Quel plan de relance pour la défense ?

Les industriels de la défense, qui sont venus défendre l'idée d'un plan de relance devant les parlementaires le 23 avril dernier, évoquent plusieurs pistes possibles : maintien de la loi de programmation militaire a minima, nouvelles commandes, plan pour l'innovation et implication de la Commission européenne. « Pour la LPM (loi de programmation militaire), nous souhaitons son maintien et que des idées soient données pour ajuster ces programmes dans le but d'alimenter notre industrie de défense, souligne Eric Trappier, président du GIFAS. Il faut être capable de relancer notre économie sinon il y a un risque pour l'emploi et l'activité. Je suis très attaché à l'emploi dans les territoires. Avant de parler de relocalisation, il faut rappeler que l'industrie de défense se situe déjà en France ».

    Turkey in talks with South Korea to salvage Altay tank program

    By: Burak Ege Bekdil ANKARA, Turkey — Turkish procurement and military officials as well as teams from a private manufacturer have been negotiating with a South Korean company to recover a program riddled with delays for the production of the country's first indigenous new-generation main battle tank. “This program has faced major delays due to failed access to significant components like the engine, transmission and armor,” a procurement official told Defense News. “I am not in a position to give a date for the start of serial production. All I know is we are trying hard to get it moved ahead.” In 2019, Turkish President Recep Tayyip Erdogan's office included the Altay tank as part of the military's 2020 inventory in a government document. In an October 2019 speech, Ethem Sancak — a senior shareholder in BMC, which makes the Altay — said the tank would be fielded within 24 months. It now appears that prediction was too optimistic. The presidential office's 2021 investment program, released earlier this month, does not even mention the Altay, let alone the tank entering service. According to a source with knowledge of the Altay program, BMC has been in talks with Hyundai Rotem to solve problems surrounding missing foreign technology for the Altay, which Turkish officials often portray as a fully national, indigenous Turkish tank. The South Korean company previously built public transportation and Bosporus crossing systems in Istanbul, Ankara and Adana as well as light rail systems in Istanbul and Izmir. “We are hoping our talks will eventually sort out the problems regarding the power pack — [the engine and transmission — that] we will use in the serial production cycle,” the source told Defense News. “We are probably talking about another couple of months of talks before we know which way we are headed.” He added that BMC is in indirect talks, through Hyundai Rotem, with two South Korean defense technology concerns: engine-maker Doosan and S&T Dynamics, which produces automatic transmissions. “Ideally a Doosan-S&T power pack will power the Altay if we can iron out differences and licensing issues,” he said. South Korea has experienced similar problems with its program for the mass production of the K2 Black Panther tank. Its deployment by the Army faced delays due to problems concerning the engine and transmission. The first 100 units were built with a Doosan 1,500-horsepower engine and an S&T Dynamics automatic transmission. Under a second contract, tanks began to be delivered in late 2016. But after S&T Dynamics' transmission failed durability tests, South Korea's Defense Acquisition Program Administration announced the second batch would have a “hybrid” power pack consisting of the locally developed engine and the German RENK transmission system. “How the Turks can make use of a proven engine and a failed transmission remains to be seen,” said a London-based Turkey expert, who spoke on condition of anonymity. Turkey had hoped to power the Altay with the German MTU engine and RENK transmission, but talks with German manufacturers over the past couple of years failed due to a federal arms embargo on Turkey. Germany is one of a number of European governments that have limited exports to Turkey over its involvement in the Syrian civil war. A similar problem concerns the Altay's planned armor. Turkey was hoping a French armor solution would be continue to be available following an initial batch of 40 units. But recent political tension between the two countries over hydrocarbon explorations off Cyprus has put this in jeopardy. The source with knowledge of the Altay program said the armor will now be locally produced under a public-private partnership. The Altay program dates back to the mid-1990s, but it wasn't until November 2018 that the Turkish government awarded the tank's multibillion-dollar contract to BMC. In a competition, the firm defeated Otokar, which had already produced four Altay prototypes under a government contract. The contract involves the production of an initial batch of 250 units, life-cycle logistical support, and the establishment by the contractor of a tank systems technology center and its operation. As part of the contract, BMC will design, develop and produce a tank with an unmanned fire control unit. The contract said the first Altay tank is to roll off the assembly line within 18 months. Opposition parties in parliament have slammed the government over delays, but procurement officials claim the 18-month clause will apply after the first unit's production begins. The Altay program is broken into two phases: T1 and T2. T1 covers the first 250 units, and T2 involves the advanced version of the tank. Turkey also plans to eventually produce 1,000 Altays, to be followed by an unmanned version. The deal has proved politically controversy, particularly after the Erdogan administration leased for free a military-owned tank and turret factory by the Marmara Sea to BMC for a period of 25 years. The move prompted cries of nepotism, as BMC shareholder Sancak was a senior member of Erdogan's Justice and Development Party at the time. Ozgur Eksi, an independent defense analyst, questioned the choice of assigning a factory by the sea for tank production. “In the event of war, the Altay factory could be an easy target for the enemy fire,” he said. “This program could have been much better planned from a strategic point of view.” Nevertheless, Eksi added, “there is a political determination to get the Altays into the Army's inventory.     French aviation rescue plan bets on defence helicopters, drones and tankers

    The French government has pledged to buy new military heavy-lift helicopters and accelerate plans for naval drone, ISTAR and tanker aircraft programmes as part of a wider economic stimulus package, worth €15 billion ($17 billion), aimed at protecting the country's aviation industry from faltering under the strain of COVID-19. Based on the PlanAero initative, a decision to specifically issue the defence industry with funding of €600 million means that eight H225M rotary platforms will be ordered, while orders for three A330 MRTT and one Beechcraft King Air 350 ALSR will be expedited. VSR700 rotary-wing UAS and Aliaca mini drone plans have also been brought forward. The H225M order confirms that Paris will opt for it as a replacement for legacy French Air Force Puma helicopters while the new A330 MRTT arrangements will lead to retirement of the A340 being reset from 2028 to this year. A310s will similarly be taken out of service in 2021 – two years earlier than scheduled. The ALSR is under contract with Thales and Sabena Technics with a host of additional French suppliers contributing to the programme, including Ecrin, Aquitaine Electronics, Arelis, Avantix, Elvia and Protoplane, although a 9 June announcement from the French Ministry of Armed Forces does not mention a delivery date for the aircraft. PlanAero unmanned details include the addition of a second VSR700 demonstrator as part of the French Navy's SDAM programme but new commitments for the effort and the navy's SMDM mini drone programme stop short of exact order quantities. SDAM has been contracted to Airbus and Naval Group who have designed the in-development VSR700 from the Cabri G2 light helicopter, while SurveyCopter supplies the Aliaca for SMDM. 'This additional SDAM demonstrator will enable the programme to further secure the next steps, and in particular the development of technologies and the refinement of specifications to meet the French Navy's operational requirements,' an Airbus spokesperson told Shephard. The VSR700 is due to enter service in 2028 and boasts a 500-1,000kg MTOW capability. In November 2019, Airbus announced the platform had undergone tethered flight testing with future free flight trials anticipated. A VSR700 demonstrator phase. to include ship-based flights off French Navy frigates, has been laid out as part of risk reduction activities that were originally due to be completed by 2021. Shipborne deployments from the future FTI medium frigate are a longer-term target. Following on from France's aviation support plan, the European Commission warned on 10 June that budgetary pressures stemming from COVID-19 could impact member states, calling on them to 'spend better together'.     US Air Force receives new KC-46 aircraft, an event decades in the making

    By: Valerie Insinna and Jeff Martin EVERETT, Wash., and MCCONNELL AIR FORCE BASE, Kan. — On the chilly morning of Jan. 25, just as the sun was beginning to rise, two KC-46 refueling tankers took offfrom Boeing's Everett, Washington, delivery center and began flying toward McConnell Air Force Base in Kansas. Later that day, it touched down, to cheers from airmen assigned to the base's 22nd Air Refueling Wing. It took only minutes for the aircraft to taxi and take to the skies — a welcome lack of drama for a program that has seen prolonged challenges: a virulent competition between two companies, two years of schedule delays and more than $3 billion in cost overrunsthat manufacturer Boeing had to pay out of pocket. The delivery of the first two KC-46 Pegasus planes was almost two decades in the making. As such, the event was treated as a momentous celebration by Boeing officials, who held a ceremony Thursday marking the occasion with its Air Force customer. On Friday, Air Force leadership, congressional representatives and Boeing executives witnessed the aircraft's arrival at McConnell for yet another event. “To me, its personal to bring on this capability,” Air Force Chief of Staff Gen. David Goldfein said after arriving on base. “This is a big day for us.” “I think we all know the journey over the last several years,” Boeing CEO Dennis Muilenburg said Thursday. “It hasn't been easy. In fact, it's been hard. But this team stuck to it. This team worked together.” At the Everett ceremony, Boeing brought in a band to play classic rock songs by the likes of Jimi Hendrix and Led Zeppelin before the ceremony, dispersed cookies and chocolate lollipops featuring the KC-46, and had a tanker-themed “selfie station” where visitors could take photos of themselves with the Pegasus on display. Over the KC-46 flight test program, the aircraft clocked 3,800 hours in the sky and pumped more than 4 billion pounds of fuel, Muilenburg said. Leanne Caret, who heads Boeing's defense business, said the delivery solidifies the firm's legacy as “the tanker company for the U.S. and the world.” “We're looking at delivering not only great capability that works today, but we're looking at staying on that leading edge of technology going forward, and we will continue to lean in throughout this process,” she told reporters after the event. But numerous obstacles remain. Boeing needs to correct the KC-46's deficient remote vision system — the series of cameras and sensors that are the sole source of situational awareness for boom operators trying to move fuel from the tanker to a receiver aircraft. The company is redesigning that system at its own expense, and Caret declined to comment on the projected costs of the upgrades. In order to hit a contractually obligated milestone, it also needs to move forward with getting wing aerial-refueling pods certified by the Federal Aviation Administration, an event that Air Force Secretary Heather Wilson confirmed will not happen until 2020. Despite those problems, Air Force officials sounded an optimistic note about the current status of the program. Wilson, who previously criticized Boeing for seemingly not paying enough attention to the tanker's problems, touted the new capabilities the KC-46 will bring to the tanker force, such as infrared countermeasures, protection against electromagnetic pulses and armor that will make it more survivable in the field. “This aircraft is able to defend itself in ways that the KC-135 can't.
