Top US Air Force general hopes for major KC-46 fix by March

WASHINGTON — After more than a year of deliberations, the U.S. Air Force is hoping to have a fix in hand for the KC-46 tanker's most critical technical problem by the end of March, the service's top general told Defense News in an exclusive interview.

The hope is for the Air Force and Boeing to sign off next month on a finalized design for the KC-46's Remote Vision System, or RVS — a series of cameras and sensors that allow its users to steer the aircraft's boom into a plane for aerial refueling.

“The fact [is] that we're in negotiations right now; I can't say anything that would affect those negotiations,” Air Force Chief of Staff Gen. Dave Goldfein said in a Feb. 18 interview.

“Here's what I will tell you: They're not stagnant in any way, shape or form. It's a very active dialogue. We're working on getting a serious fix,” he said. “We're looking for a serious fix on the table by the end of March, and we're going to be flying that fix and starting to test it by the end of this summer.”

For several years, the KC-46 program has grappled with a critical deficiency involving the RVS, which is manufactured by Rockwell Collins. Under certain lighting conditions, the imagery is difficult to see and sometimes distorted, making it difficult for operators to safely move the boom without scraping the aircraft receiving fuel.

Despite ongoing RVS problems, the service and Boeing came to a compromise in late 2018 that would allow the aerospace firm to begin delivering the KC-46 if the company would swallow the cost of fixing the system to the Air Force's specifications.

At the time, Boeing and the service agreed on nine performance areas where the Air Force wanted to see improvements, but the parties have been embroiled in debate for months over how to turn those into technical requirements that would allow Boeing engineers to make specific hardware and software changes to the RVS design.

The first tanker was delivered in January 2019, but months later in September, Air Mobility Command head Gen. Maryanne Miller said Boeing had made no progress on the RVS and that it would take three to four years before the KC-46 was technically mature enough to deploy.

Tensions culminated in January 2020 when Goldfein sent a letter to incoming Boeing CEO Dave Calhoun criticizing the company for “unsatisfactory” progress on the RVS despite having a year to make design changes.

“We require your attention and improved focus on the KC-46,” Goldfein wrote in the Jan. 9 letter, which was first obtained by Bloomberg News. “The Air Force continues to accept deliveries of a tanker incapable of performing its primary operational mission.”

Calhoun came to the Pentagon for a face-to-face meeting with Goldfein on Jan. 15. According to Goldfein, the meeting went well.

“[Calhoun] committed to me in the meeting that the KC-46 was his top priority and he was going to put the talent, the resources and whatever the company needed to do to get it on track, so now I'm holding him to his word,” Goldfein said.

“I don't want to go into too many details because we're in a pretty intense negotiation, but I've seen a behavior change,” he added. Goldfein declined to provide examples of specific improvements but said he had seen “a different level of intensity from the leadership at Boeing on getting a serious fix for the KC-46.”

In a statement to Defense News, Boeing said it valued its partnership with the Air Force and is committed to delivering a KC-46 that matches the service's expectations.

“We're engaged in productive discussions with the Air Force about enhancements for the KC-46 Remote Vision System. We expect those discussions will establish a collaborative plan through which we can improve the aircraft's already robust capabilities,” the company said.

Having a finalized RVS fix on the books could be crucial for defending the Air Force's fiscal 2021 budget. The service plans to retire 13 KC-135 and 16 KC-10 tankers in FY21, but Congress has been skeptical of making reductions to the Air Force tanker fleet when demand continues to outpace supply.

An agreed-upon fix could also bring some financial relief for Boeing.

The Air Force is currently withholding $28 million per aircraft upon delivery of each tanker with the hopes of inducing Boeing to arrive at an RVS fix sooner rather than later. However, officials have said the service would be open to rolling back the amount of money the service withholds if it sees progress.

According to the terms of Boeing's fixed-price contract for the KC-46 program, the company is responsible for all costs past the award's $4.9 billion ceiling. Boeing has already eaten more than $3 billion in cost overruns, and the final price of the RVS redesign is still unknown and will likely trigger further penalties.

So far, 31 KC-46s out of the 179 planned for purchase have been delivered to the service. The Air Force indicated in 2019 that it would take three to four years to develop a fully functioning RVS.

For the first time in 12 years, Boeing executives expect the company's defense and space unit to outperform its commercial airplane business, which is reeling from coronavirus and 737 Max losses. Boeing's defense business has not outperformed its commercial side since 2008, when the commercial market was still recovering from post-9/11 declines and U.S. defense spending spiked during the wars in Iraq and Afghanistan. The prediction comes on the back of pre-existing problems in the Boeing Defense, Space & Security division. ADVERTISEMENT Additionally, executives said Wednesday that Boeing would lose $827 million on its work building KC-46 aerial refueling tankers and $168 million on the new Air Force One 747s that will fly the president, according to executives and regulatory filings. It's the latest black eye for the tanker project, which has cost the planemaker more than $4 billion over the past nine years. However, it is the first cost increase on the high-profile Air Force One project, which President Donald Trump personally negotiated with former Boeing CEO Dennis Muilenburg. Boeing began work converting two 747 jetliners into the unique Air Force One configuration in January before the coronavirus pandemic forced many workers out of the office. “As we've had folks working virtually, and particularly on the engineering side — as well as that's gone — it's certainly experienced some inefficiencies that has caused us to reevaluate our estimate to complete those efforts,” Boeing CFO Greg Smith, said of the Air Force One project during a Wednesday afternoon call with reporters. “The team has been doing a great job managing the program and executing very well on many fronts, but this we could not offset in the quarter as a result of COVID,” he said. “The program remains on schedule and ... continuing to execute, but we're looking for opportunities obviously to mitigate any further risk that we may have as a result of COVID.” The terms of the Air Force One contract require Boeing, not taxpayers, to pay for any cost increases during the development of the plane, which the military calls a VC-25B. Despite the coronavirus-related issues, Ann Stefanek, an Air Force spokeswoman, said the project remains on track. “As planned in the baseline schedule, the next phase of modification is on course to begin in June 2020,” Stefanek said in an emailed statement. “To maintain current schedule, Boeing and the VC-25B program office adopted maximum use of virtual tools, most notably to close Critical Design Review in March 2020 and conduct a modification readiness review in April 2020.” As for the tanker, $551 million in cost increases stem from a deal reached between the Air Force and Boeing requiring the company to fix the complicated camera system used when refueling other aircraft. Most of the remaining $276 million is the result of coronavirus-related factory closures in Washington state where the tanker is built, and a “cost shift” resulting from slowing production of other commercial manufacturing. “I do believe that that program now is exactly where it needs to be,” Calhoun said of the KC-46. “We're going to finish well. Importantly our customer is going to feel like we have finished well and we've delivered a product that is second to none. I do believe that even the tanker future is significantly brighter than the one we've experienced up until now.” Calhoun also touted the company's development work. Although he did not mention any projects by name, Boeing is in the early stages of testing two new aircraft — the T-7A pilot training jet and MQ-25 refueling drone. “Our development programs at the early stages are all looking quite good. We're really not off plan on anything and usually by now we have a snip that we might be. I feel pretty good about the risk profile of our defense business despite the difficulties that we've attempted to overcome in just the last couple of years.” The same can't be said of the company's commercial airliner and aircraft repair businesses. Boeing is planning to cut 10 percent of its 160,000 employees through voluntary layoffs, attrition and involuntary layoffs. The coronavirus has driven a substantial blow to the storied 104-year-old aerospace and defense company, which had already been reeling from the fallout of deadly 737 Max crashes in October 2018 and March 2019. Passenger air travel has fallen to record lows prompting airlines to cancel flights, ground aircraft, and defer buying new planes. Boeing in late March temporarily stopped making commercial and military aircraft — including the tanker and the Navy's P-8 submarine hunter — in the Seattle-area, a COVID-19 hotbed. It also shut down its military assembly lines in Philadelphia for the Chinook and MH-139 Grey Wolf helicopters, and the tilt-rotor Osprey. Those factories have since reopened. A shuttered 787 Dreamliner factory in Charleston, South Carolina, is expected to reopen next week. Now all eyes — including at the Pentagon — are watching to see how Boeing manages tens of thousands of employees on its complex assembly lines with new social distancing procedures in place. If successful, the model could become a blueprint for other U.S. manufacturers. “They have allowed me to share their practices more broadly with industry to make sure that anything that is working for them to either be safer or get back to work, that that's something that can be shared with all,” Will Roper, head of Air Force acquisition, said Wednesday. Boeing began the year with hopes of fixing its troubled 737 Max and restoring public confidence in the world's largest planemaker. Unable to deliver the unflyable Max to the airlines, it stopped building them in early January as it began running out of places to park them.     By: Aaron Mehta WASHINGTON — With the presence of drones ubiquitous in the skies, industry and international partners are turning their eyes closer to earth in an attempt to cash in on a growing sector: unmanned ground vehicles. “UGV market growth has historically been slow and steady, mostly S&T and niche procurements. What we're seeing now is an inflection point,” said Joshua Pavluk, a principal with Avascent. “There's a lot of activity happening and several DoD new starts happening nearly all at once.” That inflection point is partly the result of improved autonomy and navigation opening up opportunities, Pavluk said. But there is also a desire to see how these systems can transition from sole-mission capabilities, such as explosive ordnance disposal, to multi-mission systems capable of doing ISR, EW and communications. According to a report from the Center for the Study of the Drone at Bard College, total spending for ground drones in FY19 was set at $429 million, of which only $86 million is for procurement — DoD planned to buy 134 new systems during the fiscal year — and the rest for research and development. That pales in comparison to the $6.05 billion the Pentagon planned to spend on UAVs, and half the expected $982 million in naval drones. But that number shows steady growth, doubling in just two years from $212 million in FY17 and $310 million in FY18. And while explosive ordnance disposal systems still represent the biggest spending from the Army in this arena, it will likely be overtaken by programs such as the Army Common Robotic Systems and Robotic Ground System Advanced Technology Development. “The market won't match overall UAS spending levels anytime soon, but it's fast growing, and there's opportunity for the taking,” Pavluk said. However, Michael Blades, an analyst with Frost and Sullivan, is more subdued in his predictions. “It's a significant market and it is growing, but not at the levels of sea or air systems, or even counter-drone capabilities,” Blades said. “We will see some unmanned-unmanned teaming between UAS and UGV, but the land market for unmanned will be orders of magnitude smaller than the markets for air and maritime.” From a competition standpoint, Blades sees “the usual suspects” who are already in the market continuing to dominate in the coming years. And internationally, there are only a few players, with the market largely dominated by Israel. Could that change in the future? The international market generally lags behind the U.S. on such capabilities, Pavluk said, but he noted that “other countries will get in on the act, and it doesn't have to be large ones” to try and participate.
