Partnering With the U.S. Defense Industrial Base to Combat COVID-19

Statement attributed to Lt. Col. Mike Andrews, Department of Defense spokesman:

"The Department continues to aggressively partner with the defense industry to mitigate impacts from COVID-19.

Under Secretary of Defense Ellen Lord's Acquisition and Sustainment leaders in Industrial Policy, Defense Pricing and Contracting, Defense Logistics Agency (DLA), and the Defense Contracting Management Agency (DCMA) have made significant progress this week in addressing specific concerns outlined by defense industry leaders.

During the 4 daily COVID-19 update calls with defense industry associations leaders this week, led by Deputy Assistant Secretary of Defense for Industrial Policy Ms. Jennifer Santos, several key concerns identified by industry included 1) critical defense contractor workforce ability to continue working; 2) ensuring cash flow to the defense industrial base; and 3) getting standardized guidance out to industry.

On Friday the Department issued two memos that address all three concerns. After working closely with the Hill and the Department of Homeland Security, Under Secretary Lord issued a Defense Industrial Base Essential Critical Infrastructure Workforce memo that defined essentiality in the Defense Industrial Base (DIB) workforce, ensuring the defense industrial base's critical employees can continue working. The memo also reiterated her commitment to the safety of the workforce and support of the national security mission.

In addition, on Friday Mr. Kim Herrington, Director of Defense Pricing and Contracting, issued a Deviation on Progress Payments memo, which stated that once in contracts, the progress payment rate that contracts can get paid for will increase from 80% of cost to 90% for large businesses and from 90% to 95% for small businesses. This is an important avenue where industry cash flow can be improved. DCMA will work on mass modifications to contracts where applicable (vs one by one) using DCMA authorities. In addition, the Department is accelerating payments through several means to prime contracts and directing prime contracts to expedite payments to subcontractors.

Vice Admiral David Lewis, DCMA Director, has worked closely with the contracting workforce and the Defense Finance and Accounting Services (DFAS) to ensure that invoices are continuing to be paid in a timely manner.

On Friday, the Acquisition and Sustainment Small Business Office reached out to defense industry small businesses, and is working with the Small Business Administration and their small business emergency loan program to help protect these companies.

The Department is fully engaged with the interagency to leverage the Defense Production Act to help reinforce critical elements of the DIB. It is especially important to understand that during this crisis the DIB is vulnerable to adversarial capital, we need to ensure companies stay in business without losing their technology. The Department will be discussing this in more detail next week.

    US Air Force ready to test tech for new battle management system

    Valerie Insinna WASHINGTON — The Air Force is ramping up its efforts to test and field a suite of new hardware and software that will become the military's command and control backbone. Since February, the Air Force has published three separate broad area announcements seeking technologies that could be funneled inside the Advanced Battle Management System, the service's effort to seamlessly connect all of the Department of Defense's equipment and pool together its data to form a complete picture of the battlespace. Then, in May and July, it awarded the first two mega-batches of ABMS contracts, with 46 companies in total winning $1000 and a chance to compete for more money down the road. “We want a wide variety of companies, and we definitely want fresh blood in the ABMS competition,” Will Roper, the Air Force's acquisition executive, told reporters on May 14. “There is a lot that can be contributed from companies that are commercially focused, that know a lot about data, that know a lot about machine learning and AI and know a lot about analytics. Those are going to be the most important parts of the Advanced Battle Management System.” ABMS is the Air Force's piece of the military's fledgling Joint All Domain Command and Control concept. The vision involves networking every shooter and sensor to a cloud computing environment and using artificial intelligence to ensure that relevant information is immediately sent to whichever platform needs it. In practice, that could look like compiling data from a Global Hawk drone and a naval destroyer to help cue a fighter jet to lock its missile on a nearby target. While the Air Force has some big picture ideas of the products that will comprise ABMS — such as cloud computing tools, machine learning technologies and apps — it hasn't set firm requirements or laid out exactly what products it needs to build out the system. Through the BAAs, the government plans on bringing in companies using different styles of contracts and agreements, which Roper said will allow startups, commercial tech firms and other nontraditional players to “find their fit with this mission.” Those companies will then bring their products and technologies for week-long field tests, held three times a year. The next phase of experiments is planned to start on Aug. 31. While the service had already performed one experiment with technologies that could become part of ABMS and had put several dozen companies on contract prior to May, the Air Force sees the broad area announcements as vehicles to capture a wider array of technology firms that may not already do business with the government, Roper said. Each BAA has multiple rolling deadlines, with the Air Force hoping to award contracts anywhere from four to six weeks after a company submits a proposal. The first announcement seeks out proposals for traditional indefinite delivery/indefinite quantity contracts. The second solicits ideas and technologies through a two-step process, where industry would submit information about the concept before being invited to submit a formal proposal, which the service says will allow participation from contractors “who are unsure about how they want to proceed but want to share their idea.” The third announcement invites companies with existing products to join ongoing ABMS technology demonstrations — at no cost to the government — through cooperative research and development agreements. The service also held a series of industry days, starting May 13, to help answer questions about the effort, especially from businesses that don't usually work with the Defense Department. “We had over a hundred companies just in the first day, and we are expecting more than 300 before the end of this first event,” Roper said. “Three hundred companies for the first industry day ... is a good start. That's certainly broader than the number of defense primes that we have or even the major suppliers.” Each of the announcements specify seven broad areas where the service is seeking new technologies or ideas: Digital architecture, standards and concepts: The Air Force is looking for digital modeling and simulation technologies, trade studies and other standards development tools and processes that it can use to map out the entire ABMS architecture virtually and test how it would work in practice. Sensor integration: In essence, the service wants any hardware or software that will allow different equipment to share data. “A key interest of ABMS is the compatibility and interoperability capabilities through the use of open interfaces to enable improved control of systems and the processing of their data,” the service said in the BAA. Data: The Air Force is also interested in “cloud-based data repositories” that could pass information across domains to the different services. These libraries of data points will be “meta tagged,” analyzed and then fused using AI algorithms to help inform military decision makers. Secure processing: The service needs technologies that will be able to move the appropriate data across technologies with different security levels, ensuring that classified information stays protected while sharing what is feasible. It also includes deployment, training and support services for all devices and processing environments. Connectivity: These tools include line-of-sight and beyond line-of-sight communications networks, as well as technologies that can turn a platform into a data node, reduce latency, provide improved anti-jamming capabilities or other functions that improve the speed and breadth of communications gear. Applications: iPhone analogies have become Defense Department clichés at this point, but the Air Force is hoping to commission the design and development of apps to process, fuse and help present data to different audiences across domains. Effects integration: These involve networked weapons that can be integrated with existing platforms for a greater combined effect. “This includes, but is not limited to smart munitions and low-cost autonomous platforms” that can carry out functions such as data relay. The Air Force is slated to spend $300 million on the Advanced Battle Management System through fiscal year 2021, according to the Government Accountability Office, which has also warned that the nontraditional structure of the program could put it “at greater risk for schedule delays, cost growth, and integration issues.” Preston Dunlap, the Air Force's chief architect charged with overseeing the ABMS effort, said the the price of technologies will undeniably be an important criteria, and the service will try to reduce costs by using affordable and readily available commercial products whenever possible. “That's one of the core principles that we have to manage costs,” he said during a May 7 event hosted by the Mitchell Institute for Aerospace Studies. “We're able to take advantage of the commercial pressures and marketplace to keep the costs down. That's different. Normally it's flipped. If we're the primary customer here, we've got to be very concerned about cost growth associated with that. Right now, in some sense, we're the small buyer.” While the Air Force will better be able estimate the total cost of ABMS as experiments go on, the current focus of the effort is figuring out how to inject innovative commercial tech into the military system as quickly as it becomes available, Dunlap said. “I'm less worried at the moment about some of those cost issues because if we're in that cycle we're probably not doing it right,” he said. https://www.c4isrnet.com/battlefield-tech/c2-comms/2020/07/08/us-air-force-ready-to-test-tech-for-new-battle-management-system/

    Lockheed-Boeing team pitch Defiant X, its candidate for the Army’s long-range assault helo competition

    By: Jen Judson WASHINGTON — Lockheed Martin-owned Sikorsky and Boeing have pitched a tweaked version of the team's coaxial technology demonstrator — the SB-1 Defiant — which it plans to submit for the U.S. Army's Future Long-Range Assault (FLRAA) competition, according to the companies. The modified, competition-ready aircraft design is being called Defiant X, taking the same surname as little brother Raider X, which is Lockheed's submission for the Army's other helicopter competition — the Future Attack Reconnaissance Aircraft (FARA) program — running nearly in parallel. Both aircraft build off and scale up from Sikorsky's X2 demonstrator which flew for the first time in 2008. Lockheed Martin came out with Raider X roughly two years ago at the Association of the U.S Army's annual trade show. “One thing that always comes out is the importance of this aircraft at the X,” Tim Malia, Sikorsky's FARA director, said at the time. “The ‘X' is defined by the Army as the terminal area where they actually have to go do the work, do the reconnaissance, do the attack mission. The operation at the X is really critical for this program and for this platform.” And according to the Lockheed-Boeing team, it's no different with Defiant. Modernizing its vertical lift fleet is the Army's third-highest priority behind Long-Range Precision Fires and Next-Generation Combat Vehicle development. The Army intends to field both a FLRAA and FARA by roughly 2030. Defiant X made its public debut Jan. 25 featuring changes to the outer mold line compared to the demonstrator airframe, such as a sharper nose cone; a tricycle-style landing gear; changes to the exhaust system and an integrated mission systems package. The “enhancements to the design” are born from roughly 1,500 hours running algorithms in a systems integration lab, 135 hours logged in the Propulsion Systems Test Bed, and 31 flights, adding up to 26 hours of flight time, the companies reported. Some of the changes to the airframe were made to reduce thermal signature and improve aerodynamic handling. The exhaust system alterations also reduce thermal signature, the team conveyed. The landing gear changes are meant to improve stability, landing and taxiing in combat and more austere environments, according to the companies. Adding integrated mission systems is a requirement for the FLRAA competition in order to upgrade and continuously improve aircraft capability through a modular open system architecture. The MOSA will allow the systems to stay relevant in a Joint All Domain Operations environment and on the battlefield in 2035 and beyond. Defiant X will also come with “fly-by-wire flight controls integrated with autonomy capability leading to safety and workload reduction for the crew and operations in complex and degraded visual environments,” the team noted. Lockheed and Boeing are claiming that, as of now, Defiant X is the only offering that can sling-load equipment during missions “at an operationally relevant distance.” “One of the key words here is versatility,” Heather McBryan, Boeing's director of sales and marketing for future vertical lift, told reporters during a Jan. 22 roundtable held in advance of Defiant X's public debut. “Although the FLRAA mission is about more than just flying fast, and although we know the pacing mission is the air assault mission, this aircraft is going to be asked to do a whole lot of other things on a daily basis and our design and capability really provides that extreme lifting power for those types of missions.” To date, the SB-1 Defiant helicopter — as part of the Army's technology demonstration and the ongoing follow-on competitive risk reduction effort — has reached 211 knots in straight-and-level flight and 232 knots in a descent. “During the [competitive development and risk reduction], we've done hundreds of trade studies to refine this transformational capability and worked closely with our Army partner,” Jay Macklin, director of Future Vertical Lift business development with Sikorsky, said in the same call with reporters. “The design you're going to see today is a result of those studies. The CDRR has provided a great vehicle to share data back and forth to help the Army again understand and come to a decision on exactly what they are looking for,” he said. The team, according to Macklin, continue to also run tests in a digital combat environment that allows the ability to look at and test designs and maintenance procedures, fly and run operational analysis in order to ensure the best design. While Defiant X came out looking a certain way, according to newly released renderings and animations, that doesn't necessarily mean something won't change before the actual aircraft is built and ready to fly, according to McBryan. The Army released a draft request for proposals in December for FLRAA, announcing its unsurprising intentions to limit the competition to the Sikorsky-Boeing team and Bell because they are the only ones that can meet all of the service's technical and production requirements after spending years building and flying Joint Multi-Role Technology Demonstrator aircraft meant to help define requirements and the realm of the possible for a next-generation medium-sized helicopter. Bell is expected to submit a tiltrotor that would likely not stray too far from its V-280 Valor aircraft flown in the technology demonstration. Bell's demonstrator first flew in December 2017. Defiant took longer to get off the ground due to challenges in manufacturing its complex rotor blades. Defiant's first flight took place in March 2019.
