WASHINGTON — The U.S. Army is freeing up another $10 billion to apply to its top priorities in its next five-year budget plan, according to the service's undersecretary.
“We are about to slap the table on the [program objective memorandum] here by no later than the middle of June,” Ryan McCarthy told a group of reporters during a May 29 media roundtable in his office.
As part of a rigorous review of programs and spending, the Army set out to find $10 billion within the budget that could be reallocated toward priorities in its fiscal 2021-2025 program objective memorandum.
The money shook out through another round of what the Army informally calls “night court,” a review process that freed up $30 billion in the last budget cycle to get ambitious modernization programs off the ground.
The night court process was inspired by similar reviews conducted under Robert Gates when he was defense secretary. Rather than make $182 billion worth of decisions in a few hours, the process is meant to establish a deliberate route to applying funds against priorities, McCarthy said.
For example, if a program didn't contribute to a more lethal battlefield or to one of the Army's six modernization priorities, it was canceled or downsized.
The Army set up a new four-star command — Army Futures Command — last year to tackle the service's top six modernization priorities: long-range precision fires, the next-generation combat vehicle, future vertical lift, the network, air and missile defense, and soldier lethality.
The review was conducted with the Army chief, vice chief, secretary and undersecretary at the head of the table last summer. But this year, to establish a more sustainable model, leadership fell to the major four-star commands and civilian heads in charge of major offices like acquisition and manpower.
“Every dollar counts in this environment,” McCarthy said. “And so what we've done is we've realized that it's not a sustainable model to have the entire Army leadership hunkered down every summer, but should delegate to the appropriate echelon of authority.”
Only the most difficult decisions will be brought to the top four Army leaders, he added.
When it comes to finding another $10 billion across the five-year planning period to apply to priorities, McCarthy said, “we are in very good shape there.”
The Army is also working to shift spending so that 50 percent is applied to new programs and 50 percent to legacy systems in the FY24-FY25 time frame. In FY17, the Army was applying 80 percent to legacy programs and 20 percent to bringing on new capabilities.

By: Jeff Martin WASHINGTON —The U.S. Air Force's light-attack experiment is set to get a lot bigger, with the service considering adding drones, helicopters and more sophisticated aircraft to the mix in the future, the service's top general told Defense News. “What is the right mix of fixed wing, rotary wing, manned and unmanned that can do the business of light attack?” Goldfein said in an exclusive Jan. 26 interview. “What is the right mix and how do we bring allies and partners in right now with us — not just periodically parachute in — but how do we expand this experiment to bring them into the tent with us?” While the Air Force is still finalizing its strategy on light attack, Goldfein's comments hint that a lack of interest by partner nations may have shaped the decision not to press aheadwith a program of record late last year. The Air Force was set to issue a request for proposals in December for a light-attack platform. The competition would been open to only the Embraer-Sierra Nevada Corp. A-29 Super Tucano and the Textron AT-6 Wolverine, two fixed-wing turboprops that the service said were best suited to meet the needs of the program. But now, other aircraft could be joining them. Goldfein said the Air Force chose not to release that RFP for two reasons: ongoing budget uncertainty and the desire to expand the parameters of what the service is seeking. “For us to issue an RFP when we didn't [know] what the budget was ... and setting an expectation that we're ready to go into source selection when we're still working our way through the strategy, in my mind, would have been irresponsible," Goldfein said. “I've talked to both of the CEOs involved, and we want to make sure we strengthen the partnership and build it as we go forward.” Goldfein added that light attack was not something that was central to what the Air Force needed, saying that it would only be funded if the money is available in upcoming budgets. Increasing interoperability has been a longtime goal of the light-attack experiments, but it appears to have taken on new importance as the experiment potentially moves forward. Goldfein and other Air Force officials have spoken at length about the potential benefit of a common, off-the-shelf attack aircraft that could be purchased by countries that can't afford the F-16, but still want to deepen ties with the U.S Air Force. Over the course of the effort, foreign delegations have been invited to observe flight demonstrations of the A-29, AT-6 and other previous contenders at Holloman Air Force Base, New Mexico. However, not all nations could want a turboprop aircraft like the A-29 or AT-6. “Some countries, it actually would be better to have an unmanned option. Tony Osborne The UK declared the F-35 operational even though the fleet was suffering from availability, infrastructure, logistics and security issues, auditors have revealed. The UK National Audit Office (NAO) found that the December 2018 initial operating capability (IOC) from land bases was granted with 67 exceptions, with almost one-third of those still yet to be resolved more than a year later. It is not clear on how many criteria IOC (Land) was judged. In its report studying how new capabilities are delivered into front-line operations, the NAO reported that in the run-up to the milestone there had been delays in the provision of synthetic training facilities. This impacted the availability of pilots and maintainers, while operational availability of the aircraft “hampered the ability to deliver training.” The report appears to confirm the reasons behind a 34-day flying break by the UK-based fleet in the late summer of 2018 reported by Aerospace DAILY. Plans to use simulators for training have been frustrated by “technical difficulties and delays in security vetting.” The NAO said the UK Ministry of Defense is able to use exemptions when bringing a new capability into service. Capabilities that do not meet specifications but are deemed good enough would be given an exemption. The NAO also says that IOC acceptance criteria for the F-35 was not finalized “until several years” after business case approval in the second half of 2017. Exemptions arose from “not being able to demonstrate deployability through a planned exercise,” because of aircraft availability, a reliance on contractors for mission support because of a lack of trained Royal Air Force personnel, and a lack of access to mission support training facilities in the U.S. Another challenge was an inability to program aircraft with UK mission data independently of the U.S. This has since been addressed with the opening of the Australian, Canadian and United Kingdom Reprogramming Laboratory (ACURL) at Eglin AFB, Florida, which was declared operational in February. The NAO notes that some 20 of the exemptions had still not been resolved as of last month. But the NAO says the Royal Air Force and Royal Navy have made progress in the areas of training personnel and logistics. The UK now has 15 F-35Bs based in the country flying with front-line unit 617 Sqdn. and with 207 Sqdn, a training unit. Since their arrival to the UK, the aircraft have been deployed to Cyprus and flown operational missions in the Middle East. They also recently took part in a Tier 1 Red Flag exercise with Five Eyes partners Australia and the U.S. A Lockheed Martin spokesman said that while it was for the customer to answer questions concerning IOC, “the F-35 program globally continues to mature, and Lockheed Martin has made significant steps in terms of reliability and aircraft availability, with the global fleet averaging greater than 65% mission-capable rates and operational units consistently performing near 75%.” Questions to the UK Ministry of Defense had not been answered at the time of publication. https://aviationweek.com/defense-space/budget-policy-operations/uk-declared-f-35-operational-despite-issues-auditors-say
