    DARPA wants to connect human brains and machines

    By: Daniel Cebul WASHINGTON ― As unmanned platforms, cyber systems and human-machine partnering become more prevalent in 21st century war fighting, the effectiveness of combat units will be determined by how quickly information can be processed and transmitted between air-breathers and machines. To achieve the high levels of brain-system communication that will be required on future battlefields, the Defense Advanced Research Projects Agency has launched a new program to develop a noninvasive neural interface that will connect soldiers with technology. The goal of the Next-Generation Nonsurgical Neurotechnology (N³) program is to “pursue a path to a safe, portable neural interface system capable of reading from and writing to multiple points in the brain at once,” according to Dr. Al Emondi, a program manager in DARPA's Biological Technologies Office. “We're asking multidisciplinary teams of researchers to construct approaches that enable precise interaction with very small areas of the brain, without sacrificing signal resolution or introducing unacceptable latency into the N3 system.” Although technologies that allow for high-quality brain system communications exist today, these invasive techniques are not a practical solution for ubiquitous man-machine communication. Before soldiers can communicate with their R2-D2 units, DARPA scientists must overcome several significant scientific and engineering challenges. The most significant challenge, according to a DARPA press release, will be overcoming the physics of scattering and weakening of signals as they pass through skin, skull and brain tissue. If this initial challenge is surmounted, the focus of the program will shift to developing algorithms for encoding and decoding neural signals, evaluating system safety through animal testing and ultimately asking human volunteers to test the technology. While communication neurotechnology has a stronger foothold in science fiction than reality, Emondi believes devoting resources to the enterprise will spur breakthroughs. “Smart systems will significantly impact how our troops operate in the future, and now is the time to be thinking about what human-machine teaming will actually look like and how it might be accomplished,” he said. “If we put the best scientists on this problem, we will disrupt current neural interface approaches and open the door to practical, high-performance interfaces.” DARPA wants the four-year project to conclude with a demonstration of a bidirectional system being used to interface human-machine interactions with unmanned platforms, active cyber defense systems or other Department of Defense equipment.     By Anthony Capaccio Boeing Co. has been cited by the Pentagon's contracts management agency for an increase in incidents of damage to military aircraft or components at three of its facilities. The citation from Army Lieutenant General David Bassett, director of the Defense Contract Management Agency, cited “recent negative trends” in mishaps at Boeing's facilities in Seattle, San Antonio and Mesa, Arizona, “that far exceeds historical rates” and are “not consistent with expected performance.” The results could include damage from parts falling off a cart during transportation or too little overhead “clearance when maneuvering the aircraft or ground support equipment resulting in repairs needing to be made,” Matthew Montgomery, a spokesman for the contracts agency, said in an email. “Our analysis of mishaps indicates a disproportionate number of events occurring at Boeing facilities” since 2018 involving aircraft or parts damaged before delivery to the military, Bassett told Leanne Caret, chief executive officer of Boeing's defense unit, in a previously undisclosed June letter obtained by Bloomberg News. The mishaps add to other indications of challenged performance at units of Chicago-based Boeing, the No. 2 defense contractor after Lockheed Martin Corp. They include problems with parts quality for Apache AH-64 helicopters that led to a recent halt in delivery that's still in effect and a wide-ranging Army-led inspection of the Mesa facility. In addition, Boeing is still struggling to deliver a KC-46 refueling tanker that meets refueling system specifications nine years after the company won the contract. Earlier: Boeing's Arizona Chopper Plant Under Scrutiny by Army Mishaps at Boeing facilities increased from 18% of those tracked by the defense contracts agency for large aviation contractors in fiscal years 2017 and 2018 to 38% in 2019. As of June, they stood at 50%, far exceeding “levels observed in other large DoD aircraft contractors of similar scope over the same time period,” Bassett wrote. The issues included a lack of procedures, a failure to follow those in place and “inattention or supervisory factors” that “contributed to the majority of these mishaps,” Bassett wrote. Of particular concern was Boeing's Seattle facility, where 66% of the company's fiscal 2020 mishaps occurred, he wrote. Since the letter, “Boeing leadership and their employees have responded well” and “have initiated changes that should lead to better quality and mishap outcomes,” Bassett said in a statement. “We look forward to those changes demonstrating enduring improvements in quality and mishap reduction that will improve the products we receive.” Boeing spokesman Todd Blecher said the company didn't have a comment on the Bassett letter. Montgomery, the contracts agency spokesman, said that Boeing ranks in the top three of the 13 major aviation contractors tracked for reported mishaps over fiscal 2019 and 2020. “Each mishap is unique and some mishaps are still under investigation,” Montgomery said. “Some mishaps represent a failure to follow a procedure or take necessary preventative action.” During the time period reviewed, Boeing had five reportable mishaps in fiscal 2017 and four in fiscal 2018, he said. “They are currently sitting at 11 mishaps for fiscal 2020.” https://www.bloomberg.com/news/articles/2020-11-24/boeing-dinged-and-damaged-military-aircraft-pentagon-complains

    Hypersonic threats need an offense-defense mix

    By: Melanie Marlowe Next week, people from across the missile defense community will gather at an annual symposium in Huntsville, Alabama, to consider how to adapt U.S. missile defense efforts to the challenge of renewed competition with Russia and China. A centerpiece of their discussions will be the emergence of advanced hypersonic missile threats and what to do about them. Over the past few years, the Pentagon has prioritized the development of offensive hypersonic strike weapons, with billions of dollars in contracts already awarded for each of the major military services to acquire hypersonic strike missiles of their own. The counter-hypersonic mission, however, received surprisingly short shrift in recent defense budgets, with progress on hypersonic defense thus far piecemeal and halting. Some leading military officials charged with procuring hypersonic strike missiles have said that defending against hypersonic missiles is too hard, so we shouldn't even try. That short-sighted approach is at odds with the vision of newly confirmed Secretary of Defense Mark Esper, who stated to Congress that he will advocate hypersonic missile defense, to include the development of new sensors, interceptors, and advanced command-and-control systems. Public commentary on hypersonic threats has been somewhat hyperbolic. Yes, hypersonics are fast — five or more times the speed of sound — but that's slower than many ballistic missiles. Aerodynamic maneuver makes for a less predictable flight path, but this also means that atmospheric friction would remove the kind of decoys that might accompany a ballistic reentry vehicle. Whether a boosted glide vehicle, a scramjet cruise missile or a maneuverable quasi-ballistic missile, hypersonics pose a complex air defense challenge, but they are not invulnerable. The strategic significance of hypersonics is nevertheless quite real. Today's Patriot, Terminal High Altitude Area Defense and Aegis defenses protect American carrier groups and ground forces against aerial and ballistic missile attack. Designed to go around or under those defenses, hypersonics are a more sophisticated means to hold forces at risk, and thereby undermine our broader defense goals and alliance system. Even if the United States catches up with the Chinese and Russians on hypersonic strike, our adversaries' ability to hold U.S. carriers and forward bases at risk will push back U.S. forces. They could certainly also be used to target the American homeland, but the more urgent threat is regional. Passive defense only goes so far — ships can only go so fast, and air bases cannot be moved. Active defenses must be part of a balanced strategy. The first priority here is a space sensor layer. Unlike ballistic missiles, hypersonic missiles fly at lower and changing altitudes, are harder to see, and travel an uncertain flight path. Current early warning satellites can detect the launch of boost-glide vehicles but are unsuited to tracking them during the glide phase. Today's surface-based ballistic missile radars would only be able to spot a weapon once it crosses the horizon. Only space sensors can provide birth-to-death, fire-control quality tracks for hypersonic missiles. Unfortunately, recent budget requests have been rather tepid in their commitment to space sensors. The administration's 2020 request virtually divested the program, and for the second year in a row the Missile Defense Agency listed the space sensor layer as its No. 1 unfunded priority. Thankfully, Congress seems to be in the process of restoring $108 million to return the program to the MDA to move out on development this year. The second element of hypersonic defense is interceptors. Although existing interceptors may well be improved, Secretary Esper has affirmed that new interceptors will have to be developed that are better suited to the mission's stressing thermal and high-maneuver environment. The MDA's third-highest unfunded priority for 2020 — $720 million for hypersonic defense — seems unlikely to be restored this year, but should be restored in the 2021 budget. Directed-energy weapons could potentially target hypersonic threats in their cruise phase or jam them in their terminal phase, but the mission's complexity will almost certainly require both kinetic and nonkinetic effectors. The most challenging element will be developing a command-and-control architecture that ties everything together. A long-range hypersonic glide vehicle of significant range could cross continents and multiple combatant commands. Even with better interceptors and an adequate sensor layer, information and fire-control solutions must be developed and rapidly passed to commanders. The Command and Control, Battle Management, and Communications network that supports the Ballistic Missile Defense System may be the foundation of such an architecture, but more dramatic upgrades will be required. The advent of the hypersonic era is central to the efforts by Russia and China to counter U.S. power projection in the world. The Pentagon's recent focus on hypersonic strike is necessary but insufficient.
