Thyssenkrupp Marine Systems, Embraer and Atech sign a contract to build Brazilian

March 5, 2020 - On March 5th, in Rio de Janeiro, Emgepron, an independent state company, linked to the Ministry of Defense through the Brazilian Navy Command, and Águas Azuis, a company created by thyssenkrupp Marine Systems, Embraer Defense & Security and Atech, signed the contract for building four state-of-the-art Tamandaré Class Ships, with deliveries scheduled between 2025 and 2028.

The construction will take place 100% in Brazil, in Itajaí, Santa Catarina State, and is expected to have local content rates above 30% for the first vessel and 40% for the others. Thyssenkrupp Marine Systems will supply the naval technology of its proven MEKO® Class shipbuilding platform of defence vessels that is already in operation in 15 countries. Embraer will integrate sensors and weaponry into the combat system, bringing also to the program its 50 years' experience in systems technology solutions and in-service support.

Atech, an Embraer Group company, will be the supplier of the CMS (Combat Management System) and IPMS (Integrated Platform Management System, from L3 MAPPS), and the recipient of technology transfer in cooperation with ATLAS ELEKTRONIK, a thyssenkrupp Marine Systems subsidiary that produces the CMS and sonar systems.

In addition to construction, the contract includes a sustained transfer of technology in naval engineering for building military ships and combat and platform management systems, as well as integrated logistical support and lifecycle management.

The Tamandaré Class Programme has the potential to generate direct and indirect job opportunities of high level of qualification. It provides for a solid national partnership model with proven ability to transfer technology and qualify local labour, which guarantees the development of future strategic defence projects in Brazil.

The naval alliance between thyssenkrupp Marine Systems and Embraer Defense & Security can also enable creating a base for exporting naval defence products from Brazil.

    The Army is procuring its new tactical network tools

    Andrew Eversden WASHINGTON — The Army program office tasked with network modernization has started procuring its first iteration of new network tools, known as Capability Set ‘21. The Army's Program Executive Office Command, Control, Communications-Tactical received mid-tier acquisition authority for Capability Set '21 in July this year, according to Paul Mehney, director of public communications at the office. Four infantry brigade combat teams will receive Capability Set '21 equipment in fiscal 2021. PEO C3T will procure Capability Set '21 to support fielding to the new tools to infantry and Stryker brigade combat teams from FY21 to FY23. Tools from Capability Set '21 will serve as the foundation for Capability Set '23, which will focus on improving resilient communications capabilities in contested environments. In April, the Army network team completed its critical design review for Capability Set '21. During the review, it finalized decisions regarding the types and amounts of technology needed across brigades, such as the number of single-channel radios versus leader radios. “Critical design was as much about making sure that we ended up with a design that we could afford to buy in the quantities we promised as it was exploring specific technical issues,” said then-Maj. Gen. David Bassett, who led PEO C3T and is now a three-star general serving as director of the Defense Contract Management Agency. For example, Bassett said, going into the critical design review, the team thought it would be able to have a smaller quantity of leader radios, which are two-channel radios, and a larger quantity of single-channel radios. The Army ultimately landed back at the original quantities it envisioned and reduced the amount of single-channel radios while increasing the leader radio amount. On satellite communications terminals, the Army had to grapple with the affordability of the number of the terminals. Bassett said they ultimately landed at a “middle ground” of satellite communications terminals, and Gallagher said it will be “a lot” more than what units have today. There were some emerging technologies with which the Army experimented for Capability Set '21, but decided to defer them to Capability Set '23 because of affordability reasons or lack of technical maturity. “The answer is not that we never want them, just that we're not confident enough in those capabilities and their affordability in this time frame to include them in our [Capability Set] '21 baseline,” Bassett said. When the Army's Network Cross-Functional Team began work on Capability Set '21 a few years ago, it was looking for existing technologies that could solve network capability gaps. In Capability Set '21, the Army is looking for “smaller, lighter, faster” capabilities and “more options” on network transport. Critical design review for Capability Set '21 also moved from a 100 percent classified network to a 75 percent secure but unclassified network at the battalion level and below, which will save money and time with security clearances, according to Col. Garth Winterle, project manager for tactical radio at PEO C3T. The Army also plans to go through a competitive procurement process for the technologies, Winterle told C4ISRNET in a May interview.     La hausse des budgets de défense en Europe pourrait profiter à l'économie française

    DÉFENSE La hausse des budgets de défense en Europe pourrait profiter à l'économie française Selon le cabinet de conseil indépendant Asterès, « si l'Union européenne (hors France) portait ses dépenses militaires à 2% du PIB, il en résulterait pour l'économie française la création de 60 000 emplois, 5,2 Md€ de valeur ajoutée et plus de 1,6 Md€ de recettes sociales et fiscales (effet directs, indirects, induits et en chaîne sur une durée de quatre ans ». Alors que les pays de l'UE (hors France) consacrent globalement 1,5% de leurs PIB aux dépenses militaires, l'Allemagne, la Suède et le Danemark ont déjà annoncé vouloir moderniser et renforcer leurs armées. Selon Asterès, « la hausse des dépenses militaires de l'UE (hors France) de 1,5% à 2% du PIB représenterait une impulsion budgétaire nette de 0,5% du PIB ». Le cabinet estime que les dépenses militaires se divisent pour moitié en salaire et pour moitié en achat de matériels. Les effets positifs sur l'économie française seraient générés par une hausse des exportations d'armement en Europe en raison de l'augmentation des dépenses militaires de l'ensemble des autres pays de l'UE.
