WASHINGTON — The U.S. Space Force has selected Raytheon Intelligence & Space to build an advanced weather satellite prototype that can provide the military with theater weather imaging and cloud characterization, the company announced July 22.
The Next Generation Electro-Optical Infrared Weather Satellite is intended to replace the Defense Meteorological Satellite Program, or DMSP, a series of satellites that have provided weather data for military operations since the 1960s.
In 2015, Congress directed the Air Force to replace DMSP with a new weather system. As of last year, the satellites in the DMSP constellation were reaching the end of their service life, and the Pentagon expressed concerns that they may not last until a new satellite is launched in 2024.
ORS-8, a planned replacement slated to launch in 2020 in partnership with NASA, was canceled by the space agency following protests. A free-flying spacecraft that could help provide weather data in the interim was scrapped by the Pentagon last year in favor of a distributed low-Earth orbit architecture.
Raytheon says it can design the new satellite in eight months by leveraging weather system technology used on the Visible Infrared Imaging Radiometer Suite and Moderate Resolution Imaging Spectroradiometer. Raytheon did not disclose the prototype contract value.
“Our system will gather all the info needed to not only build an accurate weather forecast, but to really understand what's going on in the atmosphere — both of which are essential to planning and executing a mission,” said Wallis Laughrey, vice president of space and command-and-control systems at Raytheon Intelligence & Space. “Understanding clouds and cloud movement could be used for things as simple as route planning for air-to-air refueling or to know where clouds might be covering an area of interest.”

By: Jeff Jeong SEOUL, South Korea ― The South Korean military's long-sought purchase of training helicopters has been ruptured due to price issues, prompting the arms procurement agency to prepare a rebidding process for the aircraft acquisition project code-named TH-X. Bell (formerly Bell Helicopter) and Leonardo Helicopters were competing for the $155 million project to procure 41 training helicopters both for the South Korean Army and the Navy, according to the Defense Acquisition Program Administration, or DAPA. “The TH-X selection, originally due late last year, has been delayed, and a bidder failed to meet some of the TH-X requirements,” DAPA spokesman Kang Hwan-seok said. “As the TH-X acquisition is a competition basis, we're scheduled to proceed with a rebidding soon.” Multiple industry sources said the TH-X negotiations broke down mainly because of cost concerns. “Bidding price was an issue, but there are some other reasons, too,” Kang said, adding his agency would issue a request for proposals again between June and July. He declined to elaborate further. The South Korean military has sought to introduce new training helicopters to replace the older fleet of MD 500s, which have been operational for more than 30 years. The DAPA issued an RFP for the TH-X in November 2015. Bell offered its new 505 Jet Ranger light helicopter, which successfully completed its first flight in November 2014, while Leonardo suggested its SW-4 light single-engine multirole helicopter produced its Polish subsidiary PZL Swidnik. Larter WASHINGTON – A project inside the Defense Advanced Research Projects Agency has the potential to pull the Navy's unmanned surface vessel aspirations forward a decade, a senior DARPA official said Wednesday at the annual C4ISR Conference. DARPA's effort to develop a ship designed from the keel up to operate without humans, known as “NOMARS” for “no mariners,” is a separate effort from the Navy's quest to develop a family of large and medium unmanned surface vessels. But the benefits of that program, if successful, could be a giant leap forward for the concept the Navy is developing, said Mike Leahy, who heads the Tactical Technology Office at DARPA. The Navy “will only be able to go so far with where the technology has matured,” Leahy said. “What we're able to do is link to that group [developing USVs for the Navy], get information about what missions they are trying to accomplish, the sizing and other constraints, feed that into NOMARS project so that we can take the same class of ship – looking at the same ideas in terms of a hull form – and when we are successful we can dump that right into their tranche and pull that forward a decade from where it might have been on a traditional path.” The Navy and DARPA have been closely linked in efforts to develop unmanned platforms but DARPA's NOMARs will remain an independent effort, Leahy said. The Navy has “been involved in the source selection, they're involved in the testing we're doing, so that we can make sure that information is flowing,” Leahy said. “But we will reserve the right to take risks that may not be in the direction they want to go. Because sometimes learning what does not work is even more valuable than what does. “The physics is going to tell you what you need to know, and you can't cheat it.” Maintaining separate lines of effort is important because DARPA has the freedom to fail whereas failure in an acquisition program has higher stakes, he said. “NOMARS is going and looking at ‘Can I take people completely off ships,'” he explained. “That's a risky endeavor. We don't know if we're going to be able to do that. We don't know if that's going to pan out. You would not want to link an acquisition program directly to that.” Another Option The Navy is currently pursuing both a large and medium unmanned surface vessel that can perform missions for the surface Navy as a means of increasing aggregate naval power without wrapping a $2 billion hull around 96 missile tubes, as Chief of Naval Operations Adm.
