    The Army looks to build up its cyber arsenal

    By: Mark Pomerleau The Army is building a new tactical cyber force and it's going to need an arsenal. Immediately stocking one is another story, however, because “offensive cyber” tools are currently developed and owned by U.S. Cyber Command for the joint mission, so the Army is working on how to best equip its teams' specific needs. The Army's 915th Cyber Warfare Support Battalion (CWSB) will be capable of conducting localized cyber effects through the electromagnetic spectrum, rather than the IP-based operations conducted by Cyber Command, though it might have a tie-in with these forces and capabilities. The CWSB will operate as an Army Cyber Command asset. It will live at the division level with 12 expeditionary cyber teams, each consisting of 45-person detachment-sized elements that will be in support of brigade combat teams and arrayed over that brigade's battlespace on the ground. They will likely operate alongside companies. In order to prepare these new cyber teams, the Army will have to work through the Joint Cyber Warfighter Architecture (JCWA), a singular approach to tools and platforms for high-end, remote cyber operators established by Cyber Command. “By defining that architecture, then Cyber Command encourages the service cyber components with their acquisition entities to propose capabilities that would meet that architecture,” Ronald Pontius, deputy to the commanding general at Army Cyber Command, told Fifth Domain on the sidelines of an industry conference May 1. “Cyber Command should lead the architecture and standards, then they should be looking to the services to actually build the capability.” The JCWA is intended to guide capability development across all the services, as Cyber Command doesn't want capabilities designed and used by one service. How that translates into equipping these Army-specific entities requires working out “synergies” between that tactical force and the larger force, so determining what common and custom tools the CWSB uses will be in concert with the joint Cyber Command forces. “It all has to be integrated from top to bottom,” Kenneth Strayer, deputy program manager for electronic warfare and cyber at Program Executive Office-Intelligence, Electronic Warfare and Sensors, told Fifth Domain. “All the way from sanctuary through developing capabilities to delivering capabilities. This all has to be integrated and it's all nested on Cyber Command and ARCYBER, [which] is a component, and the tactical units are all nested under ARCYBER.” Strayer added that he wouldn't separate them, but obviously the needed capabilities will be different depending on the placement of units, either in the close fight on the ground or in remote sanctuary. Questions Army Cyber Command leaders will have to wrestle with regarding using tools from the joint force at the tactical level include what infrastructure forces will operate on, and whether the tool will be attributable or not. Pontius said generally tools should be 100-percent attributable in the tactical space [letting victims know the United States is attacking them as a deterrent of further action], while that is not always the case in the joint environment. Having the CWSB in Army Cyber Command and not distributed throughout the service, he added, aids in answering these questions, optimizing tool development, and keeping the force trained and certified much more efficiently than if members of this force were spread out across different Army entities. One way the Army is potentially benefiting the CWSB separate from the joint mission is a recent $1 billion contract for research and development work in support of the cyber mission.     European Union tees up new military-cooperation proposals

    By: Martin Banks The European Union will launch a call for a new batch of proposals as part of Europe's new Permanent Structured Cooperation (PESCO) initiative this week. At the same time, officials said that the 34 existing PESCO projects are still considered to be at a very initial “incubation phase,” meaning they have yet to come to fruition. The PESCO defense pact – a show of unity and a tangible step in EU integration – was set up in December 2017 between EU governments and involved two phases of joint initiatives, each consisting of 17 projects. The third and latest phase, to be launched this week, is for an unspecified number of new projects. The founding PESCO members, including France, Germany and Italy, have been asked to table proposals by the summer with a view to these being approved by the end of 2019. The new batch of projects is likely to be smaller than the previous two, the second of which was launched last November, and is expected to be more “mature” when it comes to the projects' setup, including support by member states, one official said. EU members are responsible for developing and implementing PESCO projects. An EU defence source said, “They are still at an initial stage, or incubation phase.” Twelve of the existing 34 schemes are expected to reach initial operational capability by 2022, with four of these due to be implemented later this year, according to the source. The 34 schemes include a harbor and maritime surveillance and protection (HARMSPRO) project, designed to deliver a new maritime capability with the ability to conduct surveillance and protection of specified maritime areas, from harbors up to littoral waters. Another is the Training Mission Competence Centre which aims to improve the availability and professionalism of personnel for EU training missions. The list also includes a European armoured infantry vehicle and cyber rapid response teams. Other projects involve developing new equipment, such as infantry fighting vehicles, amphibious assault vehicles, light armored vehicles, indirect fire support, strategic command-and-control systems for EU defense missions, minesweeping drones, upgrading maritime surveillance and developing a joint secure software defined radio. Long blocked by London, PESCO, is one of the most tangible steps in EU integration since Britons voted to leave the bloc, as militaries begin to plan, spend and deploy together. The eventual aim of PESCO is to develop and deploy forces together, backed by a multi-billion-euro fund for defense research and development. The idea aims to bring together European countries with a military capacity and political desire to collaborate on planning, carry out joint analyses of emerging crises and to react to them quickly. Speaking recently in the European parliament in Brussels, Finnish Prime Minister Juha Sipilä welcomed the establishment of PESCO as a “step in the right direction” but said PESCO members “should now concentrate on implementation and reaching results.” The EU source said, “Some might find it surprising that the 34 projects are still at the ideation phase but you have to remember that the PESCO project was launched only recently so the record is not bad. We are not talking about a ‘project factory' but a commitment on the part of participating members to work more closely in the area of security and defence.” EU defence expert Paul Taylor wrote, “It is worth noting that the PESCO effort is still at a relatively early stage of development.” Jamie Shea, a senior fellow at Friends of Europe, a leading Brussels think tank, commented, “It is welcome news that the number of PESCO projects is likely soon to grow still further beyond the current 34. (NNS) -- Sea service chiefs and civilian defense leadership discussed myriad opportunities and challenges commanders face while operating on land, sea and air during the first day of the 54th annual Sea-Air-Space Exposition (SAS), May 6, 2019. Derived from the Chief of Naval Operations' (CNO) Design for Maintaining Maritime Superiority 2.0 (Design 2.0), this year's exposition theme is “Sustainability, Agility, Superiority.” CNO Adm. John. M. Richardson, Commandant of the Marine Corps General Robert B. Neller, Commandant of the U.S. Coast Guard Adm. Karl Schultz and Administrator of the U.S. Maritime Administration retired Rear Adm. Mark H. Buzby each addressed during the sea service chiefs panel the specific obstacles their services contend with in the current maritime environment. Richardson explained that rapid changes in technology and maritime security requires a level of trust and confidence in leaders tasked with commanding maritime forces. “It's very important that our leaders are people of character and integrity so that when we put them in front of our Sailors to lead them, not only do they know their business in warfighting but also that we would be proud for our sons and daughters to follow them,” he said. “Whether at sea or near the sea, responding to any man-made or natural crisis, [they] are so much more than a maritime warrior, [they] are also diplomats and are securing our prosperity.” Richardson also stressed the importance of improving the logistical capabilities, stating that services will only maintain an upper hand in the maritime environment by becoming more agile. ‘'We have got to get capabilities into the hands of our soldiers, Sailors, airmen and Marines – more and faster,” he said. “It's important that as the pace quickens, as new technology enters the fray, as the security environment manifests itself in a really fast-changing world that we don't forget those fundamentals in terms of providing sustainable forces. ” During a panel on the Arctic, speakers explained why partnering with other services is also crucial to maintaining superiority, particularly in places like the Arctic Circle where there hasn't been a large naval presence. “When it comes to maritime readiness in the Arctic, we cannot and should not go alone,” said Rear Adm. John A. Okon, commander, Naval Meteorology and Oceanography Command. “Collaboration is key. Resources and access points are limited, so we must work with our maritime partners to be successful.” Richardson echoed Okon's comments during his keynote remarks at the Sea Services Luncheon. “The Arctic is a very dynamic situation,” he said. “There are seaways that are open that were not open before, continental shelves that are being exposed that weren't exposed before, so I think that merits a response from our maritime forces and there's tremendous value in partnering with our fellow services such as the Coast Guard.” Keeping the waters open for Indo-Pacific trade routes, which bolster global economic prosperity, also remains a top priority for the Navy. “A third of the world's trade flows through the South China Sea, 90% of the world's trade flows by the sea, tens of trillions of U.S. dollars flow through that body of water,” said Richardson. “It's extremely important that those lines of communication and sea lanes remain open, and that's why the United States Navy is there and that's why we're going to stay there.” Other scheduled keynote speakers and panelists include Secretary of the Navy Richard V.     By Alex Boutilier Ottawa Bureau OTTAWA–Andrew Scheer will announce tomorrow that a Conservative government would start talks with the Trump administration to join the U.S. continental missile defence program, the Star has learned. While the U.S. has sought the Canadian government's co-operation on a missile defence program since the early 2000s, successive governments — both Liberal and Conservative — have refused. But two Conservative sources, who were not authorized to speak on the record, confirmed Scheer will announce a future Conservative government would pursue joining the program, which seeks to detect and stop missile attacks on the U.S. and its allies. Scheer will also announce his party's desire to “modernize” NORAD, the joint Canada-U.S. aerospace defence system, one source who had seen the text of the speech said. The announcements will come as part of a speech Scheer is scheduled to deliver Tuesday in Montreal on the Conservatives' approach to foreign policy. The speech is the first of five policy speeches Scheer is slated to deliver over the next five weeks. Scheer has released little in terms of policy since winning the Conservative leadership in May 2017, leading to Liberal attacks that he doesn't have a plan, especially on the environment. The speeches could blunt that criticism, while giving voters a better sense of what the Conservatives expect to include in their election platform. In addition to foreign affairs, Scheer will deliver speeches on immigration, the economy, “confederation” and the environment. The issue of a ballistic missile defence treaty with the United States has been a contentious one for successive Canadian governments. In 2005, then-prime minister Paul Martin refused to sign a deal with the Bush administration. Stephen Harper rebuffed similar requests from president Barack Obama, and the current Liberal government was similarly cold to the idea in its recently released defence policy overhaul. “The threats facing North America have evolved significantly in the air and maritime environment ... and weapons technology, including ballistic and cruise missiles, has advanced tremendously,” the defence framework reads. “Canada's policy with respect to participation in ballistic missile defence has not changed. However, we intend to engage the United States to look broadly at emerging threats and perils to North America, across all domains, as part of NORAD modernization.” Canadian governments' reluctance to join the American missile defence shield has typically had more to do with domestic politics than national security or defence considerations, according to Eugene Lang, an adjunct professor at the Queen's University school of policy studies. “There's been a lot of political sensitivity around it for Canadian governments that were feeling it was going to be controversial for Canada to sign on to this thing,” said Lang, who served as chief of staff to two Liberal defence ministers. “That was certainly the case in the early 2000s with the Bush administration because the Bush administration's foreign and military policy was deeply unpopular in Canada. Now the Trump administration's military and security policy, I don't know if it's deeply unpopular (but) we know Trump is deeply unpopular.” Whoever wins the upcoming federal election will likely face increased pressure from the Trump administration to participate — and help pay for — a planned update of the U.S. ballistic missile defence system.     By: Burak Ege Bekdil ANKARA, Turkey — Turkish armored-vehicles manufacturer FNSS and its Indonesian partner PT Pindad have signed a contract to co-produce scores of medium-weight, new-generation battle tanks for the Indonesian army. The deal was signed during this year's IDEF defense and aerospace show in Istanbul Apr. 30-May 3. The companies will initially produce a batch of 18 Kaplan MT tanks within two years. The second stage of the contract involves mass production of the Kaplan MT. FNSS and PT Pindad have designed, developed and built two prototypes of the Kaplan MT under a 2015 deal. The prototypes have passed field tests in Turkey and Indonesia and were certified by the Indonesian military. The deal is part of a defense industry cooperation agreement between Turkey and Indonesia. The first prototype of the Kaplan MT tank was exhibited during IDEF'17. The tank was showcased in Indonesia during a military parade on National Armed Forces Day in October. The Kaplan MT is equipped with a battlefield management system, a wireless crew intercom system, a navigation system and an automatic fire extinguishing system. The tank is fitted with a CMI Cockerill 3105 turret mounting a Cockerill 105 mm high-pressure gun. The lightweight gun features an advanced autoloader to deliver rapid fire. The 105 mm gun can fire NATO-standard ammunition and can engage targets at a maximum distance of 10 km. The secondary weapon system includes a 7.62 mm coaxial machine gun mounted to the left side of the main gun. The Kaplan MT is powered by a new-generation diesel engine coupled to a fully automatic electronic-controlled transmission. The fuel is supplied from two separate fuel tanks. The tank has a maximum road speed of 70 km/h and a minimum operating range of 450 km. It can negotiate a gradient and side slopes of 60 percent and 30 percent, respectively.     DARPA: Expediting Software Certification for Military Systems, Platforms

    Military systems are increasingly using software to support functionality, new capabilities, and beyond. Before a new piece of software can be deployed within a system however, its functional safety and compliance with certain standards must be verified and ultimately receive certification. As the rapid rate of software usage continues to grow, it is becoming exceedingly difficult to assure that all software considered for military use is coded correctly and then tested, verified, and documented appropriately. “Software requires a certain level of certification – or approval that it will work as intended with minimal risks – before receiving approval for use within military systems and platforms,” said Dr. Ray Richards, a program manager in DARPA's Information Innovation Office (I2O). “However, the effort required to certify software is an impediment to expeditiously developing and fielding new capabilities within the defense community.” Today, the software certification process is largely manual and relies on human evaluators combing through piles of documentation, or assurance evidence, to determine whether the software meets certain certification criteria. The process is time consuming, costly, and can result in superficial or incomplete evaluations as reviewers bring their own sets of expertise, experiences, and biases to the process. A lack of a principled means of decomposing evaluations makes it difficult to create a balanced and trustworthy process that applies equally to all software. Further, each subsystem and component must be evaluated independently and re-evaluated before it can be used in a new system. “Just because a subsystem is certified for one system or platform does not mean it is unilaterally certified for all,” noted Richards. This creates additional time delays and review cycles. To help accelerate and scale the software certification process, DARPA developed the Automated Rapid Certification Of Software (ARCOS) program. The goal of ARCOS is to create tools and a process that would allow for the automated assessment of software evidence and provide justification for a software's level of assurance that is understandable. Taking advantage of recent advances in model-based design technology, “Big Code” analytics, mathematically rigorous analysis and verification, as well as assurance case languages, ARCOS seeks to develop a capability to automatically evaluate software assurance evidence to enable certifiers to rapidly determine that system risk is acceptable. “This approach to reengineering the software certification process is well timed as it aligns with the DoD Digital Engineering Strategy, which details how the department is looking to move away from document-based engineering processes and towards design models that are to be the authoritative source of truth for systems,” said Richards. To create this automated capability, ARCOS will explore techniques for automating the evidence generation process for new and legacy software; create a means of curating evidence while maintaining its provenance; and develop technologies for the automated construction of assurance cases, as well as technologies that can validate and assess the confidence of an assurance case argument. The evidence generation, curation, and assessment technologies will form the ARCOS tools and processes, working collectively to provide a scalable means of accelerating the pathway to certification. Throughout the program's expected three phases, evaluations and assessments will occur to gauge how the research is progressing. ARCOS researchers will tackle progressively more challenging sets of software systems and associated artifacts. The envisioned evaluation progression will move from a single software module to a set of interacting modules and finally to a realistic military software system.
