A key milestone of the Air Force One replacement program was conducted using virtual tools. It won’t be the last.

WASHINGTON — The Air Force One replacement program has hit a major development milestone, and it did so without the in-person meetings that have become more risky in the age of the novel coronavirus, the U.S. Air Force's top acquisition official said on Thursday.

The Air Force recently completed the critical design review for the Presidential Aircraft Replacement program, which will replace the legacy VC-25A Air Force One planes with a new variant of the Boeing 747-8 known as the VC-25B.

Although the classified portions of the review still must be done via face-to-face meetings in secure spaces, much of it was accomplished using virtual tools and applications, said Will Roper, assistant secretary of the Air Force for acquisition, technology and logistics.

“I was really excited that the team was able to shift their CDR [critical design review] and go virtual,” he told reporters in an April 16 teleconference, adding that more programs will shift toward using virtual meetings to conduct key reviews and milestones even after the COVID-19 pandemic subsides.

“I don't know if it makes any sense to do CDRs, at least at an unclassified level, outside of tools like this. And we're working really hard to provide the same capabilities at the secret level,” he said.

While Roper did not detail which communication tools were used by the program office to conduct the CDR, he described it as being very similar to widely used applications like Zoom, where the briefer can share PowerPoint slides and participants can share thoughts and questions via a written chat function.

“It allows a greater level of productivity than a meeting itself,” he said. “In meetings, you have someone speaking and you want to get a question in, but you've got to wait for them to stop, and then everyone else wants to ask a question. It's hugely inefficient. It's just such an antiquated way of sharing information that is ingrained in us.”

The Air Force One replacement drew considerable attention in 2016 after then-President-elect Donald Trump tweeted that the program was too expensive at more than $4 billion and should be canceled. After Trump held numerous meetings with Dennis Muilenburg, who led Boeing at the time, the Air Force awarded Boeing a $3.9 billion contract to modify two 747s into VC-25B jets.

However, once all costs are included — such as buying a new hangar for the aircraft and the base cost of the 747s themselves — the Air Force will pay $5.3 billion, according to Defense One. That expense includes an $84 million contract awarded to Boeing on Wednesday to modify Boeing 747 technical specifications and manuals to the VC-25B configuration.

Roper doesn't project any schedule delays to the program as a result of COVID-19, which has pummeled prime contractor Boeing's commercial business and caused a temporary pause to certain defense production lines.

In February, Boeing began modifying the two 747s slated to become VC-25Bs at its facility in San Antonio, Texas. During the first part of the process, Boeing will cut out large pieces of the aircraft's skin and structure and replace that with two specially designed “superpanels,” according to an Air Force release. The VC-25Bs will also receive upgrades including enhanced electrical power, specialized communication systems, a medical facility, a customized executive interior and autonomous ground operations capabilities.

The new Air Force Ones are expected to be operational in 2024.

    DoD must modernize infrastructure to support cutting-edge technology research

    By: JihFen Lei If you're reading this over the internet, you're using technology developed by the Department of Defense science and technology enterprise. For decades, the DoD has cultivated a wide-ranging ecosystem of technical professionals, research infrastructure and partnerships that has made vast contributions to U.S. national security and economic strength. From microchips to the GPS satellites that enabled a revolution in precision warfare, the department's S&T enterprise has been central to creating the security and prosperity our nation enjoys today. Although technology dominance has long been central to the American way of war, U.S. military superiority is increasingly under threat. American adversaries are making rapid technological advancements and incorporating them into newly modernized forces. In response, the department has been working to aggressively position its S&T enterprise to meet the security needs of the 21st century. Long-term success will require concentration in three fundamental areas: First, we must invest for the future while focusing on the present. This requires investing in foundational research that will create the next generation of military superiority. Second, we must cultivate a workforce of scientists and engineers ready to solve the DoD's hardest problems. Finally, we must create and maintain world-class defense laboratories and research facilities, enabling us to work with academic and industrial partners to quickly transition technology into capabilities. Each of these elements are critical to nurturing an innovation ecosystem optimized for the department's needs. The road to the next great scientific or technological advance starts with basic science and research. Basic research is central to the DoD's long-term competitive strategy to create and maintain military superiority for the nation. The DoD has a long history of conducting and sponsoring basic research, focusing on understanding how and why things work at a fundamental scientific level. Although basic research is often performed without obvious or immediate benefit and requires long timelines to realize its impact, the importance of continued investment cannot be overlooked. Without the department's basic research investments — made years ago — in the new areas of autonomy, quantum science, artificial intelligence and machine learning, or biotechnology, the DoD would not possess the innovative and advanced capabilities it does today. Basic research enables the U.S. to create strategic surprise for its adversaries and insulates the nation from technological shocks driven by the advancements of others. Stable and healthy investment in basic research is not only good to have, it is a vital component of the nation's strategy to maintain a competitive advantage. The DoD must use all of the tools at its disposal to develop a skilled, diverse workforce of technical professionals who are knowledgeable about the DoD's missions and capable of advising DoD leaders on technology decisions. This includes the scientists and engineers who will conduct research in DoD laboratories and engineering centers, our industry partners, and the academic research community with whom the department closely collaborates. There is nothing more critical to the American military's ability to innovate than its people. For these reasons, the department relies on authorities provided by Congress to conduct flexible, direct hiring of technical professionals to work in DoD research institutions. The department looks for the best technical professionals to join its ranks as researchers, engineers and trusted advisers to the DOD's senior leaders. When the department attempts to incorporate new knowledge from academia or new technologies from industry, the DoD's S&T workforce must be capable of making smart buying decisions based on sound technical judgment and an understanding of the DoD's unique mission needs. At a time when other nations are prioritizing the recruitment of technology professionals to bolster their military strength, the department must view its S&T workforce as a strategic resource that is fundamental to long-term technological superiority. Many capabilities found at DoD labs are unique national treasures and cannot be found elsewhere. On average, these laboratories, which span 63 locations across 22 states and the District of Columbia, are over 45 years old. As part of its strategy to recruit and retain a world-class S&T workforce, the department must modernize its technical infrastructure, laboratories and engineering centers. The DoD should invest wisely to modernize these outdated facilities and their equipment to support the modern, cutting-edge research that our national defense demands. As the nation once again prepares to engage in long-term strategic competition, the DoD's S&T enterprise is the key to success. Sufficiently resourcing long-term research and technology development activities will ensure America avoids technology surprise while creating a disproportionate advantage for the war fighter. The department must make the investments necessary to educate, attract and retain the world's best talent.     Army looks for a few good robots, sparks industry battle

    By: Matt O'Brien, The Associated Press CHELMSFORD, Mass. — The Army is looking for a few good robots. Not to fight — not yet, at least — but to help the men and women who do. These robots aren't taking up arms, but the companies making them have waged a different kind of battle. At stake is a contract worth almost half a billion dollars for 3,000 backpack-sized robots that can defuse bombs and scout enemy positions. Competition for the work has spilled over into Congress and federal court. The project and others like it could someday help troops "look around the corner, over the next hillside and let the robot be in harm's way and let the robot get shot," said Paul Scharre, a military technology expert at the Center for a New American Security. The big fight over small robots opens a window into the intersection of technology and national defense and shows how fear that China could surpass the U.S. drives even small tech startups to play geopolitics to outmaneuver rivals. It also raises questions about whether defense technology should be sourced solely to American companies to avoid the risk of tampering by foreign adversaries. Regardless of which companies prevail, the competition foreshadows a future in which robots, which are already familiar military tools, become even more common. The Army's immediate plans alone envision a new fleet of 5,000 ground robots of varying sizes and levels of autonomy. The Marines, Navy and Air Force are making similar investments. "My personal estimate is that robots will play a significant role in combat inside of a decade or a decade and a half," the chief of the Army, Gen. Mark Milley, said in May at a Senate hearing where he appealed for more money to modernize the force. Milley warned that adversaries like China and Russia "are investing heavily and very quickly" in the use of aerial, sea and ground robots. And now, he added, "we are doing the same." Such a shift will be a "huge game-changer for combat," said Scharre, who credits Milley's leadership for the push. The promise of such big Pentagon investments in robotics has been a boon for U.S. defense contractors and technology startups. But the situation is murkier for firms with foreign ties. Concerns that popular commercial drones made by Chinese company DJI could be vulnerable to spying led the Army to ban their use by soldiers in 2017. And in August, the Pentagon published a report that said China is conducting espionage to acquire foreign military technologies — sometimes by using students or researchers as "procurement agents and intermediaries." At a December defense expo in Egypt, some U.S. firms spotted what they viewed as Chinese knock-offs of their robots. The China fears came to a head in a bitter competition between Israeli firm Roboteam and Massachusetts-based Endeavor Robotics over a series of major contracts to build the Army's next generation of ground robots. Those machines will be designed to be smarter and easier to deploy than the remote-controlled rovers that have helped troops disable bombs for more than 15 years. The biggest contract — worth $429 million — calls for mass producing 25-pound robots that are light, easily maneuverable and can be "carried by infantry for long distances without taxing the soldier," said Bryan McVeigh, project manager for force projection at the Army's research and contracting center in Warren, Michigan. Other bulkier prototypes are tank-sized unmanned supply vehicles that have been tested in recent weeks in the rough and wintry terrain outside Fort Drum, New York. A third $100 million contract — won by Endeavor in late 2017 — is for a midsized reconnaissance and bomb-disabling robot nicknamed the Centaur. The competition escalated into a legal fight when Roboteam accused Endeavor, a spinoff of iRobot, which makes Roomba vacuum cleaners, of dooming its prospects for those contracts by hiring a lobbying firm that spread false information to politicians about the Israeli firm's Chinese investors. A federal judge dismissed Roboteam's lawsuit in April. "They alleged that we had somehow defamed them," said Endeavor CEO Sean Bielat, a former Marine who twice ran for Congress as a Republican. "What we had done was taken publicly available documents and presented them to members of Congress because we think there's a reason to be concerned about Chinese influence on defense technologies." The lobbying firm, Boston-based Sachem Strategies, circulated a memo to members of the House Armed Services Committee. Taking up Endeavor's cause was Rep. Seth Moulton, a Massachusetts Democrat — and, like Bielat, a Marine veteran — who wrote a letter to a top military official in December 2016 urging the Army to "examine the evidence of Chinese influence" before awarding the robot contracts. Six other lawmakers later raised similar concerns. Roboteam CEO Elad Levy declined to comment on the dispute but said the firm is still "working very closely with U.S. forces," including the Air Force, and other countries. But it's no longer in the running for the lucrative Army opportunities. Endeavor is. Looking something like a miniature forklift on tank treads, its prototype called the Scorpion has been zipping around a test track behind an office park in a Boston suburb. The only other finalist is just 20 miles away at the former Massachusetts headquarters of Foster-Miller, now a part of British defense contractor Qinetiq. The company did not respond to repeated requests for comment. The contract is expected to be awarded in early 2019. Both Endeavor and Qinetiq have strong track records with the U.S. military, having supplied it with its earlier generation of ground robots such as Endeavor's Packbot and Qinetiq's Talon and Dragon Runner. After hiding the Scorpion behind a shroud at a recent Army conference, Bielat and engineers at Endeavor showed it for the first time publicly to The Associated Press in November. Using a touchscreen controller that taps into the machine's multiple cameras, an engineer navigated it through tunnels, over a playground-like structure and through an icy pool of water, and used its grabber to pick up objects. It's a smaller version of its predecessor, the Packbot, which was first used by U.S. troops in Afghanistan in 2002 and later became one of soldiers' essential tools for safely disabling improvised explosives in Iraq. Bielat said the newer Scorpion and Centaur robots are designed to be easier for the average soldier to use quickly without advanced technical training. "Their primary job is to be a rifle squad member," Bielat said. "They don't have time to mess with the robot. They're going to demand greater levels of autonomy." It will be a while, however, before any of these robots become fully autonomous. The Defense Department is cautious about developing battlefield machines that make their own decisions. That sets the U.S. apart from efforts by China and Russia to design artificially intelligent warfighting arsenals. A November report from the Congressional Research Service said that despite the Pentagon's "insistence" that a human must always be in the loop, the military could soon feel compelled to develop fully autonomous systems if rivals do the same. Or, as with drones, humans will still pull the trigger, but a far-away robot will lob the bombs. Said P.W. Singer, a strategist for the New America Foundation think tank: “China has showed off armed ones. Russia has showed them off.
