It is, according to a senior executive at the Levis, Que., company, more than just an engineering centre and will encompass the climatic, economic and social factors that will drive the region for the next 30 years and beyond. "It is a bigger discussion," said Spencer Fraser, the director of business development for the Inosea Group of Companies, which owns the shipyard. "It's not just around icebreaking and shipbuilding in Canada." The Arctic icebreaking centre is intended to bring together community and business leaders as well as scientists and engineers — from both northern and southern Canada — in a conference later this year. Shaping the Arctic economy of the 21st century They'll be asked to envision and debate what kind of ships and infrastructure are needed to drive future economic and social development in Canada's Arctic, which is being transformed by climate change and shifting geopolitics. "We're getting together to ask: In 2050, the North is going to look like this, what do we want the economy to look like? And what do we need to do today to get the wheels in motion so we can achieve that?" Fraser told CBC News. More than that, he said, the centre is intended to be a place of ongoing dialogue that will hopefully produce the kind of innovation needed to restore Canada as a world-leader in Arctic operations. By tapping into a wide range of expertise, he said the Chantier Davie initiative intends to showcase Canadian Arctic ingenuity on the world stage, which has for the last 20 years been dominated by Finland and Norway. The company, which is on track to be the federal government's third go-to shipyard under the National Shipbuilding Strategy, intends to carve out a place as the country's premier icebreaker-builder. The other two strategic shipbuilding partners are Irving Shipbuilding in Halifax, which concentrates on the construction of warships, and Vancouver's Seaspan, which is building fisheries science vessels and naval support ships. Chantier Davie was given a federal contract worth up to $827 million to convert three existing commercial icebreakers for use by the Canadian Coast Guard. The first vessel — CCGS Captain Molly Kool — was delivered, but the other two — CCGS Jean Goodwill and CCGS Vincent Massey — have been delayed, the Fisheries Department recently told The Canadian Press. The federal government wants to see its third strategic yard concentrate on building icebreakers and intends to funnel the construction of six ships to the company in the coming year. Concurrently, it has asked the wider shipbuilding industry to build a case for the construction of heavy icebreakers in the Far North. Centre should focus on changes facing the Arctic: expert Rob Huebert, a professor at the University of Calgary and an Arctic expert, said an icebreaking centre of excellence is a novel and important idea. He said the country was, until the 1980s, a world leader in the field, but interest and investment waned after Far North oil and natural gas development plans were shelved. However, he said it needs to be more than just window-dressing and a business vehicle for Chantier Davie. "If they're being serious, they'll not just be focused on their product," Huebert said. "If it is just simply, 'look at what good icebreakers we have and look at how we can provide work' then that, in my mind, will really be just a PR exercise." The Trump Administration recently appointed a career diplomat to become the country's first Arctic co-ordinator — a sign that the country is taking the region more seriously. The Canadian government on Friday confirmed that the field is down to two American entrants — Lockheed Martin's F-35 Joint Strike Fighter and Boeing's F/A-18E/F Super Hornet — as well as Swedish aerospace manufacturer Saab's Gripen E. All companies submitted proposals before the July 31 deadline. The contest is scheduled to be decided in 2022, with the first aircraft delivery projected in 2025. Up to CA$19 billion (U.S. $14 billion) is up for grabs. “Our government committed to purchasing a full fleet of 88 aircraft to be able to meet our NORAD [North American Aerospace Defense Command] and NATO obligations simultaneously,” Canadian Defence Minister Harjit Sajjan said in a statement. “Efficient and modern fighter jets are an integral part of any air force and we continue to work diligently to make sure that we provide the members of the Royal Canadian Air Force the tools they need to protect Canada, both at home and abroad.” Canada could downselect to two bidders in spring 2021 after an initial evaluation of proposals, though it could keep all three companies as options until the final selection of a single bidder in 2022, the Canadian government said in statement. The competing companies must submit proposals that offer economic benefits to Canadian defense contractors and other businesses, as industrial incentives and offsets make up 20 percent of the criteria under evaluation. The proposals will also be evaluated on each aircraft's capability and cost, which will be weighed at 60 percent and 20 percent respectively. The new fighter will replace the Royal Canadian Air Force's fleet of aging CF-18s. For its proposal, Saab will partner with Canadian defense firms IMP Aerospace & Defence, CAE, and Peraton Canada, and will offer a competitive package of industrial and technological benefits, the company announced. “Saab's Gripen fighter is designed to operate in harsh environments and defeat the most advanced global threats.     OTTAWA — Fighter-jet makers are leading with promises of jobs and other economic spinoffs as they make their final pitches for why Canada should buy their planes to replace the military's aging CF-18 fleet. Friday marks the deadline for U.S. aerospace companies Lockheed Martin and Boeing, as well as Swedish firm Saab, to submit their bids in the current fighter-jet competition, which will see Canada spend up to $19 billion on 88 new planes. The closing of the competition marks a major milestone in Canada's decade-long effort to buy new fighter jets for the Royal Canadian Air Force, which has been plagued by government mismanagement and political controversy. While the combat capability of each of the three competing planes — Lockheed Martin's F-35, Boeing's Super Hornet and Saab's Gripen — will be the main focus as the government evaluates each bid, there will also be a lot of focus on the economic benefits of buying each plane. To that end, Lockheed Martin commissioned a report in February that found up to 4,200 jobs will be created or sustained each year if Canada buys its F-35 stealth fighter, which the company equated to more than 150,000 new jobs over the life of the plane. The analysis provided to The Canadian Press, which was compiled by Toronto-based OMX, also predicted the Canadian economy will see roughly $15 billion in additional activity between now and 2058 if the F-35 is selected to succeed the CF-18 as Canada's primary fighter jet. That is in addition to the $2 billion in economic benefits that Canada has already received since 2007 as one of nine partner countries in the development of the F-35, which lets Canadian companies compete for work associated with the stealth fighter. Canada has contributed US$541 million since 1997 to be a partner in the F-35 program. "Lockheed Martin has prepared a comprehensive proposal," the company said in a statement on Thursday. "The F-35 is the most capable, best-value fighter to strengthen defence, enhance ally partnerships and contribute to economic growth in Canada with significant, long-term industrial opportunities." Lockheed Martin isn't the first to toot its own horn on the potential economic benefits of its fighter. Boeing last month released its own commissioned report showing its existing operations in Canada created $5.3 billion in economic spinoffs last year and supported 20,000 jobs. Boeing says the numbers will go up if the Super Hornet wins, though it has not revealed its exact estimates. The emphasis on jobs and money — rather than combat capability — comes as Canada's economy has been battered by the COVID-19 pandemic, forcing the federal government to spend tens of billions in financial support for Canadians. Defence analyst David Perry of the Canadian Global Affairs Institute said it makes sense for companies to highlight the potential economic benefits of their bids. He said it helps to make the cost more palatable to the public and is also important in determining the winner. "In any competition like this, you're always looking for any potential partial point that you can get," Perry said. "Companies, if they're going to invest this significant time and significant amount of money preparing a bid like this, then they don't leave anything to chance.     Conservative critic says maintenance plan ignores fact that not everything on a submarine can be replaced Murray Brewster The Canadian navy has found a very creative way to keep its second-hand submarines afloat until the late 2030s and early 2040s — a plan that emphasizes maintenance over age in predicting how long the vessels can remain seaworthy. The plan — according to a newly-released briefing note prepared in the run-up to the release of the Liberal government's marquee defence policy — would not see HMCS Victoria decommissioned until the end of 2042, giving the warship over 45 years service in Canada. That estimate does not include the time the boat served with Britain's Royal Navy, which would add at least a decade to its working life. The retirements of the other submarines — HMCS Chicoutimi, HMCS Windsor and HMCS Corner Brook — would be staggered throughout the 2030s, with Windsor being the first to go in 2033. "The [Victoria Class Submarines] are a well-designed and solidly constructed class of modern conventional submarines that have had an unusual life since entering service with the [Royal Navy] in the early 1990s," said the August 2016 briefing analysis, recently obtained by Conservative Party researchers. "'While chronologically 20 years older, they have not been operated extensively during that time." The boats were first constructed for the Royal Navy in the 1980s, but Britain decided to sell them when the government of the day made the policy decision to operate only nuclear-powered submarines. One aspect of the Liberal defence policy, released in June 2017, that has puzzled military experts and opposition critics alike was its assumption that the submarines — which have had a tortured technical history that includes one fatal fire — will remain in service until at least the 2040s. The briefing note spells out in detail — and for the first time publicly — how the navy intends to squeeze more life out of boats it was supposed to start retiring in four years. It was originally envisioned, the briefing said, that the Victoria-Class submarines would retire one at a time, beginning in 2024. he report argues it is possible to operate the submarines beyond their expected working lives if the military assesses the "material state" of each boat rather than following "a simplistic calendar driven" evaluation of their operational condition. In others words, the report argues that what matters most is not how old the submarines are, but rather how hard have they been driven and how well have they been maintained. The submarines operate on what's called a "6-2 schedule" — six years of service at sea followed by two years of deep maintenance before returning to duty. The briefing note proposes that the boats do nine years of service and then go into a longer refurbishment of up to three years. The submarines would need a full life-extension overhaul in addition to the extended maintenance plan. As evidence to support the plan, the briefing note to senior defence officials pointed to a 2013 study of the Victoria-Class submarines — which said that "although there are numerous technical and supportability challenges, there was no single obstacle precluding a life extension of up to 12 years." 'Lower expectations' The briefing offers one note of caution, however: "It is reasonable to assume that operational availability will decrease as the submarine ages." The briefing note predicted higher maintenance and sustainment costs as the boats get older. To save money, it said, the navy might have to lower expectations of what the boats can do. The existing plan "assumed that there would be no relaxation of operational performance requirements, although in fact some discretion by the Operational Requirements Authority in this regard may be feasible as a cost saving measure," said the note. Conservative defence critic James Bezan said he was astounded by the plan to stretch out the operational life of the subs. He said he doesn't blame the naval planners who drew up the document — but he does hold the Liberal government accountable, arguing it must have ordered the Department of National Defence to give it some justification for putting off the purchase of new submarines. "It is ridiculous," Bezan said. "There was potential for some political direction on how this was written." Canada's submarine fleet spent 'zero days' at sea last year: government documents Canada's front-line frigates have suffered 10 fire and smoke incidents since 2018 In an interview with CBC News at the end of last year, the commander of the navy, Vice-Admiral Art McDonald, defended the plan to extend the life of the boats, saying he had full confidence in the "pretty resourceful and capable" submarine engineering community. The defence policy, he said, "directed us to operate and modernize" the submarine fleet and he's confident it can be done safely. "We know there is still excellent life in the Victoria-class submarine," McDonald told CBC News. "I've seen that personally as an outsider who has come into the program and taken a look at it." The focus of the subs' modernization project — which was in the early stages of being developed when the pandemic hit back in late winter — will be on survivability and making the submarines more livable for crew members. "We're going to be able to operate those boats into the 2030s, but to do that we have to continue with the routine investments we've made and modernize, as was directed" by the defence policy, McDonald said. Not everything can be replaced A series of assessments was conducted between 2008 and 2014. The defence department's naval board, which is charged with planning the future shape of the fleet, met in November 2014 to study the life expectancy of the second-hand boats. "While it is considered unrealistic to predict the material state of 40-year-old platforms, 20 years into the future, certain items such as the pressure hull and main motor will require additional monitoring and maintenance above the current regime, since unpredicted degradation in such areas may not be cost effective to repair and mitigate," said the 2016 briefing note. And that's the problem with the life-extension plan, said Bezan: some key parts of a submarine — such as the pressure hull and the engines — can't be upgraded. He also pointed to how the submarine fleet had "zero days at sea" in 2019 because all of the vessels were tied up for maintenance. The analysis, Bezan said, shows that the Liberal government should immediately begin looking for a replacement for the submarines — something the previous Conservative government was in the process of doing when it was defeated in 2015. The options that were discussed before the election, he said, included partnering with the Australians — who were in the process of acquiring their own submarine replacements — or buying an off-the-shelf design for inclusion in the federal shipbuilding strategy.
