Photonis Technologies awarded contract for Spain

Photonis has been awarded a multi-year contract for the delivery of up to 5,000 state-of-the-art image intensifier tubes for night vision monoculars. Photonis will provide the Spanish Armed Forces with high performance 4G image intensifier tubes for usage in the AN/PVS-14 monocular, that will be provided by the Spanish original equipment manufacturer Night Vision Lasers Spain (NVLS).

To increase its effectiveness at night, the Spanish Armed Forces wanted to improve their night operability by purchasing the high performance 4G image intensification technology. This technology increases the ability to locate and engage threats and to operate in all night conditions. The 4G standard is the latest technology in intensified night vision. This technology is specifically designed to address the stringent requirements of special forces operators and only 4G can offer ultra-fast Auto-Gating, the smallest halo and unrivalled spectral range from ultraviolet to near infrared. 4G provides an edge over adversaries in the darkest nights, in all terrain and operations and operators can gain from the best DRI range possible.

The 4G image intensification tubes will be used in the AN/PVS-14 monoculars, provided by NVLS. These systems are used worldwide as either a pocket scope, a right or left eye-mounted monocular or as a weapon sight. “Photonis is proud to deliver its unrivalled technology to the Spanish Armed Forces and supports their choice in the AN/PVS-14 as well, since these multi-function systems increase their flexibility and therefore help safeguard their night operations”, according to Frederic Guilhem, Executive Commercial Officer Night Vision at Photonis.

This contract comes at the same time when NVLS introduced their 16mm image intensifier binocular night vision device in Spain. NVLS developed an ultra-compact and ultra-light dedicated binocular goggle solution called MINIMUS BINO, using Photonis 16mm 4G, high FOM, black & white, ultra-fast Auto-Gated image intensifier tubes, that exceeds an independently validated lifetime of more than 10,000 hours. An initial contract of 110 goggles has been awarded by the Spanish Army and they will be used by Spanish Special Forces (Mando de Operaciones Especiales) and the crew served weapon systems operators. MINIMUS BINO represents actually the smallest system in man portable night vision devices, with less than 380 g with a FOV > 40º and integral metallic construction.

    Outgoing Pakistan Navy chief reveals details of modernization programs

    Usman Ansari ISLAMABAD — Pakistan's Navy is racing to plug operational and technological gaps as part of an unprecedented modernization effort, according to the outgoing naval chief, but analysts are divided on whether the move will deter adversaries. Adm. Zafar Mahmood Abbasi was speaking during the an Oct. 6 change-of-command ceremony when he detailed measures he enacted, prioritizing “combat readiness and offensive capability” for the historically undersized force amid tension with India. In addition to reorganizing the Navy's force structure, he outlined acquisition and development programs, some of which were mentioned for the first time or had new details confirmed. These included: Expanding the Navy to more than 50 warships (more than doubling major surface combatants to 20, with plans for six additional large offshore patrol vessels). The apparent free transfer of a Chinese Yuan-class submarine to train Pakistani crews for its eight Hangor subs. Developing the hypersonic P282 ship-launched anti-ship/land-attack ballistic missile. Establishing the Naval Research and Development Institute to nurture indigenous design talent (it is presently engaged in programs such as the Jinnah-class frigate, Hangor-class subs, UAV jammers, directed-energy weapons, underwater sonar surveillance coastal defense systems, unmanned underwater vehicles and unmanned combat aerial vehicles). In contrast, expansion of the Pakistan Navy would “effectively neutralize India's growing naval capability,” according to Mansoor Ahmed, a senior research fellow at the Center for International Strategic Studies in Islamabad. He noted that India has “long enjoyed the most decisive numerical advantage; that is potentially destabilizing, as it could encourage belligerency and aggression, and fuel crisis instability.” However, Pakistan's modernization efforts would “help keep the nuclear threshold high,” “enhance Pakistan's second-strike capability by increasing survivability of its surface and submarine fleet,” and provide considerably increased capacity for attrition, Ahmed added. Similarly, Tom Waldwyn, a naval expert at the London-based International Institute for Strategic Studies, said there is merit in the expansion program. “Certainly the ship- and submarine-building plans, once realized, will be a significant boost to Pakistan's conventional maritime capability. By the end of this decade, the frigate fleet will grow by half and the submarine fleet will probably double in size. The planned gunboats could free up the new frigates to perform tasks the Pakistan Navy is currently not able to do as often,” he said. The Hangor program is probably the most noteworthy because of China's involvement, Waldwyn added. “Although local build of Hangor submarines is planned to be complete before the end of the decade, regenerating that industrial capability will be a big effort, and I expect that Chinese assistance in doing so will be crucial.” But one factor depends on whether Germany provides export clearance of diesel engines for the submarine. Pakistan's Ministry of Defence Production, the Navy's public relations department, the German embassy in Islamabad, and Germany's Federal Office for Economic Affairs and Export Control all declined to respond to Defense News' inquiries about the engines. It is unknown whether the program is now proceeding with Chinese substitutes. Weapons and platforms Announcement of a contract for unmanned combat aerial vehicles, however, appears to be official confirmation the Chinese Wing Loong II deal first reported in October 2018. Though photographed undergoing testing in Pakistan, there was never official confirmation of a contract. Air power expert at the Royal United Services Institute think tank, Justin Bronk, said it “is probably one of the most effective options for armed UAV acquisition available to Pakistan.” “It has proven fairly satisfactory in service with the [United Arab Emirates] and others, and can carry a wide variety of cheap and effective Chinese munitions. Its sensor capabilities are not up to U.S. standards, especially in terms of stabilization. But given that sales of MQ-9 and other comparable U.S. systems are restricted, and Israeli UAVs are seldom exported with acknowledged weapons capabilities, Wing Loong II is probably the best option available,” Bronk explained. In regard to what aircraft Pakistan will choose to replace its P-3C Orion fleet, Defense News asked the Navy and the Ministry of Defence Production, but neither provided details by press time. A small number of business or regional jets from Brazil, Russia or Ukraine with non-Western systems (to avoid sanctions) could readily be converted to suit Pakistan's requirements. However, there is no official, publicly available notice or hint of sale to Pakistan from these countries' manufacturers, and there was no response to related queries. Such a conversion could be locally done, as wider naval modernization is underpinned by Pakistan's in-house research and development program. Still, the IISS analyst added, it's not essential the work be performed domestically. On the modernization effort as a whole, Waldwyn noted that “developing the local capability to design and build this equipment is not a prerequisite to providing conventional deterrence in the short term, and importing equipment from abroad can sometimes be less expensive.” “However, there is value to developing the defense industrial base and sovereign technological capabilities, as it can protect you against geopolitical changes going forward,” the IISS analyst added. For Ahmed, domestic work would demonstrate Pakistan “is determined to maintain the required level of modernization” — particularly with directed-energy weapons. Meanwhile, he said he's uncertain what new purpose the P282 missile will serve. He is unconvinced the P282 is a hypersonic cruise missile intended to replace the current ship- and submarine-launched Harbah cruise missile. However, if the P282 is a ballistic missile as claimed, “it would make sense only if deployed on a submarine” where it could serve as part of Pakistan's nuclear deterrent.     Avion de combat : la France et l'Allemagne veulent travailler ensemble

    ANNE BAUER Les ministres de la Défense française et allemande souhaiteraient réaliser ensemble un « système de combat aérien du futur ». Un projet pour remplacer à terme les Rafale et les Eurofighter. C'est une visite importante pour les industriels du secteur. La ministre de la défense allemande, Ursula von der Leyen, vient ce jeudi à Paris rencontrer son homologue Florence Parly. Après cinq mois sans gouvernement, la ministre, confirmée à son poste par Angela Merkel, devrait maintenir l'agenda de coopération bilatérale défini lors du conseil des ministres franco-allemand du 13 juillet dernier. Notamment pour la réalisation en commun d'un grand nombre d'équipements militaires du futur : avions de combat, drones, chars... Vers un avion de combat franco-allemand L'engagement de la ministre est important alors que le SPD, traditionnellement hostile aux interventions militaires et aux exportations d'armes, a imposé en partie ses réticences dans le programme de gouvernement du quatrième mandat d'Angela Merkel. Toutefois, depuis juillet, les administrations et les états-majors des armées ont maintenu leurs travaux, ce qui permettra à Florence Parly et Ursula von der Leyen d'annoncer la réalisation en coopération du « système de combat aérien du futur », probablement un ensemble d'avions pilotés et de drones, voire d'outils de défense sol-air ou air-air, lors du Salon aéronautique de Berlin qui démarre le 25 avril. A cette occasion, les deux ministres signeront ensemble un document réalisé par les états-majors français et allemand sur leurs besoins futurs. « Ce document est essentiel pour exprimer les besoins des armées, et sera ensuite décliné entre les industriels français et allemands (Dassault, Safran, MBDA, Airbus, etc.) pour converger peu à peu vers une feuille de route pour construire le système d'avion de chasse qui remplacera à l'horizon 2040 les Eurofighters de l'armée allemande et les Rafale de l'armée française », explique l'entourage de Florence Parly. La Grande-Bretagne en attente Un sujet majeur pour la survie de l'industrie aéronautique européenne et un symbole très fort de la nouvelle volonté de la France et de l'Allemagne de renforcer l'Europe de la défense. Si l'Allemagne et la France parviennent à travailler de concert sur l'avion de chasse de 5e génération, la probabilité que l'Allemagne choisisse l'avion de combat américain F-35 de Lockheed-Martin pour remplacer ses vieux Tornado s'éloigne. A l'hôtel de Brienne, on estime possible de faire converger les études des différents industriels jusqu'à la définition d'un projet concret en 2019. Pas question de répéter les erreurs de l'avion de transport militaire A400M. L'Allemagne et la France veulent d'abord bien définir le projet avant d'ouvrir le projet à d'autres pays. D'autant plus que la Grande-Bretagne, empêtrée dans ses problèmes de Brexit, ne semble plus vouloir poursuivre le projet de drone de combat du futur engagé avec Dassault et BAE, ce qui oblige à une redéfinition des enjeux. Des drones européens en 2025 Une autre coopération est en bonne voie : le futur eurodrone de moyenne altitude et de longue endurance (MALE), piloté par l'Allemagne en association avec Airbus, Dassault et Leonardo, qui doit aboutir à un contrat de réalisation l'an prochain en vue d'une livraison vers 2025. Ce projet, dont le développement sera essentiellement financé par le Fonds européen de défense en discussion à Bruxelles, doit permettre à l'Europe de regagner une part de souveraineté, alors qu'elle doit aujourd'hui acquérir des drones Reapers américains pour sécuriser ses opérations extérieures. La France s'engagerait à acquérir 12 eurodrones (4 systèmes de trois drones) à partir de 2025. Le tabou des exportations D'autres coopérations sont en cours, à court terme pour la modernisation des hélicoptères Tigre, le partage des données satellitaires ou la communication et à long terme pour définir le char de combat qui remplacera les Leclerc français et les Leopard allemands. La volonté franco-allemande de renforcer l'Europe de la défense, notamment en collaborant pour rationaliser l'industrie de l'armement européenne, demeure. Toutefois, un sujet de fond n'est pour l'instant toujours pas traité : la possibilité ou non d'harmoniser les règles d'exportation. Un sujet essentiel pour l'avenir des projets communs, à l'heure où le Parlement allemand souhaite interdire les ventes d'armes en Arabie saoudite pour protester contre ses agissements au Yemen.
