow-on source selection until the follow-on contract is ultimately awarded. ESS satellites are expected to work with and eventually replace the Advanced Extremely High Frequency, or AEHF, satellites, the sixth and final of which was launched into orbit in March. However, ESS will differ from its predecessor in a few key ways. First, the new satellites will have enhanced resilience and cybersecurity capabilities, according to the Space Force. Also, the ESS constellation will include polar coverage — something not currently provided with AEHF.     Boeing and the U.S. Navy proved recently that the F/A-18 Super Hornet can operate from a “ski jump” ramp, demonstrating the aircraft's suitability for India's aircraft carriers. The demonstrations, held at Naval Air Station Patuxent River, Maryland, showed that the Super Hornet would do well with the Indian Navy's Short Takeoff but Arrested Recovery (STOBAR) system and validated earlier simulation studies by Boeing. “The first successful and safe launch of the F/A-18 Super Hornet from a ski jump begins the validation process to operate effectively from Indian Navy aircraft carriers,” said Ankur Kanaglekar, India Fighter Sales lead for Boeing. “The F/A-18 Block III Super Hornet will not only provide superior war fighting capability to the Indian Navy but also create opportunities for cooperation in naval aviation between the United States and India.” The Indian Navy is evaluating its fighter options. If it selects the Super Hornet, it would benefit from billions of dollars invested in new technologies by the U.S. Navy and others. Those technologies include advanced networking, longer range through conformal fuel tanks, infrared search and track, and a new advanced cockpit system. “This milestone further positions the Block III Super Hornet as a versatile next-generation frontline fighter for decades to come,” said Thom Breckenridge, vice-president of international sales for strike, surveillance and mobility with Boeing Defense, Space & Security. “With its proven capabilities, affordable acquisition price, known low documented life-cycle costs and guaranteed delivery schedule, the Block III Super Hornet is ideally suited to meet fighter aircraft requirements of customers in India, North America and Europe.” The ski jump demonstrations follow the delivery of two Block III flight-test aircraft to the U.S. Navy in June. Boeing is on contract to deliver next-generation Block III capabilities to the U.S. Navy beginning in 2021.
