Pentagon’s A&S reorganization should be completed a year ahead of time

WASHINGTON — Last December, Ellen Lord sat down with reporters and told them that the reorganization of the Pentagon's Acquisition, Technology and Logistics office would be a two-year process.

Now, however, Lord believes her Acquisition and Sustainment office will beat that target, easily.

“I believe we are going to be pretty squared away” by the first quarter of calendar year 2019, Lord told Defense News in an interview following her appearance at the second annual Defense News Conference.

“I believe those last critical slots — a lot of [deputy assistant secretary of defense] slots, a few director slots — will all be filled by March of '19. We're excited to get going on the work,” she said.

The AT&L reorganization included splitting the office into two new units — the undersecretaries of Acquisition and Sustainment, led by Lord, and of Research and Engineering, led by Mike Griffin.

In July, Deputy Secretary of Defense Pat Shanahan released a memo — obtained first by Defense News — finalizing the structures of the new organizations.

Soldiers need this technology, and it is my objective to complete this project successfully and quickly,” said Czech Defence Minister Lubomir Metnar, as reported by local broadcaster Ceska televize. The ministry decided to change the contractor from Tatra Export to Eldis Pardubice after the former company failed to obtain a relevant security clearance, including a license from Nexter Systems. Deliveries of the vehicles are scheduled for the years 2020-2025, according to the minister. The contract is estimated to be worth about 6.7 billion koruna (U.S. $303.1 million). Both Tatra Export and Eldis Pardubice are part of the country's defense industry giant Czechoslovak Group. The Titus is mounted on a chassis made by Tatra Trucks. Czechoslovak Group reported sales of more than 24 billion koruna for 2017.     Un rapport du Sénat recommande l’emploi de drones d’attaque « sacrifiables » par les forces françaises

    La Commission de la défense du Sénat préconise, dans un rapport intitulé « Les drones dans les forces armées » présenté le 7 juillet, l'achat de drones « bon marché » et « consommables, c'est-à-dire sacrifiables sur le champ de bataille ». Le document évoque des drones « destinés à mener des attaques saturantes », ainsi que des engins dotés de charges explosives. Ces drones, appelés loitering munitions en anglais, ont été des facteurs essentiels de la victoire azérie face à l'Arménie lors du conflit du Haut Karabakh. « La victoire azérie a été largement obtenue gr'ce à des drones israéliens et turcs à bas coûts, ce qui doit nous interpeller », estime Cédric Perrin, sénateur LR du Territoire-de-Belfort, co-auteur du rapport. « Nos industriels, notamment MBDA, ont toutes les compétences » pour développer de tels drones, souligne-t-il, « il n'y a aucune raison que les Russes, les Turcs ou les Israéliens y arrivent, et pas nous ».
