    New US Army radios show anti-jam progress at network experiment

    Andrew Eversden WASHINGTON — The U.S. Army is seeing improvements in anti-jam capabilities in new radios crucial to securing manned-unmanned communications at its annual Network Modernization Experiment. At NetModX '20, which runs from late July to early October at Joint Base McGuire-Dix-Lakehurst in New Jersey, the Army's Combat Capabilities Development Command's C5ISR Center — or Command, Control, Communication, Computers, Cyber, Intelligence, Surveillance, and Reconnaissance Center — is testing the resiliency of the new radios. The effort will help the service observe how they would perform in the field as the Army looks to partner humans and machines. Initial data from the event suggests the two companies involved — Silvus and Persistent Systems — have improved their radio capabilities from last year, specifically in regard to anti-jam, according to Daniel Duvak, chief of the C5ISR Center's Radio Frequency Communications division. But one major challenge is making the radios less detectable as the Army's tactical network team starts to focus on command post survivability — or reducing the electromagnetic signature of command post communications — while not sacrificing latency and throughput. “If you want to make it less detectable, you know oftentimes you have to trade off the throughput or the range or one of those other products,” Duvak said. “So that's the piece and the real technical challenge that they're continuing to work on over the next few months. We've seen progress that they've made in those areas, but that's the piece that they're still working on.” Robert Stevens, an electronics engineer at the Radio Frequency Communications division, told C4ISRNET that the radios are an important piece of the next-generation combat vehicle. And Duvak said the Army's tactical network modernization team — made up of the Network Cross-Functional Team and Program Executive Office Command, Control, Communications-Tactical — wants to use the radios as a mid-tier radio solution. The development and fielding of new science and technology projects can take more than five years; however, the Army wants to speed that up as it seeks to modernize systems in preparation for future conflicts with near-peer adversaries. At last year's Network Modernization Experiment, the C5ISR Center tested several vendors' radios to see where commercial technology stood. Alternative contracting options, like broad agency announcements as well as cooperative research and development agreements, have proved critical to quickening radio development. Under the contracting mechanisms, vendors and the Army have more flexibility to experiment with radios and make iterative modifications as requirements change. Duvak said this is different from how the Army did business years ago, when it would award yearslong contracts but eventually receive radios that no longer met current requirements. “What we were able to do at this program was, in just about a year and a half of development time, take a couple of those products that we saw that were very promising and we were able to add and actually fund vendors to enhance those radios with those resiliency features that we were just talking about for the contested environment,” Duvak said. “Things like making them anti-jam, or more difficult for the adversary to jam, making them more difficult for the adversary to detect or intercept our communications.” Duvak said the Army wants the new radio capabilities for Capability Set '23, a collection of new tactical network tools to be fielded to soldiers in fiscal 2023. The resiliency of communications is critical as the tactical network modernization team pivots to reduce the electronic signature of the service's command post under Capability Set '23. The team is looking to increase bandwidth and reduce latency as part of that set of tools. Larter WASHINGTON ― The U.S. Navy is rapidly moving toward procuring the first hull in its new class of frigate in 2020, but a new report is raising questions about whether the Navy has done detailed analysis about what it needs out of the ship before barging ahead. The Navy may not have done an adequate job of analyzing gaps and capabilities shortfalls before it set itself on a fast-track to buying the so-called FFG(X) as an adaptation from a parent design, said influential Navy analyst Ron O'Rourke in a new Congressional Research Service report. In essence, the CRS report questions whether the Navy looked at what capabilities the service already has in the fleet, what capabilities it's missing and whether the FFG(X) is the optimal solution to address any identified shortfalls. O'Rourke suggests Congress push the Navy on “whether procuring a new class of FFGs is the best or most promising general approach for addressing the identified capability gaps and mission needs, and whether the Navy has performed a formal, rigorous analysis of this issue, as opposed to relying solely on subjective judgments of Navy or [Defense Department] leaders.” ““Subjective judgments, though helpful, can overlook counter-intuitive results regarding the best or most promising general approach,” the report reads. “Potential alternative general approaches for addressing identified capability gaps and mission needs in this instance include (to cite a few possibilities) modified LCSs, FFs, destroyers, aircraft, unmanned vehicles, or some combination of these platforms.” The Navy is looking to adapt its FFG(X) from an existing design such as Fincantieri's FREMM, one of the two existing littoral combat ships or the Coast Guard's national security cutter as a means of getting updated capabilities into a small surface combatant and into the fleet quickly. A better approach, O'Rourke suggests, would be to make a formal, rigorous analysis of alternatives to its current course. Failure to do so has led to a series of setbacks with the Navy's current small surface combatant program, the LCS. “The Navy did not perform a formal, rigorous analysis of this kind prior to announcing the start of the LCS program in November 2001, and this can be viewed as a root cause of much of the debate and controversy that attended the LCS program, and of the program's ultimate restructurings in February 2014 and December 2015,” O'Rourke writes. O'Rourke further suggests the Navy is relying too much on subjective opinions of Navy and Defense Department leaders, instead of a legitimate analysis. And indeed, the Navy has made rapid acquisition of the new ship the hallmark of the program. “Subjective judgments can be helpful, particularly in terms of capturing knowledge and experience that is not easily reduced to numbers, in taking advantage of the ‘wisdom of the crowd,‘ and in coming to conclusions and making decisions quickly,” O'Rourke argues. “On the other hand, a process that relies heavily on subjective judgments can be vulnerable to group-think, can overlook counter-intuitive results regarding capability gaps and mission needs, and, depending on the leaders involved, can emphasize those leaders' understanding of the Navy's needs.” Read the full report here. https://www.defensenews.com/naval/2018/07/09/has-the-us-navy-thought-this-new-frigate-through-new-report-raises-questions/

    Air Force unveils ‘Digital Air Force’ initiative

    By: Diana Stancy Correll The Air Force is launching a “Digital Air Force” initiative aiming to revamp its data management, IT architecture and business operations so the force will remain competitive against adversaries. “Our advantage in future battles depends on our ability to fuse vast amounts of data to accelerate our decision cycle to guarantee the success of any mission," said acting Air Force Secretary Matthew Donovan in a news release Tuesday. “Victory in combat will depend on us becoming a Digital Air Force.” This means the Air Force must establish tools to efficiently generate information and data in real-time to help the service make informed and quick decisions, he said. "Doing so will allow the Air Force to rely less on personal experience or intuition. The Digital Air Force initiative, detailed in a July white paper, focuses on eliminating “antiquated processes” and overhauling how the service curates, uses and shares data and information, amid difficulties coordinating systems across air, land, sea and cyber domains. Specifically, the initiative calls for cultivating a 21st century IT infrastructure that can react to the demands of modern combat. This will require cloud-based solutions to store and share data so airmen have constant access to data, the white paper says. Additionally, the Air Force said it is creating data management architecture and standardized policies that facilitate sharing data and using platforms. “This requires data that is gathered, stored and transmitted in commonly read and digested formats to minimize the delay between receiving, processing and using information derived from multiple systems,” the white paper said. The service said it is hiring contracted service providers to handle daily IT infrastructure management so cyber professionals can “focus on warfighter tasks and connecting information operations to our tactical and strategic ends.” The process accompanies the Air Force's plan to streamline its business practices to free up funding for “efforts that increase the lethality and readiness of the force.” “We must move beyond antiquated processes, systems and mindsets,” the white paper says. “We will pursue new ways to leverage technology and institute a culture of innovation and informed risk-taking.” Such changes will influence every segment of the service, the Air Force said.
