Fiscal 2018 and 2019 research, development, test and evaluation (Navy and Marine Corps); and non-U.S. Department of Defense participant (non-U.S. DoD) funding in the amount of $207,144,167 will be obligated at time of award, $13,000,000 of which will expire at the end of the current fiscal year. This delivery order combines purchases for the Marine Corps ($27,046,506; 32 percent); Navy ($24,500,000; 29 percent); and non-U.S. DoD participants ($32,506,142; 39 percent). The purpose of this action is to definitize efforts previously announced as an undefinitized contract action and increase the scope of the contract for additional long lead time material. Fiscal 2019 operations and maintenance (Navy) contract funds in the amount of $15,668,500 are obligated on this award and will expire at the end of the current fiscal year. Six proposals were received for this task order. The Naval Facilities Engineering Command Washington Navy Yard, Washington, District of Columbia, is the contracting activity. Bell Boeing Joint Project Office, Amarillo, Texas, is awarded a $13,340,913 fixed-price, indefinite-delivery/indefinite-quantity contract. This contract provides for the acquisition of 218 operational test program sets for the Navy (188); Japan (15); and various foreign military sales customers (15), including non-recurring engineering to address potential obsolescence issues.     Huntington Ingalls Industries Awarded More Than $930 Million to Build Two More National Security Cutters for U.S. Coast Guard

    PASCAGOULA, Miss., Dec. 21, 2018 (GLOBE NEWSWIRE) -- Huntington Ingalls Industries' (NYSE: HII) Ingalls Shipbuilding division has received two fixed-price incentive contracts from the U.S. Coast Guard to build two additional National Security Cutters for the U.S. Coast Guard. The contract values for the a 10th and 11th ships in the program are $468.75 million for NSC 10 and $462.13 million for NSC 11. “This additional funding for two NSCs is a great accomplishment on which to end the year,” said Ingalls Shipbuilding President Brian Cuccias. “The outstanding work being done by skilled men and women of Ingalls, as well as the recognition by Congress and the U.S. Coast Guard as to the important contributions these ships make to our nation's defense, are the reason for this success. These ships provide capable assets that our Coast Guard customer uses to perform essential homeland security missions, and we look forward to delivering two more quality NSCs to help with this important work.” Ingalls has delivered seven NSCs, the flagships of the Coast Guard's cutter fleet, designed to replace the 12 Hamilton-class high-endurance cutters that entered service in the 1960s. The seventh ship, Kimball (WMSL 756), will be commissioned in Hawaii on Jan. 19. Both the eighth ship, Midgett (WMSL 757), and the ninth, Stone (WMSL 758), are currently under construction at Ingalls. Midgett is scheduled for its first set of sea trials in the first quarter of 2019. Stone is scheduled to launch in 2019. NSCs are 418 feet long with a 54-foot beam and displace 4,500 tons with a full load. They have a top speed of 28 knots, a range of 12,000 miles, an endurance of 60 days and a crew of 120. The Legend-class NSC is capable of meeting all maritime security mission needs required of the high-endurance cutter. The cutter includes an aft launch and recovery area for two rigid hull inflatable boats and a flight deck to accommodate a range of manned and unmanned rotary wing aircraft. It is the largest and most technologically advanced class of cutter in the U.S. Coast Guard, with robust capabilities for maritime homeland security, law enforcement, marine safety, environmental protection and national defense missions. This class of cutters plays an important role in enhancing the Coast Guard's operational readiness, capacity and effectiveness at a time when the demand for their services has never been greater.     Six things on the Pentagon’s 2019 acquisition reform checklist

    By: Aaron Mehta WASHINGTON — Under the purview of Defense Secretary Jim Mattis, reform has become a buzzword inside the Department of Defense, with every office trying to find ways to be more efficient, whether through cost savings or changes to bureaucracy. The department's Acquisition and Sustainment office, headed by Ellen Lord, manages billions of dollars in materiel; and by Lord's own belief, it is ripe for changes that could net the department big savings. On Dec. 17, Lord sat down with reporters and outlined a series of goals for 2019 that she hopes will help transform how the Pentagon buys equipment. Here, then, are six key items to watch for in the coming year. 1. Rework the department's key acquisition rules: The DoD Instruction 5000.02 is a key bedrock that forms the basis of how the defense acquisition system works, guiding acquisition professionals in their day-to-day program execution. And if Lord gets her way, she'll largely rip it up and start over. “In 2019, one of my key objectives is to rewrite 5000.02. We have, right now, this huge, complicated acquisition process that we encourage our acquisition professionals to tailor to their needs,” Lord said. “We are going to invert that approach and take a clean sheet of paper and write the absolute bare minimum to be compliant in 5000.02, and encourage program managers and contracting officers to add to that as they need for specific programs.” Lord envisions taking the massive, unwieldy 5000.02 guidance and getting it down to “a couple page outline of what you need to do,” with “simple” contract language and an easy-to-follow checklist “so that this isn't an onerous process.” “I'm encouraging what I call creative compliance. I want everyone to be compliant, but I want people to be very thoughtful and only use what they need,” she said. “This is literally starting with a clean sheet of paper, looking at the law and the intent, and working to vastly simplify this.” Andrew Hunter, a former Pentagon acquisition official now with the Center for International and Strategic Studies, notes that the instruction is supposed to be rewritten every five years to keep it fresh, and now is probably the right time to start looking into that. But, he added, “a lot of what she says she wants to do are things that sound very similar to my ear to what [Lord's predecessor] Frank Kendall was trying to do in the last rewrite. He tossed stuff out left and right, worked very hard to create the different models, put in extended discussions of different potential models of programs so that it would be obvious to people there's not one single way to do a program.” Hunter is cautious when it comes to a massive shift in the 5000.02 system. “If you literally tell the system, ‘All the rules are repealed, go do everything you want,' the reaction won't be a sudden flood of creativity that astounds you with the amazing talent at the department, even though there is a lot of talent there," he said. “What's more likely to happen is you have total paralysis because everyone is sitting around going: ‘Oh no, the rules are gone. How do we know what we can do? What do we do now?' But over time that might shake out.” If Congress needs to get involved, Lord said, she's prepared to go to Capitol Hill “because I know they are partnering with us and they want to make sure we do things in a simpler, most cost-effective manner.” 2. Intellectual property rules: A long-standing fight between the department and industry is over who should own the intellectual property used by the American military. Before fully taking on 5000.02, Lord hopes to write a departmentwide intellectual property policy. Lord pointed to the “very good job” done by the Army on creating an IP policy and said her goal is to build on that to create a standard across the DoD. “From an industry perspective, we are trying to be consistent across all the services and agencies, so that we don't have different requirements for similar needs,” Lord said. “So intellectual property is a good example. We'd like to have the same kind of contract language that can be tailored to individual needs, but basically have consistent language.” David Berteau, a former Pentagon official who is now the president and CEO of the Professional Services Council, noted it is hard to read the tea leaves for what Lord may be planning based on her public comments. But he pointed out the long-standing challenge for the Pentagon — that nearly 70 percent of all program costs are life-cycle sustainment and maintenance costs — as a sign that something needs to change so the department can avoid major issues in the future. Depending on how new rules are implemented, the use of IP might drive down costs — or, he warned, it might lead to companies unable to compete, forcing the Pentagon to pay more or be less prepared for challenges. Put plainly, Berteau said, “it's complicated.” He hopes Lord will begin interacting with industry on this issue in ways similar to the current “listening tour” on changes to progress payments. 3. Better software development: It's become almost cliché that the department needs to do better at developing software, but in this case it's a cliché that experts, including Lord, agree with. The Defense Innovation Board, a group of tech experts from outside the department, is working on a series of studies on software, including one focused on how to drive agile development techniques inside the building. Lord said to expect that report before the end of March, adding: “I think that will be important in terms of capturing a road map forward on how to do this correctly.” 4. Increase use of OTAs: In 2018, Lord's office released a handbook on when and how to use other transaction authorities — legal standards designed to speed acquisition that critics say are underutilized by the department. Lord called it “sort of a warmup” for creating more useful handbooks for the acquisition community, but said that the goal for 2019 is to get people to correctly employ OTAs. “Usually they should be used when you don't have a clear requirement. So, true prototyping when you don't know what you're going to get,” Lord said. “Prototyping early on, probably before you get to the middle-tier acquisition.” 5. Greater use of prototyping: Speaking of which, Lord said the department has about 10 projects underway for rapid prototyping at the mid-tier level, with the goal of growing to about 50 in the next year. The goal is to take the systems into the field, test them out and then grow the next iteration of the capability based on what is learned. “We're taking systems that are commercially available and perhaps need a little modification, or defense systems that need a modicum of modification to make them appropriate for the war fighter,” Lord said. “That's one of the authorities we are very appreciative for, and we will continue to refine the policy. I signed out very broad policy on that this year. We'll write the detailed policy coming up early next year.” 6. Making the Selected Acquisition Reports public again: Until recently, the department publicly released annual Selected Acquisition Reports for each of the major defense programs. Those reports can inform the public of where programs stand and the costs associated. However, under the Trump administration, those reports have been largely classified as “For Official Use Only,” or FOUO, a higher level of security. Critics, including incoming House Armed Services Committee Chairman Adam Smith, D-Wash., have argued there is no need for those once-public reports to be listed as FOUO. It appears Lord is working to open those back up. “We're going to try to minimize the FOUO on that,” Lord said in response to a question about it. “There are certain information [issues] that we have to protect, but [we] understand the need, the requirement, and I will put our guidance to make everything open to the public to the degree we can.” https://www.defensenews.com/pentagon/2018/12/27/six-things-on-the-pentagons-2019-acquisition-reform-checklist/

    Feds, Irving ask trade tribunal to toss challenge to warship contract

    By Lee Berthiaume, The Canadian Press — Dec 25 2018 OTTAWA — The federal government and Halifax-based Irving Shipbuilding are asking a trade tribunal to throw out a challenge to their handling of a high-stakes competition to design the navy's new $60-billion fleet of warships. In separate submissions to the Canadian International Trade Tribunal, the federal procurement department and Irving say the challenge filed by Alion Science and Technology of Virginia does not meet the requirements for a tribunal hearing. Alion was one of three companies, along with U.S. defence giant Lockheed Martin and Spanish firm Navantia, vying to design the new warships, which are to be built by Irving and serve as the navy's backbone for most of this century. While Lockheed was selected as the preferred bidder and is negotiating a final design contract with the government and Irving, Alion alleges the company's design did not meet the navy's requirements and should have been disqualified. Two of those requirements related to the ship's speed, Alion alleged, while the third related to the number of crew berths. Alion has asked both the trade tribunal and the Federal Court to stop any deal with Lockheed. But the government and Irving say the contract is exempt from normal trade laws, which the tribunal is charged with enforcing, because of a special "national security exception," meaning there is "no jurisdiction for the tribunal to conduct an inquiry." Another reason the challenge should be quashed, they argue, is that Alion is not a Canadian company, which is a requirement for being able to ask the tribunal to consider a complaint. Alion's challenge has been formally filed by its Canadian subsidiary, but the government and Irving say that subsidiary was never actually qualified to be a bidder in the competition — only its American parent. The responses from the government and Irving are the latest twist in the largest military purchase in Canadian history, which will see 15 new warships built to replace the navy's 12 aging Halifax-class frigates and three already-retired Iroquois-class destroyers. The trade tribunal ordered the government last month not to award a final contract to Lockheed until it had investigated Alion's complaint, but rescinded the order after a senior procurement official warned that the deal was "urgent." The procurement department has not explained why the deal is urgent. Lockheed's bid was contentious from the moment the design competition was launched in October 2016. The federal government had originally said it wanted a "mature design" for its new warship fleet, which was widely interpreted as meaning a vessel that has already been built and used by another navy. But the first Type 26 frigates, upon which Lockheed's proposal was based, are only now being built by the British government and the design has not yet been tested in full operation. There were also complaints from industry that the deck was stacked in the Type 26's favour because of Irving's connections with British shipbuilder BAE, which originally designed the Type 26 and partnered with Lockheed to offer the ship to Canada. Irving, which worked with the federal government to pick the top design, also partnered with BAE in 2016 on an ultimately unsuccessful bid to maintain the navy's new Arctic patrol vessels and supply ships. That 35-year contract ended up going to another company. Irving and the federal government have repeatedly rejected such complaints, saying they conducted numerous consultations with industry and used a variety of firewalls and safeguards to ensure the choice was completely fair. But industry insiders had long warned that Lockheed's selection as the top bidder, combined with numerous changes to the requirements and competition terms after it was launched — including a number of deadline extensions — would spark lawsuits.     By: Tara Copp President Donald Trump has no plans to nominate a replacement for Defense Secretary Jim Mattis any time soon, and said acting secretary Patrick Shanahan may remain in the post for the foreseeable future. Shanahan currently serves as the deputy secretary of defense at the Pentagon, the No. 2 civilian position there, which has traditionally focused more on the internal workings and business practices of the Defense Department. Trump announced on Sunday via Twitter that Shanahan would immediately replace Mattis after the departing defense chief released a public resignation letter last week citing his differences with the administration's security policies. Instead, Shanahan will immediately take the reins and Shanahan “could be there for a long time” in the acting defense secretary position, Trump said, according to Reuters, during his surprise visit to Iraq Wednesday. Mattis had intended to remain in place for two months to give the administration time to get through the 2020 budget hearings and give the White House time to find a replacement. Larter WASHINGTON — The U.S. surface fleet has a big year in store for 2019, and we're going to start getting more details very soon on what the future has in store for surface warriors. But surface leadership has been dropping clues on where things are going. Here's a handy reference guide for heading into January's Surface Navy Association annual symposium and for what the fleet has up its sleeve for the coming months. Robot wars The Chief of Naval Operations' Surface Navy Director Rear Adm. Ron Boxall forecast what was on his mind at a recent training and simulation conference in Orlando. The focus for Boxall and the N96 shop will be to get more sensors and weapons into the battlespace, distributed and networked, so that a smaller number of larger warships can act as command and control for smaller units. “If you think about what we are trying to do with the surface force, we have large and small surface combatants that will [ultimately make up part of the 355-ship Navy] but we have no requirement for unmanned surface vessels right now, which I see as an absolutely critical part of distributed lethality, distributed maritime operations environment that we are moving into,” Boxall said. “Ultimately I need more nodes out there.” N96 is looking closely at what might be needed for a large unmanned surface vessel, much like the Sea Hunter drone developed by the Defense Advanced Research Projects Agency. “I think these are what you need to go in the water and carry large things and be more places at less cost,” Boxall said. “So, in that nodal structure, we are looking at them becoming large sensors or large shooters, but we are still working out the requirement.” Developing unmanned vessels for military use was a key component of a recent agreement with NATO forged during the July summit. Future frigate Next year is the crucial year for FFG(X), the year when the Navy finalizes its requirements and puts the first hull out to bid for a 2020 detailed design and construction award. Look for news to creep out on this ship throughout the year but Boxall had some remarks on how it will fit into the fleet now in development. Boxall hinted that the planned 20 hulls may be a low-ball figure, and that he's looking to maybe keep the program going beyond that. “It will be a very capable ship, but it won't have a lot of capacity,” he said. “But it will be able to both sense and shoot and do command and control at a smaller level. It will be a much less expensive platform and I can have more of them.” Training Training is a major focus of Surface Navy boss Vice Adm. Richard Brown, and some ongoing efforts will start to bear fruit in 2019. Earlier in 2018, the Navy reprogrammed $24 million to build a Maritime Skills Training Program, which will be heavily reliant on simulators to bring together officer and enlisted watchstanders from both the bridge and the combat information center to train on equipment and work as a unit. “We've secured the funding for the maritime skills training centers, which is going to do two things: individual officer training through the [officer of the deck training],” Brown said earlier this year. “So that, in conjunction with building out the navigation, seamanship and ship-handling trainers in the fleet concentration areas, will give us integrated bridge and [combat information center] training at the high end. That's my No. 1 priority.” Those facilities will be ready for use by the waterfront in the 2021 time frame, Brown said. Upgrades to existing simulators are being rolled out this month. DDG-1000 Look for news on the future of DDG-1000. The first of the class, the Zumwalt, is wrapping up its combat systems installation in San Diego and will start the process of integrating the three-ship class into the fleet. We're going to find out more about its new mission – surface strike – and how the Navy plans to employ its behemoth new surface combatant. The Navy has pivoted away from its long odyssey to find a use for its advanced gun system, with requirements boss Vice Adm. William Merz saying in testimony in April that the Sisyphean task of getting a working gun on Zumwalt was holding the ship back. “Even at the high cost, we still weren't really getting what we had asked for,” he said. “So what we've elected to do is to separate the gun effort from the ship effort because we really got to the point where now we're holding up the ship.” Instead, efforts are going to focus on getting Zumwalt into the fleet and on the hunt for ships to kill. Large surface combatant Last up, the Large Surface Combatant should start getting some meat on its bones in 2019. Boxall and company are aiming to put the fleet on a course to buy its cruiser and destroyer replacement in 2023 or 2024, which means a request for information from industry could be in the near future. What we know is that, like the small surface combatant, the Navy wants commonality with other nodes in the network. Deputy Defense Secretary Patrick Shanahan will take over as acting secretary on Jan. 1, Trump announced in a tweet Sunday. He had worked for more than three decades at Boeing Co. and was a senior vice president when he became Pentagon deputy in July 2017. In the new year Trump wants to focus on streamlining purchases at the Pentagon, an issue on which Shanahan has already been working, a White House official said. The official asked not to be identified publicly discussing personnel matters. U.S. officials said they didn't know if Shanahan would be Trump's nominee to replace Mattis. During a lunch with conservative lawmakers Saturday at the White House, Trump discussed his options. They were "not all military," said Sen. Lindsey Graham, R-S.C., who was among those attending. Shanahan's biography on the Pentagon's website does not list military experience for the longtime Boeing executive. He earned a bachelor's degree in mechanical engineering from the University of Washington, then a master's degree in mechanical engineering as well as an MBA from the Sloan School of Management at the Massachusetts Institute of Technology. In addition to work in Boeing's commercial airplanes programs, Shanahan was vice president and general manager of Boeing Missile Defense Systems and of Boeing Rotorcraft Systems. In a March 2016 report, the Puget Sound Business Journal called Shanahan a Boeing "fix-it" man who was central to getting the 787 Dreamliner on track after production problems in the program's early years. An acting defense secretary is highly unusual. Historically when a secretary has resigned, he has stayed on until a successor is confirmed. For example, when Chuck Hagel was told to resign in November 2014, he stayed in office until Ash Carter was confirmed the following February. Mattis, a retired Marine Corps general, had been expected to retain his position as Pentagon chief through February. Secretary of State Mike Pompeo, not the president, notified Mattis of Trump's decision to put in place Shanahan, said a senior administration official who insisted on anonymity to discuss personnel issues. The sudden change stripped Mattis of any chance to further frame national security policy or smooth rattled relations with allies over the next two months. But U.S. officials said the reaction to Mattis' decision to leave — it sparked shock and dismay on Capitol Hill — annoyed Trump and likely led to pushing Mattis out. "When President Obama ingloriously fired Jim Mattis, I gave him a second chance. Some thought I shouldn't, I thought I should," Trump tweeted Saturday, foreshadowing his displeasure and the Sunday announcement. He also fumed over the media coverage of his Syria withdrawal order, suggesting he should be popular for bringing troops home. "With me, hit hard instead by the Fake News Media. Crazy!" Trump tweeted. A White House official said Trump decided Mattis should leave the administration earlier than planned to avoid a drawn-out transition when someone on hand whom they consider a qualified deputy capable of running the Pentagon in an acting capacity. The official asked not to be identified publicly discussing personnel matters. While Mattis' resignation followed Trump's announcement that he would soon pull all of the approximately 2,000 U.S. troops out of Syria, officials said that the decision was the result of an accumulation of disagreements. In a stunning resignation letter, Mattis made clear he did not see eye to eye with a president who has expressed disdain for NATO and doubts about keeping troops in Asia. Mattis was also unhappy with Trump's order to develop plans to pull out up to half of the 14,000 U.S. forces in Afghanistan. Earlier Sunday, Trump's acting chief of staff said that Trump had known for "quite some time now" that he and Mattis "did not share some of the same philosophies ... have the same world view." Mick Mulvaney told ABC's "This Week" that the president and his defense chief "just could never get on the same page" on Syria, adding that Trump had said since his presidential campaign that "he wanted to get out of Syria." Mulvaney said the president "is entitled to have a secretary of defense who is committed to that same end." Asked whether Trump wanted a Pentagon leader willing to challenge him or someone in lock step with his views, Mulvaney said "a little bit of both." "I've encouraged him to find people who have some overlap with him but don't see the world in lockstep with him," Mulvaney said. Meanwhile, Senate Majority Leader Mitch McConnell, R-Ky., joined leading Republicans on foreign affairs in urging Trump to reconsider his decision to withdraw American forces from Syria and called it "a premature and costly mistake." They asked Trump to withhold a final decision for 90 days to allow time to study the impact of the decision, but Mulvaney told ABC that Trump wouldn't change his mind. Just after tweeting the announcement about Shanahan, Trump said he had had "a long and productive call" with Turkey's president, Recep Tayyip Erdogan. Trump said they discussed IS, "our mutual involvement in Syria, & the slow & highly coordinated pullout of U.S. troops from the area. After many years they are coming home."
