    Israel company targets opportunities in Europe and Asia for software-defined radios

    Seth J. Frantzman Israel defense giant Rafael will target armies in Asia and Europe with its software-defined radios, banking on increasing demand for digitized communications systems. With programs already underway in Germany and India, the company is pitching its BNET family of radios through partnerships with companies in half a dozen European markets — looking to snag market share from L3Harris, Thales, Leonardo and Israel's own Elbit Systems. Yoav Wermuth, head of Rafael's Communications Division (C3) and former head of research and development, says that BNET can be integrated into a variety of platforms with existing architecture and systems. Integration is achieved through local partnerships, as it has done in India, or working with Spain's Technobit, which provides the industrial and manufacturing solution with Rafael's software and radio kit. The company is now on the hunt for a local partner in the United Kingdom. “We have several forms of the radio to be compatible with platforms from aircraft to tanks, and the integration is simple as we support standard interfaces," Wermuth said. With older vehicles some re-wiring may be necessary, along with the addition of computers, which is one of the upgrades Rafael supports in India. "When integrating into a new tank, the tank provider has a modern architecture we plug into, and there are some standards in industry in last decade that make it simple with interfaces and protocols,” he added. Rafael's BNET has a broadband IP radio for aircraft (BNET-AR), a man-packable system (BNET-MPS), a vehicle (BNET-V) and hand-held model (BNET-HH). The system enables multiple radios and networks without tactical bottlenecks in communications, Wermuth said. In short: No more jeeps with dozens of antennas, but rather one radio. “You connect each force, whether soldier, vehicle or aircraft or drone,” he says. “If you take a current software defined radio, tactical for instance, you receive 1 megabyte per second; on BNET you can do 100 times more.” Many militaries lag behind the rapid advances in civilian infrastructure for communications, thanks in part to the success of applications like WhatsApp on smartphones, according to Rafael officials. Now they're playing catchup, with Israel in the midst of a major digitization upgrade with its five year Momentum program, which includes BNET and Rafael's Fire Weaver technology for reducing sensor to shooter times. The same technology was chosen when Germany hired Rafael and Atos in December 2019 for a “glass battlefield” demonstration. “Militaries are conservative today and must go through transformative thinking to change how they conduct their mission, as it happens in civilian life,” says Wermuth. Furthermore, providing a new communications system for militaries requires solving three challenges: lack of infrastructure when deployed in the field, the need to operate in severe conditions, and the need to ensure security amid threats of electronic warfare tactics, according to Rafael. Those challenges have been addressed with the Israel Defense Force, which the company hopes will be a selling point for foreign militaries seeking similar upgrades to communication technology. In addition to the German demonstration, Rafael also won a $30 million contract for the Indian Air Force signed with the company's local joint venture Astra Rafael Comsys Pvt Ltd, which could eventually approach $200 million according to the company. The potential is far greater if the program expands to equip the whole Indian Air Force. Rafael works within the framework of India's demand to make products locally, building a local manufacturing footprint by way of joint ventures and local companies. It plans to compete for the Indian army's massive 100,000 radio network when that becomes available. The work with Germany also provides a foot in the door for work with the Tactical Edge Networking plan that envisions Germany and the Netherlands working together on tactical communications. This could combine the Bundeswehr's D-LBO and Dutch Ministry of Defense FOXTROT systems, and is a multi-billion dollar program. A request for proposal (RFP) is expected for next year. “In Europe there is now a rush of digitization programs,” says Wermuth, pointing to Spain where the country is seeking a complete renovation of tactical communications. Tenders for the army and air force are expected in the $1 billion range. Rafael hopes to team with the Spanish firm Technobit, which they have worked with before to supply remote controlled weapons stations to the Spanish army. The company has demonstrated BNET to Spanish officials from the Ministry of Defense . In the U.K., Rafael hopes to play a role with the Morpheus program for next generation tactical communications for the British Armed Forces.     Japan at a crossroads: What’s keeping its defense industry from growing?

    By: Mike Yeo MELBOURNE, Australia — Japan is facing what appears to be an increasingly difficult choice, between a desire to keep its domestic defense industry in business, and getting more value for its defense spending while introducing much-needed capabilities by buying foreign off-the-shelf systems. This conundrum comes as the U.S. ally continues to warily eye nearby China's military buildup and North Korea's missile and nuclear programs. Japan's defense industry came to being soon after the end of World War II, as it attempted to rebuild its shattered economy. According to Corey Wallace, a postdoctoral fellow at the Graduate School of East Asia Studies at Germany's Freie Universität Berlin, Japan adopted what was known as kokusanka — a conscious and systematic attempt to domesticate technologies that Japan would need for an autonomous defense-industrial base. Through licensing agreements and other methods of technology transfer and acquisition, the Japanese government in the post-war period identified the most important platforms it thought it needed and tried to domesticate them. Today, Japan's local industry produces all of the country's warships and submarines, albeit fitted with important systems like the Aegis combat system, radars and missiles from the United States as well as most of its land warfare systems. Despite these capabilities, there are a number of hurdles for Japan's defense-industrial base. Chief among these is the relatively small, domestic market that drives up unit prices as well as Japan's own set of unique requirements that sometimes create a bespoke product difficult to market overseas. The small, domestic market has also meant there is little competition. And when the price of a product is determined by what Japanese newspaper Asahi Shimbun calls the “cost calculation method,” in which a contractor's profit is added to the prime cost that also includes that of materials and labor, it can lead to “an open invitation for soaring costs as contractors have few incentives for suppressing the prime cost.” An example of this is the C-2 airlifter. Since 2016, Japan has ordered a total of seven C-2 aircraft out of an eventual requirement of 40. This slow production rate means the C-2 costs about $201 million per aircraft, according to the latest budget request from Japan's Defense Ministry, which has asked to procure two aircraft in the next fiscal year. This, coupled with the need to focus on the expensive missile defense systems against the North Korean ballistic missile threat, has put Japan's defense budget under strain, to the point that earlier this year Japan's Finance Ministry reportedly took the unorthodox step of urging its defense counterpart to consider the option of acquiring a cheaper airlifter instead of the C-2. Given recent developments in the geopolitical and domestic industrial sphere, Japan has turned to what Wallace calls “selectivity and concentration” — the country accepts that its defense-industrial base cannot achieve absolute autonomy, particularly in areas like fighter jets and ballistic missile defense, where international cooperation is necessary in the development process. Foreign partnerships Cooperation with a foreign partner appears to be the way Japan is proceeding with two key aerospace programs: the development of a new air-to-air missile and its next fighter jet. Japan is developing the Joint New Air-to-Air Missile, which will marry the active electronically scanned array radar seeker of Japan's AAM-4B air-to-air missile with the European MBDA Meteor ramjet-powered beyond-visual-range air-to-air missile. The missile is intended for use by the Japan Air Self-Defense Force, but the program appears to be on a long timeline. Reports indicate no technical work has been done, and the first prototypes are planned to be ready for test shots after April 2022, with a decision following on whether to go ahead with the program. With regard to its next-generation fighter jets, following a request for information from several overseas manufacturers earlier this year, Japan is reportedly studying the feasibility of a joint development program. Local media has tracked the story, although official information is scant pending the release of Japan's five-year midterm defense plan later this year. It's widely expected Japan will link up with a foreign partner for the development, however some are holding out hope for a wholly domestic fighter program despite the risks and higher costs involved. Japan has not locally built fighters since Mitsubishi F-2s rolled off the line in 2011. However, Grant Newsham, a retired U.S. Marine Corps officer who is now a senior research fellow at the Japan Forum for Strategic Studies in Tokyo, says Japan should consider spending more on defense, telling Defense News earlier this year that figure should be about $5 billion to $7 billion more per year for the next five years. As the world's third-largest economy, he said, “Japan has all the money it needs to properly fund defense. And the amounts required are about the same as the waste and/or fraud in a couple of public works projects, but it chooses not to do so.” Japan's latest defense budget request for the next fiscal year is for $48 billion, which is a 2.1 percent increase from the previous year's allocated budget and represents a new record-high defense budget for the country. The amount is roughly 1 percent of its gross domestic product, which, although not official policy, has essentially become a ceiling for its defense budget. Notably, Japan is carrying out final assembly on most of its 42 Lockheed Martin F-35A Lightning II Joint Strike Fighters, which will eventually replace the upgraded F-4EJ Kai Phantom II aircraft currently in service. The government reportedly wants to buy more F-35s, with some suggesting it's looking at the short-takeoff-and-vertical-landing F-35B to equip the flight decks of its helicopter destroyers of the Japan Maritime Self-Defense Force. Export challenges Under Prime Minister Shinzo Abe, Japan has ended its ban on defense exports, which his government sees as a way to boost Japan's economy. Japanese defense companies have and continue to pursue several international acquisition programs ranging from Australia's requirement for submarines to France and Germany's requirement for new maritime patrol aircraft. However, these export opportunities have presented their own set of challenges, not least the fact that Japanese companies lack the savvy of their more-experienced competitors at the higher end of the global arms market, and that they're being priced out by cheaper alternatives at the lower end. And despite their undoubted quality, Japanese offerings are sometimes hindered in the export market by the domestic market's bespoke requirements. In the case of the C-2, there were no requirements for the aircraft to conduct operations on short or poorly prepared airstrips, and this is likely to hurt its prospects in New Zealand, which is seeking airlifters for both strategic and tactical airlift missions. In this case, the ability to operate from poorly prepared runways is important given the Royal New Zealand Air Force conducts regular operations to South Pacific islands, particularly on humanitarian assistance and disaster response missions in the aftermath of natural disasters. Newsham noted that despite the recent loosening of restrictions, there has not been significant effort by Japanese companies to dive into the international defense market, as most major Japanese companies don't consider the defense business to be profitable. Other sources in Japan who are familiar with the industry have corroborated that view in speaking to Defense News.     Andrew Chuter LONDON — The British military and government must “fundamentally change” the way they counter the political and military ambitions of authoritarian rivals, or risk being overwhelmed, warned the country's top soldier. Gen. Nick Carter's speech at the Policy Exchange think tank Sept. 30 coincided with the publication of Britain's new “Integrated Operating Concept.” The chief of the Defence Staff said key changes backed by the concept include improved integration of effort across government and with allies, equipment modernization, and constant competition with adversaries below the threshold of war. The concept says the strategy rethink “represents the most significant change in UK military thought in several generations. It will lead to a fundamental transformation in the military instrument and the way it is used.” Carter said one of the “big ideas” in the operational concept was that it makes a distinction between “operating” and “war fighting." “In an era of persistent competition, our deterrent posture needs to be more dynamically managed and modulated. This concept therefore introduces a fifth 'C' — that of competition — to the traditional deterrence model of comprehension, credibility, capability and communication,” he said. “This recognizes the need to compete below the threshold of war in order to deter war, and to prevent one's adversaries from achieving their objectives in fait accompli strategies, as we have seen in the Crimea, Ukraine, Libya and further afield. “Competing involves a campaign posture that includes continuous operating on our terms and in places of our choosing. Carter also identified the nature of the growing threat driving Britain to rethink its strategy. “Our authoritarian rivals see the strategic context as a continuous struggle in which nonmilitary and military instruments are used unconstrained by any distinction between peace and war. These regimes believe that they are already engaged in an intense form of conflict that is predominantly political rather than kinetic,” he said. “Their way of warfare is strategic, it is synchronized and systematic, and our response must be too.” The new concept comes ahead of the government's Integrated Defence Review, expected in the second half of November. The review is planned to bring together British policy thinking across defense, security, foreign policy and overseas development spending. Government ministers and advisers previously signaled the review would see the military effort pivot away from conventional military capabilities and move toward a greater focus on space, cyberspace and artificial intelligence. Carter's speech and the new strategy document are the best evidence to date of where the government's plan for change is heading. “We must chart a direction of travel from an industrial age of platforms to an information age of systems,” Carter said. “Some industrial-age capabilities will increasingly have to meet their sunset to create the space for capabilities needed for sunrise. The trick is how you find a path through the night. We know this will require us to embrace combinations of information-centric technologies. But predicting these combinations will be challenging." The concept identified some capabilities it expects will be in demand in the future, including smaller and faster capabilities to avoid detection; trading reduced physical protection for increased mobility; an increasing dependence on electronic warfare; stealth technology; and evermore sophisticated networks of systems. Carter made no mention of how the cash-strapped country will find the resources for a strategy rethink that requires substantial spending in sectors like space and cyberspace. Analysts here reckon the early disuse of conventional capabilities, like much of the main battle tank force, may be one way of balancing the books. Last week, the Ministry of Defence confirmed it is considering cutting an order to buy five Boeing Wedgetail command-and-control aircraft to three platforms as part of its cost-cutting effort. Completion of the new aircraft expected around 2030. The new operating concept document said it's impossible to immediately abandon the current force structure and create a bespoke one from scratch, noting that important operations must continue and that legacy programs and platforms should retain utility.
