    Comment: It’s time for us to start thinking about new subs

    A commentary by an adjunct professor in global affairs at the University of Prince Edward Island and a fellow with the Canadian Global Affairs Institute Deficits and debt are spiking, and the pandemic has overwhelmed treasury decisions. But, at some point soon, Ottawa needs to make a decision on whether to acquire a submarine replacement. It generally takes 15 years to procure new major capital equipment for the Canadian military, and the four existing Victoria-class diesel-electric submarines acquired secondhand from Britain in 1998 have a planned operational life to 2035. Overlaying this is the reality that the two sources of past Canadian sub buys, the British and the Americans, now operate nuclear-only undersea fleets. Past attempts at Canada going nuclear in the 1964 and 1987 defence white papers revealed that option as too costly and politically contentious. When then-defence minister Peter MacKay floated the idea again in 2011, it met opposition pushback, despite the advantages nuclear subs hold in being able to transit Arctic ice, and was quickly dropped. Even the price tag of a non-nuclear acquisition deterred the Trudeau government from including a replacement project in its 2017 Strong, Secure, Engaged defence policy or the National Shipbuilding Strategy, a multi-decade attempt to provide the Navy and coast guard with built-in-Canada vessels. Instead, the government opted for an estimated $2.5-billion modernization project in the mid-2020s to keep the Victorias going to 2035. With no options for new or even second-hand buys from our two closest allies, consideration will have to turn to one of three options, one of which is to build overseas, preferably in collaboration with a country with similar requirements like Australia or Japan, or to build at home using one of the National Shipbuilding Strategy yards. Neither will be cheap. A 2003 Department of National Defence audit picked a $3-billion to $5-billion price tag for four brand new subs. That was 17 years ago. Of course, Ottawa could scrap the 100-year-old submarine service entirely as Denmark did in 2004 once the best-before date passes. However, going the Danish route would result in the loss of a vital capability that, by its very nature, is unknown to most Canadians. Subs, after all, work best when they are out of sight. What is known though are the headlines: the tragic 2004 fire aboard the HMCS Chicoutimi, the 2002 flooding in the HMCS Corner Brook and its grounding in 2011. Despite being purchased in 1998, years of sitting mothballed in British waters, the need to restart spare-part supply lines and to “Canadianize” the subs to our navy's operational standards meant that Victorias did not achieve full operational status until 2015. This year, it emerged that not one of the four subs actually went to sea in 2019 due to maintenance and repair issues. Yet beneath the surface, there is much to consider in renewing the capability. Canada's submarines, current and past, have provided our decision-makers with vital functions that few other countries possess. Submarines are known popularly for their weapons, but it is the combination of their very presence and intelligence and surveillance capabilities, including the ability to loiter for weeks undetected, that are their greatest assets. For a country with the world's longest coastline, bordering three oceans, submarines have proved instrumental in upholding Canadian sovereignty and strengthening critical alliances. A mere “notice of intention” to deploy an Oberon-class submarine altered the political calculus of Spain during the 1995 “Turbot War” off Newfoundland in Ottawa's favour. The Victorias regularly deploy to the Arctic during the summer months for covert surveillance missions. In the Caribbean, these subs participate in anti-drug monitoring. Further afield are the 100-day-plus missions in 2017-18 in the Mediterranean and East Asia. Working with NATO and Japanese allies, respectively, the subs were involved in training, counter-smuggling and counter-terrorism operations. In an attempt to boost familiarity with a complex and tense region, the Pacific deployment represented the first time a Canadian sub had deployed to Japan in 50 years. Tellingly, the subs are also up for consideration for deployment to monitor the enforcement of UN sanctions against North Korea. Even before the onset of COVID-19, the Indo-Pacific was the scene of a naval arms buildup between major regional players, China, Japan, South Korea, India and Australia. Now, factor in the worsening tensions between Beijing and Washington. With Canada looking to uphold multilateral security norms and diversify trade relations, helping secure our own waters and those of allies will become more important, not less in the years ahead.     CAF inks deal with Bombardier to replace two 30-year-old Challenger aircraft

    The Government of Canada recently announced it is replacing two Bombarder Challenger 601 utility aircraft with two Challenger 650s for the Canadian Armed Forces (CAF) to allow for continuation of mission critical roles. The retiring aircraft that entered service in the 1980s fall short of operational requirements and are nearly obsolete due to new rules in the United States and Europe that will restrict their ability to fly internationally before the end of this year. The replacement ensures CAF can continue to operate a modern and flexible utility flight service fleet that serves a variety of roles — including reconnaissance and liaison missions with international partners, and the speedy deployment of specialized capabilities and expertise, including the Disaster Assistance Response Team. Without this needed replacement, the Royal Canadian Air Force's operational effectiveness for missions would be limited. The aircraft are used for the medical evacuation of military personnel serving overseas and the safe transport of CAF medical personnel and specialized equipment in the critical first few hours and days of someone being wounded. They are also used for the safe extraction and repatriation of personnel and citizens. The fleet further provides the ability to transport specialized teams from Canada to operational theatres around the world. Earlier this month, a Challenger quickly brought Royal Canadian Navy search experts to Naples, Italy, to support the search for the Cyclone helicopter lost in the Ionian Sea. This fleet provides critical abilities here at home. It has been used in the whole-of-government effort to support Northern, Indigenous and remote communities during COVID-19. In May 2020, it supported the delivery of COVID-19 testing supplies to Nunavut. The aircraft have been at the ready to help provincial and territorial partners with medical evacuations, if required. This fleet is also critical in facilitating the travel of senior government officials, as well as Parliamentarians from all parties due to security and safety considerations. The CAF's existing Challenger fleet consists of four aircraft, two purchased in the early 1980s and two purchased in the early 2000s. With the implementation of new international regulatory and interoperability requirements in 2020, only half of the fleet is fully compliant with international standards. That is why the Department of National Defence has been working on this consolidation initiative since 2018, and why the government entered into a contract with Bombardier this week, after negotiating the most cost-effective option for these capabilities, which were accounted and paid with existing funds in SSE's fiscal framework. The Challenger 650 aircraft is the current production version of the model that the CAF currently operates. This commonality will result in significant benefits in efficiency, cost, and interoperability, both in terms of training and support to operations. “This purchase is another example of our government's commitment to provide the Canadian Armed Forces with the modern equipment they need to carry out the critical work we ask of them.     Canada launches AI project to manage BVLOS search and rescue operations

    Public Safety Canada has selected Kongsberg Geospatial, Larus Technologies and the Civil Air Search and Rescue Association of Canada (CASARA) to integrate geospatial software, artificial intelligence, and machine vision software to help develop new methods for the use of drones in search and rescue operations in remote communities in Canada. The project will be funded by the Search and Rescue New Initiatives Fund (SARNIF) and has been dubbed OVERSEE – an acronym for “Optical Vision Enhancement and Refinement of Sensor Exploitation Effectiveness”. The OVERSEE project is intended to help address the unique challenges of conducting search and rescue operations in remote areas (such as indigenous communities in the Arctic and their immediate surrounding area) with UAS platforms. OVERSEE will initially employ available search and rescue statistics from the Department of National Defence, CASARA, Transport Canada and other agencies and execute simulations driven by Artificial Intelligence. The AI will use Deep Learning techniques to investigate how BVLOS regulation effects SAR efforts that make use of drones, and how drones have been integrated most effectively in search and rescue operations, particularly for isolated indigenous communities in Canada's North that don't have quick access to Aeronautical search and rescue assets. Ultimately the goal of this research is to help CASARA members and GSAR (Ground Search and Rescue) workers use BVLOS drones more effectively in search and rescue operations. Kongsberg Geospatial will be leading the project, contributing their expertise in precision mapping, Air Traffic Management, and the development of multi-vehicle UAS control stations for BVLOS missions to help develop tools and procedures for the safe, effective use of drones for search and rescue missions in remote areas. They will also be contributing tools and training for machine vision techniques. Larus Technologies specializes in Intelligence Surveillance and Reconnaissance (ISR) systems for defence applications, and will be contributing their Total::Perception™ simulation engine and Total::Vision™ computer vision technology to the project. CASARA will be helping to gather drone video from training exercises throughout Canada in cooperation with its volunteers, as well as search and rescue event statistics from community organizations. Upon completion of the project, CASARA membership will help to circulate the SOPs derived from the project to their membership of Civil Air Search and Rescue workers and volunteers across Canada to ensure that everyone has access to the improved UAS SAR guidance. While the project is primarily funded through Public Safety Canada's SARNIF fund, all three partners will be making in-kind contributions in software licenses, technology, and professional services.     DND launches a call to innovative thinkers for solutions to COVID-19 challenges

    As part of the Government of Canada's commitment to refocus existing innovation programs to support the fight against the spread of COVID-19, the Department of National Defence has announced the first of a series of calls for innovations aimed at addressing some key challenges Canada is facing. With an initial commitment of $15 million, the first three challenges focus on: Viable and effective processes and methods for safely and rapidly decontaminating enclosed work environments, such as buildings and modes of transportation, containing sensitive equipment; Innovative material and designs to aid in decontamination of Personal Protective Equipment (PPE), operational clothing, and equipment for personnel responding to events involving biological hazards; and Data gathering solutions to support the early detection and community-based monitoring of outbreaks of contagious diseases. These challenges were determined by multi-departmental panels led by the National Research Council of Canada as part of the COVID-19 Challenges Procurement Program. In addition to the call for innovation, these panels are engaging Canadian small- and medium-sized enterprises to refine their near-to-market products to meet a COVID-19 related need. Promising solutions in the areas of PPE, sanitization, diagnostics and testing, therapeutics, and disease-tracking technology may receive funding to further their solutions of interest. This effort is a collaboration with the National Research Council of Canada, Public Health Agency of Canada, and Health Canada and sees an additional investment of up to $10 million.     RCAF aircraft participate in East Coast intercept exercise

    Posted on June 4, 2020 by Ken Pole Royal Canadian Air Force CF-188 Hornets and U.S. fighters are routinely tasked by North American Aerospace Defence Command (NORAD) to intercept Russian aircraft operating close to Canadian and U.S. airspace. The latest incident occurred in early March when two Tupolev Tu-142 reconnaissance aircraft were met over the Beaufort Sea by RCAF Boeing CF-188s from Cold Lake, Alta., and USAF F-22 Raptors out of Elmendorf AFB in Alaska. They were supported by two larger Boeings, a USAF KC-135 Stratotanker and E-3 Sentry surveillance aircraft. Having waved their metaphorical flags, all returned to their respective bases without incident. More recently, two CF-188s from 433 Tactical Fighter Squadron at RCAF 3 Wing in Bagotville, Que., and Lockheed Martin CP-140 Aurora maritime reconnaissance aircraft out of 14 Wing Greenwood, N.S., were involved in a more unusual intercept exercise off the East Coast. Also participating were the Royal Canadian Navy (RCN) frigate Ville de Quebec and the supply ship Asterix, both homeported in Halifax. The unprecedented May 28 to 31 exercise was co-ordinated by U.S. Northern Command (USNORTHCOM) and also involved the U.S. Strategic, Space and Transportation Commands. Centred around the U.S. Navy Harry S. Truman aircraft carrier strike group and the RCN ships, the exercise was designed to test U.S. homeland defence against a supersonic Rockwell B-1B Lancer heavy bomber representing an enemy intruder. U.S. aircraft included KC-135s for refuelling not only the Canadian fighters but also Boeing F-15 Eagles flown by the U.S. Air National Guard 104th Fighter Wing out of Barnes ANG Base in Westfield, Mass., and Boeing F/A-18 Super Hornets from Carrier Air Wing 1 at Oceana, Va. The CP-140s, from 404, 405 and 415 Squadrons at Greenwood, conducted five overflights during the exercise as well as participating in an anti-submarine warfare (ASW) element. The Ville de Quebec also participated in the ASW element as well as the Lancer intercept before returning to Halifax. The Asterix conducted several “replenishments at sea” exercises with other ships. “This was an excellent advanced readiness opportunity for Canadian and American maritime forces,” RAdm Craig Baines, the RCN's Commander Maritime Forces Atlantic, said in a statement. “The scenarios utilized during these events enable our mutual ability to operate in a multi-threat environment, in which co-ordination and integration are absolutely critical for our success in responding to any crisis in our waters or internationally.” Operational details were scarce, with Canadian and U.S. officers saying only that the exercise took place in an area up to 160 kilometres offshore.
