    FCC and Ligado are undermining GPS – and with it, our economy and national security

    Sen. Jim Inhofe, Sen. Jack Reed, Rep. Adam Smith, Rep. Mac Thornberry Right now, the coronavirus is rightly our country's most immediate concern. But the Federal Communications Commission has used the crisis, under the cover of darkness, to approve a long-stalled application by Ligado Networks — a proposal that threatens to undermine our global positioning system (GPS) capabilities, and with it, our national security. The FCC granted Ligado (formerly known as LightSquared) permission to repurpose spectrum adjacent to GPS frequencies for a terrestrial cellular network — framing this proposal as essential to “winning the race to 5G.” But what Ligado has done is conflate two different and important spectrum issues: the sharing of mid-band 5G spectrum by the Department of Defense and commercial industry, and harmful interference of Ligado's signal with the low-band GPS signals used in nearly every aspect of daily life. The result: some members of Congress, members of the administration, and the public are now confused about the real and immediate impacts of Ligado's proposal. So, we wanted to clarify things: domestic 5G development is critical to our economic competiveness against China and for our national security. The Pentagon is committed working with government and industry to share mid-band spectrum where and when it makes sense to ensure rapid roll-out of 5G. [Editor's note: C4ISRNET first broke the news that the FCC would move forward with Ligado's request on April 10.] The problem here is that Ligado's planned usage is not in the prime mid-band spectrum being considered for 5G — and it will have a significant risk of interference with GPS reception, according to the National Telecommunications and Information Administration (NTIA). The signals interference Ligado's plan would create could cost taxpayers and consumers billions of dollars and require the replacement of current GPS equipment just as we are trying to get our economy back on its feet quickly — and the FCC has just allowed this to happen. Think of all the ways Americans use GPS each and every day. GPS satellites provide free precise timing and navigation that powers thousands of functions: making financial transactions at our banks, keeping the lights on in our homes, traveling around the country — the list goes on and on. Studies show GPS satellites contribute at least $1 billion to our economy every single day. GPS also forms the backbone of countless military operations and applications — to get supplies to our war fighters on the battlefield, guide unmanned aircraft and vehicles, target its precision weapons, and much more. It would be practically impossible to identify and repair or replace all of the potentially adversely affected receivers. It would “needlessly imperil [Department of Defense] GPS-dependent national security capabilities,” per Secretary Esper, putting the war fighter, U.S. Space Force, military readiness, and even the defense of our homeland at risk. American families and businesses would lose coverage or be forced to use systems from our strategic competitors, China and Russia, jeopardizing our global leadership in precision timing. We're not the only ones with serious concerns. Nine federal departments and agencies have completed extensive engineering tests and analyses on Ligado's proposal; and the results are clear: Ligado's plan would interfere with millions of GPS receivers across the nation. The Departments of Defense, Commerce, Interior, Justice, Homeland Security, Energy, and Transportation — as well as NASA, the National Science Foundation, the Coast Guard and the Federal Aviation Administration — all strongly object to Ligado's plan. What kind of precedent is the FCC setting by disregarding near unanimous opposition of federal agencies to this proposal? It's not just the government, either — industry leaders representing GPS, satellite communications services, automotive companies, commercial aviation, and weather data have also voiced concerns over Ligado's proposal. We would expect that the FCC listen not just to Ligado's privately funded research, but also broad-based, in-depth research from experts in national security and other fields. This makes it all the more confusing — why is the FCC ignoring all the evidence, especially now, at the height of a global crisis? The Ligado application highlights the need to use a technical, data-driven approach to balance the use of the spectrum between war fighter requirements and commercial needs, rather than strong-arming a proposal through the process like the FCC just did. We can expect this issue to be an ongoing national security challenge. If we want to strike a responsible balance moving forward, the U.S. government must modernize the infrastructure needed to manage and share spectrum efficiently, promote policy and technology innovation, and improve the ability of military systems to operate alongside commercial systems. Considering the risks, it's clear the FCC commissioners made the wrong decision regarding Ligado's plan, which will set a disastrous precedent while impeding ongoing work on spectrum sharing. The vulnerabilities to our national and economic security are not worth the risk, particularly for a band of spectrum that isn't necessary to secure a robust 5G network. We encourage the FCC to withdraw its approval of Ligado's application and take this opportunity to work with the NTIA and other federal agencies, including the Departments of Defense and Transportation, to find a solution that will both support commercial broadband expansion and protect national security assets. Moreover, we expect the FCC to resolve Department of Defense concerns before moving forward, as required by law. If they do not, and unless President Trump intervenes to stop this from moving forward, it will be up to Congress to clean up this mess.     Defense Department Looking Beyond 5G

    12/7/2020 By Jon Harper The Pentagon continues to pump additional funding into 5G technologies that have military and commercial applications. But it is also eyeing 6G and other next-generation communications capabilities. The term 5G refers to the oncoming fifth generation of wireless networks that will yield a major improvement in data speed, volume and latency over today's fourth-gen networks, known as 4G. In October, the Defense Department announced $600 million in awards for 5G test bed and experimentation activities at five U.S. military test sites. The work will be expanded to seven additional sites next year. “These activities represent the largest full scale 5G tests for dual-use applications anywhere in the world,” Acting Undersecretary of Defense for Research and Engineering Michael Kratsios told reporters. Commercial partners on the sites will include AT&T, Ericsson, Federated Research, Nokia and the Scientific Research Corporation. “This testing experimentation will not only dramatically improve our warfighting capabilities, it will also bring new uses and opportunities for this technology to the private sector,” Kratsios said. “These sandboxing activities at military bases harness the department's unique authorities to pursue bold innovations and game changing technologies.” Nations that master advanced communication technologies will enjoy long-term economic and military advantages, he added. Initial use cases for 5G envisioned by the Pentagon include integrating augmented reality and virtual reality into mission planning and training; developing “smart” warehouses to enhance logistics operations; and dynamic electromagnetic spectrum sharing in congested and contested environments. Starting in 2021, there will be an emphasis on the security aspects of 5G as well as innovations in next-gen capabilities such as 6G and 7G, Joseph Evans, the Defense Department's principal director for 5G, told reporters. Broad agency announcements on those topics are slated to be released in the January 2021 timeframe, Evans said. Elsa Kania, an adjunct senior fellow with the Technology and National Security Program at the Center for a New American Security, suggested the Pentagon might be getting ahead of itself. “I will be a little bit skeptical of talk of 6G when 5G is still at a nascent stage in so many fronts and we have yet to explore or exploit the full potential of 5G,” she said during a panel discussion. “I'm sure we will hear much more about 6G in the years to come, but I think for the time being, keeping the focus on how to ensure that 5G itself is secure and reliable” is a better approach. https://www.nationaldefensemagazine.org/articles/2020/12/7/defense-department-looking-beyond-5g

    Army selects companies to continue in long-range assault aircraft competition

    By: Jen Judson WASHINGTON — The Army has selected Bell and Sikorsky to enter into a competitive demonstration and risk reduction effort ahead of the start of the Future Long-Range Assault Aircraft, or FLRAA, program of record. The service is on a tight timeline to field a new long-range assault aircraft by 2030. The CDRR will consist of two phases that will last roughly one year each. The companies will deliver initial conceptual designs, an assessment of the feasibility of requirements and trade studies using model-based systems engineering. The competition for the program of record will begin in 2022 with a plan to field the first unit equipped in 2030. Congress added $76 million in funding to the aircraft program's top line in fiscal 2020 to drive down technical risk and speed up delivery. The money, which Congress approved as part of its FY20 appropriations bill signed into law in December, will fund the CDRR effort. The Army completed its Joint Multi-Role Technology Demonstration, or JMR TD, for which Bell and the Sikorsky-Boeing team each built aircraft to help the service understand what is possible for a future aircraft — mainly to replace the UH-60 Black Hawk. “These agreements are an important milestone for FLRAA,” Patrick Mason, the Army's aviation program executive officer, said in a statement issued March 16. “The CD&RR continues to transition technologies from the JMR-TD effort to the FLRAA weapons system design. We will be conducting analysis to refine the requirements, conceptual designs, and acquisition approach. Ultimately, this information and industry feedback are vital to understanding the performance, cost, affordability, schedule risks and trades needed to successfully execute the FLRAA program.” Bell has flown its V-280 Valor tilt-rotor demonstrator for two years in the JMR-TD and has logged more than 160 hours of flight time on the experimental aircraft. Sikorsky and Boeing's SB-1 Defiant coaxial demonstrator had a more difficult time getting off the ground due to issues in manufacturing its rotor blades. Its first flight was in March 2019. Even though Defiant has flown for a significantly reduced amount of time, the Army has determined it has enough data to move forward on its FLRAA program rather than extend the JMR TD to wait for the Sikorsky-Boeing team to log flight time. Brig. Gen. Wally Rugen, who is in charge of the service's future vertical lift modernization efforts, said last spring that because of the data collected through the JMR TD process as a well as additional studies and modeling, the service now thinks it has enough information to move more quickly into a full and open competition for FLRAA. Lt. Gen. Paul Ostrowski, the military deputy to the acquisition chief, said in a Senate Armed Services Airland Subcommittee hearing around the same time that the Army is presenting an acquisition strategy to the Pentagon's acquisition chief focusing on a nondevelopmental item approach to procuring FLRAA. That route, Ostrowski said, could lead to a competitive downselect by FY22. The extra funding provided by Congress will give the service the ability to continue to fly and burn down that inherent risk in developing a new helicopter. “What [that] may do as we hit those gates, is allow us to take what was going to be a primary budget, really a starting budget for the Army in ‘23 and ‘24, and potentially move that selection back to ‘23,” Rugen said recently. “We are not going to go to selection if, number one, we don't have requirements stable, we don't have resources stable, and, number two, the technology is not there.” The Army already has had a robust technology demonstrator program, including an extension, Rugen said, but that type of effort doesn't garner the same data as a prototype demonstration or a full-up weapon system. “In the CDRR [competitive demonstration and risk reduction], we're really trying to develop a weapons system, not the tech demonstrator,” Rugen said. “So we're trying to take it to the next level.” The CDRR will assess a laundry list of technologies identified through an Office of the Secretary of Defense-conducted independent technology readiness assessment, which would require additional evaluation to reduce risk, according to Rugen. Some of these technologies include the powertrain, drivetrain and control laws of the aircraft. “When we look at the software involved in flight controls, we have to really reduce risk there,” Rugen noted.
