    House passes $983 billion spending package 226-203, bucking White House

    By: Joe Gould WASHINGTON ― The Democratic-controlled House passed a $985 billion appropriations package for fiscal 2020 that aims to fund national security at $17 billion less than the White House requested, end the post-2001 war authorizations after eight months, pull military support in Yemen and defund the W76-2 nuclear warhead. The vote was 225-203, with seven Democrats voting with the Republican minority. Zero Republicans voted for the bill. It's a salvo from Democrats in FY20 budget negotiations with the GOP-controlled Senate and White House, and the White House has threatened that President Donald Trump would veto the massive bill. Beyond the above provisions and others, the administration strongly objected to language meant to block Pentagon funds being applied to a wall on the southern border. The threat foreshadows pushback from the Senate and the White House, in part because both advocated for a $750 billion national defense budget, while the House-passed bill is consistent with a $733 billion national defense budget. (The House bill would fund the Pentagon alone at $8 billion less than the White House request.) The four-bill “minibus” contained the two largest of the 12 annual appropriations bills; the Labor, Health and Human Services, Education, and Related Agencies bill and the Defense bill. For the defense, it totaled $645.1 billion in base-defense funding, and $68.1 billion in the budget-cap-exempt wartime funding account. House Appropriations Committee Chairwoman Nita Lowey, D-N.Y., emphasized the package's investments outside the Pentagon, including a 4 percent increase in State Department funding. “This bill rejects the administration's unacceptable budget request and irresponsible policies and, rather, strives to uphold many bipartisan congressional priorities,” Lowey said when the bill was introduced. “America's foreign policy is strongest when diplomacy, development and defense are well-funded and equally prioritized, as many of today's global challenges cannot be addressed by military intervention alone.” Republicans have opposed the minibus as an empty exercise because Congress lacks a bipartisan deal to ease spending caps and avoid across-the-board sequestration cuts. Nor does the bill contain border wall funding sought by conservative Republicans. “Moving these bills as-is is a wasted opportunity because the bills are far from what the president has requested and will support,” said the House Appropriations Committee's ranking member, Rep. Kay Granger, R-Texas. “Defense spending does not meet the request while nondefense spending greatly exceeds the request in current levels. This could lead to a veto and another government shutdown, something both [parties] agree would be devastating ― in addition to these funding concerns.” The White House issued a veto threat last week that spelled out its objections to provisions in the bill that would end the post-2001 war authorizations after eight months and pull military support in Yemen―and because the House parked less defense spending in the budget-cap skirting war fund. The language surrounding the authorization for the use of military force, Granger said, could jeopardize the Pentagon's ability to conduct military operations worldwide. “It's a bad policy that will force the DoD to unwind counterterrorism operations overseas if the Congress and the president cannot agree on a new authorization,” she said. To avoid another government shutdown, 12 appropriations bills must pass Congress and get the president's signature by Oct. 1. Negotiations between the White House and lead lawmakers on a deal to ease budget caps has been ongoing, according to a statement last week by Senate Appropriations Committee Chairman Sen. Richard Shelby, R-Ala.. (The Senate Appropriations Committee hasn't yet moved any of its bills.) Another likely sticking point in budget talks with the GOP-controlled Senate and the White House is the minibus' bill's prohibition on the Defense Department spending funds to implement its policy on open transgender service. The vote to approve an amendment that contained the prohibition broke mostly along party lines, 234-183. The amendment targets a March 12 memo that would largely bar transgender troops and military recruits from transitioning to another gender, and require most individuals to serve in their birth sex. The House defeated Republican amendments that would have added back $19.6 million for the W76-2 low-yield submarine-launched nuclear warhead and would have added back $96 million for “conventional missile systems” in the range of the Intermediate-Range Nuclear Forces Treaty. However, it also defeated a Democratic amendment that would have barred funding for research on the Long Range Standoff weapon. The bill was passed out of committee with language to restrict the Pentagon's authority to transfer money between accounts to $1.5 billion ― a response from Democrats to the administration's use of defense funds for Trump's proposed border wall.     Air Force not considering new F-15 or hybrid F-22/F-35, top civilian says

    By: Valerie Insinna WASHINGTON — The two biggest manufacturers of military aircraft have been busy marketing new versions of their fighter jets to the U.S. Air Force, but the service's top official told Defense News in an exclusive interview that it's not actually interested in purchasing either of them at the current moment. This summer, Defense One broke two major stories about sales pitches from Boeing, which is proposing an advanced version of the F-15 to the Air Force, and Lockheed Martin, which has been pushing a hybrid version of the F-22 Raptor and F-35 joint strike fighter similar to what it is reportedly offering Japan. But just because those companies are offering new jets, doesn't mean that the Air Force wants them. In an exclusive Sept. 5 interview, Air Force Secretary Heather Wilson said she believes the service needs to expend its precious financial resources on stealthy, fifth-generation platforms — specifically the F-35 — and thus buying even an advanced fourth generation fighter like the so-called F-15X is not in the cards. "We are currently 80 percent fourth-gen aircraft and 20 percent fifth generation aircraft,” she said. "In any of the fights that we have been asked to plan for, more fifth gen aircraft make a huge difference, and we think that getting to 50-50 means not buying new fourth gen aircraft, it means continuing to increase the fifth generation.” What about a new fifth generation plane that would combine the F-35 and F-22? Wilson shut down that idea as well, saying that proposal "is not something we're currently considering.” In a statement, a Lockheed spokesman said that the company was focused on the F-35 program but also looking into generational leaps in capability “to ensure our technology, including existing aircraft, remains a step ahead of advancing threats.” Boeing declined to comment on this story. The Air Force secretary's proclamations seem to pour cold water on both Lockheed and Boeing's sales pitches, but it is always possible that others inside the service are in favor of buying the F-15X and F-22/F-35 hybrid — and that they could continue making the case to Air Force leadership, potentially winning them over. Sources that spoke to The War Zone said Boeing was in “very serious” talks with the Air Force over the F-15X, but that the service had shied away from making its interest public so as to not to derail it's number-one procurement priority, the F-35. Defense News has also heard from multiple sources that the Air Force has been in talks with Boeing over the F-15X for over a year, though it's unknown at what levels those conversations currently reside. Experts who spoke with Defense News said it's very likely that the Air Force intends to keep its focus on ramping up F-35 production for the time being, but that alternative platforms could very well be considered in future years. However, it is the F-22/F-35 hybrid, not the F-15X, that they believe stands a better chance of being adopted by the Air Force. Defense One, which broke the story about Lockheed's hybrid offer, wrote that the proposed jet would involve taking the F-22 airframe and outfitting it with some of the F-35's more advanced mission systems, though some structural changes could also be involved. “Every F-22 hybrid or derivative I've seen has been great,” said Rebecca Grant, a defense analyst with IRIS independent Research. The Air Force is in great need of such a stealthy air superiority aircraft because it only procured 183 F-22s, she said. Its other plane that specializes in the air-to-air fight, the F-15C/D, was originally fielded in the 1970s. Grant said she interprets Wilson's dismissal of the F-22/F-35 hybrid as a reflection of near-term requirements and priorities, noting that “job one is acquiring the F-35.” But in the future, that jet could be what the service decides it needs to contend with current and future threats. David Deptula, the dean of the Mitchell Institute for Aerospace Power Studies and a retired Air Force lieutenant general, agreed that the service should continue buying F-35s for the time being. However, the F-22/F-35 hybrid might be a good option for the service in the future, when it begins looking for a next-generation air superiority jet, which the Air Force has variously called Penetrating Counter Air and Next Generation Air Dominance.     Air Force begins in-house JSTARS maintenance amid Northrop Grumman’s shortfalls

    By: Kyle Rempfer The Air Force began conducting its own depot maintenance for JSTARS July 17 at Robins Air Force Base, Georgia, in an effort to field the Air Force's primary ground surveillance and battle management aircraft quicker, despite contractor shortfalls. Maintenance for the E-8C Joint Surveillance Target Attack Radar System aircraft was previously done exclusively by Northrop Grumman at a facility in Louisiana, but the service has said the maintenance was too slow. Now, Warner Robins Air Logistics Complex will supplement the contractors to speed up the process. “Historically, the contractor has averaged about 400 days per aircraft,” Air Force Material Command spokesman Derek Kaufman told Air Force Times. “The driver has been to increase the number of aircraft available for operations and training. The Air Force intends to fly JSTARS into the mid-to-late 2020s, while the follow-on Advanced Battle Management System [ABMS] is developed," Kaufman said. The Air Force has not released exactly what the ABMS entails, but it will fuse information from satellites, drones, ground sensors and manned ISR aircraft. Because Robbins AFB is also playing host to the initial elements of the ABMS program, Kaufman said the base will continue to play a role in the command and control mission. In the meantime, maintenance delays for existing JSTARS must be streamlined, according to the press release announcing the push. “We've been focusing intensely for a couple of years on improving contractor-led depot performance, but aircraft are still remaining in depot too long,” said Steven Wert, the Air Force's program executive officer for battle management, who oversees these efforts. “We have to find ways to increase throughput and overall depot capacity, and we believe this option is well worth exploring.” The work done at the new facility will help the Air Force better understand the costs of performing JSTARS depot maintenance on its own. “Should this first organic induction prove successful, we currently plan two more JSTARS aircraft to be inducted, one per year,” Kaufman said. It's important to note that this maintenance plan is separate from efforts to retire the Air Force's fleet of 17 JSTARS. The 2019 defense authorization bill allocates funds for the ABMS program, but the Air Force will not be able to retire any of these planes until the second phase of that program is declared operational, according to Congress' bill. As a result, service officials are anxious to get more JSTARS into the air for operations and training while waiting to bring the ABMS program online. In addition to slow delivery, Northrop Grumman has had some issues with their maintenance in the past. An Air Force investigation released in March 2017 showed that contract maintainers left drainage holes covered on the bottom of a JSTARS' radome during depot maintenance between March 2015 and July 2016. This caused the radome to collect water and inflicted $7.35 million worth of damage to the aircraft. That damage was discovered on July 28, 2016, when the JSTARS aircraft assigned to the 116th Air Control Wing at Robins experienced radar failures during checks conducted by Air Force radar specialists. “When the specialists opened the radome for the radar, they discovered portions of the radar immersed in standing water with visible corrosion damage,” the report states. In the future, inducting more aircraft into the Air Force's own depot maintenance facility could offer some advantages, according to the service. The program office, operational wings, functional check flight crews and Air Combat Command's flight test detachment are all co-located at Robins. These locality benefits could help cut down on transportation costs. Additionally, start-up costs should be minimal because Robins already hosts the E-8C operational wings, according to the Air Force. “Our dedicated professionals and mission partners have extensive experience in overhauling and modifying large aircraft like the C-130, C-17 and C-5 fleet. I'm confident our team can leverage this experience and help the JSTARS community improve aircraft availability,” said Brig. Gen. John Kubinec, commander of Warner Robins Air Logistics Complex, in another press release. “Our team is excited about this opportunity and we stand ready to support this effort by working closely with the PEO and Northrop Grumman.” The Air Force still has an agreement with Northrop Grumman that runs through 2022, called a Total System Support Responsibility contract.
