    Leonardo: Italian Air Force enhances emergency response and homeland security capabilities with the delivery of the first HH-139B helicopter

    Rome, December 3, 2020 - Leonardo has announced today the recent delivery of the first HH-139B twin engine helicopter to the Italian Air Force, a customised variant of the bestselling AW139 platform, from its facility based in Vergiate. The aircraft is the first of 17 HH-139Bs and deliveries are expected to be completed by 2021, in order to further strengthen the multirole capabilities of the Italian Air Force as an essential enabler to support emergency response and security requirements across the nation. The helicopter will be operated by the Italian Air Force's 15th Wing which is in charge for search and rescue (SAR) duties and supports the national community in case of disaster relief operations. The HH-139Bs will perform a range of missions including SAR, fire-fighting, Slow Mover Intercept, and join an existing fleet of 13 multirole HH-139As and four VH-139As, the latter are used for Government transport missions. Compared to the HH-139A, the 7-tonne HH-139B variant features, among others, new electro-optics, new radar, a new rescue hoist and a mission console in the cabin. Core avionics will feature Phase 8 software release allowing even more advanced and safer all-weather navigation and mission capabilities. In order to ensure the greatest level of responsiveness and effectiveness, an extended coverage area will be ensured by distributing the helicopters in several bases. Each aircraft can be quickly reconfigured from SAR to MEDEVAC or fire-fighting. The growth of the Italian Air Force's HH-139 fleet also benefits from unique logistical, operational and technical, certification and training commonalities and synergies across the growing AW139 fleets of Government and public service operators in Italy. This reinforces the possibility to perform effective and safe joint operations with other users of this modern type and represents a quantum leap in homeland security, disaster relief capability and overall through-life-cycle cost/effectiveness for the future. During the Covid-19 pandemic, AW139s have been extensively used in Italy to deliver unique biocontainment installation transport services in its class. In Italy, the AW139 has also been selected by Italy's Guardia di Finanza, State Police, Coast Guard, National Fire Corps and Carabinieri, in addition to several emergency medical service operators. This latest Italian Air Force's programme brings the total number of AW139s chosen by all of these Italian Government operators to nearly 80, covering a wide scope of public utility roles including law enforcement and homeland security, patrol, special operations and anti-terrorism, SAR, fire-fighting, command and control, government/VVIP transport, disaster relief and training. Many military or law enforcement operators from countries around the world have selected or are already operating the AW139 to fulfil their requirements. With orders placed by over 280 customers from more than 70 nations, the AW139 is the most successful helicopter programme in the last 15 years with almost 1,100 units in-service logging over 2.9 million flight hours for the widest range of missions. The US Air Force (USAF) will soon introduce the AW139-based Boeing MH-139 to replace the UH-1N fleet.     France’s armed forces minister: How AI figures into operational superiority

Gene Lee, a former fighter pilot and U.S. Air Force pilot trainer, defeated in 2016 by artificial intelligence in an air combat simulation. This specific AI program, even deprived of certain controls, is able to react 250 times faster than a human being. It is one story among many others of how AI technologies play and will play a leading role in operational superiority over the next decades. I personally choose not to oppose the human to the robot. There is no discussion of replacing human intelligence by artificial intelligence, but it will be essential in increasing our capabilities manyfold. AI is not a goal, per se; it must contribute to better-informed and faster decision-making for the benefit of our soldiers. AI means unprecedented intelligence capabilities. Crossing thousands of satellite images with data provided by the dark web in order to extract interesting links: This is what big-data analysis will make possible. AI also means better protection for our troops. To evacuate wounded personnel from the battlefield, to clear an itinerary or a mined terrain — as many perilous tasks that we will soon be able to delegate to robots. Lastly, AI means a stronger cyber defense. Cyber soldiers will be capable of countering at very high speed the increasingly stealthy, numerous and automated attacks that are threatening our systems and our economies. We have everything to win in embracing the opportunities offered by artificial intelligence. This is why the French Ministry of Armed Forces has decided to invest massively in this area. However, we are not naïve, and we do not ignore the risks associated with the development of emerging technologies such as AI. Hence, we chose to develop defense artificial intelligence according to three major principles: abiding by international law, maintaining sufficient human control and ensuring the permanent responsibility of the chain of command. To ensure daily compliance with these principles over the long term and to feed our ethical thought, as new uses of AI appear every day, I decided to create a ministerial ethics committee focused on defense issues. This committee will take office at the very end of this year and will come as an aid to decision-making and anticipation. Its main role will be to address questions raised by emerging technologies and their potential use in the defense field. At the heart of these questions stands an issue that is of interest but also of concern, both within the AI community and within civil society. It comes down to the lethal autonomous weapon systems that some call “killer robots” — weapon systems that would be able to operate without any form of human supervision, that would be able to alter the framework of the mission they are allocated or even assign new missions to themselves. It is important to know that such systems do not exist yet in today's theaters of operation. However, debating about them is legitimate. In fact, France did introduce this issue in 2013 to the United Nations in the framework of the Convention on Certain Conventional Weapons. We do wish these discussions to continue in this multilateral framework, the only one that can eventually bring about a regulation of military autonomous systems, as it is the only one that is altogether universal, credible and efficient. We cannot rule out the risk of such weapons being developed one day by irresponsible states, or falling into the hands of nonstate actors. The need to federate with all other nations in the world is even more imperative. France defends its values, respects its international commitments and remains faithful to them. Our position is unambiguous and has been expressed in the clearest terms by President Emmanuel Macron: France refuses to entrust the decision of life or death to a machine that would act fully autonomously and escape any form of human control. Such systems are fundamentally contrary to all our principles. They have no operational interest for a state whose armed forces abide by international law, and we will not deploy any.     DARPA Selects BAE Systems to Develop Machine Learning Capabilities for Space Situational Awareness

    BURLINGTON, Mass.--(BUSINESS WIRE)--BAE Systems has been awarded a Phase 2 contract to develop machine learning capabilities aimed to help the military gain better awareness of space scenarios for the U.S. Defense Advanced Research Projects Agency (DARPA). The goal of DARPA's Hallmark Tools, Capabilities, and Evaluation Methodology (Hallmark-TCEM) program is to not only develop and evaluate tools and capabilities that increase an operator's understanding of space events, but also enhance the ability to select effective courses of action for any given situation. Space assets such as satellites are becoming increasingly important and relied upon by the Department of Defense for communications, surveillance, and security. As part of Hallmark-TCEM, BAE Systems' FAST Labs™ research and development team will build cognitive-based machine learning algorithms and data models aimed to give space operators the ability to identify abnormal activities and predict possible threats. The team will build on Phase 1 work of the program, and continue to leverage the decade-long development of the company's Multi-INT Analytics for Pattern Learning and Exploitation (MAPLE) technology with a solution called MAPLE Automates Joint Indications and Warnings for Cognitive Counter-Space (MAJICS). “Our technology builds data models based on normal activity and then ingests large amounts of real-time, streaming data to compare against the normal model and determine if any abnormal activity is occurring or will occur,” said Dr. John Hogan, product line director of the Sensor Processing and Exploitation group at BAE Systems. “By using this technology, we hope to reduce the operator's workload by providing a solution that will automatically predict space events such as launches or satellite movements based on millions of pieces of data, helping them make rapid decisions to avoid any potential threats.” BAE Systems' research on the Hallmark-TCEM program adds to the company's machine learning and artificial intelligence segment of its autonomy technology portfolio. The capabilities developed under the Hallmark-TCEM effort will be integrated into DARPA's Hallmark Software Testbed (Hallmark-ST) program.
