    Northrop Grumman Says It Will Walk Away From Cluster Bomb Contract

    The company's CEO says the decision is part of a move to "be thoughtful about potential human rights implications" of its products. Northrop Grumman said Thursday that it would walk away from a U.S. government cluster bomb contract as the company moves to distance itself from the deadly weapons commonly associated with civilian casualties. The contract involves the “testing of cluster munition components” and is “structured to help remove cluster munitions safely,” Northrop CEO Kathy Warden said on her company's quarterly earnings call on Thursday. The company does not make cluster munitions, which are air or ground-launched bombs that contain submunitions that spread indiscriminately over a wide area. Unexploded weapons from wars decades ago are still killing civilians. “We recognize that even supporting an area like cluster munitions for investors is of concern, because safe removal implies that at one point there was an embracing of the use of these products,” she said. “When we look at our portfolio, we are going to continue to recognize, we support our government and our allies in the important work of enabling our troops to do their work, but at the same time, be thoughtful about potential human rights implications, and how these technologies may be used in the future and provides equal consideration to safeguards associated with them.” With Democrats now controlling the White House and Congress, Warden used the earnings call to tout the company's environment, sustainability, and workforce-diversification efforts. “When we look through the lens of sustainability at our portfolio, we look at not only what capability we're providing, but how it's being used, or how we expect the customer to use that capability going forward,” she said. Still, Warden said, she expects no “significant changes” to the company's portfolio. Her comments come as the Biden administration has reportedly frozen several controversial weapons sales to Saudi Arabia and the United Arab Emirates. The Trump administration cleared multibillion-deals to sell F-35 stealth fighters and armed drones to UAE. It also reportedly approved a $500 million deal that would have allowed Raytheon to sell smart bombs to Saudi Arabia. Earlier this week, Raytheon CEO Greg Hayes said he expects the Biden administration to block that deal. “Generally speaking, when it comes to arms sales, it is typical at the start of an administration to review any pending sales to make sure that what is being considered is something that advances our strategic objectives and advances our foreign policy,” Secretary of State Anthony Blinken said Wednesday. “So that's what we're doing at this moment.” Saudi and UAE airstrikes have killed thousands of civilians in Yemen's civil war, according to UN reports.“We already have a portfolio where we have looked through that lens in making decisions about where we invest and what work we undertake,” she said. “This was just one small contract that came to us through the acquisition, and we've made a decision to stop performing in that area.” Northrop's decision to abandon the contract represents “a symbol of the stigma attached to these weapons,” said Jeff Abramson, coordinator of the U.S. Campaign to Ban Landmines and Cluster Munition Coalition. “Investors have gotten a lot of pressure not to invest in companies touching cluster munitions,” he said. Warden said Northrop would walk away from the cluster munition “surveillance” contract by the end of the year. “A stockpile surveillance program is a continuing process of testing of a stockpile to track its reliability as it sits in storage for the balance of its shelf life,” said Mark Hiznay, associate director of the Arms Division of Human Rights Watch. Textron, the last U.S. company to make cluster bombs, announced in 2016 that it would quit producing them, after the Obama administration banned sales to Saidi Arabia. ATK was a supplier to the CBU-87 and Sensor Fuzed Weapon cluster munitions. Warden, who became CEO of Northrop in January 2019, touted Northrop's recently being named in the top 25 of gender-balanced S&P 500 firms as well as being named to DiversityInc's list of Top 50 Companies for Diversity for more than a decade.     Nathan Strout Analytics and modeling, data management and software engineering are among the top tech priorities for the National Geospatial-Intelligence Agency, according to a document released Wednesday. The 2020 Technology Focus Areas publication is a guide for industry on how the agency is approaching technology broadly. “This document is focused on our needs, rather than specific technologies,” said Mark Munsell, NGA chief technology officer. “The changes we must make cannot only occur within the confines of NGA — they require the innovative spirit of industry to find new and unique solutions to some of our most difficult challenges.” The NGA's five technology focus areas are: · Advanced Analytics and Modeling · Data Management Modern Software Engineering · Artificial Intelligence · Future of Work The publication is an update to one that was first released in 2019. “We published the first NGA Technology Focus Areas as a way to share our technology needs with the larger geospatial intelligence (GEOINT) community. As our needs and expertise continue to grow and evolve, it is incumbent on us to provide an updated document reflecting these changes,” said Munsell in his introduction to the document. The agency also plans to issue its first technology strategy in the coming weeks, which will highlight how NGA plans to change in order to address these technology challenges. “Together, these two products illustrate the direction we are moving NGA's technology efforts.     BAE wins Marine Corps contract to build new amphibious combat vehicle

    Jen Judson WASHINGTON — BAE Systems has won a contract to build the Marine Corps' new amphibious combat vehicle following a competitive evaluation period where BAE's vehicle was pitted against an offering from SAIC. The contract allows for the company to enter into low-rate initial production with 30 vehicles expected to be delivered by fall of 2019, valued at $198 million. The Marines plan to field 204 of the vehicles. The total value of the contract with all options exercised is expected to amount to about $1.2 billion. The awarding of the contract gets the Corps “one step closer to delivering this capability to the Marines,” John Garner, Program Executive Officer, Land Systems Marine Corps, said during a media round table held Tuesday. But the Corps isn't quite done refining its new ACV. The vehicle is expected to undergo incremental changes with added new requirements and modernization. The Corps is already working on the requirements for ACV 1.2, which will include a lethality upgrade for the amphibous vehicle. BAE's ACV vehicle will eventually replace the Corps' legacy amphibious vehicle, but through a phased approach. The Assault Amphibious Vehicle is currently undergoing survivability upgrades to keep the Cold War era vehicle ticking into 2035. BAE Systems and SAIC were both awarded roughly $100 million each in November 2015 to deliver 16 prototypes to the Marine Corps for evaluation in anticipation of a down select to one vendor in 2018. [BAE, SAIC Named as Finalists in Marines ACV Competition] All government testing of the prototypes concluded the first week of December 2017 and the Marine Corps issued its request for proposals the first week in January 2018. Operational tests also began concurrently. Government testing included land reliability testing, survivability and blast testing and water testing — both ship launch and recovery as well as surf transit. Operational evaluations included seven prototypes each from both SAIC and BAE Systems, six participated and one spare was kept for backup. BAE Systems' partnered with Italian company Iveco Defense Vehicles to build its ACV offering. [BAE Systems completes Amphibious Combat Vehicle shipboard testing] Some of the features BAE believed were particularly attractive for a new ACV is that it has space for 13 embarked Marines and a crew of three, which keeps the rifle squad together. The engine's strength is 690 horsepower over the old engine's 560 horsepower, and it runs extremely quietly. The vehicle has a V-shaped hull to protect against underbody blasts, and the seat structure is completely suspended. SAIC's vehicle, which was built in Charleston, South Carolina, offered improved traction through a central tire-inflation system to automatically increase or decrease tire pressure. It also had a V-hull certified during tests at the Nevada Automotive Test Center — where all prototypes were tested by the Marine Corps — and had blast-mitigating seats to protect occupants.
