    The US Navy’s modernization rush must not harm mine countermeasures

Rob Wittman As the world continues to grapple with the COVID-19 pandemic, we are reminded that even in a time of unprecedented technological growth and development, simple and primitive threats have the ability to radically alter our way of life. In spite of astonishing medical advancements, some threats, unfortunately, remain timeless. Many people have drawn comparisons between the current coronvirus pandemic and the Spanish flu pandemic of 1918. The Spanish flu was caused by an H1N1 virus that was first identified in the United States in military personnel in the spring of 1918. It would eventually infect one-third of the global population, killing approximately 675,000 people in the United States and an estimated 50 million people worldwide. All of this was happening in the midst of the “war to end all wars” — World War I. While the homeland was battling the flu pandemic, the U.S. Navy was battling the U-boat threat in the Atlantic. In World War I, German submarines sank almost 5,000 ships, most of them merchant vessels. To help counter the U-boat threat, the United States and the United Kingdom embarked on an unprecedented and ambitious project: the construction of the North Sea Mine Barrage — a 230-mile-long underwater barrier of sea mines stretching from Aberdeen, Scotland, to Ekersund, Norway. The effort was a marvel of modern manufacturing, producing 1,000 sea mines every day. Over five months, the allies eventually laid over 70,000 sea mines, helping to contain the U-boat threat and protect allied shipping. As a second wave of the flu pandemic raged across the globe, World War I finally came to an end in November 1918. The American and British navies now had the task of cleaning up 70,000 live sea mines in the unforgiving North Sea. These primitive mines were anchored to the bottom of the sea, and the U.S. and U.K. had the advantage of knowing precisely where they were located because they had laid them. Despite those advantages, it took 82 ships and over 4,000 men — 10 times the assets that were required to lay the mines — to clean up the North Sea Mine Barrage. After almost a year of mine-clearing efforts, the operation was declared complete. Navy studies would later reveal that only approximately 40 percent of the American mines had actually been cleared, and mines continued to wash ashore for years after the end of the war. Fast forward a century and sea mines have proliferated around the world. Since the end World War II, sea mines have damaged or sunk four times as many U.S. Navy ships as any other method of attack. U.S. adversaries have paid attention. Russia was a pioneer in mine warfare and is estimated to have as many as 250,000 sea mines in its inventory. China is not far behind, with an inventory of around 100,000, including some of the world's most advanced mines. China has hundreds of mine-capable ships and aircraft, and could deploy thousands of mines a day during a conflict. To counter the mine threat, the U.S. Navy relies on 11 wooden-hulled Avenger-class mine countermeasures ships, 31 MH-53E Sea Dragon helicopters and a handful of explosive ordnance disposal platoons. The Navy wants to retire both the Avengers and Sea Dragons by 2025, while efforts to field any replacement capability have continued to falter. While the U.S. Navy has focused its research and funding on countering emerging threats such as advanced radars and hypersonic missiles, a time-tested threat waits patiently in the waters around the globe; and if we ignore the lessons of history, a centuries-old technology could lead to our defeat. Mine warfare, like public health, is an area that rarely attracts attention or significant investment until a crisis emerges. We should not wait until American lives are in peril before we take action. We need to change course immediately. First, the Navy must maintain its existing mine countermeasures forces until a credible replacement is fielded. Second, the Navy must make a significant investment to recapitalize the mine countermeasures force both in time and quantity to deliver a credible force. Unfortunately, the Navy has spent billions of dollars and wasted precious years pursuing a mine countermeasure module program that, even if it worked as advertised, would have neither the capability nor the capacity to effectively counter an enemy mine threat anticipated in our National Defense Strategy.     By: Vivek Raghuvanshi NEW DELHI — India on Tuesday announced the selection of domestic and foreign defense companies for the construction of six diesel-electric submarines with air-independent propulsion technology as part of an effort worth more than $7 billion. The submarines will be manufactured in India under the Navy's P75I program and guided by the Ministry of Defence's Strategic Partnership model, which aims to build indigenous capabilities, a senior ministry official told Defense News. Two domestic shipyards companies — state-owned Mazagon Dock Shipbuilders Limited and private sector firm Larsen & Toubro — were shortlisted to collaborate with five overseas original equipment manufacturers — Rubin Design Bureau of Russia, Naval Group of France, Navantia of Spain, ThyssenKrupp Marine Systems of Germany, and Daewoo Shipbuilding & Marine Engineering of South Korea. “The defence acquisition council approved the shortlisting of Indian strategic partners and potential original equipment manufacturers (OEMs) who would collaborate to construct six conventional submarines in India,” the MoD said in a statement. An expression of interest was issued in June 2019 to four domestic companies: Mazagon; Larsen & Toubro; Reliance Naval and Engineering Limited; and a consortium of Hindustan Shipyard Limited and Adani Defence. An internal MoD committee rejected the Hindustan-Adani Defence bid because it did not meet eligibility requirements, and the ministry noted that Reliance Naval and Engineering did not meet financial requirements. A separate, restricted expression of interest was issued in July 2019 to the five foreign OEMs as well as Saab of Sweden. Saab chose not to participate in the program, citing lack of clarity. For the P75I program, the Rubin Design Bureau is offering the Amur 1650 submarine; France is offering the Scorpene 2000; Navantia has offered the S-80-class sub; TKMS offered its HDW class 214; and Daewoo is offering its KSS-III. The MoD official said submissions were accepted in September and selection done early this month. A senior Indian Navy official said the OEMs must provide full technology transfer of critical systems of the submarines such as air-independent propulsion technology, sensors, and communication and electronic warfare suites. They must also help establish a domestic supply chain for spare parts and material as well as assist in training the local labor force, the official added. The OEMs are free to set up joint ventures or equity partnerships, or make royalty arrangements with Indian prime partners and other domestic suppliers. Another MoD official said a request for proposals will be issued to two shortlisted Indian companies who will set up a technical partnership with one of the five shortlisted OEMs and submit both financial and technical bids by the end of 2020. Thereafter, the technical and financial bids will be evaluated, with final selection expected in mid-2022. The selection will be made based on the lowest price offered, he added. Under the P75I program, the submarines must be made up of 65 percent indigenous material. The MoD said any contract between an Indian strategic partner and a foreign OEM must include provisions for the protection of classified information.     Louis Neveu Lors du salon aéronautique Avalon 2019 en Australie, Boeing a dévoilé la maquette d'un futur drone militaire omnirôle. Doué d'intelligence artificielle, ce Boeing Airpower Teaming System pourrait épauler un véritable avion de chasse. Actuellement en Australie, près de Melbourne, se tient le salon professionnel aéronautique international Avalon 2019. C'est sur cet équivalent du salon du Bourget destiné à la zone Asie-Pacifique que Boeing vient de dévoiler son projet Airpower Teaming System. Il s'agit d'un drone à vocation militaire doté d'intelligence artificielle. Sur le stand de Boeing, une maquette de cet appareil, dont le concept sera baptisé Loyal Wingman, dévoilait des lignes conçues pour atténuer la signature radar de l'appareil. Cet avion sans pilote de 11,7 mètres de longueur disposera d'un rayon d'action d'environ 3.700 kilomètres. Ses missions seraient multiples : reconnaissance, renseignement et surveillance. Flexible, modulable, économique Il devrait également accompagner les avions de combat en soutien. Ainsi, le patron de la recherche chez Boeing a expliqué que quatre à six de ces avions pourront évoluer aux côtés d'un F/A-18 Super Hornet, l'avion de combat majoritaire des forces aériennes royales australiennes. Dans cette situation, en plus de pouvoir être télécommandé à partir du sol ou en l'air, l'appareil serait boosté par de l'intelligence artificielle pour pouvoir évoluer de façon autonome en sécurité lors des formations de vol serrées. Boeing expliquait également que pour réduire les coûts, l'avion sera propulsé par un seul réacteur provenant de l'aviation civile. Avec une telle motorisation, pour le moment, il est donc difficile de savoir quelles pourraient être ses limites en accompagnement d'un véritable avion de chasse. L'appareil sera développé entièrement par la filiale australienne de Boeing. Pour l'avionneur, ce sera d'ailleurs le plus grand budget consacré à un programme de drone en dehors des États-Unis. Ce développement sera soutenu par un investissement de près de 30 millions de dollars américains de la part du département de la défense du pays.
