    Air Force works to ‘mitigate’ Ligado deal’s impact on GPS

    Aaron Mehta and Valerie Insinna The U.S. Air Force is in the early stages of developing strategies to “mitigate” the damage expected to occur to Global Positioning System capabilities following the Federal Communication Commission's approval of a spectrum request by Ligado Networks, according to the service's top uniformed officer. On Wednesday, Air Force Chief of Staff Gen. David Goldfein said he was “very concerned about the Ligado decision,” adding those concerns are shared with Gen. Jay Raymond, the first head of the U.S. Space Force. “We as a nation, and I would offer as a [world], rely on GPS to do so much that affects far more than military operations,” Goldfein said. “This is our quality of life. This is how we run businesses. This is how we fly airplanes. This is the ATM that requires that timing signal to get money. This is the blue dot on your phone that allows you to get from point A to point B, so we have come to just rely completely on GPS.” On Monday, the FCC voted 5-0 in favor of Ligado's plan, which would allow the company to use L-band — a range of frequencies between 1 to 2 GHz, on which GPS relies in order to penetrate weather and dense vegetation. The company wants to use L-band as part of its plan to expand America's 5G capabilities, or next-generation connectivity. The Defense Department and other government agencies have opposed the proposal for almost a decade over concerns it would impact GPS. C4ISRNET first broke the news April 10 that the FCC would move forward with Ligado's request. “The best way I've heard it described — I'm a philosophy major and this works for me — if you're trying to have a quiet conversation and in the next room is a 500-watt speaker blaring music at you: That's a visual of what potentially could be the interference with this GPS signal that absolutely has got to be pristine, and the world relies on," Goldfein said. "So I am very concerned about it, and [Chief of Space Operations for the U.S. Space Force Gen. John “Jay”] Raymond and I are looking at different mitigation steps.” Goldfein didn't go into details about what those steps might entail. Later in the day, Mark Lewis, the Defense Department's director of research and engineering for modernization, said he hadn't talked with Goldfein yet on next steps, but expressed similar sentiments about the Ligado plan. “It's obviously a concern. Our ability to operate not only in space but in spectrum is critical. So I guess what I would tell you is right now we're considering what the implications will be and considering what the impacts will be,” Lewis said at an event hosted by the Mitchell Institute. It's something “we're working pretty actively,” Lewis added. Outside of the technical mitigation efforts, there may be policy efforts underway to try and block L-band use by Ligado. In an exclusive op-ed for C4ISRNET, leaders of the House and Senate Armed Services committees warned that Ligado's plan could ultimately “cost taxpayers and consumers billions of dollars and require the replacement of current GPS equipment just as we are trying to get our economy back on its feet quickly.” “We encourage the FCC to withdraw its approval of Ligado's application and take this opportunity to work with the NTIA [National Telecommunications and Information Administration] and other federal agencies, including the departments of Defense and Transportation, to find a solution that will both support commercial broadband expansion and protect national security assets.     By: Andrew Chuter LONDON – Britain's armed forces are investing just over £100 million ($134 million) acquiring equipment to improve sensor-to-shooter capabilities for dismounted troops, the Ministry of Defence announced Jan 21. Under the effort, the UK arm of Israeli-based Elbit Systems has been awarded an £101 million deal to supply the British dismounted joint fires integrators (D-JFI) program. The equipment will give British Army, Royal Marine, special forces and Royal Air Force units improved ability to find, identify and instantly distribute battlefield target information to artillery, aircraft and others. The new kit, based around the latest thermal sight technology, will primarily be used by joint terminal attack controllers and fire-support teams. The contract, which includes support, comes to a close in March 2026, although there is an option to extend it by two years. Elbit Systems UK secured the contract in mid-December, but officials only now announced it. British defense procurement minister Jeremy Quin said the contract “not only delivers the very latest in battlefield technology to our frontline soldiers, but also invests in the British defense industry, sustaining more than 500 jobs across the UK.” In a statement the company said their D-JFI solution will “enable fast and secured transition of target information across the British and allied armed forces, allowing swift and accurate utilization of artillery and close air support.” Several Elbit technologies are being used in the system, including: the TORCH-X battle management application; the HattoriX system for high-precision target marking, the CORAL thermal-imaging system, and the Rattler XR laser designator. This new contract is the latest of a number of deals secured by Elbit Systems UK in recent years, furthering the British Army's digitalization efforts.     The Corps’ HIMARS are going airborne as Marines bring them to targets via KC-130s

    By: Shawn Snow The same innovative rocket artillery unit that fired HIMARS from a ship is once again mixing things up, but this time they're doing it with aircraft. The tactic is called HI-RAIN, which is short for HIMARS Rapid Infiltration, where the Corps takes its precision-guided rocket artillery system, stuffs it in a KC-130 and flies it to a location to destroy a target. Once on the ground, the HIMARS crew offloads the system and strikes a target and then rapidly exfils from the target site. The Corps says HI-RAIN is the progression of an aerial artillery raid capability they already have, which can be done with sling loaded M777 howitzers hauled by the Corps' heavy lift helicopters like the CH-53. The MV-22 Osprey is also capable of lifting the M777. Aerial artillery raids provide battlefield commanders flexibility by inserting a long-range fire capability beyond a captured beachhead or behind enemy lines to quickly destroy a target. But the HIMARS will greatly extend the Corps' range of that existing raid capability, which should prove useful should the Corps find itself stretched thinly across the vast expanse of the Pacific Ocean in a fight with a sophisticated adversary like China. A Marine HIMARS unit known as 5th Battalion, 11th Marines, recently executed a HI-RAIN mission on Dec. 7 as part of an annual exercise with the 1st Marine Division dubbed Steel Knight. For the exercise, Marines with 5/11 loaded two HIMARS systems onto two KC-130 aircraft at Marine Corps Air Station, Camp Pendleton, California, and flew to Dugway Proving Grounds, Utah. Once on the ground, the a HIMARS unit fired one M31A1 GMLRS – Unitary precision rocket, striking a target approximately 15 km away. The GMLRS round is short for Guided Multiple Launch Rocket System. HIMARS are capable of striking targets several hundred kilometers out, the short range was due to range limitations, Marine officials said. The Corps says 5/11 began aerial embarkation testing with KC-130s in 2014, and since then have carried out many HI-RAIN missions across the U.S. from Alaska to Arizona, all during training exercises. Other Marine HIMARS units are honing the same skill. The Corps is also capable of carrying out artillery raids inserting howitzers via helicopter. In August, 3rd Battalion, 11th Marines, carried out the first lift in an austere environment in Australia of an M777 howitzer using an MV-22 Osprey.
