    Coronavirus : retour au travail pour les industriels de la défense

    L'arrêt de certaines usines a surpris nombre de militaires. Après un travail de concertation, tous les industriels ont rouvert afin d'assurer le soutien des armées. De quoi surprendre les commandants militaires. Aussitôt le confinement déclaré, une entreprise comme Arquus (ex-Renault Trucks Defense), filiale de Volvo, annonçait la fermeture de ses sites industriels sans concertation avec ses partenaires, alors que l'entreprise fabrique avec Thales et Nexter les blindés de l'armée de terre. Après un certain flottement, les choses sont rentrées dans l'ordre et les sites industriels se remettent en marche depuis lundi. Cartographier les besoins prioritaires « Un dialogue s'est ouvert entre les industriels de la défense, la Direction générale de l'armement et le ministère des Armées pour faire une cartographie des activités les plus critiques pour la défense, donner des prévisions d'activité et bien mesurer tous les impacts sur les systèmes de soutien au profit des forces armées », explique-t-on au ministère des Armées. Dès le 20 mars, la ministre Florence Parly envoyait un courrier aux industriels pour leur rappeler que « sans transiger sur les mesures barrières dont le respect strict est indispensable pour endiguer la propagation du virus, l'activité des entreprises de défense devait continuer ». Pas question de ne pas assurer l'entretien des hélicoptères au moment où ils sont plus que jamais engagés dans le transport des malades , de baisser la garde sur la dissuasion nucléaire, ou encore de ne pas pouvoir changer les pièces défaillantes des blindés utilisés au Sahel. Renégociation prochaine des objectifs Après une grosse semaine de fermeture, histoire de bien analyser les conditions de production et de nettoyer les sites de fond en comble, les industriels de la défense ont rouvert. Chez Nexter, les sites de production sont de nouveau actifs, même si la totalité des effectifs n'est évidemment pas appelée. Arquus, de son côté, explique avoir terminé la semaine dernière son inventaire, ce qui lui a permis de livrer à la Direction générale de l'armement nombre de blindés stockés et de rappeler ses salariés pour assurer les livraisons des pièces de rechange, notamment à l'heure où les camions de l'armée sont extrêmement sollicités dans l'opération « Résilience » de soutien à la lutte contre la pandémie. Globalement, le soutien aux armées sur terre, mer et air est assuré, sachant qu'il y aura plus tard, au printemps, des négociations pour réviser les objectifs de livraison de matériel neuf, qui étaient inscrits dans la loi de programmation militaire.     March 30, 2020 - Cobham Aerospace Connectivity announces that it has been awarded a contract by the UK MOD's Defence Equipment and Support (DE&S) to research Advanced Anti-Jam techniques for the protection of navigation signals received from the Global Navigation Satellite Systems (GNSS). The contract will see Cobham conduct research to develop means to provide assured and resilient Position Navigation and Timing (PNT) information derived from the GNSS multi-constellation. Cobham was best placed to address the UK MOD's needs through its extensive background in advanced antenna technology and sophisticated signal processing capabilities. The research is set against a backdrop of increasing reliance on GNSS navigation signals in the nation's critical infrastructure and national security and the frequent interruptions of the signals either accidentally or intentionally. The more sophisticated interruptions involve the falsification of the navigation signal information for nefarious reasons such as piracy, civil disruption and military advantage. The DE&S-backed research feeds into the company's goal of taking already developed Anti Jam capability and developing a miniaturized system capable of providing advanced means of protection of the navigation signals received from the GNSS multi-constellation network. The anti-jam system will combine the use of advanced Controlled Radiation Pattern Array (CRPA) antenna technology with intelligent digital signal processing techniques not only to ensure reliable and assured navigation information, but also to derive important signal intelligence and domain awareness information regarding the source and nature of the interference and the best means of mitigation.     Saab delivers virtual Gripen E program update

    by Chris Thatcher The Saab Gripen E test program has surpassed 300 flight hours and the company is preparing to deliver production aircraft to the Swedish Air Force in 2020. “We are proceeding according to plan and are delivering according to our customers' expectations,” Eddy de la Motte, the head of Saab's Gripen E/F business unit, told webinar viewers during a briefing on Mar. 26. The annual update on the Gripen program was moved to an online forum in response to the coronavirus pandemic. Although Sweden has for now adopted a notably different approach to addressing the spread of COVID-19 than its neighbours – most businesses remain open – defence and aerospace journalists and other interested attendees were confined to virtual participation. “Saab is not one of those companies that is feeling immediate consequences because of the situation given a large order backlog and the business model that we use,” said Ellen Molin, head of Business Area Support Services. “We are doing everything we can to work on development and production.” The Gripen E is among three fighter jets contending to replace the Royal Canadian Air Force fleet of CF-188 Hornets. The others are the Lockheed Martin F-35A Lightning II and the Block III Boeing FA-18E/F Super Hornet. The Gripen E is the only one not yet in service. The briefing was an opportunity for Saab to highlight the progress of the flight test program and forthcoming deliveries to the first customers, Sweden and Brazil. The test program now includes six aircraft and will be expanding to two sites this year involving test pilots from Saab, the Swedish defence materiel administration, and the Swedish Air Force. The accelerated test and verification program will be “more efficient,” said de la Motte. “We are now shifting focus to more testing on the tactical systems and the sensors.” Saab had high expectations for the Gripen E's enhanced fused sensor suite and decision-support capabilities before flight testing began, he said. But the Active Electronically-Scanned Array (AESA) radar, passive infrared search and track (IRST) sensor, tailored datalink and multi-function electronic warfare (EW) system “are preforming better than expected.” Testing has also included an electronic jammer pod to complement the internal active EW system, flights with the MBDA Meteor beyond-visual-range air-to-air missile, and firing of the short-range IRIS-T air-to-air missile. The first production aircraft rolled off the line in Linköping, Sweden earlier this year, and the second and third will be delivered to Sweden later in 2020. Among other milestones, Saab turned over the first test aircraft to the Brazilian Air Force in August 2019. Its arrival in Brazil is scheduled for the end of 2020. Brazil has ordered 36 jets, 28 in the single-seat E variant and eight in the two-seat F model. In advance of the Brazilian flight test program and the launch of a Gripen flight test centre in Brazil, Saab has transferred aircraft intellectual property and knowledge to hundreds of Brazilian technicians, test engineers and pilots at its production facility in Linköping. Furthermore, the Gripen Design and Development Centre in Brazil has cut the first metal on the F-model two seat variant, to be delivered in 2023. Saab is also hoping to expand its customer base as the Gripen E enters service. In February, the company demonstrated two of its test aircraft at Pirkkala Air Base in southern Finland as part of the HX Challenge, the first stage of a capability assessment of five aircraft vying to replace the Finnish Air Force fleet of F/A-18 C and D Hornets. The Gripen is up against the Eurofighter Typhoon, Dassault Rafale, Lockheed Martin F-35A and Boeing F/A-18 Super Hornet. The two aircraft were demonstrated alongside a Saab GlobalEye airborne early warning and control platform, a multi-role air, maritime and ground surveillance system based on the Bombardier Global 6000/6500 jet. As part of a package with Finland, Saab is proposing to transfer intellectual property to operate maintenance, repair and overhaul facilities, spares production, final assembly and a development and sustainment centre. “We fully understand the needs of national security and the ability to control critical technology,” said de la Motte. A similar offer is likely to be part of Saab's pitch to Canada when the request for proposals closes on June 30. In March, the company announced a “Gripen for Canada Team” that includes IMP Aerospace & Defence, CAE, Peraton Canada and GE Aviation. De la Motte said the proposal for 88 Gripen E jets would include “high skilled jobs” as well as aircraft and systems built by Canadians. Both de la Motte and Molin emphasized the “smart and cost-efficient support concept inherent in the aircraft design” that now includes the ability to 3D print spare parts for battle damage repair in a forward hangar to allow grounded aircraft to return to a main operating base. That efficiency was underscored by Col Torgny Fälthammar, head of the Gripen program for the Air Staff of the Swedish Air Force (SAF). A former Saab 37 Viggen and Gripen C fighter pilot, he noted the SAF “operates in a domain where the time to react is sometimes very short – the aircraft and systems we face have a very high velocity.” Since Sweden can't field superior numbers, “we have to strive for the best balance between technology, competence and tactics, and having the relevant numbers... [and] we believe we have found that in the Gripen system.” The Gripen E will introduce “high tech, state-of-the-art systems,” he added.     Lockheed Signals Change Is Coming With New CEO

    Michael Bruno Lockheed Martin Chairman, CEO and President Marillyn Hewson became the prime example of how to stumble into the corner office of the Pentagon's top contractor and still provide laudable business results. Now, as she hands off the reins to an enigmatic successor, Lockheed stakeholders hope the uncertainty ahead will be just as lucrative. On March 16, the Bethesda, Maryland-based prime—the largest contractor to the U.S. Defense Department by annual sales—surprised many followers with the news that current Lockheed board member James “Jim” Taiclet, Jr. will become CEO and president on June 15, while Hewson becomes executive chairman. Lockheed also promoted Frank St. John, current executive vice president of the company's Rotary and Mission Systems (RMS) division, to become chief operating officer (COO)—a role that Hewson technically held last, and briefly, before her January 2013 appointment as chief executive. Before that, the COO role was mostly held by Chris Kubasik prior to his downfall at Lockheed. Stephanie Hill, now senior vice president for enterprise business transformation, was appointed to succeed St. John as executive vice president for RMS. These appointments also are effective June 15. Hewson is 66 years old and Taiclet is 59. The company, which does not have a retirement rule, had not announced a formal transition plan or successor process. Nevertheless, industry insiders were watching movements—such as St. John's rise and recent board appointments—and analysts said they assume the transition was planned before the ongoing COVID-19 crisis erupted. While the announcement was a surprise, the timing was not—due to Hewson's age and the fact that Lockheed ended 2019 with a record $144 billion backlog of work and a stock price that has more than tripled under Hewson, including the recent COVID-19-related pullback. Still, many observers are intrigued by the selection. “While Marillyn's retirement has been in the cards for a while, we were not expecting Lockheed to go outside the company for its new CEO,” say analysts at Vertical Research Partners. “Taiclet has an impressive pedigree based on his resume, but from an A&D perspective, he is an unknown quantity. . . . But with Marillyn sticking around as chairman, and a very experienced cohort of senior Lockheed managers, we are not expecting there to be any revolutionary change as a result of this appointment.” Cowen analysts also noted that St. John's appointment as COO further bookends Taiclet with experienced Lockheed managers. St. John, 53, joined Lockheed more than 30 years ago and as COO is naturally positioned as a potential future CEO, analysts say. Taiclet is currently chairman, president and CEO of American Tower, a real estate investment holding company and owner/operator of wireless and broadband communications networks, where he has held the executive reins since 2003. He joined that company in 2001 and, according to Lockheed, is credited with guiding American Tower's transformation from a U.S.-centric focus to a multinational business outlook. Analysts said he also was central in leading mergers and acquisitions as part of the company's expansion. American Tower announced an immediate replacement for Taiclet but said he will remain chairman and an advisor through June 14. Taiclet previously served as president of Honeywell Aerospace Services and before that was vice president for engine services at the Pratt & Whitney division of United Technologies (UTC). He also worked as a consultant at McKinsey & Co., specializing in telecommunications and aerospace strategy and operations. He is a retired U.S. Air Force pilot and Persian Gulf War veteran. Loren Thompson, a Lexington Institute consultant to Lockheed, says Hewson's selection of Taiclet seems calculated to continue her emphasis on tight financial management and good customer relations while positioning the leading prime for a changing demand environment. “That environment will be characterized by two shifts from previous years,” Thompson writes. “First, the defense budget will enter a flat to declining period very different from the spending increases of the early Trump [administration] years. Second, the preference of military customers for nontraditional suppliers who think like entrepreneurial enterprises rather than government contractors will continue to grow.” Hewson's selection of Taiclet also is telling because she has won the respect of many industry insiders, analysts and advisers. While unplanned, Hewson's tenure as CEO was deemed successful by most. “Hewson's tenure is known for operational execution with such programs as the F-35, while having a successful oversight in maintaining key businesses—such as in the evolving area of space with wins such as Next-Gen OPIR and GPS IIIF,” say Jefferies analysts. Company sales grew at a 5% compound annual growth rate from $45.4 billion in 2013 to an expected $63.3 billion this year.     Pentagon seeks to classify future year defense spending plans

    By: Aaron Mehta WASHINGTON — The Pentagon has asked Congress to allow it to classify its Future Year Defense Program spending projections, new documents have revealed. The FYDP numbers, which project five years into the future, are considered essential information for the public to see where the Department of Defense expects to invest in the future, and to hold the department accountable when those spending plans change. Information on the request was published Monday by Steven Aftergood of the Federation of American Scientists. Aftergood wrote that the proposal would “make it even harder for Congress and the public to refocus and reconstruct the defense budget.” In its request to Congress, the Pentagon wrote that an unclassified FYDP “might inadvertently reveal sensitive information,” despite the fact the numbers have been unclassified since 1989. “With the ready availability of data mining tools and techniques, and the large volume of data on the Department's operations and resources already available in the public domain, additional unclassified FYDP data, if it were released, potentially allows adversaries to derive sensitive information by compilation about the Department's weapons development, force structure, and strategic plans,” the DoD wrote. It added that there is a commercial concern with the FYDP providing too much information to industry. “The Department is also concerned about the potential harm to its interactions with commercial interests by release of FYDP information prior to the budget year. Exposing resources allocated to future acquisition plans may encourage bids and other development activities not beneficial to the Government,” the proposal read. Seamus Daniels, a budget analyst with the Center for Strategic and International Studies, said in a tweet that “DoD's proposal to eliminate the unclassified FYDP severely limits the public's ability to track how strategy aligns with budgets and how program plans change over time. Serious step backwards in transparency from the department.” Earlier this year, the No. 2 uniformed officer in the Pentagon railed against the department's tendency toward overclassification, calling it “unbelievably ridiculous.” The Pentagon has requested a number of legislative changes this year, in addition to the FYDP classification attempt.
