Senate bill adds funding for Army helicopter program and to buy more drones

WASHINGTON — The Senate Armed Services Committee's version of the National Defense Authorization Act recommends increasing funding for the future long-range assault aircraft and to buy additional drones, according to a summary report released Thursday.

On the whole, the senators seem to have focused more on programs from the Air Force and Navy, largely leaving the Army untouched, per the summary. However, full language has yet to be released. The Army requested $178 billion for fiscal 2021, down slightly from its fiscal 2020 request of $182 billion.

The FLRAA program, which seeks a new long-range assault aircraft by 2030, is receiving $5 million more than was requested. It is the second year in a row Congress has increased funding for the program above what the Pentagon asked for, following a $76 million increase in FY20 to drive down technical risk and speed up delivery.

FLRAA is one of two key programs for modernizing Army aviation. The Bell V-280 Valor tilt rotor and the Sikorsky-Boeing SB-1 Defiant coaxial are both contending for the FLRAA contract. The competition for the program of record will begin in 2022, with a plan to field the first unit equipped in 2030.

The Senate is also adding $165 million for the purchase of additional MQ-1 unmanned aircraft for the Army to “meet state requirements for unmanned fixed wing ISR.” Additional language requires the secretary of the Army “submit a plan to operationally deploy or forward station in an operational theater or theaters” two batteries of interim cruise missile defense capability.

On the cyber front, another $5 million is slated for Army operation and maintenance to “provide Cyber Mission Forces with more resources to access, operate, and train as required by increased operational demand.” Although not Army-specific, the NDAA language emphasizes the importance of the overall cyber posture, including an analysis of the Cyber Mission Force and an “evaluation of cyber reserve force options, which could provide capable surge capability and enable [the Department of Defense] to draw on cyber talent in the department sector.”

Overall recruitment targets for the service is set at 485,000, adjusted own slightly from what the Army predicted in its FY21 budget request.

    By: Tom Kington ROME — Italy will stretch out the order of F-35 fighter jets, buying six or seven of the aircraft in the next five years instead of the previously planned 10 jets, a government source told Defense News. The decision follows a review of the program by Italy's populist government, which took office in June and is mulling defense spending cuts to pay for social welfare programs and cover tax cuts. The source said the plan did not envisage a reduction in orders, merely a slowdown of intake, which would leave the decision of the total F-35 purchase to a future government. Previous governments planned to buy 60 F-35As and 30 F-35Bs for a total of 90 aircraft. The new government will focus on spending plans over its five-year mandate and not beyond, the source said, adding that discussions are underway with the U.S. about the change in schedule. The decision on the slowdown keeps with Italian policy on the F-35 set out by Defence Minister Elisabetta Trenta after she took office in June. “What I would like to do is lighten the load, since we have other spending commitments in Europe. We will try to stretch out deliveries instead of cutting the order, which would reduce offsets and mean penalties,” she told Defense News at the time. Italy has taken delivery of 10 F-35As and one F-35B. Two of the "A" models as well as the "B" model are being used for training in the U.S., while eight "A" models are now based at the Italian Air Force's base in Amendola, southern Italy. Trenta was tapped for office by the Five Star party, one of two political parties in Italy's current coalition government. Five Star politicians took a hostile line toward the F-35 program before taking office, at one point promising to scrap it. However, a defense spending document released last month suggests the government will maintain spending on the program in the next two years, with €766 million (U.S. $874 million) due to be spent in 2019 and €783 million in 2020. Those figures should be treated as provisional until the overall budget is signed in Parliament in the coming weeks. Five Star politicians have also shown hostility toward another U.S. defense program — the ground station planned in Sicily to support the Mobile User Objective System, or MUOS, network, a U.S. Navy-run satellite network providing voice and data communications to U.S. military personnel and platforms around the world, even when they are under thick forest canopies.     By: Todd South ABERDEEN PROVING GROUND, Md. — As the Army looks to shrink its battlefield footprint, its researchers and engineers are finding ways to make the nerve center of the battle — command posts — lighter, more capable and easier to set up and tear down. A recently concluded three-year program aimed to do just that, with everything from the shelter devices used to house a command post's gear, to refitting old and new vehicles, to moving an entirely vehicle-mounted communications system off the truck and into the ruck, cutting its weight by two-thirds in the process. These are some of the ways that experts with the U.S. Army Research, Development and Engineering Command's Communications–Electronics Center are finding to make command posts more mobile, resilient and effective against enemies that can quickly target and destroy massed formations. Some of the advancements include the Expeditionary Command Post shelter, a 20-foot box with integrated power outlets, air conditioning, network cabling and video distribution system. It's containerized so that it can be hauled on a truck or sling loaded under a helicopter. A four-soldier team can set up the structure within 30 minutes as the remaining command personnel hook up the computers, radios and other devices inside of the structure. Jim Bell, operations expert with RDECOM, told Army Times that soldiers with the 1st Armored Division's 2nd Brigade Combat Team set up the shelter in those time frames during field exercises. And during an experiment at Fort Hood, Texas, soldiers moved the shelter with a CH-47 Chinook helicopter. An even more mobile option that researchers have put together is the Light-Mobile Command Post, a pull-out table and tent combination that is installed in the back of a Humvee. It includes fixed TV monitors, built-in radio networks, cabling and computers. The system was designed primarily for light infantry units, but a similar configuration has also been installed on tracked command vehicles for armor units. This post can be voice comm and position location tracking operational within 15 minutes and fully operational in 30 minutes. Another Humvee-based answer to mobile command is a reconfigured command and control vehicle dubbed the Command Post Platform–Improved. It has a built-in power and cooling system and spots for two cases containing the capacity for six computer servers, enough to run a brigade's worth of data. The setup includes seven radio nets, HF, UHF, VHF and SATCOM, and links for fiber optic, standard and secret lines of communication. A small but important feature allows the user to power the systems from either vehicle or external power. The system also has a 15-minute power backup so that the servers can continue to run as power is switched. Beyond a structure or tent solution, researchers have also outfitted small and mid-size all-terrain vehicles, specifically the Polaris MRZR. The focus of these is to provide airborne or air assault operations with a full-fledged command post in a smaller package. The smaller MRZR uses a modular system that can be pulled and reinstalled quickly into another vehicle, should the ATV be disabled. And it has an extra-powerful alternator that can produce 120 amps, double the amperage of a Humvee alternator. It also includes a first-ever all-around handset that can plug in and communicate whether the speaker is using radio, Voice over Internet Protocol or VOIP, and other computer-based voice applications. On top of all these advancements, the Army also is working on reducing what was 60 pounds worth of gear that previously was only used during mounted operations into a much lighter, man-portable package. “They were ripping stuff off of vehicles and coming up with a power source,” said Brad McNeilly-Anta, command post consultant for RDECOM. “That wound up with a 60-pound item, and they were jumping with it at the 82nd Airborne.” Not the most convenient package to haul to the ground. The expeditionary Joint Battle Command Platform is a line of sight, two-way transmission that includes a tablet, battery, peripherals and a new fueled power source that allows it to run for more than 24 hours of continuous operations. Adjustments and replacements to the ruggedized computer, power source, transceiver and encryption device have trimmed the weight down to 23 pounds.
