    Indra leads the European project that will give control of radioelectric space to fighters and aircraft

    Spain, May 20, 2020 - Indra will lead the European CROWN R&D project that will equip European fighters and aircraft with capabilities which combine radar, communications and electronic defence to dominate radioelectric space and operate at an advantage over the enemy. The company will coordinate the work of a consortium formed by Thales, Office National D'Etudes et de Recherches Aerospatiales (ONERA), Hensoldt, Fraunhofer-Gesellschaft, SAAB, Totalforsvarets Forskningsinstitut (FOI), Netherlands Organisation for Applied Scientific Research (TNO), Leonardo, Elettronica, and Baltijos Pazangiu Technologiju Institutas (BPTI). The project has been selected to form part of the Preparatory Action for Defence Research of the European Commission managed by the European Defence Agency and the grant agreement is now being prepared. This group of companies and research centers from seven countries will design the first element capable of integrating radar, electronic defence and communications equipment into a single compact and lightweight item of equipment that can be installed in the aircraft nose cone, camouflaged in the fuselage, or in an under-wing pod, on multiple platforms (even in UAVs). It will be a system based on active electronically scanned array (AESA) and sophisticated algorithms that will enable multi-purpose use for different capacities and in an optimized way. No other country as yet possesses this capability so it will bring a major advantage to whoever acquires it first. This integration will enable the aircraft's radar to intelligently select the least congested area of the spectrum to operate effectively and extend its range, even in environments where the adversary tries to interfere with its operation. At the same time, coordination of the radar with the systems that monitor the radio spectrum and those that generate countermeasures (ES/EA) will significantly improve the performance of these systems and of aircraft weapons systems in general. As for communications, they will gain range and bandwidth to exchange a greater volume of data with other platforms at higher speeds. The ultimate goal is to equip the aircraft of the future with a compact solution, smaller in size, with a lower weight and cost, and more power to provide a decisive advantage. On this will depend the ability to detect the enemy, select and fix targets and exchange data with other platforms on land, sea or air to prevail in combat or protect themselves from attack. Electronic defence has been placed at the center of military strategy in recent years as some countries resort to controlling radioelectric space as a way to counter the superiority of European and allied aircraft. The CROWN project could subsequently address the adaptation of this system for use by ground units and all types of land vehicles and ships. Leadership of the European defence sector The Spanish Government has appointed Indra as the national industrial coordinator in the European Defence Program FCAS (Future Combat Air System), the largest joint European Defence program to date and the most ambitious in terms of technological development. Indra will carry out this work together with the industrial leaders appointed in turn by France and Germany, Dassault and Airbus, respectively.     How the Defense Department is reorganizing for information warfare

    Mark Pomerleau America's adversaries have targeted the military's weaknesses via information warfare in recent years and as a result the Department of Defense has made a series of moves to reorganize and better defend against such threats. While each service is undertaking a slightly different approach toward information warfare, Defense officials have said there is a broad buy-in to a larger vision of how to fuse capabilities and better prepare to fight. Collectively, they show the breadth of the movement. Here are several ongoing efforts within the services and the Pentagon underway. Navy Upon assuming the service's top officer in December, Chief of Naval Operations Adm. Michael Gilday issued a fragmentary order outlining a variety of tasks for the Navy. Included in this order was a direction that the Navy will pilot a dedicated information warfare cell within a maritime operations center at Large Scale Exercise 2020 to more effectively execute space, electronic warfare, information operations and special operations forces into all-domain operations. Large Scale Exercise has been put on hold until next year due to the ongoing pandemic. Gilday explained that the results from the exercise will refined the requirements and timeline for these IW cells in all fleet maritime operations centers as part of the budget for 2022. Gilday also required the Navy to develop a plan to field small tactical cyber teams for fleet cyber commanders, however, that also is still forthcoming. Army The Army's primary arm for cyber operations has been working to reorganize and change its name. Lt. Gen. Stephen Fogarty in August announced Army Cyber Command intended to change its name to Army Information Warfare Command. Similar comments came from Chief of Staff Gen. James McConville. It is still unclear when the official name change will take place. The tactical manifestation of this name change will exist with the 915th Cyber Warfare Battalion, a relatively new unit consisting of 12 teams that support brigade combat teams or other tactical formations. These “fly away” teams, as some officials call them, would help plan tactical cyber operations for commanders in theater and unilaterally conduct missions in coordination with forces in the field. The Army has already activated its first two companies under the 915th in the last year and plans to create another within the next year. On the capability side, the Army is continuing to field its first organic brigade information warfare capabilities. These include the Multi-Function Electronic Warfare Air Large, the first organic bridge aerial electronic attack asset, which is also capable of cyberattacks pod mounted on a MQ-1C Gray Eagle drone, as well as the Terrestrial Layer System Large, the first ground based integrated signals intelligence, electronic warfare and cyber platform. The Army recently awarded a development contract to Lockheed Martin for MFEW and plans to equip units in 2022. The TLS is currently in the prototyping phase with two companies competing for the contract. The Army aims to equip units in 2022 as well. Air Force In October, the Air Force created its first information warfare command in 16th Air Force, which combined 24th Air Force and 25th Air Force. It now fuses cyber, electronic warfare, intelligence surveillance and reconnaissance, information operations and weather together under one commander. While the new entity reached fully operational capability this month, there is still more work to be done in getting the right personnel in place and continuing to integrate the disparate entities that existed separately before. Specifically, 16th Air Force's commander Lt. Gen. Timothy Haugh said an information warfare cell that will be tied closely with the air components at European and Indo-Pacific Command has been assigned but that leaders still need to hire personnel. Additionally, he noted during a July 15 event hosted by the Mitchell Institute that the 16th will be partnering with their parent entity Air Combat Command to create a spectrum warfare wing. Marine Corps The Marines decided to reorganize their Marine Expeditionary Force headquarters nearly four years ago and create the MEF Information Groups (MIGs). These entities centralize cyber, electronic warfare, intelligence and information operations into tactical maneuver formations. These forces are still participating in exercises to better refine structures and concepts.     Major Pentagon IT programs are reducing costs, but development challenges remain

    Andrew Eversden A federal watchdog's review of 15 major information technology investments at the Department of Defense found that many programs were below cost estimates, though several had delays in their original timelines, shortfalls in cybersecurity testing and software development workforce challenges. The Government Accountability Office's 18th annual “Defense Acquisitions Annual Report," released June 3, evaluated 15 major business and non-business information technology programs, the first time the GAO evaluated IT programs as part of the review. The IT projects the GAO examined totaled $15.1 billion in spending. The report found that 11 of the 15 systems saw decreases in their in their life-cycle cost estimates. The biggest cost saver was the Army Contract Writing System, which decreased its cost estimate by $229 million. That system will replace several legacy platforms and serve as the Army's enterprise-wide contract management platform. Officials working on the systems with lower price tags said that the drops were due to contract cost revisions, program management efficiencies and lower costs than expected. Two of the remaining four programs that had higher costs experienced increases of over 20 percent, though the report doesn't note which programs. One program, not named in the report, experienced an increase of $315 million, or 151 percent. Officials from the unexpectedly expensive projects cited developmental challenges as a reason for the increases. Two-thirds of the projects experienced schedule delays, ranging from one month for the Marine Corps' Air Command and Control System Increment One, to five years for the Air Force's Defense Enterprise Accounting and Management System-Increment One. Officials for delayed programs told the GAO that slowdowns occurred because of cybersecurity gaps, performance issues and longer-than expected maintenance periods. The GAO also evaluated the use of software development by the systems, finding that 14 of the 15 programs were using various types of iterative software development, such as agile, incremental and waterfall, among others. Among the other findings: - All eight major business IT systems it evaluated were using commercial-off-the-shelf software, consistent with DoD guidance from 2017. COTS software is supposed to reduce cost, development time and increase delivery. - Six of the 15 systems were conducting cybersecurity testing during the developmental stages of the program, which allows the services to fix vulnerabilities early in the software life cycle before the program is used, saving money and reduce delays before systems are fully implemented. - Eleven of the 15 programs conducted operational cybersecurity testing, during which vulnerabilities and their effects are identified in a mission context, the GAO said. While Pentagon leaders push faster delivery times on software, many programs reported workforce challenges associated with rapid development. According to the GAO, nine of the 15 programs said it was “difficult to find staff with the requisite expertise.” Seven struggled to hire staff fast enough to complete development, while six reported not meeting software engineering staff plans to be a challenge. The watchdog evaluated five programs from the Air Force, four Navy projects, two Army investments and four programs from the office of the secretary of defense.
