    Françoise Dumas, présidente de la commission de la défense de l'Assemblée nationale, souligne, dans une tribune au Figaro, que l'industrie française de la défense constitue un outil précieux pour relancer l'économie française. «Un plan de relance à la hauteur des enjeux doit (...) surtout donner un stimulus immédiat à notre économie. Voilà qui plaide pour un focus très puissant en faveur de la défense et, par extension, de l'aéronautique et de l'espace, qui lui sont intrinsèquement liés», déclare notamment Mme Dumas. «L'industrie de défense, l'aéronautique et l'espace sont les grands points forts de la France dans la concurrence internationale. Il faut défendre nos atouts existants, en reprenant le travail lorsque toutes les précautions sanitaires seront réunies et, d'autre part, en préservant nos industries stratégiques de la récession qui frappe le reste de notre économie», poursuit-elle, mettant en garde contre d'éventuelles «coupes budgétaires destructrices dans l'exécution ou dans l'actualisation de la loi de programmation militaire» votée pour les années 2019 à 2025. «Investir dans la défense, c'est ainsi créer des emplois, de la valeur ajoutée et de l'innovation technologique dès à présent ; c'est relancer tout de suite, et non pas plusieurs années plus tard.     NATO’s ‘startup’ charts a bold future in maritime unmanned systems

    By: Michael D. Brasseur , Rob Murray , and Sean Trevethan Last December, at their meeting in London, NATO leaders declared: “To stay secure, we must look to the future together. We are addressing the breadth and scale of new technologies to maintain our technological edge, while preserving our values and norms.” These two sentences were, in part, a nod to a significant piece of work the alliance is undertaking within the broader mandate of alliance innovation — NATO's Maritime Unmanned Systems Initiative. Granted, on its own this sounds both technical and narrow within the context of emerging technology, a context that includes: artificial intelligence, data, space, hypersonic weapons, bio technologies, quantum research, autonomy and more. So why are maritime unmanned systems relevant now? Simply put, developing the numbers of manned submarines, aircraft and ships required to keep pace with potential adversaries is simply not economically viable (almost $3 billion per Virginia-class U.S. submarine). Not since the Cold War has NATO needed the volume of maritime forces to protect our seas and oceans from would-be foes. NATO's areas of interest are expanding. As climate change affects the Arctic, new maritime routes are being created, which Russia in particular is exploiting with its submarines and ships. This matters because it exposes a new flank on NATO's high-north periphery, and if left unchecked is a potential vulnerability whilst also being a potential opportunity; this, coupled with an increasing need to protect our undersea data infrastructure means NATO's geostrategic responsibilities continue to grow. Therefore, if allies are to reinforce NATO's maritime posture, deter Russian aggression, guard against Chinese activity, and protect both critical national infrastructure and our sea lines of communication, NATO must do things differently and at the speed of relevance. NATO's Maritime Unmanned Systems Initiative was agreed by 13 defense ministers in October 2018. Since then, the initiative's success has attracted the participation of three more allies and garnered significant interest from all of NATO's maritime nations. The political agreement struck in 2018 provided the mandate for NATO to bring together disparate strands of common work ongoing within nations. NATO, acting as a network, enabled allies to become greater than the sum of their parts. The focus is threefold: utilize world-leading research to increase allied interoperability between conventional forces and unmanned drones; establish new tactics for our sailors to truly leverage these technologies; and develop secure digital communications for military drones across all domains (air, sea and land). Addressing these priorities together will enable this effort to be scaled across the alliance, at pace. To date, the speed of this effort has been breathtaking. So much so that even the United States and the United Kingdom — two allies who have invested the most in this area — are using the NATO initiative as a catalyst for their own national efforts. The last 12-plus months has seen the creation of a NATO project office, a governance body, as well as the planning and successful execution of the world's largest and most complex maritime unmanned systems exercise off the Portuguese coast in September 2019. This event brought together the very best from our navies, industry, scientific institutes and academia. The results were hugely impressive, with many “world firsts” including maritime unmanned systems augmenting conventional forces through multiple scenarios. We now have vast swaths of insight and information to start achieving those three goals of improving interoperability, enhancing our tactics and developing secure communications. The goal of improving allied interoperability is actually about enhancing standards. A topic often overlooked at the policy level but critical to the DNA of the NATO alliance. Standards drive interoperability, which in turn drives readiness, which ultimately aids deterrence. As NATO leads the development of new technologies, so too must come new standards that our industries and military can implement. Open architectures will be key, but allies and industry need to realize that we need to solve problems — not address requirements. No perfect solution will ever be delivered on the first attempt. The alliance will need to both innovate and iterate on operations in order to maintain advantage. This may be a cultural shift to some acquisition purists who are used to developing complex warships over 20-plus-year time frames. However, the challenge remains our ability to scale. With this project we have an agile global team functioning across multiple national and allied bureaucracies, each with their own culture and ways of working. Through engagement and investment, this team is yielding disproportionate results. Indeed, 2019 demonstrated what can be done with some imagination, effort and focus. But continual growth at speed will require faith by allies to maintain the course. Such is the nature of true change and innovation. There is a lot to do, and the stakes are high. Near-peer competitors are once again very real. Despite the global lockdown caused by the new coronavirus, COVID-19, the initiative continues to progress through synthetic networks and simulation, driven by passion and intent. Our economy, our data and its infrastructure still need protecting, now more than ever. This effort strives to accelerate maritime unmanned systems into NATO's arsenal to patrol the vast swaths of ocean and offset evolving threats. Success will be seen because it is being built on allied nations' shared values and norms, the same values and norms that NATO leaders recognized in London last year. Michael D.     Canada invests another US$70M in F-35 development despite no commitment to buy

    OTTAWA — The federal government has made another multimillion-dollar investment into the development of the F-35 stealth fighter jet, even as it weighs a new extension to the $19-billion competition to replace Canada's aging CF-18s. Canada made the annual F-35 payment to the U.S. military last week, spending US$70.1 million to remain one of nine partner countries in the fighter-jet project. Each partner is required to cover a portion of the plane's multibillion-dollar development costs to stay at the table. Staying in the program has advantages, as partners get a discount when purchasing the jets and compete for billions of dollars in contracts associated with building and maintaining them. The F-35 is being built by U.S. defence giant Lockheed Martin. While the new payment brings Canada's total investment in the F-35 to US$541.3 million since 1997, the government says Canadian companies have also secured US$1.8 billion in work related to the stealth fighter. “This participation provides Canadian industry with contract opportunities that are only available to program participants,” Defence Department spokesman Daniel Le Bouthillier said in an email. “Our membership will also allow us preferential pricing and sequencing in the build schedule should the F-35 aircraft be successful in the current future fighter capability program.” Canada actually started to shoulder more of the development costs last year. That is because the Liberal government increased the number of new fighter jets that Canada plans to buy to 88 from 65, even though it has not committed to buying the F-35. News of the payment comes as the federal procurement department confirmed it was considering another extension to the $19-billion competition to replace Canada's CF-18s. The F-35 is one of three planes in running along with Boeing's Super Hornet and the Saab Gripen. The extension was recently requested by one of the three fighter-jet makers. Public Services and Procurement Canada did not confirm which company asked for the extension, but Boeing had previously left the door open to a request because of the COVID-19 pandemic. “We can confirm that we are currently evaluating a request from industry to extend the deadline for preliminary proposals,” Public Services and Procurement Canada spokeswoman Michele LaRose said in an emailed statement. “We remain committed to providing members of the Royal Canadian Air Force with the fighter aircraft they need to do their jobs, and ensuring the best possible value for Canadians.” The three companies were originally supposed to submit their bids at the end of March, but that was pushed back to June 30 following a request by Saab. Despite the pandemic, the federal procurement department insisted last month that it still expected companies to meet that deadline. L'aéronautique française, après avoir marqué un léger temps d'arrêt pour organiser les mesures sanitaires, entre désormais dans une phase de remontée en puissance, a indiqué M. Trappier : «A ce jour, 30% des effectifs sont sur site, 25 à 30% des salariés sont en télétravail, 30 à 35% au chômage partiel. Les salariés reviennent petit à petit sur les sites de production». Le GIFAS a créé une task-force associant grands donneurs d'ordre, PME et équipementiers afin d'identifier les acteurs menacés et de mettre en œuvre des solutions de sauvetage, en liaison avec le ministère de l'Economie et des Finances et Bpifrance, qui «aura un rôle à jouer pour recapitaliser les entreprises en difficultés», souligne Eric Trappier. Le GIFAS, qui regroupe 400 acteurs et leurs 200 000 salariés, soutient l'idée évoquée par Bruno Le Maire de dédier «un ou plusieurs fonds à l'aéronautique» dans le cadre des plans de relance discutés en France et au niveau européen afin de «tenir et passer le cap». «Ces fonds doivent être suffisamment dimensionnés pour répondre aux besoins. L'unité de mesure, c'est le milliard», a insisté Éric Trappier. «Nous demandons à l'État de nous accompagner dans cette passe difficile, en particulier les plus faibles d'entre nous», a-t-il déclaré. M. Trappier plaide pour un plan de relance européen, notamment pour maintenir les efforts de recherche pour l'aviation «verte» de demain.

The bids were originally supposed to be submitted in May 2019 but that was pushed back to March 30 this year. That deadline, in turn, was pushed back to June 30 at the request of the aerospace industry, Public Services and Procurement Canada announced in February. But now the department is once again evaluating a request from industry to further extend that deadline for the proposals, Procurement Canada spokesman Marc-André Charbonneau confirmed in an email to this newspaper. “We remain committed to providing members of the Royal Canadian Air Force with the fighter aircraft they need to do their jobs, and ensuring the best possible value for Canadians,” he added. “This procurement is a once in a generation opportunity to support the growth of Canada's aerospace and defence industries for decades to come.” If that happens it is unclear on how the current timetable for buying the fighter jets, to replace the CF-18 aircraft, might be affected. A winning bidder was to have been chosen in 2022. The first aircraft would have been delivered by 2025, according to the government's schedule. Industry representatives say they expect the bid submissions to be pushed back at least until the end of the summer. The federal government is focused on dealing with its response to the novel coronavirus pandemic and Public Services and Procurement Canada is deeply involved in setting up procurements of protective gear and medical supplies. It has also been difficult for companies to collect and provide the necessary classified information to the federal government that is needed for the bids. Much of that has to be delivered directly to government officials and cannot be transmitted over the internet because of the sensitivity of the information. The fighter jet competition was launched on Dec. 12, 2017 and at this point three aircraft are to be considered. Those include the F-35, the Super Hornet, and the Gripen. The program is expected to cost around $19 billion and will see the purchase of 88 new jets. Information about how Canada intends to evaluate the jets is limited. But Public Services and Procurement Canada has noted that technical merit will make up the bulk of the assessment at 60 per cent. Cost and economic benefits companies can provide to Canada will each be worth 20 per cent. But Canada won't conduct a fly-off between fighter jets competing to become the country's new warplane nor conduct testing to see how such aircraft perform under cold weather conditions, Public Services and Procurement Canada confirmed earlier this year. Concerns have been raised by Lockheed Martin's rivals that the competition has been designed to favour the F-35. This newspaper reported last year the requirements for the new jets put emphasis on strategic attack and striking at ground targets during foreign missions. That criteria is seen to benefit the F-35. In addition, the federal government changed criteria on how it would assess industrial benefits after the U.S. government threatened to pull the F-35 from the competition. The Conservative government had previously selected the F-35 as the air force's new jet but backed away from that plan after concerns about the technology and growing cost. During the 2015 election campaign, Justin Trudeau vowed that his government would not purchase the F-35. But at the same time, Trudeau stated his government would hold an open competition for the fighter purchase. The Liberal government backed away from its promise to freeze out the F-35 and the aircraft is now seen as a front-runner in the competition as it has many supporters in the Royal Canadian Air Force. Many of Canada's allies plan to operate the plane. Canada is a partner in the F-35 program and has contributed funding for the aircraft's development over the years.     Esper: Flat budget could speed cutting of legacy programs

    By: Aaron Mehta WASHINGTON — If the Pentagon faces tighter budgets in the coming years, departmental planners should look to cut legacy programs first in order to preserve funding for modernization requirements, Defense Secretary Mark Esper told reporters Tuesday. “Frankly, my inclination is not to risk any in the modernization programs; it's to go back and pull out more of the legacy programs,” Esper said in response to a question about what modernization priorities, such as shipbuilding, might be on the table. “We need to move away from legacy [programs] and we need to invest those dollars into the future. We have a lot of legacy programs out there right now. I could pick dozens out from all branches of the services. So that is where I would start,” he continued. “What that would mean is probably accepting some near-term risk, but I think that is something [that has to happen], given the trajectory that we see China is on, and we know where Russia may be going in the coming years. So that is one place where I would begin, but we're going to be working through this course of action.” The secretary also emphasized that he's not going to “risk the strategic deterrent,” reiterating that modernizing America's nuclear capabilities remains the department's top priority. Budgets were already expected to be flat or decline slightly in the coming years before the coronavirus pandemic, which has required the U.S. government to pump trillions of dollars into the economy. Esper said that “tremendous load” is something the department must consider as it plots a budget strategy for fiscal 2022 and beyond. His comments match what the secretary said Monday during an appearance at the Brookings Institution, where he said the spending spree in response to the spread of COVID-19 means the department's ongoing efforts to find internal efficiencies must continue to bear fruit. The department claimed savings of $6.5 billion in FY19 through process reforms and the sale of obsolete equipment, with another $5.7 billion in spending reallocated from legacy programs to modernization priorities. During the Brookings event, Esper noted that the department will “likely need” extra money from Congress if a fourth coronavirus supplemental fund is worked out, in order to help cover costs for medical supplies procured by the Pentagon. At the start of his press event, the secretary used prepared remarks to note that top defense leaders will be appearing at the Senate Armed Services Committee tomorrow to discuss the Federal Communications Commission's decision to allow Ligado to operate in the L-band spectrum, a move long opposed by the department because of concerns it will negatively impact GPS. Esper said the decision “disregards the many objections of industry and the inner agency, grounded in years of hard data and science. Ultimately this will cause harmful interference to the GPS network, jeopardizing our nation's security, prosperity and way of life.” The secretary declined to comment on why the FCC moved ahead with the decision.     Seth J. Frantzman JERUSALEM — Israel's Ministry of Defense has procured the FireFly, a lightweight loitering munition designed for infantry and special forces. Jointly developed by Rafael Advanced Defense Systems and the MoD, FireFly's canister-deployed design with multiple rotors enables it to hover around buildings and attack concealed enemies that may be beyond line of sight or hiding in urban environments. FireFly is designed to fulfill a need that platoons and smaller units have on the modern battlefield for an unmanned system that is rugged and lightweight. Mini-UAVs are increasingly in demand for infantry use, and the ability to combine them with loitering munitions that can conduct surveillance and attack has become the next step for ground forces. FireFly was designed over the last 15 years based on sketches produced as far back as the Six-Day War, when Israeli soldiers had to fight in the early morning amid trenches in Jerusalem during the Battle of Ammunition Hill. Also taken into account during the design period were Israel's experiences fighting militants in close combat in urban areas, such as the Gaza Strip, as well as knowledge of the difficulties armies have faced in fighting in places like Mosul, Iraq, against the Islamic State group. Gal Papier, director of business development at Rafael's Tactical Precision Weapons Directorate, said the current FireFly model has a seeker, warhead and data link with electro-optical features that are similar to Rafael's larger Spike missile family. The Spike group of munitions includes precision-guided tactical missiles. The main difference is the addition of dual rotors so the FireFly can hover and remain stable in windy environments. “It's a different way of looking at missile guidance,” Papier said. “This is innovative and new — it's a missile that folds into a small canister.” First unveiled in 2018, Papier foresees the FireFly as “infantry's best friend,” enabling forces to both scout and attack. The warhead is small, coming in at only 400 grams, but Rafael says it is lethal enough for infantry and special forces missions. “Normally the targets are insurgents or suppressing machine guns or a sniper,” Papier explain, comparing the FireFly to UAVs that carry 20-kilogram payloads and must be launched by catapult. FireFly gives an operator up to 1.5 kilometers of line-of-sight use and 500 meters of non-line-of-sight use. It can return to the user with the click of a button, and its technology provides situational awareness to avoid collisions with obstacles. It can also operate during the day or night with a low acoustic signature. Its battery and warhead can both be replaced; the warhead can be swapped for another battery to provide double the 15-minute flying time for surveillance missions. The press of a button on the operator's tablet causes the warhead to slam into an enemy at up to 70 kph. It is also designed with safeguards, such as an abort capability. Rafael also foresees the FireFly launched from vehicles, with several units contained in a pod or “beehive” that would operate from inside the vehicle. This is in line with the increased use of smaller tactical UAVs with armored vehicles, and future battlefield concepts that foresee vehicles and infantry units operating in sync with numerous drones. “We are in [the] design stage of these pods, tailored for different vehicles. We see it as a building block,” Papier said. Israel's procurement of the FireFly and its deployment with infantry units are part of the country's multiyear plan to restructure its armed forces, known as “Momentum.” The plan also calls for increased digitization of land forces and for units to have access to more UAVs and technology. This is meant to bring intelligence assets as far forward as possible to battalion- and company-level units sharing information gathered by UAVs on a network.     Andrew Eversden Two U.S. senators called on the Office of Management and Budget to ensure that federal regulation banning the government's use of Chinese telecommunications technology include “explicit processes” to help small businesses with compliance. In a May 4 letter sent to acting OMB Director Russ Vought, Sens. Marco Rubio, R-Fla., and Ben Cardin, D-Md., asked Vought to carefully consider to the needs of small businesses while the agency reviews a proposed rule. The senators' concern is in response to a proposed rule under review by OMB implementing Section 889(a)(1)(B) of the fiscal 2019 defense policy law — a provision that bans federal agencies from procuring or doing business with companies using “covered telecommunications equipment or services" in an effort to block Chinese tech companies like Huawei and ZTE from entering the U.S. government's supply chain. Rubio and Cardin are the top two senators on the Senate Committee on Small Business and Entrepreneurship. According to the letter, OMB is currently reviewing the draft proposed rule, statutorily required to be implemented Aug. 13. Because smaller companies don't have access to the same resources as larger suppliers, they may need “more assistance and time,” the senators wrote. The pair called the guidance for small businesses “vita,l” given that small businesses make up about one-quarter of federal procurement, worth $120 billion. “By providing these small firms with a clear path toward compliance and a reasonable time frame, we believe that the goal of securing the United States supply chain will be better achieved,” Rubio and Cardin wrote. Outside interest groups representing federal contractors have also pushed Congress to delay the implementation of Part B of Section 889. In a joint letter in late March, the National Defense Industrial Association and the Professional Services Council asked Congress to delay the Aug. 13 date to February 2021. They also cited the ongoing coronavirus pandemic as reason for a delay. “Part B will impose significant financial and operational costs on medium and small-sized firms at a moment of substantial uncertainty and hardship. While we agree that Part B addresses a significant problem in defense supply chains, and that additional measures are needed to protect [Department of Defense] information assets from covered equipment, COVID-19 has made the current implementation timeline infeasible,” the groups wrote. The United States government alleges that Huawei's 5G technology allows for Chinese government espionage and poses a threat to national security. Senior U.S. officials have traveled the globe, urging allies not to include Huawei's technology in their 5G networks. But the effort has been largely unsuccessful, particularly after the United Kingdom announced in January it would allow Huawei to build noncritical pieces of its 5G network. That decision was met with scorn by lawmakers on Capitol Hill.
