The Netherlands to buy nine more F-35s for $1.1 billion

COLOGNE, Germany – The Dutch government on Tuesday announced plans to purchase nine more of Lockheed Martin's F-35 jets, a move that would bring the country's inventory to 46.

The envisioned €1 billion acquisition will “lay the foundation” for a third F-35 squadron in the Dutch air force, a plan that government officials first floated in late 2018, according to a statement posted on the defense ministry website.

The additional aircraft are expected contribute to the air force's objective of having four jets available for NATO missions while also performing homeland defense operations and accounting for training requirements and maintenance downtime.

Fully rounding out a third squadron would require 15 extra planes, however, alliance officials have previously told the Dutch, prompting talk in the Netherlands last year of a potentially higher number eventually.

The Dutch want the F-35 to replace their legacy fleet of F-16s. Neighbor Belgium selected the fifth-generation aircraft in the fall of 2018, announcing a planned buy of 34 copies.

Dick Zandee, a defense analyst at the Clingendael think tank in The Hague, told Defense News the announced acquisition of nine more F-35s enjoys “broad support” in the Dutch parliament. He said government leaders had already included the new aircraft spending in their annual report to NATO to show momentum in the country's move toward spending 2 percent of gross domestic product on the military.

Government officials have told parliament that they want to give the American program office a formal notice to buy the additional jets before the end of the year, Zandee said. The Dutch want F-35s of the newest configuration, he added, which means any changes in the international delivery schedule caused by the recent Turkish expulsion from the F-35 program likely would play no role.

The Trump administration has kicked Turkey out of the program over the country's purchase of the Russian S-400 air-defense system. American officials fear that co-locating the two systems could enable Russia to glean valuable intelligence about the planes simply by subjecting them to the S-400′s sensors.

    By: Andrew Chuter and Sebastian Sprenger LONDON and COLOGNE, Germany – Germany's Rheinmetall and Britain's BAE Systems on Monday launched their U.K.-based military vehicles joint venture, after British authorities approved the deal in mid-June, the companies announced. The new outfit is named RBSL, short for Rheinmetall BAE Systems Land, and it's based in Telford, West Midlands. Peter Hardisty, formerly of Rheinmetall UK, is the company's managing director. The joint venture sets out to “play a major role” in manufacturing the Boxer multirole fighting vehicle for the British Mechanised Infantry Vehicle program, according to a Rheinmetall statement. Official also have an eye on “other strategic combat vehicle programs” in addition to maintenance contracts for the British Army's bridging- and armored-vehicle fleets, according to the company. “This announcement is a clear vote of confidence in the UK's defence industry as a world-leader in designing, supplying and supporting military vehicles,” Defence Secretary Penny Mordaunt was quoted as saying in the statement. “This exciting venture clearly demonstrates how Defence sits at the heart of the prosperity agenda. Its benefits will be felt in the West Midlands and across the UK defence supply chain, creating jobs, boosting exports and guaranteeing our technical skills base into the future.” Some might think it was anything but. That's because the news also means Britain has lost its only big-name, armored-vehicle company in a joint venture where BAE is the junior partner. As a result, the country no longer has a domestically controlled mainstream vehicle supplier — although some would argue BAE forfeited that role a while ago. The British company retains significant armored-vehicle design and build activities in the United States and Sweden. General Dynamics UK, Lockheed Martin UK and Rheinmetall now have significant investments in Britain's armored-vehicle sector, with British involvement primarily led by specialist designers and builders like Supacat and Jankel and a still-vibrant sector supply chain. It's a far cry from 2004 when BAE acquired key domestic manufacturer Alvis, trumping an acquisition bid from General Dynamics with a last-minute offer of £355 million (U.S. $451 million) that was largely seen as a strategic move. At the time, most of the British Army's armored vehicle fleet was designed and supplied by Alvis. But that's dramatically changed. General Dynamics has recently started supplying its Ajax family of tracked reconnaissance vehicles to the Army in what is the biggest deal in the sector in three decades. Final assembly and testing takes place at company facilities in South Wales. Lockheed Martin is leading the program to update the Warrior infantry fighting vehicle as well as supply turrets for the Ajax program from a factory in southern England. Rheinmetall is a partner in the Artec consortium selected without competition to supply Britain with the eight-wheel drive Boxer vehicle. The vehicle was nominated as the preferred option last year but a final production deal between RBSL and the Ministry of Defence has yet to be announced. Rheinmetall and BAE have also been vying to supply a major upgrade of the Challenger 2 main battle tank for the British Army. Mordaunt recently labeled the Challenger as “obsolete” due to the ministry's failure to keep pace with technological advances in the sector. In a speech to the Royal United Services Institute think tank last month, she said Britain had fallen behind it's allies and rivals due to underinvestment in the armored vehicle sector. A decision on the Challenger update program is expected shortly. However, recent signals from the MoD suggest the Army may have got its wish to fall into line with other NATO members and go for the German company's solution of a new turret and 120mm smoothbore gun to replace the rifled weapon currently fitted to the Challenger 2.     DARPA issues solicitation for moving-target recognition project

    Andrew Eversden WASHINGTON — The U.S. Defense Department's advanced research arm issued a broad agency announcement July 15 for technology that would use algorithms to identify moving military ground vehicles. The Moving Target Recognition program from the Defense Advanced Research Projects Agency's Strategic Technology Office is a “vital part” of DARPA's “Mosaic Warfare” vision, in which each weapon system is one “tile” in a large force package that overwhelms the adversary. For the program, DARPA is interested in algorithms and collection techniques that allow synthetic aperture radar, or SAR, sensors to “detect, geolocate, and image moving ground targets,” the announcement read. If the goals of the project are met, the MTR program will then work to develop automatic target recognition algorithms for the moving target images. “Emphasis is on military vehicle targets, including slow moving vehicles whose SAR signatures are superimposed on clutter,” the announcement noted. Test for moving target recognition will include airborne data collection experiments to test and evaluate the effectiveness of algorithms. Under the contract, performers will be required to provide the airborne radar sensors and flight services, while the government team will design experiments with moving ground vehicles. DARPA anticipates handing out multiple awards. The MTR program has two phases. Phase one will focus on SAR moving target detection, geolocation and imaging, according to the announcement. It has a performance period of two years and a six-month option. Phase two, which is solicited through the July 15 notice, will center on automatic target recognition. Second phase instructions will be provided to the phase one performers before the end of the phase one base period. No award amount was provided. The U.S. Army is also working through the challenges associated with advanced target recognition capabilities, such as ensuring that algorithms receive adequate and sufficient data to mature and learn. “If you're training an algorithm to recognize cats, you can get on the internet and pull up hundreds of thousands of pictures of cats,” Gen. Mike Murray, commander of Army Futures Command, said in June. “You can't do that for a T-72 [Russian tank]. You can get a bunch of pictures, but are they at the right angles, lighting conditions, vehicle sitting camouflaged to vehicle sitting open desert?” DARPA's mosaic warfare effort includes several other projects under the Strategic Technology Office, including one that would automate aerial dogfighting.
