Rheinmetall, BAE consummate armored-vehicles joint venture

LONDON and COLOGNE, Germany – Germany's Rheinmetall and Britain's BAE Systems on Monday launched their U.K.-based military vehicles joint venture, after British authorities approved the deal in mid-June, the companies announced.

The new outfit is named RBSL, short for Rheinmetall BAE Systems Land, and it's based in Telford, West Midlands. Peter Hardisty, formerly of Rheinmetall UK, is the company's managing director.

The joint venture sets out to “play a major role” in manufacturing the Boxer multirole fighting vehicle for the British Mechanised Infantry Vehicle program, according to a Rheinmetall statement. Official also have an eye on “other strategic combat vehicle programs” in addition to maintenance contracts for the British Army's bridging- and armored-vehicle fleets, according to the company.

“This announcement is a clear vote of confidence in the UK's defence industry as a world-leader in designing, supplying and supporting military vehicles,” Defence Secretary Penny Mordaunt was quoted as saying in the statement. “This exciting venture clearly demonstrates how Defence sits at the heart of the prosperity agenda. Its benefits will be felt in the West Midlands and across the UK defence supply chain, creating jobs, boosting exports and guaranteeing our technical skills base into the future.”

Some might think it was anything but.

That's because the news also means Britain has lost its only big-name, armored-vehicle company in a joint venture where BAE is the junior partner. As a result, the country no longer has a domestically controlled mainstream vehicle supplier — although some would argue BAE forfeited that role a while ago.

The British company retains significant armored-vehicle design and build activities in the United States and Sweden.

General Dynamics UK, Lockheed Martin UK and Rheinmetall now have significant investments in Britain's armored-vehicle sector, with British involvement primarily led by specialist designers and builders like Supacat and Jankel and a still-vibrant sector supply chain.

It's a far cry from 2004 when BAE acquired key domestic manufacturer Alvis, trumping an acquisition bid from General Dynamics with a last-minute offer of £355 million (U.S. $451 million) that was largely seen as a strategic move.

At the time, most of the British Army's armored vehicle fleet was designed and supplied by Alvis.

But that's dramatically changed. General Dynamics has recently started supplying its Ajax family of tracked reconnaissance vehicles to the Army in what is the biggest deal in the sector in three decades. Final assembly and testing takes place at company facilities in South Wales.

Lockheed Martin is leading the program to update the Warrior infantry fighting vehicle as well as supply turrets for the Ajax program from a factory in southern England.

Rheinmetall is a partner in the Artec consortium selected without competition to supply Britain with the eight-wheel drive Boxer vehicle. The vehicle was nominated as the preferred option last year but a final production deal between RBSL and the Ministry of Defence has yet to be announced.

Rheinmetall and BAE have also been vying to supply a major upgrade of the Challenger 2 main battle tank for the British Army.

Mordaunt recently labeled the Challenger as “obsolete” due to the ministry's failure to keep pace with technological advances in the sector.

In a speech to the Royal United Services Institute think tank last month, she said Britain had fallen behind it's allies and rivals due to underinvestment in the armored vehicle sector.

A decision on the Challenger update program is expected shortly.

However, recent signals from the MoD suggest the Army may have got its wish to fall into line with other NATO members and go for the German company's solution of a new turret and 120mm smoothbore gun to replace the rifled weapon currently fitted to the Challenger 2.

BAE's weapons and ammunition activities in the U.K. are excluded from the deal, as is the CTAI joint venture with Nexter to build a new 40mm cannon.

    By: Andrew Eversden “What are you talking about now in cybersecurity that you weren't talking about six months ago?” Fifth Domain posed this question to cybersecurity experts at Black Hat, a cybersecurity conference in Las Vegas, Nevada, that ran from Aug. 3-8. With the cyber domain rapidly evolving, we wanted to know how conversations within the cyber community are changing. Some pointed to a new focus on utility systems and web-connected devices that sit on critical infrastructure. “It's only a matter of time until there's another major disruption in an electric utility somewhere in the world, probably not in the U.S., but elsewhere,” Sergio Caltagirone, threat intelligence director at Dragos, said at the conference Aug. 5. “But oil and gas has the higher likelihood of a major destructive and loss-of-life event. And I think most people did not realize how close to that we actually were.” Caltagirone was referring to the TRISIS event, malware that struck industrial control systems at a Saudi Arabian petrochemical plant and could've caused physical harm. He said that in the aftermath of that attack, threat researchers diving into the details realized just how bad it could've been. “We started finding a lot of stuff which hadn't been found before,” Caltagirone said. “Which made us realize very quickly how close that space is to a major event.” Dave Weinstein, chief security officer at Claroty, pointed to an “explosion” of devices connected to the internet of things.. “It's really a product of this general consensus among industrial organizations that the benefits exceed the costs in terms of embracing this type of digital transformation," Weinstein said Aug. 8, adding that organizations must be “mindful” of these devices and have a plan to mitigate their potential vulnerabilities. Brian Costello, a senior vice president at Flashpoint, told Fifth Domain on Aug. 8 that he is more often than before focusing on targeted cyberattacks from bad actors. That's a shift away from “campaign-based” attacks that tracked. There's “more planning out, more scoping out of targets and taking long-term planning to go after [a] particular target with a specific asset in mind,” Costello said. Along that same vein, Julian Zottl, a senior cyber architect at Raytheon, said he's noticing more inclusion of all-source intelligence in threat analysis. “We're looking at ... all the sources and trying to figure out indicators,” Zottl said Aug. 7. “[We're] even trying to do predictive analytics now, where it's like, ‘Oh, we see this threat might be coming.' I think that's something that we're starting to talk about more and more.” Several cybersecurity professionals interviewed by Fifth Domain said the U.S. government is moving away from the classic cyber kill chain and over to the MITRE ATT&CK framework, which dives deeper into potential threats to information security. “They used to think the hackers would just come in to steal secrets, conduct espionage and then leave,” said Tom Kellermann, chief cybersecurity officer at Carbon Black and a former commissioner on the Commission on Cyber Security for then-President Barack Obama. “In fact, they're maintaining persistence in these systems. They're manipulating the integrity of data and then they're using federal government agencies themselves and personnel's devices themselves to target anyone who implicitly trusts that person, that agency, that department.” he told Fifth Domain on Aug. 6. Chris Kennedy, chief information security officer at AttackIQ and a former official with the Treasury Department and the Marine Corps, said these new frameworks in use along with federal continuous monitoring programs allow for more attacker emulation, essentially simulating the attack agencies could face. “Agencies are starting to realize the value of attacker emulation as a way to measure and benchmark the effectiveness of their security controls,” Kennedy said on Aug. 7. And with government agencies in different stages of cloud migration, agencies will need to learn how that fits into their cybersecurity posture. Marten Mickos, CEO of white hat hacking company HackerOne, said this a new discussion. He also said the conversation surrounding the use of ethical hackers in government environments has evolved: The word “hacker” is becoming more accepted. “I do think it signals a shift in mindset," Michos said. There's a realization that "those people who portray themselves as hackers are actually those who will rescue us, not those who will destroy us.” Despite all the changing technology and evolving threats, one aspect of cybersecurity remains set in stone, said M. K.     Airbus and Dassault Aviation have proposed to the governments of France, Germany and Spain to build a demonstrator under Europe's Future Combat Air System (FCAS) project. The two companies reached an agreement Friday that paves the way for political talks to resume among the governments, a source close to the matter told Reuters. The FCAS program consists of a manned Next-Generation Fighter (NGF) aircraft, accompanied by drones of specialized capabilities, like reconnaissance and strike. It is envisioned as a futuristic air power weapon that will replace the Rafale and Eurofighter fleets in France and Germany beginning in 2040. A so-called combat cloud will pump command-and-control data between all program platforms, essentially creating a flying network of sensors and weapons with the NGF as its hub. The project is expected to cost anywhere between $60 billion and $95 billion until 2040. First floated by German Chancellor Angela Merkel and French President Emmanuel Macron in 2017, the program has been dogged by political differences as well as corporate disagreements. Airbus is unhappy being treated as a subcontractor while French jet maker Dassault leads the aircraft development. “Dassault accepts that Airbus will receive a larger overall FCAS workshare but remained ready to pursue a ‘Plan B' if the talks failed,” Dassault boss Eric Trappier said last month. Airbus is, however, spearheading the development of the drones and the "combat cloud" ultrafast communications network that will use artificial intelligence (AI) capabilities.

    Gen. Milley is right: The US Army is on the mend

    Last month, in an appearance before the Defense Subcommittee of the Senate Appropriations Committee, Chief of Staff of the U.S. Army Gen. Mark Milley provided a notably upbeat assessment of the state of his service. “The Army is on the mend. I can report out to you today, after two and a half years as the chief of staff of the Army, we are in significantly better shape than we were just a short time ago. And that is through the generosity of this Congress and the American people,” he said. Clearly, some of the credit for the Army's improved state of affairs is a result of the recently passed two-year budget, which provided a much-needed increase in resources. The Army has been able to grow its end strength, purchase needed munitions and spare parts, increase training activities, and recapitalize older and damaged equipment. More resources have also enabled the Army force to expand its presence in Europe, increase, albeit modestly, procurement of upgraded Abrams tanks, Bradley Fighting Vehicles and Strykers, and acquire the new Armored Multi-Purpose Vehicle. But much of the credit goes to the Army chief of staff himself. About a year and a half ago, I wrote a blog for the National Interest titled “Perhaps the Most Remarkable CSA in More than Half a Century.” It was Gen. Milley who made modernization the measure of success for his tenure as the Army chief of staff. This change in strategic direction came just in time, ahead of the reappearance of great power competition as the greatest threat to this nation's security. Gen. Milley is not alone in his quest. In fact, it is a troika consisting of Secretary of the Army Mark Esper, Under Secretary of the Army Ryan McCarty and the chief that is fashioning a new Army in record time and doing so while simultaneously transforming the Army's acquisition system. This is the proverbial case of changing the car's tires while speeding down the road. The early signs are that the Army modernization is on the mend and the acquisition system is being changed. An important example of these improvements is the Army's Rapid Capabilities Office. Established by the secretary and the chief in August 2016, the RCO is tasked to expedite critical capabilities to the field to meet combatant commanders' needs using alternative contracting mechanisms to deliver technologies in real time to the war fighter. One of the RCO's initial projects was to bring the Army back into the game with respect to electronic warfare. In 12 months, the RCO developed an initial integrated mounted and dismounted EW sensor capability that has been deployed with U.S. forces in Europe. A second phase of the project is underway that will add aerial sensors, additional ground-unit sets and improve functionality. Another program that is proceeding rapidly is a vehicle-mounted, jam-resistant positioning, navigation and timing capability for GPS-challenged environments. Prospective solutions are currently undergoing testing. The chief has directed the RCO to address several new areas. The RCO is working on a long-range cannon concept that may be able to double the range of 155mm howitzers, as well as optical augmentation technology to detect an adversary's anti-tank guided missile day/night sights and loitering munitions that can strike air-defense and artillery emplacements. The Army has been moving rapidly to address many of its critical capability gaps. To meet the challenge posed by hostile aircraft and drones, the Army intends to deploy the first battery of the Maneuver Short Range Air Defense launcher on a Stryker armored vehicle by 2020, five years ahead of schedule. Additional sensors and weapons, including a tactical laser, could be integrated into the new turret by the early 2020s. Tank-automotive and Armaments Command did a rapid assessment of active protection systems. The current plan is to equip at least four brigades of Abrams tanks with the Israeli Trophy system while testing continues on a number of solutions for other armored fighting vehicles. The Army also has used other rapid procurement organizations within the Pentagon. One of these is the Defense Innovation Unit Experimental, created in 2016 to push rapid innovation based on leveraging commercial companies. Recently, DIUx led a prototype contract involving upgrades for Bradley Fighting Vehicles. The first production items from it will soon be delivered to the 1st Cavalry Division at Fort Hood, Texas. There are other examples of advances in cyberwarfare, soldier systems, networking and long-range precision fires. The central point is that Gen.
