Romania set to choose four new corvettes, frigate upgrade

Romania's Ministry of Defence is nearing a decision on the procurement of new multirole corvettes after receiving final bids at the beginning of October from Damen Schelde Naval Shipbuilding of the Netherlands, Italy's Fincantieri, and France's Naval Group.

The EUR1.6 billion (USD1.85 billion) programme covers the acquisition of four corvettes, as well as the combat system modernisation of the Romanian Navy's two ex-UK Royal Navy Type 22 frigates Regina Maria and Regele Ferdinand . A source selection is scheduled for 26 October, although industry sources suggest this could slip by a number of weeks.

Romania's requirement calls for a 2,500-tonne class multipurpose ship with capabilities across anti-submarine warfare, anti-surface warfare, anti-air warfare, electronic warfare, naval gunfire support, and search and rescue. The design is also required to provide aviation facilities suitable for an IAR 330 Puma 10-tonne helicopter and a shipborne unmanned aircraft system.

In line with Romanian stipulations for local industry participation, all three contenders are proposing build and in-service support in conjunction with subsidiaries or partners based in country. Romania has asked for the first corvette to be delivered inside three years, with the programme to be completed in seven years.

Damen Schelde Naval Shipbuilding is bidding a variant of its SIGMA 10514 design with sister yard Damen Shipyards Galati. To meet the Romanian requirement, Daman has specified a Thales Nederland combat management system (CMS)/sensor fit, the Raytheon Evolved SeaSparrow Missile System and Boeing Harpoon Block II anti-ship missiles. The underwater warfare suite would be provided by General Dynamics Mission Systems-Canada.

Fincantieri, which owns the Vard Braila and Tulcea shipyards in Romania, is offering a customised variant of the Abu Dhabi corvette previously built for the United Arab Emirates. It is likely that Vard Braila would be the focal point for both construction and in-service support if Fincantieri is selected.

    UK Ministry of Defence orders more than 500 Boxers in €2.6 billion contract

    November 8, 2019 - The Artec consortium, led by Rheinmetall and Krauss-Maffei Wegmann (KMW), has signed a contract with the UK Ministry of Defence (MoD) to produce more than 500 Boxer 8x8-wheeled armoured vehicles for the British Army. The total current value of the order is approximately €2.6 billion (£2.3 billion). The contract has been awarded to Artec via the European procurement agency Organisation for Joint Armament Cooperation (OCCAR). The contract awarded to Artec falls under the UK’s Mechanised Infantry Vehicle (MIV) procurement programme and includes more than 500 vehicles. Artec will each sub-contract 50% of the order volume to Rheinmetall and Krauss-Maffei Wegmann. The total number of Boxer vehicles already delivered by Artec or currently on order now exceeds 1,400 vehicles. The Boxer vehicles ordered by the British Army will be supplied in several different configurations, including an armoured personnel carrier, command vehicle, specialist carrier and field ambulance. Delivery of the vehicles is expected to start from 2023. Most of the production will take place in the UK, ¬safeguarding and creating a substantial number of British jobs. Full-scale production will begin in Germany, but 90% of the Boxer vehicles destined for the British Army will be produced in the UK, principally at plants operated by Rheinmetall BAE Systems Land (RBSL) and KMW’s subsidiary WFEL. This order marks the return of the UK to a European defence programme having taken part in the Boxer project when it was still in its infancy. Boxer is now on its way to becoming one of NATO’s standard vehicles. A modular vehicle – versatile, tried and tested The Boxer is a highly protective 8x8-wheeled armoured vehicle. Its modular architecture enables more operational configurations than any other vehicle system. At present, some 700 vehicles in twelve different versions are on order from three different NATO nations: Germany, the Netherlands and Lithuania. Australia has also ordered 211 Boxer Combat Reconnaissance Vehicles (CRV) in seven variants, the first of which was recently delivered. Artec GmbH was established in 1999. It is a joint venture of Krauss-Maffei Wegmann GmbH & Co. KG, Rheinmetall Military Vehicles GmbH, and Rheinmetall Defence Nederland B.V.. Larter  WASHINGTON – The Maritime Administration has inked a deal for two more training ships for its prospective Merchant Marine officers in a move that could provide the Navy with a suitable hull for special mission auxiliary ships in the future. MARAD contracted for two additional National Security Multi-Mission Vessels, adding on to the two it purchased last year. The ships are destined for use at Maine Maritime Academy in Castine, Maine, and Texas A&M Maritime Academy in Galveston, Texas. The contract, announced Jan. 19, with Philly Shipyard in Philadelphia, Pennsylvania, is worth approximately $600 million. If the last ship is contracted, it would bring the total buy to $1.5 billion, according to the marine trade publication gCaptain. The NMSVs are also national assets that can be used in humanitarian assistance missions, can accommodate up to 1,000 people and includes a modern medical facility. The vessels could also prove useful in the Navy’s quest to identify a flexible hull that can meet a series of missions as it seeks to replace its aging logistics fleet, Sal Mercogliano, a former merchant mariner and maritime historian at Campbell University, told Defense News last year. “Those vessels serve as a potential hull form for maybe a hospital ship, maybe a command ship, an aviation logistics ship, a sub tender: There’s potential there,” Mercogliano said. Questions remain around how the Navy will replace some of its special mission ships, such as the aging hospital ships, and the NMSV is worthy of consideration. For moving lots of tanks and howitzers across long distances, the NSMV isn’t well-suited.
