Italian Navy, telecom provider team up to deter attacks on undersea cables
An Italian Navy official also suggested cables themselves might act as sensors to help the service.

La France a lancé un plan pour réduire les dépendances de l'industrie d'armement aux composants américains qui entrent dans la fabrication de certains programmes français.
La France veut réduire sa dépendance aux composants américains dans la Défense afin de ne pas gêner l'exportation de ses programmes, a déclaré jeudi la ministre des Armées Florence Parly. La France doit actuellement demander aux Etats-Unis la levée d'interdictions sur certains composants. "Nous avons besoin progressivement de nous désensibiliser par rapport à un certain nombre de composants américains, ce qui ne veut pas dire nécessairement pouvoir se désensibiliser complètement", a-t-elle expliqué lors d'une rencontre avec l'Association des journalistes professionnels de l'aéronautique et de l'espace (AJPAE). La France a d'ailleurs lancé un plan pour réduire les dépendances par rapport à ces composants américains.
"Je ne donnerai pas d'exemple précis mais nous avons été confrontés, dans des échanges liés à des prospects exportations, à des difficultés. Et nous savons bien que ces difficultés sont liées en apparence à des questionnements stratégiques et en réalité souvent à des problèmes de concurrence commerciale. Il ne faut pas en être dupes", a-t-elle expliqué.
Si un système d'armes contient au moins un composant américain sous le régime de la réglementation américaine ITAR, les Etats-Unis ont le pouvoir d'en interdire la vente à l'export à un pays tiers. Ainsi, ils ont récemment bloqué la vente de missile de croisière Scalp, qui devait armer le Rafale, à l'Egypte et au Qatar. En 2013, Washington avait déjà refusé une demande de réexportation de la France aux Emirats Arabes Unis de composants "made in USA" nécessaires à la fabrication de deux satellites espions français (Airbus et Thales). La visite de François Hollande aux États-Unis en février 2014 avait permis de régler positivement ce dossier. Lors de son audition en juillet dernier à l'Assemblée nationale, Florence Parly avait reconnu que "nous sommes à la merci des Américains quand nos matériels sont concernés".
"Avons-nous les moyens d'être totalement indépendants des composants américains ? Je ne le crois pas. Cherchons-nous à améliorer la situation ? La réponse est oui", avait-elle déjà assuré en juillet.
La France travaille notamment à désensibiliser les futurs programmes d'armement. Ainsi Florence Parly a affirmé que cette moindre dépendance serait cruciale pour la viabilité du futur programme d'avion de combat (SCAF). Cela passe pour Paris et Berlin d'avoir la capacité d'exporter ce futur système d'armes. Elle a estimé que les industriels devaient prendre en compte ce dossier en lançant des investissements en matière de recherche et de technologie pour être en mesure de fabriquer un composant analogue qui échapperait au dispositif ITAR. "Certains industriels l'ont compris", a-t-elle précisé. C'est le cas du missilier MBDA dans le cadre du développement du futur missile air-air MICA-NG. Ce programme, qui sera opérationnel en 2025, est développé en prenant en compte la contrainte ITAR. Ils seront ITAR Free, assure-t-on à La Tribune.
Florence Parly a également rappelé la dépendance de la France pour les drone MALE Reaper. "Pour armer les Reaper, il faut une autorisation du Congrès américain. Est-ce satisfaisant ? Non. Mais aujourd'hui on n'a pas le choix", a-t-elle expliqué, faisant référence aux drones achetés aux Etats-Unis depuis 2013. Pour autant, l'armement des Reaper ne signifie pas que la France armera le futur drone MALE de reconnaissance et de surveillance en préparation pour 2025. "Dans les spécifications, il sera possible de l'armer, ce qui ne signifie pas qu'aujourd'hui la décision est prise sur la question de savoir s'il sera en définitive armé", a-t-elle souligné.

And it was a colossal feat for the tens of thousands of Allied troops, many of whom paid the ultimate price for our freedom. Less than 5 years later, NATO was born. An extraordinary idea, driven by the visionary leadership of our 12 founding nations and by the deep desire of our citizens to live in peace and freedom. NATO leaders will gather Dec. 3-4 in London, the very first home of NATO's headquarters, at a critical time for our trans-Atlantic security. This is an opportunity to reflect on everything we have achieved over seven decades. In that time, allies in Europe and North America have built an unprecedented area of peace and prosperity. Our ironclad commitment to protect and defend one another guarantees freedom and democracy for our almost 1 billion citizens, making NATO the most successful alliance in history. But beyond marking those 70 years, leaders will look to the challenges that still lie ahead. Today we face the greatest security threats in a generation — from a more assertive Russia to instability across the Middle East and North Africa, and from cyber and hybrid attacks to the ever-present terrorist threat. At the same time, the global balance of power is shifting around us. And the rapid development of new technology promises to transform our societies — and security — as radically as the first industrial revolution. So we must be ready to respond to any threat from any direction. And that is exactly what NATO is doing. Since Russia's illegal annexation of Crimea in 2014, NATO allies have implemented the largest reinforcement of our collective defense since the Cold War. We have strengthened our presence in the east of our alliance, from the Baltic to the Black Sea regions. And we have increased the size and readiness of our forces. This year we declared two new NATO commands operational: one in Ulm in Germany to improve military mobility in Europe, and one in Norfolk in the United States to ensure trans-Atlantic lines of communication. And we are delivering on our new NATO Readiness Initiative to field 30 air squadrons, 30 combat vessels and 30 land battalions within 30 days. As well as guaranteeing our security today, NATO is preparing for the challenges of tomorrow on land, at sea, in the air, in cyberspace and in space. NATO recently updated the core standards for civilian telecommunications, including 5G, in order to improve the resilience of our networks. And this year allies adopted NATO's first-ever overarching space policy. Finally, all allies are stepping up their investment in our security, not only in cash but also with new capabilities and contributions to NATO missions and operations. European allies and Canada have increased defense spending for five years in a row. By the end of next year they will have added an extra $100 billion to their defense budgets since 2016. More allies are on track to meet their pledge to spend 2 percent of gross domestic product on defense by 2024. But we have to do more because our freedom does not come for free. And in a more unpredictable world, we need to continue to keep our citizens safe. In London, NATO leaders will continue to strengthen our collective defense, modernize our alliance and invest in our shared security. And while NATO's 70th anniversary gives us cause for celebration, this is not the time for complacency. We must never take the trans-Atlantic bond for granted. We must never take freedom and democracy for granted. Marinette, Wis., July 22, 2020 – Lockheed Martin and Fincantieri Marinette Marine marked the beginning of construction on Littoral Combat Ship (LCS) 29, the future USS Beloit, with a ceremony in Marinette. As part of a ship-building tradition dating back centuries, a shipyard worker welded into the ship's keel plate the initials of Major General Marcia M. Anderson (U.S. Army, Retired), USS Beloit ship sponsor and a Beloit, Wisconsin, native. This plate will be affixed to the ship and travel with Beloit throughout its commissioned life. LCS 29 will be the 15th Freedom-variant LCS and will join a class of more than 30 ships. To date, four Freedom-variant LCS have deployed to support U.S. Navy presence and peacekeeping missions. In May, LCS 7 (USS Detroit) partnered with a U.S. Navy destroyer and Coast Guard teams to serve interdiction missions in the U.S. Southern Command Area of Responsibility. “With two deployments so far this year, Freedom-variant LCS have proven that they are capable and can serve a unique role in the U.S. Navy's fleet,” said Joe DePietro, vice president and general manager of Small Combatants and Ship Systems. “LCS' speed, maneuverability and flexibility allows the ship to serve a multitude of missions by quickly integrating equipment and deploying manned and unmanned aerial, surface or sub-surface vehicles.” In total, there are more than 500,000 nautical miles under the keel of Freedom-variant LCS. The ship delivers advanced capability in anti-submarine, surface, and mine countermeasure missions, and was designed to evolve with the changing security environment. As near-peer competition from large nation states increases, Lockheed Martin is partnering with the Navy to evolve LCS to meet these threats. Targeted upgrades are already underway with naval strike missiles being installed in support of upcoming deployments. Future installs of improved electronic warfare and decoy launching systems are under development. LCS 29 is the first Navy ship to be named after Beloit, Wisconsin, and the ship's sponsor has personal ties to Beloit. During a long career with the U.S. military, Major General Anderson became the first African American woman to obtain the rank of major general in the U. S. Army and U. S. Army Reserve. As a citizen-soldier, Anderson was employed for 28 years by the United States Courts, where she served as the Clerk of the Bankruptcy Court, Western District of Wisconsin, located in Madison, Wisconsin, until her retirement in late 2019. "The construction of the Navy's newest Littoral Combat Ship and naming it after the city of Beloit, with its rich and storied history of supporting our nation's national security, is more than fitting,” said Major General Anderson. “When completed, the USS Beloit's voyages will be part of the tradition of small cities and towns in America sharing our story around the world." Beloit is one of six LCS in various stages of construction and test at the Fincantieri Marinette Marine shipyard. “We are proud to celebrate the future USS Beloit today,” said Jan Allman, CEO of Fincantieri Marinette Marine. “The Fincantieri Marinette Marine shipyard is honored to build this capable warship, named for another city from the wonderful state of Wisconsin.
