    PARIS (Reuters) - Quatre groupes européens, dont le français Thales, ont annoncé mardi leur intention de coopérer pour doter le futur drone de surveillance européen de fonctions avancées de traitement de données et de communications. L'italien Elettronica, l'allemand Hensoldt, l'espagnol Indra et Thales précisent dans un communiqué commun avoir signé un protocole d'accord pour fournir des fonctions de renseignement, de surveillance, d'acquisitions de cibles et de reconnaissances (Istar) au futur drone en préparation par leurs quatre pays. "L'équipe est ouverte à la coopération avec d'autres entreprises", soulignent les quatre groupes. La phase de développement du drone MALE (haute altitude longue endurance) devrait démarrer en 2019. Airbus Defense and Space, Dassault Aviation (premier actionnaire industriel de Thales) et l'italien Leonardo avaient signé le contrat d'étude de définition en août 2016.     Leonardo: contract valued at over 150 million euros with Guardia di Finanza for the supply of three ATR 72MPs and logistic support services

    Rome, October 9, 2019 - Leonardo has signed a contract with Guardia di Finanza valued at over 150 million euros for the supply of three ATR 72MPs and related technical-logistic support services. This contract completes the acquisition of four aircraft, the first order was placed in July 2018, awarded under a European tender. The first aircraft will be delivered by the end of 2019, with the remaining three units expected to be supplied by 2022. Alessandro Profumo, CEO of Leonardo, said: "We are proud that Guardia di Finanza has chosen to rely once again on our ATR 72MP, an aircraft which fully represents Leonardo's technological capabilities in terms of design and integration of platforms and systems at the highest levels.” Lucio Valerio Cioffi, Aircraft Division MD at Leonardo, said: “The ATR 72MP combines reliability, low operating costs, all the advantages of the ATR 72-600 regional passenger transport aircraft together with a state-of-the-art mission system.” The ATR 72MP will be integrated into the aeronautical capabilities of Guardia di Finanza, in the context of the multiple roles assigned to the Corps by the current regulatory framework. The Guardia di Finanza is the only law enforcement agency with general jurisdiction capable of exercising incisive and constant supervisory activities along the entire national coastal development and in international waters, carried out also due to the advanced technological equipment installed on its own aircraft. Specific latest generation capabilities embedded for the first time into the ATR 72MP will be useful to support dedicated surveillance activities entrusted to the Guardia di Finanza. The ATR 72MP will operate in air-sea patrol and research missions, using on-board sensors to identify, even discreetly, sensitive objects, monitor their behavior, acquire evidence, and lead the intervention of naval units and land patrols. The ATR 72MP - already in service with the Italian Armed Forces in a military version called P-72A - is equipped with the modular Leonardo ATOS (Airborne Tactical Observation and Surveillance) mission system. The ATOS manages the wide range of sensors of the aircraft, combining the information received in an overall tactical situation and presenting the results to the operators of the mission system in the most suitable format, providing an excellent and constantly updated scenario. Thanks to its commercial derivation, the ATR 72MP delivers its crew levels of ergonomics that increase its efficiency and effectiveness during maritime patrol, search and identification missions, SAR (search and rescue) missions, counter drug trafficking, piracy, smuggling and preventing any illegal action across the territorial waters, which can typically last more than 8 hours.     French Defence Staff chief: France is making moves to guarantee its survival in the face of existential threats

    By: Jackson Schneider While I'm writing this article, the world is facing the greatest global crisis of our generation. It is worth asking what a globalized world means after the COVID-19 pandemic, and mainly in the context of the defense industry. Will it feature, as it did until recently, dynamic international trade and financial flows, globally integrated production chains, and an unprecedented flow of people and goods? Or, as many have speculated, will we see more protectionism, with countries protecting their markets and jobs, being more self-absorbed and less integrated? And how will the effects of geopolitical trends, accelerated by the current crisis, unfold in the decision-making of the military segment in a review of strategic plans? Nonstate actors, unconventional wars, terrorism, nationalism, the connection of organized crime with paramilitary movements, radicalism and rogue states are some of the topics with which we are commonly presented. Entirely unpredictable in nature, these trends have the capacity to cause even more damage, marked by new space and cyber weapons. Perhaps we will move from open partnerships, shared defense solutions and industrial integration to a more suspicious environment, where countries will develop individual defense responses, only using partnerships that supplement their ability to succeed. New technologies, communications formats, relationships, economic flows, environmental concerns and geopolitical trends will have significant consequences in our lives. And the repercussions are uncertain. In this environment, the defense sector will face new threats, such as the even more intensive use of cyber and space technology, autonomous applications, and artificial intelligence to attack, threaten, influence, or defend countries, companies and citizens. The prospect of cyber conflicts is worrisome. Software overtakes hardware, and the product is an internet of solutions that we can't truly understand. This is the new world that the defense industry must understand and ultimately act upon. Industry must seek solutions far beyond the conventional, sometimes even distant from our natural comfort zones, either by doctrine or generational conflict. This challenge also sparks opportunity, as it enables countries to form programs to protect their critical infrastructure and sensitive data by encouraging unique solutions, using complementary and controlled partnerships when necessary. This can foster the digital economy and technology of the future. To make it happen, however, a fundamental change to the definition of “defense” is necessary. If we consider the defense realm to be exclusive to the military, these advancements will be limited. The most obvious vector of the defense environment is certainly the military, but the requirements of the post-pandemic world are larger. The public and private sectors must be coordinated. The integrated efforts of various companies are necessary for supporting the implementation of a cyber protection program. Universities and research centers will also be necessary for fostering knowledge and developing critical thinking throughout countries. Nations usually define their defense investment priorities based on military policies and geopolitical strategies — considering eventual threats or interests. They should defend their convictions, territory and population. The defense industry must interact with the world in general, either regionally or globally. Even if we imagine a less globalized world following the pandemic, defense challenges are increasingly global. Outlining regional defense visions and coordinating scientific and technological efforts — involving public and private agents — around the same strategic purpose can ensure the sustainability of our defense industry.
