Réfléchir à l’Europe de la défense de demain

On ne peut pas se réjouir simplement que la coopération structurée permanente ait été mise en place ou qu'un Fonds européen de défense soit en train de naitre. L'Europe ne fait ainsi que rattraper un retard à l'allumage. Tous ces projets ont été conçus il y a dix ou vingt ans. Ce qui à l'échelle de l'évolution du monde est quasiment un siècle. Les mettre en place maintenant est indispensable. Mais la donne stratégique évolue. Il importe de continuer à avancer vite, pour rattraper le retard et combler toutes les lacunes. Se reposer sur les 'lauriers' serait une erreur tragique.

Développer l'autonomie industrielle

Malgré des efforts certains, la plupart des pays européens n'ont pas le réflexe d'acheter chez leur voisin quand ils ne peuvent s'équiper en national. Et ils préfèrent acheter américain. L'achat d'un équipement militaire ne peut se résoudre à une question technique, il y a tout un accompagnement politique, logistique à prévoir que seuls les États-Unis aujourd'hui fournissent.     US clears weapon sales for Saudi Arabia, Lebanon, Croatia, Canada, Brazil and South Korea

    By: Aaron Mehta WASHINGTON — The U.S. State Department on Tuesday cleared six Foreign Military Sales cases, potentially worth a combined total of $1.55 billion. The six cases, spread across South Korea, Saudi Arabia, Brazil, Croatia, Lebanon and Canada, were announced on the website of the Defense Security Cooperation Agency. DSCA announcements mean that the State Department has decided the potential FMS cases meet its standards, but this does not guarantee the sales will happen in their announced forms. Once approved by Congress, the foreign customer begins to negotiate on price and quantity, both of which can change during the final negotiations. Here are the details on each case: Croatia: The largest dollar value of the announced FMS cases comes from Croatia, which seeks to spend $757 million on refurbishing its 76 M2A2 Bradley Infantry Fighting Vehicles. The NATO ally operates older models dating to Operation Desert Storm, and is looking to upgrade capabilities. In addition to maintenance, upgraded radios, armor and simulators, the package includes 84 M240 machine guns, 1,103 TOW 2A radio frequency missiles, 100 TOW 2B radio frequency missiles and 500 TOW bunker buster radio frequency missiles. Work will primarily be done by BAE Systems' York, Pennsylvania, facility as well as Raytheon Missile Systems in Tucson, Arizona. Canada: America's northern neighbor wants to upgrade its fleet of five C-17 transport aircraft to the tune of $275 million. The package includes “aircraft hardware and software modification and support; software delivery and support; ground handling equipment; component, parts and accessories; GPS receivers; alternative mission equipment; publications and technical documentation; contractor logistics support and Globemaster III Sustainment Program (G3) participation; other U.S. Government and contractor engineering, technical, and logistical support services; and related elements of program and logistical support,” according to the DSCA announcement. Boeing would perform the work. Saudi Arabia: The most unique of the six cases, the Saudi request involved $350 million in support services for five years, covered through the U.S. Military Training Mission to Saudi Arabia, or USMTM, located in Riyadh — an office of roughly 330 service members and U.S. contractors who help train the Saudi military. Services included in the package are “pay and allowances for U.S. Military, U.S. Government, and Foreign National staff members; USMTM communications support costs; local contracting costs; construction and renovation costs of housing area; transportation costs; U.S. Mail services support costs; dependent education (grades K through 12); administrative costs; temporary duty costs for USMTM personnel; Value Added Taxes (VAT) assessed by Saudi Arabia; and future transition costs to move USMTM” to a proposed new housing location in Saudi Arabia, per DSCA. Brazil: The government in Brazil wants to spend $70 million on 22 MK 54 conversion kits, which would convert existing MK 46 Mod 5 A(S) torpedoes to MK 54 Mod 0 lightweight torpedoes. Those would be equipped on the country's fleet of Sikorsky S-70B Seahawk helicopters and its surface ships. Work would be performed at Raytheon Integrated Defense System's Portsmouth, Rhode Island, facility. Lebanon: The country seeks to spend $55.5 million to procure 300 M1152 High Mobility Multipurpose Wheeled Vehicles in two tranches of 150 each. Beirut currently operates more than 1,000 HMMWVs of various designs, according to the DSCA, which are primarily used to “counter violent extremist organizations and to secure its border.” The primary contractor would be American General, with work happening in its South Bend, Indiana, facility. This is the first FMS case cleared for Lebanon since the start of the Trump administration. South Korea: A frequent customer of U.S. weapons, South Korea now seeks to purchase two MK 15 MOD 25 Phalanx Close-In Weapons System Block 1B Baseline 2 systems for $39 million. This anti-missile defense weapon for ships would come along with training and 4,000 rounds. According to DSCA, Seoul plans to use the systems aboard its first KDX III Batch II-class ship “to provide it with effective means of detecting and defending itself against incoming airborne threats.” The primary contractor is Raytheon, with work to be done at its be Louisville, Kentucky, location. All told, the six notifications mean the Trump administration has cleared 23 FMS cases since Oct. 1, the start of fiscal 2021, with an estimated price tag of $58.75 billion.     The answer to battlefield logistics problems could be IoT

    By: Adam Stone A world of interconnected everything is just around the corner, and the military wants a piece of the action. Global investment in the Internet of Things, or IoT, will top $15 trillion by 2025, according to analysts at Business Insider. The Defense Logistics Agency estimates more than 20 billion IoT devices will be in use by 2020 in homes, businesses and government, and the agency sees a military opportunity in this coming wave of connected devices. “IoT is not just hardware for the sake of hardware, It's a way to capture more data, and we can have an enormous number of potential uses for that,” said Air Force Maj Ricky Dickens, deputy program manager for the Distribution Modernization Program (DMP) at the Defense Logistics Agency. The modernization program is looking to leverage IoT in support of warfighter needs. Tagging everything From a logistics perspective, IoT offers the possibility of giving planners deeper, more consistent insight into the location of needed equipment and supplies. It starts with an effort to deploy electronic tags to make materials on the move more readily visible to automated tracking. “We are look at passive RFID tags and bluetooth tags, different technologies that can give us better visibility on our material as they make their way through our facilities and our processes,” Dickens said. Such a capability speaks directly to issues of force readiness. “We are looking to tag commonly used equipment like forklifts. If management could see that they had four forklifts in the building, they could bring two back over here in order to better manage their resources,” Dickens said. IoT-based tracking could help the military to better manage the flow of the tens of thousands of items – from guns to tanks to uniforms – that are in transit daily among forces positioned around the globe. “As material goes through our facilities we want to see where things are bottling up, where there are process chokepoints and inefficiencies that can eliminate,” Dickens said. “You can see where your faster-moving items are and where your slower-moving items are. You can do efficiency studies to see time for moving material based on where it is located in the warehouse and then you can make better decisions about how things are distributed in your facilities.” Watching industry As DLA looks to IoT to enhance logistics, the military is takings its cues from the private sector. Analysts at Market Research Engine expect the market for logistics-related IoT to be worth $10 billion by 2022. Ahead of retail, automotive and healthcare, the analysts identify aerospace and defense as the top emerging end-user of these capabilities. “What's exciting in industry is that they already have this base of IoT and equipment providing more data. The analysis they can do is astounding,” Dickens said. “Some industries are using artificial intelligence to network with this data to see underlying information that isn't readily available, and some of the outcomes have been game-changers for industry.” DLA's own early implementations include pilot projects slated to deploy soon at Red River Army Depot in Texarkana, Texas and at Anniston Army Depot in Bynum, Alabama. “We are going to roll out a real-time location system to be able to provide more visibility into the materials stored at those locations,” Dickens said. At Anniston the system will be used to track a vast inventory of small arms, while at Red River the system will be used to help manage outdoor vehicle storage. “There are tens of thousands of vehicles there over multiple square miles,” Dickens said. As DLA implements an IoT approach over the coming months, facility operators should gain a much finer-grain view of that operation. In the long term, DLA officials say they would like to incorporate some 12,000 commercial suppliers into their IoT-based approach, covering everything “from windows to bolts to air compressors,” Dickens said. Whether, or when, that will happen depends largely on the shifting price of these emerging technologies. “We need to see the pricing curve come down.
