    Christopher Reynolds, The Canadian Press On a crisp day in early March, Tony Boemi looks out on the stacked shipping containers that stretch into the horizon of the 26 kilometre-long Port of Montreal. "We've been going up tremendously," the port authority vice-president says. Traffic at Canada's second-largest port rose nine per cent in 2018 to the equivalent of more than 1.6 million 20-foot containers for the fifth straight year of record volumes, prompting concerns the docks will be overloaded by 2022. Vancouver and Halifax, the largest and third-largest ports, respectively, also saw record container traffic last year. "I'd be lying if I said we weren't struggling with managing the sudden surge," Boemi says. Driving the boom is Canadian demand for clothing, appliances and other consumer products made in Asia, as well as a new free trade agreement with Europe. However, the surge in traffic comes with a downside: The additional containers present an opportunity for criminals to capitalize on limited law enforcement resources and hide more contraband among the legitimate goods. Bud Garrick, an investigator with Presidia Security Consulting and former deputy director-general of the RCMP's criminal intelligence service, said imported drugs and exported stolen cars constitute the biggest smuggling problem, with authorities nabbing only a small fraction of the spoils. "Marine ports are an attractive environment for individuals with ill means and mind to smuggle things into Canada," he said. "The amount of cargo -- shipping containers -- that moves in and out of ports is phenomenal...It's a magnitude problem." The criminal allure of ports is simple. Airports are under too much scrutiny, and air freight is costly. Overland smuggling does occur, but on a smaller scale. "Trying to intercept smuggled cargo at a port is expensive and disruptive, and you'll never have enough resources to catch most things through random screening," Peter Hall, an associate professor of urban studies at Simon Fraser University, said in an email. "Mostly 1/8the CBSA 3/8 focus on screening for terrorist and bio-hazards." A 2015 federal auditor general's report found that the Canada Border Services Agency "did not fully have the necessary authorities, information, practices and controls to implement its enforcement priorities and prevent the export of goods that contravene Canada's export laws." Just like legitimate trade, black market port activity works both ways. Incoming ships bring drugs such as cocaine and heroin, while outbound ships contain a growing number of stolen vehicles. "The most prolific is actually in Alberta," said Henry Tso, vice-president of investigative services at the Insurance Bureau of Canada. "A lot of the cars are being shipped from Alberta to various ports in Canada, mainly Vancouver." More than 25,000 vehicles were stolen in Alberta in 2018, part of a 50 per cent increase over the past five years that stems in part from overseas demand for high-end pickup trucks and SUVs. The thefts, which recent cases have linked to criminal organizations in West Africa, northern Europe, the Middle East and China, rely on human as well as technological flaws. "Certain docks, there are some you know are run by organized crime. Even in Quebec, like the Montreal ports, one terminal is clean, the other one is not clean," said Tso. "The major issue is corruption," said Anthony Nicaso, who has authored more than two-dozen books on organized crime. "There is no political will to fight organized crime," he said, "probably because money does not stink, so who cares -- money is money." Back at the Montreal port, Boemi estimates the CBSA thoroughly inspects about three per cent of containers that roll through the port. The CBSA declined to give statistics, but noted that screening devices such as gamma-ray detectors -- which sense radioactive material -- scan each container. "The CBSA requires marine carriers to electronically transmit marine cargo data to the Agency 24 hours prior to the loading of cargo at a foreign port. This requirement allows the CBSA to effectively identify threats to Canada's health, safety and security and take actions prior to cargo and conveyances leaving foreign ports," the CBSA said in an email. A Canadian Senate report from 2006 found that 15 per cent of stevedores and more than two-thirds of checkers who worked at the Montreal port had criminal records, along with more than half of the workers at an outside company contracted to pick up waste and maintain ships at the docks. In an effort to boost security, the Port of Montreal now requires that truckers with Transport Canada security clearance have their fingerprints scanned upon entry. The port and CBSA have signed on for a trial run of blockchain technology that aims to better secure and streamline freight shipping. Jean-Pierre Fortin, president of the Customs and Immigration Union representing some 10,500 CBSA employees, is not satisfied.     A cyber war has started and Canada isn't ready to fight it, says report

    Murray Brewster · CBC News Analysis says Canada lagging far behind its allies in responding to cyber warfare threat A new report questions how well prepared the Canadian military and the federal government are to fight a cyber war that, for all intents and purposes, has started already. The Canadian Association of Defence and Security Industries (CADSI), which represents major weapons and high-tech manufacturers, warns in a new report that, despite recent investments and policy papers, the country is lagging far behind its allies in preparing to fight a new kind of war. "The cyber threat to the Canadian Armed Forces (CAF) permeates domestically through vulnerabilities in critical infrastructure, combat systems and equipment, and extends to where the military is deployed abroad," said the association's report, released Thursday. "Russia have proven their ability to launch attacks that cripple critical systems in seconds or quietly collect intelligence for years. The CAF has only recently received approval to engage in active and offensive operations at scale (though specialized activity has been present for years)." 'A genuine sense of urgency' To compile the report, researchers at CADSI conducted 70 interviews with government and military officials, as well as defence industry leaders. Christyn Cianfarani, the association's president, said the feedback was frank. "There's a genuine sense of urgency for Canada to advance in this space," she said. Even if the public doesn't feel the country is vulnerable, she added, "we could stand to be vulnerable by not moving forward very quickly." The report comes just weeks after a House of Commons committee heard that online attacks on Canada's financial system and other key infrastructure could become far more destructive as more militaries around the globe get involved in cyber operations. That testimony came from security expert and former CIA analyst Christopher Porter, an executive at the U.S. cyber security company Fireeye, Inc. He said the west's imposition of sanctions on "some countries" has in the past been met with denial-of-service attacks on financial services websites, but those attacks have only been disruptive. "In the future, they may respond with destructive attacks," he testified on Feb. 6. Cianfarani echoed that warning. "I think, if you look, other nations are attacking Canada," she said. "Other nations aren't just attacking Canada in a short-game play. They are attacking Canada and trying to influence things in our country in a long-game play." The defence association report also took aim at the federal government's ponderous procurement system, noting that adversaries and allies have "demonstrated their ability to deploy new cyber capabilities in months or weeks, while the CAF remains burdened by a years-long and sometimes decades-long procurement cycle." Time to 'blow up' the procurement system? Cianfarani said the procurement system has to "be blown up" and "torn apart" when it comes to acquiring cyber equipment and services. It should take six months, not 10 years, to get those kinds of products into the hands of cyber operators, she added. Defence Minister Harjit Sajjan's office declined comment and referred CBC News to the Communications Security Establishment, which defends the federal government's networks. While CSE spokesman Evan Koronewski did not address the specific criticisms in the industry association report, he pointed to the creation of the Canadian Centre for Cyber Security, which brings "operational security experts from across the Government of Canada under one roof" — something that is expected to deliver a more unified approach. "Although we cannot speak specifically to the Cyber Centre's capabilities, we are confident our men and women have the tools they need to deliver on their mission," Koronewski said in an email. The study found "government and industry lack the mutual trust required to effectively collaborate in the cyber defence of Canada" and proposed a series of remedies. "This distrust has been sown over time through a history of unproductive engagements, limited communications and inadequate mutual understanding of each other's capabilities," said the analysis. The Council of Canadian Innovators has delivered a similar message to the federal government on many occasions over the last two years, but Cianfarani said she believes that the upcoming federal election and the possibility of interference in it — foreign or otherwise — will focus the attention of both the public and decision-makers. "I think around an election is probably when we have the loudest voice, and it's when we're probably, as a country, the most vulnerable," she said. The report pointed to other countries, such as the United States, where cyber defence strategies are primarily driven by industry, supported by the academic community and funded by the government without bureaucratic limitations. That lack of knowledge about a massive mega-project is unprecedented, according to the department's former top procurement official, and is further proof the Canadian Surface Combatant project has gone off the rails. The Department of National Defence revealed Feb. 1 that the delivery of the first surface combatant ship would be delayed until 2030 or 2031. The first ship was to have been delivered in 2025, according to DND documents. The five-year delay will cost taxpayers billions of dollars, but the specific amount has yet to be determined. DND now acknowledges that while there were indications in early 2020 the project schedule was slipping, it doesn't actually know when it was determined the Canadian Surface Combatant program was facing significant delays. “There was no specific month/year,” DND spokesperson Jessica Lamirande wrote in an email to this newspaper. “It was an evolving schedule that continued to shift.” But Alan Williams, the former assistant deputy minister in charge of procurement at DND, said that lack of insight by DND staff is dangerous. On major equipment procurements, every step should be documented, as bureaucrats could be called on to justify future spending decisions and overall management of a project, he said. “It's totally absurd they can't even say when they first determined this project would be delayed by five years,” said Williams. “Is that not the definition of a total loss of accountability and control?” The Canadian Surface Combatant (CSC) project would see the construction of 15 warships for the Royal Canadian Navy at Irving Shipbuilding on the east coast. The vessels will replace the current Halifax-class frigate fleet. However, the project has already faced delays and significant increases in cost, as the price tag climbed from an original $14-billion estimate to $26 billion and then to $70 billion. The parliamentary budget officer is working on a new report on the CSC cost, to be finished by the end of February. Each year of delay could cost taxpayers more than $2 billion, the PBO warned previously. Although the DND has a new delivery date for the initial ship in the fleet, that doesn't mean that the vessel will be ready for operations at that time. “We expect delivery of the first ship in 2030/2031, followed by an extensive sea trials period that will include weapons certification and the corresponding training of RCN sailors, leading to final acceptance,” Lamirande said. No dates, however, were provided on when that final acceptance of the first ship would happen. Troy Crosby, the assistant deputy minister of materiel at the DND, denied the CSC project is in trouble. “I wouldn't call it trouble,” he said in an interview with this newspaper in November. “Is it hard? Is it challenging work? Absolutely. But I wouldn't say we're in trouble.” Other defence analysts are arguing the CSC program is salvageable with better governance and oversight. But Williams said the CSC is like a train rolling down a hill without brakes. “You're heading for disaster and people are talking about improving governance,” he said. “That won't save this project.” Canada has yet to sign a contract to build the Type 26 ship proposed by the consortium of Lockheed Martin and BAE for the CSC. So far, taxpayers have spent $739 million preparing for the eventual construction, according to figures tabled with parliament. Australia and the United Kingdom also plan to purchase the Type 26. But the first ship, destined for the U.K., has yet to be completed. The Canadian government originally said it would only accept a winning bid based on a mature existing ship design or a ship already in service with other navies. That would eliminate technical risk, as the design would be a known and tested commodity. The Type 26 carries extra risk as its design has not yet been proven. Williams said Canada could build an initial three Type 26 ships and then purchase other warships based on a proven design at a much reduced cost.
