SCAF : la Suède et le Royaume-Uni cherchent à rompre leur isolement

Les ministres suédois et britannique de la Défense ont signé un protocole d'accord concernant le développement conjoint des systèmes de combat aérien du futur.

Face à l'axe mis en place entre l'Allemagne, l'Espagne et la France pour développer conjointement un système de combat aérien du futur (SCAF), le Royaume-Uni et la Suède cherchent à rompre leur isolement en s'alliant. La secrétaire d'État à la Défense du Royaume-Uni, Penny Mordaunt, et le ministre suédois de la Défense, Peter Hultqvist, se sont donc rencontrés à Londres pour signer un protocole d'accord portant sur le développement d'un système similaire de combat aérien du futur (SCAF). S'étalant sur dix ans, cet accord doit permettre d'établir les conditions d'une coopération plus étroite concernant le développement d'un SCAF. Cela inclut la possibilité d'intégrer des technologies installées sur les Saab JAS 39 Gripen et BAE Systems Typhoon.

Selon les parties concernées, les industriels et les gouvernements des deux pays ont identifié des besoins futurs similaires en matière de combat aérien. Le ministre de la Défense suédois, Peter Hultqvist, a souligné que les relations industrielles partagées par les deux pays étaient essentielles pour garantir cette future puissance aérienne de combat. « La coopération internationale fait partie de la stratégie de croissance de Saab et la collaboration avec les industries britanniques représente cette façon de travailler, également en prévision du futur », commente Håkan Buskhe, président de Saab. Le constructeur suédois rappelle qu'il développe actuellement le chasseur de nouvelle génération, le Gripen E/F, et qu'il « s'engage à le faire en étroite collaboration avec ses partenaires stratégiques, les forces aériennes suédoises et brésiliennes, ainsi qu'avec d'autres clients existants et nouveaux du Gripen, afin que le Gripen évolue pour répondre aux nouvelles exigences opérationnelles des prochaines décennies. »

De son côté, le ministre britannique chargé des achats de la Défense, Stuart Andrew, a rappelé que le partenariat entre le Royaume-Uni et la Suède comportait déjà des exercices conjoints dans l'Arctique ainsi que l'exercice Ramstein Alloy au-dessus de l'Europe de l'Est. De même, les Typhoons de la Royal Air force sont équipés de distributeurs de paillettes et de leurres de fabrication suédoise tandis que le radar Giraffe de Saab est un élément clé du système de défense aérienne au sol britannique Sky Saber. Enfin, les Gripen sont équipés de radars conçus et construits par Leonardo à Edimbourg et le Royaume-Uni, en collaboration avec des partenaires européens, dont la Suède, a mis au point des missiles air-air Meteor.

    UK Defence Secretary announces first deployment for new sub-hunter aircraft

    Defence Secretary Gavin Williamson has announced that the UK's new fleet of submarine hunting aircraft will take to the skies over the Arctic next year. While visiting Royal Marines and Royal Navy personnel on winter training in Norway, the Defence Secretary announced that as part of their first deployment next year the RAF P8 Maritime Patrol Aircraft will be in the Arctic to counter Russian submarine activity that has reached Cold War levels. This deployment is part of the Defence Arctic Strategy, which will be published this spring, deepening our relationship with regional partners and sharpen our expertise of operating in the extreme cold environment. Defence Secretary Gavin Williamson said: The Arctic Strategy puts us on the front foot in protecting Britain's interests in this expanding new frontier. Whether it's sharpening our skills in sub-zero conditions, learning from longstanding allies like Norway or monitoring submarine threats with our Poseidon aircraft, we will stay vigilant to new challenges. Nine of the P8 Poseidon aircraft will be delivered to RAF Lossiemouth in 2020 at which point they will begin reconnaissance patrols over a wide range including the High North and North Atlantic. While in Norway the Defence Secretary also met with the elite commandos of the Royal Marines and discussed the unique challenge of honing their combat skills hundreds of miles inside the Arctic Circle where temperatures drop as low as -30°C. As part of the Defence Arctic Strategy, the Royal Marines have committed to a 10-year training programme with their Norwegian counterparts, which will see around 1,000 Marines travelling North each year. A long-term NATO ally, Norway is also a fellow member of the Joint Expeditionary Force and Northern Group – two initiatives through which the UK is enhancing its co-operation with key northern European partners.     American shipbuilding: An anchor for economic and national security

    By: Peter Navarro “Don't give up the ship!” These were Capt. James Lawrence's dying words defending the USS Chesapeake during the War of 1812. Over 200 years later, the United States Navy and America's critical shipbuilding industry are issuing the same cry from shipyards across our nation. Here is a simple truth: A true renaissance of America's shipbuilding industry will require a large-scale overhaul and new strategy before it can churn out the ships we urgently need to maintain our status as the greatest maritime power in world history. In the first year of his “Peace through Strength” administration, President Donald Trump made a 355-ship Navy the official national policy by signing the 2018 Defense Authorization Act. Currently, however, we are asking too few ships to do too much while many vessels are decades old and severely backlogged for critical repairs. This egregiously long queue is an open invitation to foreign adversaries, who are displaying increasingly aggressive postures and rapidly expanding their own naval capabilities. Today, only seven shipyards across the country are capable of constructing large or deep-draft Navy vessels. More subtly, each yard has become specialized to build a specific warship, whether it be a nuclear-powered Virginia-class submarine or an Independence-class littoral combat ship. This specialization, while optimal for workforce training and infrastructure investments at specific yards, makes them remarkably vulnerable when there is a downturn in government contracts or the private market contracts. Foreign competitors such as China anchor their shipyards in tens of billions of mercantilist and predatory government subsidies every year. Unable to compete with such foreign subsidization, the American shipbuilding industry has lost 75,000 jobs — a decline of over 40 percent. For every shipbuilding job in America, three indirect jobs are supported. We have therefore allowed predatory foreign markets to steal approximately 300,000 good-paying American jobs — the population of St. Louis, Missouri. Our strategic and economic adversaries know the importance of shipbuilding. To understand the dangers, consider this: From 2010 to 2018, the Chinese Communist Party has provided over $130 billion in shipping and shipbuilding subsidies. Now, it controls the world's second-largest commercial fleet by gross tons, and constructs one-third of the world's ships. If Pax Americana is to continue, we must live up to the maxim of former Assistant Secretary of the Navy and 26th President Teddy Roosevelt: “A good Navy is not a provocation to war. It is the surest guarantee of peace.” Restoring investment in shipbuilding will leave a wake of prosperity for our economic security and send waves of strength for our national security. Expansion in capacity and capabilities of our shipyards will again incentivize commercial shipbuilding, increasing industry efficiency and creating competition, eventually lowering the overall cost of production. This must be our policy goal. If we commit to a revitalization of our shipyards, in just a few years, scores of vessels could again make maiden voyages from American yards built at the hands of thousands of American steelworkers, pipefitters, welders and electricians — a renaissance of one of our nation's most integral industries. This would mean thousands of new jobs in Maine, Michigan, Pennsylvania, Wisconsin, Florida and throughout the Gulf Coast. This means secure waters around Greenland, the Bering Strait and the South China Sea as well as the straits of Bab el-Mandeb, Malacca and Hormuz. While the 296-ship fleet of the U.S. Navy is still the most powerful in the world, Communist China's People's Liberation Army Navy is now sailing approximately 350 warships and counting. Some estimates say Communist China's Navy could be as large as 450 ships by 2030 — and it's not just China that is a cause for concern. While the Chinese Communist Party militarizes the South China Sea, Russia — which will assume chairmanship of the Arctic Council in May 2021 — has been quietly rebuilding its Arctic fleet. This is a region that will be of critical importance in the years to come as northern shipping lanes open and natural resources make themselves available. As it stands now, the U.S. Navy can't effectively access these waters, as it lacks the ice-hardened warships to do so. Our shipbuilding industry was once a bulwark of American manufacturing, but decades of neglect, ambivalence to predatory foreign markets and sequestration have caused it to take on water. If we don't begin patching the holes now, it won't be just an industry that sinks. It may well be our economic and national security, as we will be unable to protect the world's sea lanes — the arteries of commerce and veins of national defense. While our enemies argue American manufacturing and might is on the decline, we repeat the battle cry of Capt. By PAUL MCLEARY and THERESA HITCHENSon May 13, 2020 at 4:32 PM WASHINGTON: Like the rest of the Defense Department, Special Operations Command is preparing for flat to declining budgets in the coming years as the national debt spirals to $25 trillion and the economy flattens due to COVID-19 related shutdowns. At the moment, the command that trains, equips and sustains the nation's elite covert operators boasts a $13 billion budget, $7 billion of which goes directly into buying and repairing new gear, with another $800 million pumped into research and development. And that's the unclassified part of the budget. The command wants to protect those investments, Jim Smith, SOCOM's top acquisition executive, told reporters this morning. But fiscal realities being what they are, “right now, our planning assumptions are based on a flat budget out through the next seven years or so,” he said. “And then, if you take into account inflation, you might even have a slightly downward pressure on our overall budget.” Just recently, Defense Secretary Mark Esper suggested that the budget pressure might force his hand in cutting older, legacy systems earlier than planned to pull savings toward priority modernization programs like the $500 billion the DoD plans to spend on the refurbishment of the nuclear triad over the next decade. Earlier this month Esper declared, “we need to move away from the legacy, and we need to invest those dollars in the future. And we have a lot of legacy programs out there right now — I could pick dozens out from all branches of the services” that could be cut or curtailed. Asked by Breaking Defense if pressure on SOCOM budgets could lead to the command walking away from bigger and older systems, Smith said “SOF is a little different. There is a propensity for us to accept a near-[commercial] solution and get it into the fight very quickly. And for that reason, we tend not to sustain equipment or the 20-year, 30-year life cycles that you see in the services.” That's not to say “we don't have the same pressures,” as the services in finding savings, he added. “We're trying to divest in a force that you know likes to hold on to things. And so we have very rich dialogue at the command level, I can assure you, about trying to divest over some of our larger programs going on.” One area commanders want to grow is close air support and ISR in areas without large, improved landing strips via the Armed Overwatch program. Lt. Gen. Jim Slife, commander of Air Force Special Operations Command, said in February at the Air Force Association's annual meeting that the aircraft would replace AFSOC's U-28s — and focus more on plane's close air support, and intelligence, surveillance and reconnaissance (ISR) missions. Smith today explained that effort is standing on the shoulders of the Air Force's defunct Light Attack Aircraft effort. “We are on the backs of the Air Force's effort. We're using the same program managers and engineers,” Smith said. “Everything that was learned by the Air Force in their light attack experiment is being leveraged into ours.” The Air Force's long-running light attack aircraft saga — that at one point was expected to involve procurement of up to 300 airplanes — began way back in 2011, when the Air Force initiated a program to procure what it then called “light air-support” aircraft for use in insurgencies. In 2017, the program morphed into what the service called the Light Attack Experiment, aimed at developing a concept of operations that involved US allies as well as fleshing out an overall acquisition strategy. In 2018, then-Air Force Secretary Heather Wilson said the service had set aside $2.4 billion in the fiscal year 2019 budget's five-year cycle to acquire agile, armed reconnaissance aircraft — once it had tested out its chosen competitors: Textron's AT-6 and the Sierra Nevada-Embraer team's A-29. In October 2019, facing a threat from Congress to strip the program from its control, the Air Force issued a request for proposal to Textron and Sierra Nevada to buy “two or three of both” companies' turboprops. Finally, in February this year, the Air Force threw up its collective hands and gave up the quest to buy light attack aircraft in quantity — purchasing only two each of the AT-6 Wolverine and A-29 Tucanos for continued experimentation. Several of the companies who originally fought it out way back in the day under the Air Force effort, as well as Textron and Sierra Nevada, are now throwing their hats in the SOCOM ring. Spokespeople for Air Tractor (which had formally protested the Air Force's contract award in the light attack competition), Sierra Nevada and Textron confirmed to Breaking Defense today that they are all in for the live-fly demonstration expected in November. The plan is for SOCOM to buy up to 75 of the aircraft over seven years, beginning with a $106 million request in the 2021 budget to kick things off. The Special Operations community is as interested in what it can put on one of these planes as it is in the aircraft itself. “At the end of the day, I'm going to deliver a weapon system,” Smith said. “And so what's really important to me is what the vendor brings to the table, in terms of their ability to integrate weapons onto a non-developmental platform. I think the Air Force, you know, there was a lot of focus on the actual platforms. I don't think you'll see that from SOCOM.
