La révolution et les évolutions apportées par l'intelligence artificielle ne sont plus à démontrer. Dans le monde civil comme militaire, algorithmes et IA viennent apporter un complément d'information et représentent une plus-value, d'autant plus incontestable dans le domaine militaire. L'ensemble des armées du monde ont bien compris la nécessité de se tourner vers le big data et l'IA afin d'innover et de parvenir à conserver une supériorité opérationnelle sur l'adversaire. Les stratégies d'IA appliquées à la défense se multiplient et s'accompagnent généralement de réflexions sur les questions éthiques, dans un contexte occidental où l'emploi de SALA est vivement critiqué. Compétition internationale. Market Forecast a consacré une étude à ce sujet, et est venu analyser les impacts de l'IA au domaine de la Défense. C'est-à-dire aussi bien les apports pour les armées que la façon dont les travaux sont menés par les industriels. Nommé « Artificial Intelligence will arm defense contractors for global growth », ce rapport met en avant la façon dont les Etats se sont tournés vers cette nouvelle technologie afin de venir compléter les moyens de leurs armées. « Des nations comme la Chine ou la Russie réalisent des investissements substantiels dans l'IA pour des applications militaires, venant parfois poser des questions au regard du droit international et des droits humains », peut-on lire dans le rapport de Market Forecast. Des investissements visant ainsi à concurrencer les pays membres de l'OTAN, qui se sont eux aussi tournés largement vers l'intelligence artificielle afin de renforcer les capacités de leurs plateformes. Volet industriel. Mais l'adoption de l'IA dans les technologies de défense vient également questionner le tissu industriel. Selon Market Forecast, dans une grande majorité des cas, les Etats devront se tourner vers de nouvelles entreprises, plus petites et souvent non issues du secteur de la Défense afin de pouvoir se doter d'algorithmes performants. « Par exemple, aux Etats-Unis, plus de 60% des contrats tournés vers l'IA, inscrits dans le budget présidentiel de l'année fiscale 2017, sont menés par des acteurs non traditionnels de la Défense et des petits fournisseurs », rapporte Market Forecast. S'il n'y a aucun doute sur le fait que les géants de la défense et fournisseurs historiques continueront à mener leur activité, beaucoup s'appuieront donc sur de plus petites structures, spécialisées, afin d'intégrer la brique IA. En France, on peut ainsi penser à la petite entreprise EarthCube, qui malgré sa taille réduite et son jeune 'ge fait fortement parler d'elle et est parvenue à décrocher d'importants contrats dans la défense. Elle en a même fait son cœur d'activité. A l'avenir, les géants de la défense devront donc marcher aux côtés des plus petits et apprendre à collaborer avec ces structures qui portent elles aussi l'innovation.     US and UK navies prepare to sign agreement to merge future tech work

Larter and Andrew Chuter WASHINGTON – The U.S. Navy and British Royal Navy are preparing to more closely align their futures in a whole host of warfare areas, the U.S. chief of naval operations announced Tuesday. The U.S. Navy's chief of naval operations and First Sea Lord Adm. Tony Radakin intend to “sign a future integrated warfighting statement of intent that sets a cooperative vision for interchangeablty,” CNO Adm. Mike Gilday announced at the virtual Atlantic Future Forum, being held on board the RN's new aircraft carrier Queen Elizabeth. “We will synchronize pioneering capabilities, strengthen operating concepts and focus our collective efforts to deliver combined sea power together. By organizing our cooperation on carrier strike, underwater superiority, navy and marine integration and doubling down on future war fighting like unmanned and artificial intelligence, we will remain on the leading edge of great power competition.” It is unclear what the specifics of the statement of intent will be, but the U.S. and Royal navies have been focusing heavily in recent years on aligning its capabilities to be useful to each other in combined maritime operations. The message from both navies is that this will continue into the future. Throughout the Royal Navy's effort to get the Queen Elizabeth ready for deployment, the U.S. Navy and Marine Corps have been working closely with the service, training British pilots on the F-35B and getting the ship certified to operate them. The Marine Corps' Fighter Attack Squadron 211 embarked on Queen Elizabeth earlier this month during the ship's group exercise ahead of a deployment next year. The Marines will also mix in with Royal Air Force F-35Bs during the QE's 2021 deployment. In remarks at the forum, Radkin echoed Gilday's remarks, saying the two forces needed to continue to work to align efforts. “Throughout our careers we have had a drive for interoperability with allies,” Radkin said. "But increasingly it feels to us that bar has to be raised. ... The obvious example is the U.S. Marine jets on board the QE carrier. That is an obvious example of interchangeability. “So, we are trying to drive a new standard. Partly to drive all of us to strengthen our interoperability but to go even higher and recognize that interchangeability is going to be an even stronger feature in the future.” Radkin said the services would focus on four areas to grow this “interchangeability”: undersea warfare; carrier operations; aligning the efforts of the U.S. Marine Corps and Navy to become a cohesive fighting unit; and on advanced warfighting programs such as artificial intelligence and cyber. The United Kingdom is in the middle of an integrated defense review, initiated after Boris Johnson was elected prime minster. It was interrupted during the onset of the COVID-19 outbreak but appears to be running again. The review could have sweeping impacts on the British defense budget, but it is unclear where the budget ax will fall.     The Pentagon will solicit its first mesh network in space May 1

    Nathan Strout and Valerie Insinna The Space Development Agency plans to award contracts for a mesh network in space this August, with the expectation that an initial batch of 20 satellites will be placed on orbit during summer 2022. The agency expects to release a request for proposals for the contracts May 1. The announcement came during an industry day the agency hosted over the phone April 2. The industry day was originally slated to take place during the 36th Space Symposium in Colorado Springs April 2, however, after that event was cancelled due to the circumstances with COVID-19 the agency opted to hold a virtual industry day instead. According to SDA Director Derek Tournear, 580 people called in for the event. That first batch will include 20 satellites and will comprise what Pentagon leaders are calling Tranche 0 of the SDA's Transport Layer, a mesh network of satellites operating primarily in low earth orbit and will be able to connect space-based sensors to the war fighter. According to Tournear, the agency has six goals for its Trache 0 Transport Layer: Demonstrate low latency data transport to the war fighter over the optical crosslink mesh network. Demonstrate the ability to deliver data from a space sensor to the war fighter via the Transport Layer. Demonstrate a limited battle management C2 functionality. Transfer Integrated Broadcast System data across the mesh network to the war fighter Store, relay and transmit Link-16 data over the network in near real time. Operate a timing signature independent of GPS references to the US Naval Observatory. Following Tranche 0, the SDA plans to continuously upgrade and add to its on orbit constellation in two year cycles, with Tranche 1 coming online in FY2024, Tranche 2 supplementing the system in FY2026. The SDA will procure two types of satellites for Tranche 0, with one main difference being that one set of satellites will have enough optical intersatellite links to communicate with other satellites operating in LEO and satellites in medium earth orbit or geosynchronous orbit, while the other will only have enough to communicate with other satellites in LEO. The agency is tasked with building the National Defense Space Architecture, which will be made up of hundreds of satellites operating in low earth orbit providing a multitude of missions, from tracking hypersonic weapons to providing alternative position, navigation and timing data. The Transport Layer will serve as the backbone of the NDSA, connecting the various satellites to each other and to the war fighter. And according to Tournear, the Transport Layer will provide the key space network component to the Department of Defense's Joint All-Domain Command and Control. “The transport layer, which is what the draft RFP and the industry day was talking about today, is going to be the unifying effort across the department. That is going to be what we use for low latency (communications) to be able to pull these networks together, and that, in essence, is going to be the main unifying truss for the JADC2 and that effort moving forward. That is going to be the space network that is utilized for that,” explained Tournear. The agency released the draft RFP March 26. The SDA is soliciting feedback on the draft RFP for Tranche 0 through April 17 and plans to release the full RFP May 1.
